We would probably not have permission for this programme, and whether I can do this programme at all and I didn’t want to start the whole election process with the violation of the election code at the very beginning itself. So I called up Mr Mukhtar Abbas Naqvi, honorable Minister for Minority Affairs who has organized the entire Mann ki Baat programme. And he said, I will also get back to you after I talk to the Election Commission, we have been struggling the last half an hour or 40 minutes trying to figure out whether to do the programme or we postpone it till we get the requisite permissions from the Election Commission.
Many said there’s not going to be the board of the BJP anywhere, and I am supposed to listen to you, not talk too much. So finally, I advised that you can go and hopefully there should not be any problem. If I do have a problem, I hope you guys will come and help me out. But thank you very much, although it’s a delight, this scenario reminds me of 3 Idiots. And it’s a great movie, and there couldn’t have been a better introduction of an IIT than the fact that some of the brightest talent comes to IIT, flourishes, invents for the future and makes India proud.
And truly we are proud of each and every one of you, it’s feels to be great to be at the IIT. Probably, my third visit as a Minister to the IIT campus. I have been here at least twice before in the last four and a half, five years, and each one of them has been a delightful experience. It was the last time I think we also launched Professor Solanki’s programme on the lamps, which we had financed.
But you feel young when one is among all of you. The idea really was to hear what you feel about India, what is your aspiration for India, what is your thinking of the future of India. But just to set the context, very often I am asked what is it you would call as the biggest achievement of your government in five years. You can claim one thousand achievements and very often I am required to present the government’s view point or outcomes. And each of the four years gone by, we have gone back to the people through the press on the 26th May, every year, 2015, 2016, 2017 and 2018 – four times, giving a report card of the government, which normally I will present here.
And there are a number of things where we have done extraordinary outcomes, much beyond what would ……. But in the one single biggest thing if you were to ask what this government has changed in this country, it’s the mindset. The mindset of the nation. We have moved away from a chalta hai attitude, from a jugadu attitude, from a – if one was to take an analogy from a paint shop, you have a paint workshop also at the IIT, right?
So there are two ways one can do a job. One is through a touch up on the current wall, just a touch it up. Wherever you find the paint has gone out you touch it up and try to make it look good. That will be a temporary job. It may look good now when you do a touch up, but in the Mumbai language it’s called ‘choona lagaana.’ चूना लगा दिया ऊपर, तो अच्छा तो लग रहा है लेकिन वास्तव में उसका आउटकम बहुत अच्छा नहीं होगा। If you really want a good outcome out of your paint shop, you actually have to scap it out, take out from the source, from the base all the muck that has accumulated. आपको पता हैना दीवारों में दीमक लग जाती है।
You have all these termites which get into wood, get into walls. Unless you remove the termite from the wall, for which you got to scrap down, get to the base, then start doing a foundation on it, do two rounds of coat. You don’t do the final round till you remove the debris, if you allow the debris you allow the … when you painting, and you finish your painting work that’s going to actually spoil it once again. So, you remove the debris from there and then once things are looking neat and clean you do the final painting.
In some sense, this reflects the changing India, the changing Bharat. The thinking has changed to one where we are looking at sustainable solutions to where we are looking at honest way of doing work, 3)where we are looking at how we can prepare the nation and …… to really give them a better quality of life, to make ….. easier, to make doing business easier, to make working easier. And in this path, one of the major focus has been a more equitable development of the entire country.
Sadly, over the years, we have large sections of society who have remained marginalized – the tribals, people living in eastern parts of India, north and eastern parts of India, the north eastern states – all of these areas relatively remained less developed than the western and southern parts of India. You saw a lopsided development, and you can’t have a 150 plus districts of the country with underdevelopment to the extent that it promotes naxal movements or maoist movements. After all, the maoist movement is a reflection of under development, the fact that the fruits of development haven’t reached those areas.
And, therefore, this government also decided that we will look at improving the lives of the poor, improving the lives of farmers of India, those sections of society probably as a Railway Minister I can say didn’t have a chance to board the train, and maybe make a better life of their own, but remain in the villages, remain in these hitherto backward areas but never got a chance to or an equal opportunity to really put their best foot forward.
I will give you a small example which will reflect the changing milieu. Sports has been one field where we never excelled, other than cricket, despite having such a large population. And I think some of the best sportspersons can come from the tribal areas of India, the athletes that the children of the tribal families really have the ability to get more medals than anybody else in the country, just the tribal children.
And we did an experiment. We started a sports academy in Ranchi in Jharkhand, where we now have about 380 children. They all come from the tribal areas, they were selected through a transparent process, giving everybody an equal opportunity. Anybody who tried to put influence was straightaway struck off from the application list. We videographed the entire process of selection. And I tell you, what a delight it is to go to that area. Each child, the enthusiasm of those children, now they are getting good nutrition, they have been trained in the sport of their choice. They have been sent to a school. A good quality, high quality education is being provided to them at the cost of one of our coal companies and the state government of Jharkhand.
We are giving them a monthly stipend. And our target is to have 1400 children there, and to get a 100 Olympic medals out of that sports academy in the next ten years. That’s the target we have set out for it.
It was only a lack of opportunity that held them back. I had a chance to visit them and it was such a pleasure to meet those children. They were powerhouse of energy, but came from backgrounds in which they would never have got a chance to show their talent in the older way of working. Similarly, I believe the number of IITs, IIMs, AIIMs, medical colleges, postgraduate medical colleges, all of these have played a very-very important role in developing India and developing India’s abilities to also serve the world. But we restricted ourselves to very few educational institutions.
I am glad that now we have been able to expand all these facilities, and we have much more students getting high quality, high degree education from institutions such as yours. Incidentally, today is the day when nearly 143 years ago, Graham Bell made the first phone call, in 10th March, 1876 – 143 years ago. And look at the evolution of that industry and India’s own change where today we have become the world’s highest consumer of data on mobile phones. It’s technology, it’s the leapfrogging of India into the most modern technology that has made all this possible.
And no better than our IIT students to understand this that it’s ultimately going to be speed, speed of action. It’s ultimately going to be our passion for invention, for coming up with more research development that’s going to help us lead the world. If you look at America today, what is it that is the strength of America? It’s giving people an opportunity to innovate, best quality education, helping research, and then basis that research providing technology to the whole world and make money out of that.
We in India have that talent, only we need to change the scenario where our talent doesn’t need to go to NASA and get an opportunity to serve, but should get an equal opportunity in ISRO. That’s the change in mindset that we have in the country today. As aspirational India, a billion plus aspirational boys and girls looking for a better quality of life. And I think the best thing that has happened to India is that our expectations have gone up multiple times. Today we have grown out of that mindset of oh, this nation will run irrespective of who is in government and who is not in government. Today, we have become far more demanding of our public representatives, and I think that’s the biggest strength of India.
Of course, the idea today was to hear you, to get your ideas and post this interaction I hope each one you and if you can take this to other colleagues in the campus or may be hostel, it would be great to have ideas from all of you, because we are trying to develop our agenda for the next five years from all of you, after crowdsourcing your thoughts, your aspirations, your expectations and work in the next term to meet those expectations.
Of course, when it comes to what has happened over the last five years, I can give you a one by one, a number of initiatives that have transformed the way India works. After all, the country moved from a Fragile 5 economy, an economy where questions were asked of its very survival in the future, to probably one of the world’s fastest growing economy, large economy. All our microeconomic indices today are amongst the best.
I remember, before the budget I was doing an analysis of inflation, and I found the last five years have been the lowest inflation, for a five year period, in independent India’s history, with an average inflation of about 4.5%. And every one of the legacy indices that we got – fiscal deficit, it had grown up to 6-6.5%, in 2009-10. When we came in government in 2014, it was 4.5%. It’s down to 3.3-3.4% this year. Current deficits, which in 2014 were 4.5%, down to about 2% now.
Inflation was in double digit before we came in. it’s down to 2% as of the January-February. The average was 4.5%, but the fall from nearly 12-13% seven-eight years ago is nearly 2% now. And we don’t find any agitation about dal prices being at Rs 260 or sugar being Rs 70-80. All of that is a thing of the past, today the nation produces more than it can consume and not a single person needs to go on an empty stomach. That’s the strength of India and its food security today.
We have been able to take healthcare to the remotest parts of India and ensured that every poor in the country under Ayushman Bharat, Pradhan Mantri Jan Arogya Yojana, 50 crore more people, some 10-11 crore families are going to be entitled to 5 lakh rupees per annum, as a family of free healthcare. And lakhs, something like 14 lakh people have already enjoyed that benefit, used that benefit. I went to the All India Institute of Medical Science about a week or so ago, it was absolutely a mindboggling experience for me to interact with those patients.
