Ministry of Railways plans upgradation of 90 stations showcasing local culture or history

            In an attempt to increase passenger amenities and to give an aesthetic makeover to the most visited stations across Indian Railways, Ministry of Railways has formulated the plan to redevelop 90 stations across Indian Railways. The redevelopment plan of 90 stations is assigned to different zones/ nodal agencies. Given that some stations are important pilgrimage hubs and report over 45,000 footfalls per day, Indian Railways would strive to ensure that passenger’s get best services at the stations even during peak seasons.

It may be noted that Indian Railways is in the process of redevelopment of more than 600 stations. While doing this, efforts would be made to showcase local culture or history to reflect in the station façade. For instance Aurangabad station is to be developed on lines of Ajantha or Ellora, Agra station is to be developed on lines of Taj Mahal, Ujjain station is to be developed on lines of Mahakaleshwar temples, Nagpur station to have a big orange in the premises. Since Belgaum has history of Mahatma Gandhi visiting there, Belgaum station to have a big Charkha at the front. Rail Land Development Authority (RLDA) is keeping elements of local heritage in facade/redevelopment of station buildings. For instance in Charbagh (Lucknow) elements of existing heritage building are incorporated in second entry NE Rly station, similarly in Gomti Nagar, elements of Awadh culture with Jali wok has been incorporated, in Triputi station, Lord Tirumala temple design has been incorporated, in Pondicherry, French colonial architectural elements are provided. Similar action will be taken for Goa Kota Nellore Ernakulam stations.

रेलवे की संपत्तियों पर अवैध कब्जा रोकने के लिए उपग्रह द्वारा निगरानी की जाएगी, इसरो तथा रेलवे द्वारा संयुक्त रूप से निर्मित की जा रही इस प्रणाली द्वारा रेलवे संपत्तियों पर नजर रखने के साथ साथ ट्रैक पर चल रहे कार्य की निगरानी भी हो सकेगी

अब रेलवे की जमीनों और स्टेशनों के आसपास कब्जा करना मुश्किल होगा, क्योंकि रेलवे की संपत्तियों की निगरानी सैटेलाइट के जरिए होगी। इसके लिए रेलवे और इसरो के बीच समझौता पत्र पर हस्ताक्षर भी हो चुके हैं। जिसे मूर्तरुप देने के लिए रेलवे ने सभी मंडलों को सभी संपत्तियों का डाटा संकलन करने के दिशा-निर्देश दिए हैं। इसके अनुपालन में बिलासपुर जोन के मंडल संपत्तियों का व्यौरा जुटाने में लगे हुए हैं।

रेलवे के मुताबिक प्रत्येक मंडल में एक कंट्रोल रुम भी स्थापित किया जाएगा। जहां रेलवे के अधिकारी सभी संपत्तियों की जानकारी मुख्य कंट्रोल रूम को देंगे। इसके जरिए इसरो के पास पूरी जानकारी भेजी जाएगी, जहां चिन्हित स्थानों को सैटेलाइट में फीड किया जाएगा।

विकसित होगा जीआईएस पोर्टल

रेलवे की सभी संपत्तियों का खाका तैयार किए जाने के बाद जीआईएस पोर्टल विकसित किया जाएगा। यह पूरी तरह से जीपीएस प्रणाली पर आधारित होगा। इसका कार्य जोरशोर से चल रहा है। बरहाल प्रगति के लिहाज से कार्य सन 2018 दिसंबर तक पूरा होने की संभावना है। इसके लिए सीआरआइएस (सेंटर फॉर रेलवे इनफर्मेशन सिस्टम्स) एप्लीकेशन तैयार करने में लगा है।

निगरानी तंत्र होगा मजबूत

भारतीय रेलवे ने संपत्तियों की निगरानी तंत्र को मजबूत करने के लिए दिशा-निर्देश दिए हैं। बताए गए मैपिंग के हिसाब से सैलेलाइट में चिहृनित स्थान अपलोड होगा। जिससे 24 घंटे उनपर नजर रखी जाएगी। इसमें रेलवे स्टेशन भी शामिल हैं। वहीं इसके अलावा ट्रैकों पर भी नजर रखेंगे। ताकि ट्रैक और सिग्नल उपकरणों की खामी को पकड़ा जा सके।