I will give you just one example. There was a patient from Bihar who had a heart problem. When I met him, he was smiling. I said अच्छा, आपका ऑपरेशन हो गया, सब हो गया, बोलता है साहब एकदम दुरुस्त हो गया है, एकदम अच्छा हो गया है। And look at it slowly, he said I have had this heart problem for three years, and I have been trying to postpone it. The doctor said now you will have to get operated, so my operation date was set and I needed Rs 90,000, for which I was approaching friends and relatives and trying to collect Rs 90,000. Two days before the operation, just two days before the date of operation, he gets a call from his village in Bihar. That was I think his registered address.
And he says, there is a government letter that has come home. It talks of some Swasthya Bima, Swasthiya healthcare. We don’t know what exactly it was. So, now mobiles being almost a universal feature, everybody having mobiles. We have more than 400 million smart phones in the country. He said whatsapp that letter to me in Delhi, and just two days before his operation date that letter from the Prime Minister to his family was whatsapped to him.
It was the letter saying that you are one of the beneficiaries under Ayushman Bharat. He showed it to the doctors….. a small kiosk where the Ayushman Bharat people are sitting in AIIMS Delhi. And he says from that time onwards, the young boys and girls there who are working under Ayushman Bharat, he said they just took over. I have not had to spend a single rupee. My valves are being replaced. I am completely, उसके चेहरे पर वह था, his words were ‘मैं सब चिंताओं से मुक्त हो गया’. I said अब क्या करोगे, ठीक हो गए हो। He said I am on the way recovery. I said अब क्या करोगे? He says मेरी बेटियां हैं, तो उनको अच्छी तरह पढ़ाऊंगा, अच्छी तरह उनकी शान से शादी करूँगा।
That joy on his face could bring tears to anybody’s eyes. And there was a time when even a middle class family with an ailment at home or some near and dear one needing medical healthcare, could actually get into poverty just for lack of adequate medical facilities or adequate money to pay for his healthcare needs. Electricity was always a problem. We in Mumbai don’t know what electricity shortages are, but any of you come from other parts of the country where the question was not when electricity will go, question was when it will come in our homes. It’s all a matter of history now.
We have a transmission grid across the country. We have one nation, one grid. Electricity can move seamlessly to any part of India. South India at one point of time in the summer months used to buy electricity at Rs 14-15 per kilowatt hour. They get it now at Rs 3-4, even in peak hours you can get it at Rs 4.5-5. The entire nation has surplus power. Electricity shortages are history in the country.
The country’s mindset before 2014 was that we need to import products rather than make it in India. Take coal for example, we always assumed coal will be in shortages, and therefore, between 2006-7 and 2012-13, a number of power plants were set up, thermal power plants, all of them based on imported coal. We have one of the largest reserves of thermal coal in the country. I understand importing coking coal, because we had a problem, we didn’t have enough coking coal. But we had enough thermal coal.
Instead of increasing our mining capabilities, we told people you set up power plants on imported coal. So they came up at the coastal areas on imported coal. After this government came in, between 2014-15 and now our imports have been flat, and sometimes it’s also fallen. But I am not able to eliminate it because those power plants had come up based on imported coal. The design of that thermal, the boiler is such that we cannot take the coal that we had in India with high fly ash, 40-45% in Indian coal.
So, perforce, we had made our nation dependent on imported coal for the next 25 years. That mindset has changed. We didn’t allow a single power plant to come up in last five years based on imported coal. Anything gets set up has be on domestic coal.
Under the Make in India, we developed and I am sure there must have been engineers from some of the other IIT in the railways amongst other educational institutions who developed Vande Bharat, the first indigenously developed train set. Otherwise, what were we doing? We would import designs and prepare our coaches on that. Train set, of course, India didn’t have at all. But I feel proud that our Indian engineers have developed a train set now, the first time in India. We have manufactured it by our Indian engineers and Indian workers in the Integral Coach Factory in Chennai. First one has been very successful, second one has already come. We are now doing the test runs.
Obviously, a new product have initial glitches. I am sure the first phone call that Graham Bell made was not without glitches. I am told he actually registered his patent two hours before his competitor reached there to register his product. So, speed is also of the essence in today’s competitive day and age. But that’s what our IIT engineering courses prepare you for – speed, skill and scale. And I think that’s what has changed in this country.
We are thinking big. When we decided to change all the lighting to LED bulbs in the country. I don’t know if you are aware, today we replaced 1.4 billion that’s 140 crore bulbs, which were those old incandescent bulbs, to LED bulbs in the country. Public and private both, the government has helped to replace about 30-32 crore, the rest the private sector.
And because we did it at scale, prices fell by 87%, the price of LED bulbs, 87% fall. An thanks to India’s large demand, prices have fallen worldwide, because the volumes have gone up. Any of you will understand that when you produce at larger volumes, costs come down. And will you believe it if I tell you that the entire nation to replace these 140 crore bulbs has spent only about $2 billion – Rs 14-15,000 crore in the entire country. And you know how much the people of India, including IIT Mumbai, in your electricity bills are saving for the replacement of LED bulbs about Rs 50,000 crore every year.
Tell me any project that you are aware of where you spend or you invest under Rs 15,000 crores, and these bulbs work for at an average five to seven years and you will save Rs 50,000 crores in your electricity bills every single year. Look at the payback, payback is humongous. So that’s the kind of thinking, the scale at which we have been able to take up projects. We have had I think a great opportunity to serve the people of India.
Very often, in life you have to make a choice between two paths. We always had a simpler path to go on – I think was it Robert Frost who said that that I dare to take a path less travelled. I think it was Robert Frost. I think that’s been the guiding light of this government. We have changed the thinking in a manner that we look at the alternate viewpoint, we look at the new path to development, to growth, to prosperity of our people. And I think the path less trodden, the path less travelled in the past has been our path, but has to my mind transformed the lives of millions and millions of people.
But as they say, work can never been complete. We have miles and miles to go. We have tonnes and tonnes of work still to be done. I invite all of you to participate in this journey, to give us your ideas. Maybe some of you after your education can become a part of the political process also, join politics. I have a boy in my team, who is almost my chief of staff. He is an IIT Chennai graduate, went on to do IIM, joined Mckenzie, left Mckenzie six and a half years ago. He joined me when I was in the opposition. He works with me even now, and truly an asset. And it shows me what strength IITs have in terms of talent, in terms of ability, in terms of ability to give extraordinary performance.
My whole family actually is full of IITians. My father was from IIT BHU. There were no IITs in those good old days, pre-independence, so he is was a part of the old school where he was IIT BHU. It is mechanical and electrical engineering they had a joint degree those days. My brother is a mechanical engineer from IIT Kanpur, my brother-in-law mechanical engineer from IIT Delhi. So, we are a family full of engineers. I chose the path less travelled in my family. I became a chartered accountant, and a law degree.
But I think it helped me a lot to navigate the Ministries that I got an opportunity to work in. And I do have some sense of satisfaction that I was able to contribute to nation building, to leave behind some results in this five-year journey. And I am confident that with your support, with your continued encouragement and the active involvement – I think I mentioned it in the budget speech which I had the opportunity to give this year also.
And I promise you the thank you came from my heart, because I have been a taxpayer now for 35-37 years and I do believe that nobody minds paying taxes. Believe me, nobody minds paying taxes as long as we have the confidence that that money is going to used well. If it’s going to go to light up a poor man’s home with electricity, if it’s going to give a free cooking gas connection to our sisters and brothers, so that they don’t have to take 400 cigarettes’ smoke in their body but then can cook with clean cooking gas, if it’s going to give free healthcare to a poor or a middle class family, if it’s going to give a scholarship to a poor child, honestly, without middlemen.
So it’s not like those old days where a Prime Minister would say that look, I give Rs 100 but only Rs 15 reaches the beneficiary, because I am helpless, there are middlemen and there is corruption on the way. This government didn’t take that route. We ensured that we directly transfer benefits. We ensured that benefit reaches the beneficiary straight gone into his bank account. And we planned all of it in a manner where we provided bank accounts first, promoted Aadhar, so everybody has an Aadhar number and an identity, did the JAM trinity – the Jan Dhan, Aadhar and Mobile trinity, to ensure that money goes from the government straight to beneficiaries, eliminated middlemen and dalals in this system. And then the taxpayer doesn’t mind that if my contribution to the nation helps improve the lives of somebody less privileged, I think then no taxpayer minds it. The governments work on your taxes, so I truly meant that I do.
But I also in my speech spoke about janbhagidaari that government can only be successful when everybody participates. Take our swachha bharat mission, we provided 10 crore toilets. 10 crore toilets, otherwise, it was, and I think it’s a shame that it took us 70 years to understand that our mothers and sisters can’t be left to the mercy of sunrise and sunset as they can’t use the washroom or the toilet post sunrise and had to wait till sunset to go to the toilet, because it’s in the open fields.
To my mind, and very often we do our surveys, swachhata, a clean India has been the most successful programme of this government. More people across the country, particularly in rural India, in the villages, in the slums appreciate that because we provided dignity to our women, to our sisters, to our mothers. And it couldn’t have happened without the collective cooperation and activity that all people of India doing. So janbhagidari and bharat ke man ki baat is a part of that journey.
So, truly a big thank you to all of you who participated in this swachha bharat movement, who participated in this effort to make India an honest country, to move away from the old mindset where we accepted anything and everything that happened in the country to a mindset where we are demanding good governance, where we are demanding performance, where we are demanding if there is a terrorist activity, we will give it back. We won’t sit at home and we will not cry over our inability to strike back. It won’t be like Mumbai had to suffer on 26/11 2008 the ignominy of the three days of terrorist attack, and still nothing, no retaliation. Those days are gone.
It’s a strong India. It’s a powerful India. It’s an India which gets world cooperation. We have also been able to bring international linkages that when we strike back the world is with us in our fight against terrorism. So truly, we have today a great international image. We have great international relationships. And we have the power of 1.3 billion people working to make India a developed India, to make India a superpower, to ensure that every citizen of India gets a better deal, a new deal, a better quality of life, an easier life to live in and equitable growth for all parts of India, so that no child in this country ever has to stay without home, without electricity 24/7, without good water, quality education, quality healthcare, connectivity, internet available in his school, in his college, in his home.
That’s the new India that we are all working for and I invite all of you to be a part of it. Thank you very much ladies and gentlemen.
Question Answer
Lovely questions. Very-very thought provoking and that’s the power of youth, that’s the power of intelligent youth that one sees and experiences here. But thank you very much for your interest in governance, in public policy. I was asked about sustainable renewable energy, and clearly this government has changed the needle about our climate change goals.
You will appreciate that India earlier had a solar mission which talked of 20,000 MW by 2022. We multiplied it by five times. We are now doing 100,000 MW of solar power by 2022 – five times more. And because we did it at scale, we have already been able to bring down the price which had started at some Rs 17, when we came into government it had fallen to about Rs 7-8, today it’s Rs 2.5-2.75. That’s the fall in solar prices.
Because we did transparent auctions of that. We didn’t do bilateral deals. There is not corruption in that. And everybody had an opportunity to participate in those auctions and provide us the best prices. Similarly, just a few days back we finalized a new hydro policy to promote hydro power. We have recently about couple of months ago also did a Make in India promotion policy to promote solar energy and get more and more people to come and invest in India to do the entire production chain within the country, which will, of course, generate jobs and generate more value add and encourage our engineers to come up with better and better photovoltaic cells, better modules, better technologies on battery.
And all of this ecosystem at some stage will become the primary source of energy in my humble view. And in the railways, I have set a target that in the next 10 years, we have tonnes of tonnes of land all over the country. We are going to use that land to setup solar panels. And my logic, I will explain to you. Railways land often gets encroached and then we can never remove that encroachment. I am thinking a two in one benefit. I will generate solar power on railway line, protect that line from encroachment, and if tomorrow I need that line for expansion, I can always shift that solar panel to some other line. But in the process, I will be able to save public property. It’s your property. It’s your wealth.
And my goal is that in ten years, railway sets up 20,000 MW of solar power, and … battery prices will also fall. So in the interim maybe we can give it to the grid and take power in night from the grid. But my ultimate hope is that with falling battery prices, we want to make Indian railways the first railway in the world, it will be the first railway in the world which will be net zero emission railway – 100% renewable power.
I don’t know if you are aware, we have already started electrifying all the routes. We have gone into a 100% electrification of railway track, and just to give you an idea of the scale at which we are working. 2013-14 – Indian railways had electrified 600 odd kms of railway track. This year, by 31st March, we would be about 6000 kms, in one year alone. And by 2023, Indian railways will be 100% electric, so no more diesel engines spewing out carbon into the atmosphere. It will be history, except maybe the hill railways, because those are heritage railways and I can’t touch their equipment. I can’t convert it. Though I have prepared a plan Kalka to Shimla also, but I need UNESCO approval and stuff like that.
So, the world is moving towards cleaner and sustainable energy. My own sense is 20-25 years later, we will probably have 100% clean and sustainable renewable energy in India. And we will be one of the fastest expansion of renewable energy that you would have seen anywhere in the world. We have always expanded solar power, just for your information, in the last five years 10 times, from what we got in 2014. 10x – that’s the scale.
After all, all that electricity, instead of 60 and 90 watt bulbs, we are now using 7 and 9 watt bulbs, same amount of lumination, in fact, more. If you saw some of the Whatsapp or Twitter messages on our railway stations where we have done bright LED illumination, with less power consumption we make it look like an airport. So the future is clean energy and efficient energy.
Regarding the scientific community, I remember when I had just become a Minister, in one engagement with scientists and research people – Dr Anil Kakodkar was with me in that engagement. A lot of IIT Directors had also come, I don’t know IIT Bombay…. Professor Jhunjhunwla from IIT Chennai was leading the discussion. We were discussing DC line against AC line. Remember, in 2014 when we came in, places like Bihar, more than 50% people didn’t have electricity. I am proud and happy to say that today, there is not a single willing consumer in the whole of Bihar or whole of UP who doesn’t have electricity. Everybody who wants electricity will get electricity in 7 days.
इतना ट्रांसफॉर्म हुआ, पर तभी 2014 में हम alternate ways ढूंढ रहे थे तो DC के ऊपर एक इंगेजमेंट, somebody asked me कि आपका बजट क्या है R&D का? I said मेरा कोई बजट नहीं है, and people were stunned as I hope you are stunned, कि कोई बजट ही नहीं है R&D का यह सरकार कैसी है? बजट तभी होता है जब कोई रेस्ट्रिक्शन लगानी होती है। What is the meaning of budget? It’s a restriction. We have no budget for R&D. It’s an unrestricted amount which country needs to spend on R&D. Whatever money is required, we must give to our engineers, to our scientists.
That is what I believe, what this Modi government believes in. Take ISRO, we have never allowed funds to be a constraint for ISRO. RDSO in the railways, I told them unlimited budget for whatever new you want to bring to railways. Safety in railways – whatever new invention comes in we are willing to use, no budgets – no budget as in no restriction for it, unlimited amounts we are willing to spend. That is the change that we have brought in.
And I don’t know, even that IIT Mumbai I have a programme, the MNRE Ministry which I don’t head anymore. But I remember, we had a programme which we had expanded and continued while I was a Minister. So, believe me for research and – that’s why I mentioned about America earlier on. The strength of America is their innovation, their inventions, their R&D. We have to absorb that, and that is why that centre was setup in IIT Mumbai, even Prime Minister Modi had come in that time?
The idea is you should lead, India has to lead the world in artificial intelligence, in 3D manufacturing, all the new things that are happening around the globe. Can India be the world leader? Should we copy the world or should we lead the world? That’s the changing mindset that I talked about earlier.
You spoke about universal capital. Now for startups, we have 16,000 startups in India today. We have venture capital and all available for startups. We have Startup India, Standup India, all of these schemes. But now, capital can only be given to somebody with an idea, with a proposal. It can’t be just given out, then it would become a dole. What we have given to the farmers is just a support, it’s not a dole. And I will tell you the difference between the two.
If you write off a loan, it’s like a dole. You are writing off loan once, but you are not making him self-sustaining and stand on his own feet. We have large number of farmers, this amount is being given to small and marginal farmers. These small farmers are being given this amount because very often with half acre, one acre, with the division of land over the years, it’s very difficult to sustain agriculture. And, therefore, this amount will help them in the hour of need, three times two-two thousand rupees in a year, so that at that particular juncture, he wants to buy some fertilizer, some seed, pays electricity bill, repair his pump. He is not short of money. And this money will be directly going into his bank account, available for him to use for his farming activity.
And, please go back to a village if you do and see the state of these very small and marginal farmers, very small landholders. It’s a very critical amount, Rs 6000. It’s not a small amount, for them. Probably, for us, we may not realize the importance of this money at that particular juncture. You will find for small amounts people had to actually, they miss out the harvesting season sometimes, or the sowing season. But capital for new ideas is coming in through Startup India, venture capital, and all of those schemes.
The integrated transport Mumbai is actually leading the nation in preparing. So today, we just started the monorail that day, on the 4th. So now we have monorail, we have three or four more modules of network coming up, we have the coastal road which is already at a construction. We have a trans-harbour link which would connect the island city to the mainland. We have a huge expansion project of the railways for almost 75,000 crores, of which 20,000 crores is already being implemented, 34,000 crores the cabinet recently approved so that will now start being implemented, and then the next phase under the 20,000 crores.