ट्रैकों के काम भी होंगे ऑनलाइन

ट्रैकों के काम भी ऑनलाइन दिखेंगे। इससे सेंट्रल रेलवे को यह भी जानकारी मिलेगी कि कहां निर्मांण या मरम्मत का काम चल रहा है। रेलवे के मुताबिक पूरी प्लानिंग के बाद ही इसरो ने समझौता किया है। इसके लिए रेलवे के इंजीनियर और इसरो संयुक्त रुप से प्रोजेक्ट पर काम कर रहे हैं।

मंडल की जमीन पर पांच हजार परिवारों का कब्जा

रायपुर रेलवे मंडल के हजारों एकड़ जमीनों पर लगभग पांच हजार लोगों ने कब्जा कर रखा है। इसका भी डाटा जुटाया जा रहा है। रायपुर के डब्ल्यूआरएस कॉलोनी, आरबीएम कॉलोनी, बीएमवाय कॉलोनी चरौदा भिलाई, कुम्हारी, धमतरी सहित अन्य स्थानों पर रेलवे की जमीन कब्जे में है। जाहिर है कि ऐसे में इन्हें मुक्त कराने में रेलवे को सहूलियत होगी।

‘इसके लिए जोरशोर से तैयारी चल रही है। जाहिर है कि सैटेलाइट से रेलवे परिसंपत्तियों की निगरानी होगी। इससे अब रेलवे की जमीन पर कब्जा करने के प्रकरणों में कमी आएगी।’ – सुनील सिंह सोइन, जीएम, बिलासपुर

Getting Ready For Summer: Govt. has ramped up coal supply to power plants, ensuring adequate coal stocks to meet increased power demand in the coming months

Flexible use of domestic coal by power plants has resulted in savings of ₹646 crore in the Apr-Feb period of the ongoing fiscal, creating new thrust in promoting efficiency & optimum utilisation of the country’s natural resources

The flexible use of domestic coal by power plants has resulted in savings of Rs 646 crore in the April-February period of the ongoing fiscal.
“Indicative savings due to aggregation of linkages is Rs 645.77 crore (Provisional) for coal supply during current (financial) year up to Feb’18,” an official source said.

The government had earlier relaxed norms for utilisation of domestic coal and said that the move will help bring down the cost of power generation by 40 to 50 paise per unit and eventually lead to yearly savings of up to Rs 30,000 crore in the next 4-5 years.

“After aggregation, GenCo (generation company) based coal indicative average price for calculation of incentive has been taken as Rs 1,182 per tonne,” the official source said.

Under the flexibility of utilisation of domestic coal, power utilities have the flexibility to use their coal in any of the power plants.

In this regard, all the states and central power utilities have signed supplementary agreements with Coal India and its arms for aggregation of their long-term coal linkages.

Many state/central power utilities have also started implementing the scheme by utilising their coal in their more efficient power plants, the Central Electricity Authority had earlier said.

Details of major initiatives taken by Ministry of Railways to improve the facilities for Rail Passengers are as under:-

(i) Online ticket booking facility through Indian Railway Catering and Tourism Corporation (IRCTC) website thereby obviating the need to stand in queues at reservation counters.

(ii) Reserved and unreserved ticket booking facility through mobile phones.

(iii) Provision of Automatic Ticket Vending Machines (ATVMs) at railway stations for dispensation of tickets.

(iv) Provision of various cashless modes of payment like net banking, e-wallets, credit/debit cards through Point of Sale (POS)s machines, through Unified Payment Interface (UPI), etc.

(v) Earmarking of separate counters at various Computerised Passenger Reservation System (PRS) centres for dealing with the reservation requisitions received from persons with disability, senior citizens, ladies, former Members of Parliament, Members of Legislative Assemblies, accredited press correspondents and freedom fighters.

(vi) Automatic preparation of first reservation charts at least 4 hours before scheduled departure of train and thereafter booking of available accommodation through internet as well as through PRS counters till preparation of second reservation charts.

(vii) Intimation to passengers through SMS in case of change in passengers’ reservation status from waiting list/RAC to confirmed, cancellation of trains, late running of train in identified trains, etc.

(viii) Cancellation of computerised Passenger Reservation System (PRS) counter tickets through IRCTC website or through 139.

(ix) Automatic refund to e-ticket holders in case of cancellation of trains.

(x) Introduction of Alternate Train Accommodation Scheme ‘VIKALP’ to provide confirmed accommodation to waitlisted passengers in alternate train to ensure optimal utilisation of available accommodation.