So railways is also expanding and just for information, we already have 40 air-conditioned trains for the suburban railway on order. And now the cabinet has approved 191 more. So, Mumbai will have 230 air-conditioned trains, so that these accidents that we see on tracks, on train travel, will be a thing of the past. Doors will close and passengers can have a comfortable journey, even in monsoon and hot weather.
Defence import is a sad part, and in fact, for the first time we have opened up defence sector to foreign direct investment much more liberally. While our scientists are developing newer technologies, but that pace has been very slow. You do some research you will find DRDO and all our institutions are doing some wonderful work, but the speed at which we need to modernize is much more than the work that’s happening. So, we are looking at a twin track, do faster development in-house, but also try to get, source technology from the world so that we can do faster indigenization and manufacturing through the Make in India programme. So, it’s a twin track that we are working on and I am confident that some of you may come up with some good inventions which can help our armed forces to prepare ourselves for better security of our citizens.
The electric vehicles somebody asked me about why no subsidy for private vehicles. My own sense is we should get out of the subsidy mindset. The success of LED programme was because we first removed the subsidy. We are giving the subsidy only for the short term, where we want these public vehicles like buses, three and four wheelers used by taxis. In the short run, we will have faster ramp up of electric vehicles. Now, if you have a limited amount of subsidy, I think 10,000 crores is what we are providing. The bigger bank for the buck is received when you that subsidy going for public transport, because more people will use that transport.
I myself use hybrid car in Delhi and in Mumbai. I have a hybrid vehicle, not in Mumbai, but in Delhi. Now that vehicle got a subsidy earlier on when ….. of Rs 80,000, but frankly, I didn’t deserve that subsidy. I got it because it was a part of the scheme. But as a private consumer or a private vehicle owner, my care uses only a limited amount of petrol, but a taxi or a public vehicle or a bus uses far more petrol and diesel. So you have to get a bigger dime for every buck, more outcome for the money that is spent on taxpayer money. Therefore, we restricted it to public vehicles. My own sense is in a couple of years this industry won’t need subsidizing, battery prices are falling and this will become an economically viable proposition on its own. And again, that’s an industry we want India to lead the world, because we have millions of people who are going to be first time owners of their vehicle. We want all of them to go straight for an electric vehicle. First everybody buys petrol-diesel vehicle and then replaces it with an electric vehicle.
You talked about aerospace. We would love to manufacture aircraft sir, let’s have some IIT engineers come up with good technologies to manufacture aircraft. But in the meantime, we will have to look for importing those technologies. But I think Tejas is an indigenously developed aircraft and we are doing some wonderful work in Tejas. But it cannot be the only kind of aircraft, we need much more sophisticated weaponry. We need missile launchers. We need, I don’t know what all are the add-ons that Rafale has, but we need actually nuclear-loaded aircraft also going forward.
So we are looking at modernizing our air force. In a manner of speaking, it’s a matter of pride that Abhinandan और उसका वास्तव में हम सबको अभिनन्दन करना चाहिए, एक पुराने एयरक्राफ्ट क्योंकि हमने modernize किया ही नहीं है अपनी फ्लीट को इतने सालों से। एक MiG-21 Bison aircraft से उसने F-16 को गिरा दिया, I think it’s a matter of pride for all of us in this country.
Important thing to clarify to Ritesh about the Jio Institute. When that policy was made I was a part of the group of Ministers. Of course, the selection has been done by a totally independent committee, headed by a former Chief Election Commissioner, Mr Gopal Swami, some of you may remember that name. So it’s a completely hands off arms-length relationship between that committee which selected the various institutes and the government. We have not selected a single institute, let me make that clear at the outset. An independent body of eminent people did that. And the reason for, we had in that policy provided both – existing institutes and proposed institutes.
The idea being that why should thousands and lakhs of our children be going to Harvard, be going to MIT, be going to Chicago, wherever else to study. Why don’t we try and invite some institutes from international top notch names to come to India. And if anybody came with good collaborations, and there were proper benchmarks which are in public domain. It’s not as if there is some secret process by which anybody got selected. All the benchmarks were in public domain. Those institutes had to do a very-very elaborate presentation before the committee. The committee evaluated all the proposals, both of existing institutes and potential people who are going to invest large amounts of money, and bring good collaborations, good modern institutes. And basis that, they selected Jio. Now, I have no problem if somebody is collaborating with world-class universities and willing to invest large amounts of money. Because ultimately, government will always have a limitation. How many more IITs and IIMs can government start? How many more medical colleges can government start?
If we had not allowed private sector to set up medical colleges, India would probably have had half the number of doctors that we have today. If engineering colleges having come up across the country and we were only dependent on IIT and BHU and Roorkee and regional engineering colleges, we wouldn’t have the kind of talent that we have both in India and across the world. And our talent across the world is also contributing to India. After all, we get $50-60 billion of remittances, which helps us meet the trade gap for our country. While everybody I would urge you to stay in India and serve your motherland, but if you do choose to go abroad for further studies, try to come back. But even if you don’t come back, you are still serving the motherland in some form or the other.
So, I think we should encourage private sector participation in education. And that committee has chosen some private sector institutes also for Institute of Eminence…… and also some presentation-based, commitment-based investments are being encouraged so that we can get more and more capital flowing into education in the country.
As I said, I have already answered the question about Indian railways on solar power. By the way, the experiment of solar power on the train did not work out, because on top of the train the solar power modules that we put up, the trains are not running all the time the sun is there. So that was not a success. But we don’t mind trying, unless you try you are not going to get new ideas ….. and if you try and fail there’s no harm, you can always get up and do other ideas. So the train top solar panel didn’t work, and it makes it much heavier so the load on the track increases. So we are looking now on the land that the railways owns.
Now for the last question about politics, I have said it on more occasions than one that I want to urge all of you youngsters to please consider politics also as a potential activity that you should all be engaged in. My own story is and I believe in it that I make sure that I work for the first 30 odd years of my life. I did politics on the side, but I was a part-time politician, full time professional. And I built up my capital, I built up my honest tax paid income, basis which today I can sacrifice and work full time for public life. And I went into politics with a clear hope and commitment that I will get an opportunity to impact millions of lives. And I believe politics is that one medium where with one signature, with one stroke of pen, you can actually transform the lives of millions of people.
And if today India is power surplus and we don’t have to have a ……. for power, it gives me a great deal of satisfaction. Today, when I go to a remote corner of India and I see a child having an LED bulb or a solar lamp made by IIT Bombay technology and your initiative under the million Souls gives me a great deal of satisfaction. Today, when I go to the remote areas and see railway lines being set up at thrice the pace they were earlier, new lines, doubling, tripling, stations being made cleaner, toilets being provided, well lit, illuminated. When I see 800 plus stations getting Wi-Fi already and that figure is going double to 1600 stations by March 31, …. Wi-Fi on the stations. And by Ganesh Chaturthi, 2nd September 2019, 6400 railway stations in India will have Wi-Fi which will be used by millions of young boys and girls, particularly in rural areas, gives me a great deal of satisfaction.
And I think that’s why I went into politics and I urge all of you to consider politics also as a vehicle by which you can serve your motherland. Thank you very much ladies and gentlemen.
In railways, we tried to do it across the country in every division, in every zone, and I must say that the work that the young children of today are doing really make us very-very proud. The enthusiasm, the passion for the work, the clarity of vision for their future, and therefore, I think a big round of applause for the women of India.
My senior colleague, elder brother, one of the finest Ministers India has ever seen in both his terms, with Mr Vajpayee and now Mr Modi, a person who has embodied the highest levels of integrity in governance, somebody who has brought new ideas to the table always out of the box thinking, and somebody whom I have always looked up to the extent that I normally follow the Ministries that he heads right behind him and follow his footsteps, Shri Suresh Prabhu Ji.
The president of the Indian Chamber of Commerce, senior vice president Shri Mayank Jalan Ji, Ameya Prabhu, vice chairman; my colleague and senior leader of the Bharatiya Janata Party, president of Mumbai BJP, Shri Ashish Shelarji, BSC CO Shri Ashish Chouhan Ji, other distinguished panellists for today’s programme, distinguish ladies and gentlemen, citizens of my city, Mumbai, ladies and gentlemen, friends in the media. ICC has turned 90 years, not very far behind India, but at the end of 72 years of Independence, one often wonders whether you have done justice to the 130 crore people of India
I would have thought that post 1947, just as many other countries of the world embarked on the path of rapid growth and development soon after the second World War, India would have also probably had a different trajectory if we had good governance, if we had compassion and we had some leaders with a far greater degree of holistic planning, holistic thinking. Unfortunately, for a very long period of time we landed up with a confused polity. There were times we tried to give a boost to industrialisation but did not focus on all the enablers of industrialisation. We remained confused whether the private sector will lead the growth of the economy or it will be the public sector-led. We vacillated between centralised planning and occasional bouts of liberalisation, but coupled also with nationalisation of different sectors of the economy.
And in that confused state of mind, I think there were a lot of lost opportunities. And I think, when I look back we have seen decades of lost opportunities. It is not as if it was a short period and a country can overcome that period. I remember talking about it in budget. Inflation sometime in September 1974 had touched 34%. I don’t know how life would have been at that time, I was very young, but at that levels of inflation with food shortages, the country was grappling with basic issues like Roti, Kapda Aur Makaan.
Over a period of time, when the nation progressed, issues did move to Bijli, Sadak and Pani. There were tall claims made that we will eliminate poverty more than 50 years ago or nearly 50 years ago. We kept setting targets and resetting targets over the years with very little focus on achieving those targets in a defined time frame and, therefore, in some sense, I think the people of India had lost the self-confidence, the confidence in our ability to transform this country to a super-power, to a great country, to a country where everybody has basic amenities, access to home connectivity with different infrastructures, quality education, quality healthcare.
And somehow, I think a period of despondency had started setting in, particularly in the youth of India. I picked up on what Mayank started with and truly that was the mood and sentiment which we inherited in 2014. I need not go down the path, all of you are well-learned about the economic situation in 2014, but it was an embarrassment to be called a fragile five economy. It was extremely shameful that we had had almost double-digit inflation at an average for years and years at length. It was sad that we had pump primed the economy in the short-term to show a very artificially high growth period only to pay for that over 8 or 10 years of high fiscal deficits, high inflation, high current account deficits, many of which could have been avoided if we had not taken imprudent decisions during the 2007 and 2009 period.
Country had come to a stage where a taxi driver in Mumbai when he asked my wife for a hundred rupees for a journey, which on the metre was showing I think 75 or 80 rupees. Typically, I think all of us in this room would have in any case given 100 rupees if he had asked for 80 rupees. But since he asked for 100, my wife said ‘but the metre shows 80,’ and the response of the cabby was telling and biting. The response was, and I almost quote ‘मेम साहब मैंने तो 20 रुपये ही ज़्यादा मांगे हैं कोई कोयले की खदान थोड़े ही मांग ली’.
I promise you at that point of time I did not know that I would ever become a Minister and certainly not a Minister of Coal. The despondency had gone to this extent that when I, as I said I followed Suresh Ji’s footsteps and looked after Power for a short period, actually not very short, nearly three and a half years, and before I go further, I must acknowledge that it was Suresh Ji who guided me through that period. He actually with a team of colleagues sat down and drew up the roadmap of what work I should do to sort out the power woes of the country. And I shall eternally be grateful to Suresh Ji for that, for the handholding that he did for me.
But at point of time, the country had come to such a stage, the despondency was so much that when power plants were sought be set up, and I have studied this in great detail. The power plants that were designed and developed during the 2005 to 2012-13 period, all of those power plants were largely designed on imported coal, despite the fact that India has amongst the world’s largest reserves of thermal coal in the country. But if a power plant went to ask for a coal linkage or a coal mine, he either had to pay a huge cost for it, and I mean collateral cost, or he was advised you better set up the plant on a design which accepts imported coal, because we will never be able to fulfil your coal requirements.
And I was studying the coal imports for power plants, the way they shot up between 2008 or 2009 and 2014 was a sad reflection on the nation’s inability to plan and to think big. At that point of time, I wish somebody would have thought of promoting coal mining faster and better, so that instead of allowing plants to come up on imported coal we could have easily mined larger amounts of coal and ensured that we are not dependent on coal.
Today, even if we increase the coal production, we will continue for the next at least 20 years more to import non-coking coal, thermal coal, because those plants are per se designed on imported coals. NTPC, BHEL are working try and change that and see that if we can modify the designs, not yet successfully. We are trying to now blend the imported and Indian coal and improve utilisation. I am only giving this one example to show the way the nation was thinking, the way we were planning our future, the way we were looking at our own abilities. Failure was not something to be looked down upon, probably I think at sometimes I think failure was almost celebrated in the country.
You had a Prime Minister who would say that, well, I am sorry if there is a big scandal in the 2G spectrum case, but what do I do? I did not decide who the Minister will be. These are the compulsions of coalition politics. I don’t know, some of you may remember this sentence of the honourable Prime Minister at that point of time. If you will google it right now, it will come out straight. ‘Compulsions of coalition politics’ – a new terminology was coined in 2010 or 2011 when this scam broke out.
And by the way, if any of you thinks that there was no scam or that as if the court has given a clean chit, having studied the whole issue I can tell you that the entire investigation was done before 2014. The entire hearings took place before 2014 and when the judge sat down to write his order, while I don’t have the exact words on his order, but the sense was that the evidence has not been presented before me to be able to give the decision correctly on what has happened in the case.
So, I wonder if evidence was sought to be suppressed or sought to be not presented to the court adequately, and if anybody thinks that the judgement came during our time, it is just that the judgement came after the change of government in 2014. Everything happened before that, the hearings, the investigation, everything. Now, of course, we are in appeal and, hopefully, the courts will take cognizance of that.
But it is that mindset that I believe this government set out to change and it has been a 5-year journey in changing the thinking of this country from a ‘chalta hai mind set to a Namumkin ko Mumkin karne wala’ mindset. We will show extraordinary performance and make the impossible possible. And very often, the argument is that well, it is five years now, but look at the track record of 5 years. From a fragile five, we have become the world’s fastest growing large economy for almost 3 years in a row. You have been able to successfully bring down inflation last month to 2.05% from what it was 6 years ago at about 12-13%, your current account deficits are largely under control, hovering around 2% from four and a half percent a few years ago.
Fiscal deficits have been significantly brought down from six and a half percent, which was the fiscal imprudence that I was talking of in 2008, 2009, to now 3.4% estimated for the current year, which in reality is about 3.35%. And I had mentioned it in Ashish’s program which CII had at Bombay Stock Exchange that we could have easily brought it 3.3, but my Prime Minister insists on honest budgets and, therefore, I could not use my chartered accountancy skills.
After every earthquake, you have to clear the debris. I think in some sense, whether it is Suresh ji or all of us, we have been trying to clear the debris so that we can create the foundation of the new India that each one of us in this room desires to see in our lifetime in the very near future. And any kind of transformation that one wants to do can never be done by just a touch-up job. All of us at some time in our life must have, I am sure, done an interior decoration in our house or our office or done up our premises or maybe even constructed a home.
We are all from Mumbai mostly, ‘मुंबई में एक बड़ा अच्छा वाक्य है जो रिफ्लेक्ट करेगा जो मैं कहने जा रहा हूँ.’ When we came in government we had two choices, one was we could do a touch-up job in our country. We could have easily allowed credit growth, unrestricted and unlimited credit growth to happen. We need not have gone for such major structural changes and improvements of the macro economy. We could have allowed fiscal deficits to remain a little higher, blamed it on the old government, kept crying about the past and pump prime the economy with more spending and probably given a sense of great deal of well-being to a section of society, which would probably reflect this room and the opinion makers of the country.
But we decided that just doing a touch-up job would be like as we say in Mumbai चूना लगाने का काम होता है, बोलते हैं मुंबई में न ‘चूना लगाकर चला गया’ फिर कभी न कभी इतिहास बोलता कि सुरेश प्रभु भी और पीयूष गोयल भी देश को चूना लगाकर चले गए।. We wanted to set the things right so that अंदर जो दीमक घुसा हुआ है दीवार के अंदर, the termites in the system had to be removed for which you have to first do a scrap down job. Correct? Any paint company owner here? No. You do a scrap down job, remove all the muck that is there inside. Then do probably putty filling or something. Then do couple of coats of paint. Let it dry also. Before you put the final coat of paint, you remove the debris, otherwise the debris will again ruin your paint, and then you put final paint coat.
In some sense, this 5-year period, despite achieving such phenomenal results in terms of the macro-economy becoming stronger, controlling inflation, making India self-sufficient in food, ensuring every woman in our home has a cooking gas connection, incidentally today or yesterday, we would have crossed 7 crore free LPG connections to the poor of India. Nearly 10 crore toilets, so that our sisters and mothers don’t have to have the embarrassment of not being able to use a toilet between sunrise and sunset.