(xi) Increase in number of berths earmarked as RAC to accommodate more passengers.

(xii) Earmarking of combined quota of 6 lower berths per coach in Sleeper, 3 lower berths per coach in 3AC and 3 lower berths per coach in 2AC class for Senior Citizens, pregnant women and female passengers 45 years of age and above. Further, in Rajdhani, Duronto and fully Air Conditioned/ Express trains, 4 lower berths per coach are earmarked under this quota.

(xiii) Earmarking of a reservation Quota of 6 berths in 3AC class by Garib Rath Express trains for exclusive use of female passengers irrespective of their age while travelling alone or in group of female passengers.

(xiv) Earmarking of reservation quota of two berths in 3AC class and four berths in Sleeper class for persons with disability.

(xv) Introduction of Sarathi Seva to help old and disabled passengers requiring assistance at the station and strengthen the existing services for enabling passengers to book Battery Operated Car (BOC), porter services etc. on a paid basis in addition to the existing pick up and drop and wheelchair services.

(xvi) Provision of Yatri Mitra Sewa at major stations for enabling passengers to book wheelchair services cum porter services.

(xvii) Electronic display boards are provided at ‘A-1’ and ‘A’ category stations and public address systems are provided at ‘A-1’, ‘A’ and ‘B’ category of stations and can be provided upto “D” category of stations.

(xviii) Taking various steps with a view to encouraging booking of rail ticket through internet e.g. withdrawing of service charge imposed by IRCTC, enhancing the capacity of the server, increasing the options available for making payment while booking ticket through internet etc. Due to these efforts, internet ticketing now constitute approximately 65% of total reserved tickets issued on Indian Railways.

In addition, in the Union Budget 2018-19 it has been announced that redevelopment of 600 major railway stations is being taken up by Indian Railway Stations Development Corporation Limited. All stations with more than 25000 footfalls will have escalators. All railway stations and trains will be progressively provided with wi-fi. CCTVs will be provided at all stations and on trains to enhance security of passengers.

It has also been decided to open the first ever National Rail and Transport Institute at Vadodara. The University will be set up in the campus of Ministry of Railways’ National Academy of Indian Railways (NAIR) in Vadodara, Gujarat. The campus infrastructure will be built in phases to cater to approximately 3,000 students over 10 years. Detailed Project Report has been submitted to the Ministry of Human Resource Development which has forwarded it to UGC for examination and advice on conferment of Deemed to be University status under the denovo category. Renovation and upgradation work at National Academy of Indian Railways shall start shortly.

New Jalpaiguri-Howrah Shatabdi Express Gets ‘Swarn’ Makeover: With renovated interiors, upgraded toilets and automatic hygiene-control systems, this Swarn upgradation of the Shatabdi will enhance passenger travel experience

Indian Railways under its Operation Swarn is upgrading as many as 14 Rajdhani Express and 15 Shatabdi trains at an average cost of Rs 50 lakh per train. The New Jalpaiguri-Howrah Shatabdi Express has become the first Shatabdi Express train of Northeast Frontier Railway to get this golden upgrade.

New Jalpaiguri-Howrah Shatabdi Express is now ‘Gold Standard’! Indian Railways under its Operation Swarn is upgrading as many as 14 Rajdhani Express and 15 Shatabdi trains at an average cost of Rs 50 lakh per train. The New Jalpaiguri-Howrah Shatabdi Express has become the first Shatabdi Express train of Northeast Frontier Railway to get this golden upgrade. Operation Swarn is a 10 parameter upgrade scheme of Indian Railways, under which passenger comfort and feedback has been given importance. Security, staff behaviour, toilets, onboard cleanliness, catering, coach interiors, punctuality, onboard entertainment, linen and real time feedback are the 10 areas that have found focus in this upgrade of the New Jalpaiguri-Howrah Shatabdi Express.