Healthcare for 50 crore Indian brothers and sisters, the less privileged sections of the society, who otherwise may have had to possibly either let go without treatment or borrow heavily and lead a life of, probably, poverty after that just to treat a near and dear one. Providing healthcare to these large numbers of poor in the country, ensuring that electricity is no more a subject in the country to be debated. Of course, being in Mumbai may be we don’t realise the importance of 24/7 energy access for the entire country, every willing consumer in the country today has an electric connection, and every state can have enough electricity there is enough in the system and more so that everybody can be provided 24/7 power.
All of these things having been achieved in a short span of 5 years, things which should have been done maybe 30-40 years ago. And along with that, creating the base, the foundation of a strong vibrant economy, a better future for the youth of India in parallel looking at environmental concerns, in parallel tackling climate change problems, in parallel making the country a safe and secure place – be it terrorism, be it naxalism. A government committed to fighting back, a government committed to eliminating it, a government committed to taking the development to 150 aspirational districts, earlier called backward districts, so that we can weed out naxal movements from the root. We take development to the people so that naxalism can be eliminated.
We strike back if somebody looks at India within an evil eye. We don’t have a weak government which is not willing to act even after a terrorist attack which we have witnessed in Mumbai on 26/11, 2008, where I remember all of us living through that for two or three days and yet not being able to respond to such a gruesome tragedy that struck Mumbai. A leadership which is willing to strike back, a leadership which has created an international image, in which the world is with you, rather than you worrying about what the world will react if you were to take an action against terrorists in a neighbouring country.
You create an entire ecosystem in the country and internationally, which is one of pride, which is one of self-confidence, which is creating base for a long term future, and which has a vision on which it is acting, a vision a little bit of which was articulated on 1st of February when the budget was presented. But a vision which truly defines what the new India should look like. And by the way, the new India concept is nothing new, Swami Vivekananda talked of it over a 100 years ago, Mahatma Gandhi talked of it 80 years ago, but if somebody acted on that vision it was Prime Minister Narendra Modi, who really took that vision on the grassroots, on the ground, who realised that unless we make a clean India, unless swachhata is given priority, we cannot really make India a great country to live in.
Unless we take banking and financial inclusion to every citizen and every home in this country we cannot eliminate middlemen. Unless we take healthcare to every citizen you cannot eliminate poverty. Unless you give electricity to every home, you can’t reach digital technology to the home, and you will have a whole section of the country, which will remain deprived of development, of progress.
I mean how can a child in a village in Odisha without electricity, without road, without cooking gas in his or her home, have good health, study, compete with your and my children. Can we not have a society where everybody gets and equal opportunity? After all, all of us also would have some roots somewhere in our villages, in our generations before us where possibly we boarded a train and our life took a different path. But we still have those crores of people who never got that opportunity to board a train and move out of despondency, of poverty, of backwardness, who never got an opportunity to see a 5-star hotel, who never got an opportunity to go to a private school, who doesn’t know what a GMAT exam is or a SAT exam is, who doesn’t realise that if skilled development is not taken up seriously, he will never be able to come out of the traditions and traditional mode of incomes.
And I think it is that structural change that we have witnessed in this country in parallel with development, in parallel huge amount of achievements on all the programmes we have set out to do, programmes implemented in a time-bound manner, programmes implemented with the highest degree of integrity, programmes which have been implemented to reach the last man at the bottom of the pyramid without leakages. हमने कभी यह नहीं बोला कि 100 रुपये भेजेंगे तो 15 रुपये आपको मिलेंगे और, 85 rupees will be lost in the system and middleman, and other people will steal your money away.
Every programme that has been implemented in the last 5 years ultimately connects to the other like the beads in a necklace. And if you look at it holistically you will find the interconnections between programme, be it the Jan Dhan Yojana taking financial inclusion to everybody, be it Swachha Bharat, be it Digital India, be it Bharat Mala, be it Sagarmala, be it Udan. And I can list out each of the initiatives – Ayushman Bharat, Pradhan Mantri Jan Arogya Yojana (PMJAY), the PM Kisan Yojana, each one of them interlinking as beads in a necklace to provide a better future for our citizens, the youth of tomorrow.
The multidimensional approach that this government has conducted itself in the last 5 years and the vision that we have for the next 10 years to take India to first become a 5 trillion economy in 5 years and then a 10 trillion economy in another 8 years after that is truly a holistic roadmap to the future in which I invite all of you and all the chambers of commerce and industry leaders to participate, to enjoy the fruits of this growing economy of this aspirational India and ensure that all our activities reach that man at the remotest corner India, who for so many years has been waiting, has been hoping, has been aspiring to see in his life.
And I believe that this is the time where we are at the cusp of taking this country to the next level of development, the next level of socio- economic transformation, where together, each one of us can contribute to making India a superpower, to making India the world’s best place to live in. And I have no doubt in my mind that once the collective efforts of 130 crore Indians comes on to the table, this country will not only meet the demands and aspirations of all our people, of the youth of India, but will show the world how with high value systems, with good value systems one can ensure development of a hundred and thirty crore people, one can ensure equitable development yet promoting entrepreneurship, promoting people with ideas, promoting the youth to be self-sufficient, living on their own feet, living the life of dignity and not being dependent, on as the Prime Minister said ‘dolls and deals’.
Let’s look for a powerful India. Let’s look for an aspirational India. Let’s look for an India, which looks at inclusive development for each and every citizen of this country. And I think that is the only roadmap which can succeed, an India which sees development reach every single citizen of the country, reach every nook and corner of this country, an India in which India leads the world in development, an India which will be the most sought after destination for every country in the world – be it for business, be it for tourism, be it for spirituality, be it for knowledge, be it for invention and innovation. And that is the India that I believe is the India of our dreams, is the India of tomorrow.

Thank you madam. At the outset, I wish you, all the ladies present in the room and all the women of India, a very happy Women’s Day. It’s a matter of pride for us that this government under Prime Minister, Shri Narendra Modi, has been focussed on women’s empowerment, all through its 5-year tenure. Series of measures, over the last 5 years – be it the fact that in the RPF recruitment, we have reserved nearly 50 percent of the vacancies for women constables and officers. Be it the fact that starting from Matunga in central railway Mumbai, then going on to Gandhinagar in Jaipur, we are focussed on creating at least one station in every zone and I would say going forward as we are more and more women officers and staff coming into the railways, I would ideally like to see at least one railway station in every division across the country, which is 100% manned by women.
But I visited both Matunga and Gandhinagar and your chest swells with pride when you see a railways station, all activities manned by women. मतलब उसमें जो गर्व महसूस होता है, गांधीनगर-जयपुर में और मुंबई में माटुंगा, यह दोनों रेलवे स्टेशन में हर प्रकार के काम को, चाहे वह RPF का काम हो, सिक्योरिटी का, स्टेशन मास्टर हो, ट्रैक मेंटेनेंस का काम करने की आवश्यकता हो, जितने ऐक्टिविटीज़ एक रेलवे स्टेशन के ऊपर लगती है, सभी के सभी, शत-प्रतिशत हमारे महिला अफसर, महिला कर्मचारी करती है, महिला कॉन्सटेबल और इंस्पेक्टर करते है। मैं समझता हूँ सबके लिए बहुत बड़े गर्व की बात है।
इसी प्रकार से सरकार के रूप में देखें तो कितने सारे बड़े-बड़े निर्णेय हुए जो हमारी माता बहनों के लिए एक प्रकार से स्वाभिमान के जीवन के लिए बहुत महत्वपूर्ण है। चाहे वो उज्ज्वला योजना हो जिसमें 6 करोड़ गरीब परिवारों को मुफ्त में कुकिंग गैस कनेक्शन देने का काम किया और वास्तव में उनके जीवन को परिवर्तन करने के लिए बहुत महत्वपूर्ण योजना रही है। वैसे तो कुकिंग गैस कनेक्शन, एलपीजी सिलिन्डर देखें तो जितना आज़ादी के बाद 2014 तक दिए गए इस देश में, लगभग उतने कनेक्शन हमारी सरक़ार ने सिर्फ 5 साल में दिए हैं। लेकिन उसमें से भी 6 करोड़ तो मुफ्त दिए गए है।
इसी प्रकार से लगभग 10 करोड़ शौचालय बनाकर हमारे माता-बहुओं को, बहनों को स्वाभिमान का जीवन देने का मैं समझता हूँ विश्व का सबसे बड़ा प्रयास शौचालय बनाने का, 10 करोड़ के करीब शौचालय बने है स्वच्छता अभियान के तहत, और हम सबके लिए शर्मिंदगी की भी बात है कि आज़ादी के बाद 2014 तक मात्र 34 प्रतिशत घरो में शौचालय था। लेकिन ख़ुशी की बात यह है कि सिर्फ 5 वर्षो में यह 10 करोड़ शौचालय बने और उससे आज लगभग 98-99% देश में घरों में शौचालय है। यह 10 करोड़ तो मुफ्त में बनाये गए हैं। और आज हमारी माता-बहनों को एक लाइफ ऑफ़ डिग्निटी देने का काम इस सरकार ने किया।
इसी प्रकार से डिलीवरी के बाद 26 हफ्ते की पेड मैटरनिटी लीव इस सरकार ने सुनिश्चित की, जो दुनिया में देखें तो चंद ही देशों में है। Very few countries in the world have 26-week maternity leave. भारत को गर्व है कि हम उन चंद देशों में से एक देश है जो सन्मान करते है कि गर्भवती महिला डिलीवरी के बाद आराम करे, न्यूट्रिशन का ध्यान रखे, इनोक्यूलेशन वगैरा, टीका हो बच्चों का। और उसके लिए 26 हफ्ते पेड मैटरनिटी लीव रेलवे ने भी शुरू किया और सभी सरकारी नौकरियों में यह सुनिश्चित किया गया है।
और मैं गिनने जाऊँ तो I can list out a series. माइनिंग के क्षेत्र में मैं जुड़ा हुआ हूँ, माइनिंग में अब अंडरग्राउंड माइनिंग में भी महिलएं काम कर सकें यह हमने सुनिश्चित किया है। पहले वह भी रोक लगायी गयी हुई थी। अलग-अलग प्रकार से महिला सशक्तिकरण का इस सरकार का प्राथमिकता रही, संकल्प रहा। और मैं समझता हूँ हम सबके लिए ख़ुशी की बात है कि आज अंतर्राष्ट्रीय महिला दिवस के दिन भारतीय रेलवे के हर ज़ोनल ऑफिस में, 17 के 17 ज़ोनल ऑफिस और 68 डिविजनल ऑफिसेस में सभी में अंतर्राष्ट्रीय महिला दिवस आज धूम-धाम से मनाया जा रहा है। और शायद हमारे रेल भवन में भी। अच्छा इसके बाद दिल्ली के जो नॉर्थेर्न रेलवे का ऑफिस है, रेल म्युज़ियम है, रेल म्युज़ियम में भी अंतर्राष्ट्रीय दिवस, महिला दिवस को मानाने का कार्यक्रम आज शाम को 6 बजे रखा गया है।
आज कुछ महत्वपूर्ण प्रोजेक्ट्स की जानकारी अभी-अभी मैडम ने दी। एक नीलगिरि माउंटेन रेलवे ही रह गया था जिसमें विस्टाडोम कोचेस नहीं थे। अब पाँचों हिल रेलवेज में विस्टाडोम कोचेस चलने वाले है। आईसीएफ में भी 3 कोचेस बनाये है। इसके अलावा लगभग 10 कोच मॉडिफाई करके यह हिल रेलवेज़ में चल रहे है। और मैंने आदेश दिया है कि, नहीं 11 कोचेस अभी चल रहे हैं अभी दार्जीलिंग रेलवे में 4, कालका में 2, कांगड़ा में 1, माथेरान में 1, और 3 कोचेस जो मॉडिफाई किये गए है विस्टाडोम के, गोल्डेनडॉर्क वर्कशॉप तिरुचिरापल्ली में, नीलगिरि माउंटेन रेलवे के लिए। और ख़ुशी की बात है कि तीन जो ब्रॉडगेज के विस्टाडोम कोचेस लगे है, एक दादर और मडगांव के बीच, गोवा के रास्ते में, एक अरकू वैली में, और एक कश्मीर वैली में। इन सबका जो रेस्पॉन्स पर्यटन के हिसाब से, टूरिज्म के हिसाब से, कस्टमर फीडबैक सटिस्फैक्शन लेवल्स का मिला है उसको देखते हुए मैंने आदेश दिया है की 100 विस्टाडोम कोचेस बनाये जाये।
कुछ रेल कार्स होंगी, जो छोटी माउंटेन रेलवे में रेल कार के रूप में जा सकती है। कुछ कोचेस होंगे जो सीनिक ब्यूटी जहाँ-जहाँ पर रेलवे की मिलती है। और यह नीलगिरि की जब वीडियो मैंने देखी, और मैं तो उम्मीद कर रहा था कि आज वो वीडियो दिखाई जाएगी जो अरकू वैली या नीलगिरि में जो कोचेस चलते है, बहुत ही सुन्दर लगते है। व्हाट्सप्प पर तो मैंने देखा है घूमते हुए इन वीडियोस को, पता नहीं आपमें से भी किसी ने देखी होंगी शायद। तो अगर वास्तव में उसका बाद में फीड दे सके तो मीडिया के बंधुओं को दिया जाए। लेकिन truly a memorable experience to travel on these vistadome. मैंने कालका से शिमला का रूट उसपे थोड़ी देर किया है। और it’s a pleasure to do that journey. और मैं सभी कालका, त्रिची, जहाँ-जहाँ से भी हमारे मित्र जुड़े है उन सबको बधाई देता हूँ। और उम्मीद करूँगा कि आप प्रेशर बनाये रखें एमआरएस और उनकी टीम के ऊपर कि जल्द से जल्द यह 100 विस्टाडोम कोचेस अथवा रेल कार्स बनकर पर्यटन के क्षेत्र को एक बड़ा बूस्ट देने का काम करे।
दूसरा जो प्रोजेक्ट आज लॉन्च किया गया, ई-ऑफिस का। मुझे ख़ुशी है कि रेलवेज भी ई-ऑफिस की तरफ जा रहा है। वैसे यह कोल मंत्रालय ने तो शत-प्रतिशत ई-ऑफिस को लागू कर दिया है। Railways, of course, is a much larger ambit, and a larger organization. पर रेल के मेरे सभी अधिकारियों को धन्यवाद देता हूँ, मुबारकबात देता हूँ। आपने जो बहुत कम समय में, और बहुत अच्छी तरीके से ई-ऑफिस इम्प्लीमेंट किया है, उसके लिए आप सबको बधाई। और उम्मीद करूँगा कि रेलवेज़ भी इस प्रोजेक्ट को बहुत सीरियसली और एक्टिवली परस्यू करे, जिससे आगे चलके हमारे यहाँ पर भी पेपरलेस ऑफिसेस की तरह हम जाने की कोशिश करें जल्द से जल्द।
एक नया प्रयोग जो हमने शुरू किया था कुछ समय पहले, स्टेशन इल्लुमिनेशन का। उसका भी जो फीडबैक मिला और वह भी व्हाट्सएप्प मैसेज घूमते-घूमते मेरे पास भी आते रहते हैं। काफी सारे स्टेशन्स पर जहा पर इल्लुमिनेशन हुआ – उसका कोई वीडियो या फोटोस नहीं है क्या – तो लगाओ न भैया। यह तो एक बाहर का आपने किया है, पर स्टेशन के अंदर जो एयरपोर्ट स्टाइल लुक आप लोग ने वीडियोस बने है, या फोटोज घूमी है। ठीक है, यह बाहर का भी इल्लुमिनेशन बहुत सुन्दर हो जाता है। सर्कुलेटिंग एरिया भी अच्छी तरह LED से अच्छी लाइटिंग हो, जैसे यह आप देख रहे है आपके सामने। ऐसे ही स्टेशन के ऊपर भी, घनश्याम जी, स्टेशन के अंदर भी कर रहे है ना? कितने कर रहे है? 190. 190 प्रमुख स्टेशन्स को heavy LED illumination करके बहुत ही सुन्दर दृश्य बन गए हैं यह सेशन्स पे। लगभग ख़त्म होने आ रहे हैं। अगले 30-35 दिनों में, मार्च के अंदर – इसलिए मैं आपके 5 -10 दिन ग्रेस दे रहा हूँ – तो अगले 30 दिन के अंदर, 30-35 दिनों के अंदर 190 स्टेशन बड़े सुन्दर लगेंगे, with bright lighting and, उससे मैं समझता हूँ सुरक्षा भी बढ़ेगी, और ऐक्सीडेंट की संभावना भी कम हो जाएगी।