After the upgrade of 12041/12042 New Jalpaiguri-Howrah Shatabdi Express train upgrade, the 12085/12086 Guwahati–Dibrugarh Shatabdi Express and 12087/12088 Guwahati–Naharlagun Shatabdi Express trains will also be revamped and made swanky. According to Indian Railways, an approximate expenditure of Rs 2 lakh per coach will be incurred for these three Shatabdi trains. So what does the Jalpaiguri-Howrah Shatabdi Express upgrade mean for the railway passenger? We take a look at 10 salient features of the upgraded Jalpaiguri-Howrah Shatabdi Express that will cheer rail passengers on that route:

1. The interior of Jalpaiguri-Howrah Shatabdi Express has been given an “international” colour scheme. Additionally, interior panels and areas above the luggage rack have been given an anti-graffiti vinyl wrapping.
2. LED lighting has been fitted for energy conservation and better illumination.
3. Toilets – a big pain point of travellers – form a big part of the upgrade under Operation Swarn. For one auto janitors have been fitted for better hygiene
4. An epoxy coating has been done in toilets. Extra mats in the toilet and the surrounding connecting areas mean that the washroom will be dry at all times and better cleanliness will be maintained.
5. The toilet doors have been given an anti-graffiti vinyl wrapping
6. Better quality dustbins, improved soap dispenser, health faucets and stainless steel wash basins are some other features that help improve the aesthetics of the toilets
7. Also, the toilet commodes and basins have been polished and will be cleaned regularly to keep them odour free in every trip
8. LED lights have also been provided over the mirrors
9. There is now a night signage to make sure that passengers are able to easily identify berths
10. New design magazine bags and an extra pocket for mobiles are other features

According to Pranav Jyoti Sharma, CPRO of Northeast Frontier Railway, the catering staff has also been given training for better servicing and the food would also be of better quality, For Operation Swarn, the Ministry of Railways has formed nine teams. These teams have two officers each from the Railway board – a step that helps better monitor the progress of work under this passenger-friendly project.

India’s all-women railway crew derail sexist attitudes

Mahima Dutt Sharma rolls her eyes when men make excuses to gawk at her inside the booth where she checks tickets at India’s only interstate train station run entirely by women.

“Even though all the information is displayed on boards, they keep coming again and again with silly queries,” she told AFP at Gandhinagar junction in Jaipur, where female station masters and clerks draw astonished looks.

“They are not used to seeing women handling such jobs, so I don’t really blame them.”

These trailblazers are not just breaking new ground in conservative Rajasthan but upending social norms in India that assume a women’s proper place is in the home.

India is one of the world’s fastest growing major economies but also has one of the lowest rates of female employment, and the trend is worsening.

Fewer and fewer women are entering the workforce, particularly in rural areas where most Indians live. Women are staying in school longer, but even two-thirds of those with university degrees are not working, the World Bank says.

This helps explain the fascination with the all-women crew “manning” Gandhinagar as superintendents, conductors and station masters.

Urban subway networks in major Indian cities may have train carriages designated for women, but that is less about empowerment than a measure to prevent sexual harassment.

Yet roughly 7,000 passengers passing through the major junction at Gandhinagar — including Indians from remote tribal corners of the desert region — come into direct contact with these pioneering women every day.

Many passengers travel from villages where women are rarely seen outdoors, let alone managing a major state-run institution from the ground up.

Women even staff the bulk of the security detail that patrols the station, muscling in on jobs still considered in many parts of the world to be the realm of men.

– Keeping on track –
Seeing women make the trains run on time and round up troublemakers in smart government uniforms remains a leap too far for many men, suddenly forced to interact with females outside their comfort zone.

Neelam Jatav said her job as a station supervisor had undeniably given her “new wings to fly”, but she still had to deal with men sceptical of a female authority figure.

“Ever since I started working here, I have noticed men keep trying to peep in from here and there,” she told AFP.

“It feels really awkward, because I am just doing my job.”

But in statistical terms she is an oddity in India, where women contribute just 17 percent to national GDP, less than half the global average.

Economists warn India cannot reach double-digit growth if it does not reverse falling women’s participation in jobs.

The McKinsey Global Institute found in 2015 that India could increase its GDP by up to 60 percent by 2025 just by bridging the gender gap.

Most Indian women are not working at train stations but undertaking domestic work or childcare. Surveys show that Indians expect women to stay at home, and social taboos disapprove of women earning their own income or travelling to workplaces alone.

Even women with jobs are often expected to give them up when they get married or have children.

But slow inroads are being made.

At Gandhinagar, the station is equipped with sanitary napkin vending machines, a huge stride in a country where any discussion of menstruation is off limits.

There is also talk of a creche, still a rarity in India, so women can bring their children to work.

Saumya Mathur, the head of Jaipur’s railway division and a mother of two, said she hoped young girls passing through the station would take note of those in charge and “start believing in themselves”.

“Just a little push is needed to make a girl feel that she can do what she wishes to do. She can dream of doing things which earlier she would not have dreamt of,” Mathur said.

Ministry of Railways instructs Zonal Railways to link the arrival & departure of trains with Data Loggers

This system will improve punctuality of trains & provide real time train movement information to passengers.

Ministry of Railways have eliminated the practice of manually recording punctuality performance at 41 major railway junctions across zones to ensure correct reporting of such data. The Railway Board has instructed zonal railways to link the arrival and departure of trains with data loggers from January 1 2018 without the fear of drop in punctuality and report authentic punctuality status.

A data logger (also data recorder) is an electronic device that records data over time by sensing status of relays. Railway zones have provided such data loggers this across 41 stations which include Howrah, Mumbai CST, Mughalsarai, Lucknow, Kanpur, Chennai Central, Ahmedabad and Bangalore.

It has been an endeavour of Indian Railways to run trains punctually and provide information to their customers more current, reliable and accurate, with minimal human intervention.  Data Loggers were provided at Stations to monitor the status of functioning of signaling gears.  For train control, Optical Fibre network has also been laid and linked to control centres of the Divisions.

It was decided to utilize these data loggers for capturing trains running information & update Control Office Application (COA) automatically at the central server.  For this purpose, to start with, the data loggers of one terminal station and one more station at each zonal railway is linked with COA through optical fibre backbone for automatically picking up the train running status.   The work at 17 terminal stations and 17 other stations has been implemented as a pilot project. The system has been working since 1st Jan.2018 and extended to total 41 stations.  (List attached)

As on date, punctuality of almost 80% of mail/express trains is being monitored through this system.  It has been planned to further expand the network covering all the terminal stations.  With the implementation of this system, the information available to the passenger is reliable and more current.

ट्रेन में अकेले सफर करने वाली महिलाओं के लिये स्लीपर व एसी कोच में 6 सीटें सुरक्षित की गई हैं, महिला कोटे की सीट खाली होने पर वह सीट वेटिंग लिस्ट की महिला यात्री को ही दी जायेगी, महिला यात्री के ना होने पर वरिष्ठ नागरिकों को प्राथमिकता दी जायेगी

रेलवे बोर्ड ने सभी रेल जोन को अधिसूचना जारी करते हुए कहा कि ट्रेन में अकेले सफर कर रही महिला यात्रियों को प्राथमिकता के आधार पर खाली बर्थ उपलब्ध कराया जायेगा। बोर्ड के निर्देश के बाद महिलाओं के लिए बर्थ कोटा लागू भी कर दिया गया है।

अब महिला रेल यात्री सफर के दौरान असुरक्षित महसूस नहीं करें और आराम से अपने गंतव्य तक पहुंच सकें, इसको लेकर भारतीय रेल की सभी एक्सप्रेस व मेल ट्रेनों के स्लीपर व एसी कोच में छह सीटें सुरक्षित की गयी हैं।

एक पीएनआर नंबर पर अकेली महिला सफर कर रही है या फिर समूह में सिर्फ महिलाएं हैं, तो इन महिलाओं को कोटा का लाभ मिलेगा। वहीं, एक पीएनआर पर महिला यात्रियों के साथ-साथ पुरुष यात्री सफर कर रहे हैं, तो उन्हें कोटा का लाभ नहीं मिलेगा।

इतना ही नहीं, पहले चार्ट के तैयार होने तक महिला कोटे का बर्थ खाली है, तो वेटिंग लिस्ट वाली उन महिलाओं को दी जायेगी, जो अकेले सफर कर रही होंगी। वहीं, महिलाओं के लिए सुरक्षित बर्थ खाली रहने पर अगली प्राथमिकता वरिष्ठ नागरिकों को दी जायेगी।

इसके साथ ही गर्भवती महिलाएं और बुजुर्ग यात्रियों के लिए भी स्लीपर व एसी कोच में छह लोअर सीट सुरक्षित किया गया है, ताकि उन्हें सफर के दौरान कोई परेशानी नहीं हो।

रेलवे बोर्ड के निर्देश पर आरक्षण टिकट सिस्टम को अपग्रेड कर लिया गया है। अकेले सफर कर रही महिला यात्रियों के लिए स्लीपर व एसी कोच में छह बर्थ सुरक्षित रखे जा रहे हैं और प्राथमिकता के आधार पर उन्हें बर्थ दी जा रही है – राजेश कुमार, सीपीआरओ, पूर्व मध्य रेल