उसकी सक्सेस देखते हुए मैंने निर्णय लिया है कि अब 500 और स्टेशंस जो आईडेंटीफ़्य हो गए है? आईडेंटीफ़्य हो गए हैं तो उसकी प्रेस रिलीज़ में उसकी जानकारी देना। और सभी स्टेशनों पर भी यह जानकारी लग जाये कि यह स्टेशन सिलेक्टेड है और आज उसकी शुरुआत हो गई है, आज के इस कार्यक्रम से, उसकी जानकारी हर यह 500 स्टेशन पर भी लग जाये और जो 190 का काम चल रहा है, सभी जगह यह जानकारी लग जाये कि इनको अभी LED से सुशोभित किया जायेगा और सुन्दर बनाया जायेगा। देश के हर स्टेशन पर, लगभग चार-साढ़े चार हज़ार स्टेशन पर, हमने टॉयलेट्स भी अपग्रेड किये है LED लाइटिंग करके उनको भी अच्छा, दुरुस्त किया है। और उस काम में भी अगर कोई ख़त्म नहीं हुआ है तो मार्च के अंत तक शत-प्रतिशत टॉयलेट्स, 4000 प्लस स्टेशंस पर सुन्दर हो जाने चाहिए।
एक और जो कार्यक्रम मैंने शुरू किया था, अशोका होटल में शायद मीडिया के भी कुछ बन्धु आये होंगे और आप लोग भी थे। जब हमने एक वेबसाइट लॉन्च की थी और इन्वाइट किया था लोगों का पार्टिसिपेशन कि लोग आये रेलवेज के अलग-अलग प्रोजेक्ट्स में, सीएसआर एक्टिविटीज़ के तहत जुड़े और सीएसआर के तहत रेलवेज़ अपने डोर्स खोले। और प्राइवेट सेक्टर और कोई दान देने वाले लोग अगर जुड़ना चाहे तो जुड़े और अलग-अलग प्रोजेक्ट्स को टेक-उप करे। उसमें एक जो बहुत सफल प्रयोग रहा वो था टॉयलेट्स का। हमने स्टेशन्स के अंदर तो रेलवे की ज़िम्मेदारी हमने ठीक की है, लेकिन स्टेशन के बहार जो सर्क्युलेटिंग एरिया होता है, उसमें अच्छा टॉयलेट उपलब्ध हो जिससे आस पास के दुकानदार, आस पास कोई लोग आते हैं, यात्री भी बाहर निकलने के बाद टॉयलेट यूस करना चाहे तो उसके लिए हमने इन्वाइट किया था।
मुझे ख़ुशी है कि अलग-अलग संस्थाएं, जिसमें कोल मिनिस्ट्री का भी बहुत बड़ा सहयोग मिला ने लगभग 2400 टॉयलेट्स बनाने का निर्णेय लिया है, अलग-अलग स्टेशन्स के सर्क्युलेटिंग एरिया में। तो अब रेलवे स्वच्छता के साथ सिर्फ स्टेशन और ट्रैक नहीं, स्टेशन के बाहर भी जुड़ रही है एक बहुत बड़ा आज का फैसला है। एनएलसी का भी धन्यवाद करूंगा, एनएलसी ने भी बहुत बड़े रूप में सर्क्युलेटिंग एरिया में 200 से अधिक टॉयलेट्स? 280 टॉयलेट्स एनएलसी इंडिया ने टेक- अप किये है।
मुझे अभी-अभी जानकारी मिली है नॉर्थेर्न कोल फ़ील्ड्स ने कुछ 500 टॉयलेट्स अडॉप्ट किये हैं कि वह बनाएंगे अलग-अलग स्टेशन्स पर क्यूंकि कोल का रेलवे के साथ बहुत बड़ा जुड़ा है। रेलवे भी कोल के साथ नहीं काम कर सकती, कोल भी रेलवे के बगैर सर्वाइव नहीं कर सकती। तो उनको अलग-अलग इकाइयों ने योगदान देके पब्लिक टॉयलेट्स बने और उससे उनकी भी एक पब्लिक में गुडविल बने। क्यूंकि कोल संस्थाएं गांव- गांव में काम करती है, कोल माइंस है, तो उनका भी गुडविल बढे और रेलवे स्टेशन्स के बाहर भी तो यह तो बहुत ही सुन्दर टॉयलेट्स है, यह किसने बनाये है, राइट्स ने। थैंक यू राइट्स, तो मतलब लगता है कि काफी अलग-अलग कंपनियां इसके साथ जुड़ी है। सभी का मैं तहे दिल से धन्यवाद करना चाहूँगा और यह सभी 2400 स्टेशन्स पर, यह जानकारी दी जाए, पहुँच जाए कि आज उनका शिलान्यास या उद्घाटन हुआ है, कमिटमेंट आ गयी है और अब ये 2400 टॉयलेट्स बनने जा रहे हैं अलग-अलग स्टेशन्स पर।
I am keeping the best for the last. तो इसलिए थोड़ा सा सबर रखिये। Of course, each one is equally important. After all, स्वच्छता तो बहुत प्रमुख कार्यक्रम रही है इस सरकार की लेकिन एक और अनाउंसमेंट कर दूँ। 2500 स्टेशनों के ऊपर हम स्टील बेंचेस अब लगाने जा रहे हैं। लगभग 5000 एडिश्नल बेंचेस लगेंगी 2500 स्टेशनों के ऊपर। यह भी एक अच्छा मैसेज देगी जो, यात्रियों को सुविधा के रूप में स्टेनलेस-स्टील बेंच जायेंगे, हाँ, यह सब स्टेनलेस-स्टील बेंचेस रहेंगी। जो वर्षों-वर्षों तक जनता की सेवा कर सके। So it will be a very permanent व्यवस्था, nice, neat and clean. And I hope RDSO was ensured quality control.
मुझे इतना जानकारी मिली थी पीछे कोई सप्लायर रिजेक्ट हुआ था, तो मुझे बड़ा आनंद आया, नॉट क्यूंकि रिजेक्ट हुआ। मतलब हम क्वालिटी कॉन्शीयस होते जा रहे हैं रेलवेज़ में। तो क्वालिटी ज़रूर अच्छी रखना। जो भी ग्रेड आप स्पेसिफाइ करो स्टेनलेस स्टील, वही ग्रेड पक्का मिलना चाहिए। और वैसे मैंने सुझाव दिया था एक छोटा कोना उसी मोल्ड और कास्टिंग में होना चाहिए। जिसको हम कभी काटके टेस्ट कर सके। और बाद में उसके रफ़ एज को स्मूथ कर सके। So that all suppliers know कि जो हम पे कर रहे हैं हमको वही क्वालिटी मिलनी चाहिए, अच्छी क्वालिटी।
Now for the really big announcement, और जिसके लिए मैं टाटा ट्रस्ट का तहे दिल से शुक्रिया करना चाहूँगा। हमने एक ओपन किया था कि वाईफाई देश में हमने लगभग 800 स्टेशनों में लगा दिया है। पहले गूगल के साथ पार्टनरशिप में पहले 400 स्टेशन लगे, फिर टेलीकॉम मिनिस्ट्री के सहयोग से काफी स्टेशनों में हम वाईफाई लगाने में कामयाब हुए जिसके लिए मैं मनोज सिन्हा जी और पूरे टेलीकॉम विभाग का धन्यवाद करना चाहूंगा। फिर हमें लगा कि यह ऐसी सुविधा है जो देश के कोने-कोने तक पहुंचनी चाहिए और हर गांव तक भी लोगों को यह सुविधा उपलब्ध हो। जिससे गांव के लोग सभी लगभग देश का कोई नागरिक ऐसा नहीं है जो नज़दीक का रेलवे स्टेशन नहीं जानता हो।
और हमे लगा कि रेलवे स्टेशन पर अगर वाईफाई उपलब्ध हो जाये तो गांव के गरीब, वंचित, शोषित, पीड़ित कई ऐसे परिवार हैं जिनको शायद डिजिटल कनेक्टिविटी मिलने में मुश्किल होगी, असुविधा होगी। वैसे तो अब गांव- गांव तक पहुंच रही है तो मुझे लगता है और चंद दिनों में घर-घर तक पहुंच जायेगा डिजिटल कनेक्टिविटी। सस्ता इतना हो गया है कि आज सामान्य से सामान्य व्यक्ति भी आज अफोर्ड कर सकता है। डाटा इतना सस्ता हो गया है और वॉइस कॉल तो लगभग मुफ्त ही हो गई है। लेकिन हमारी इच्छा थी कि हर रेलवे स्टशन में भी वाईफाई की फैसिलिटी उपलब्ध कराई जाये। तो हमने इसको भी एक चैलेंज के रूप में सीएसआर इनिशिएटिव के लिए ओपन किया। एक बहुत बड़े रूप में टाटा ट्रस्ट ने स्वीकार किया है कि रेलवे स्टेशंस पर वह वाईफाई की सुविधा उपलब्ध कराएँगे। काफी बड़ी राशि उन्होंने इसके लिए ऑफर की है इंडियन रेलवेज़ को। मैं समझता हूँ शायद अगर हम इतिहास में देखें तो इतिहास में इतना बड़ा सीएसआर इनिशिएटिव, भारतीय रेल में तो 100 परसेंट कभी नहीं आया है।
It’s the biggest CSR initiative for one project alone that we have received in the Indian railways in the 160-year history of Indian railways. And I would like to truly thank Tata Trusts and all the trustees and organizations. They have demonstrated once again that Tata is an organization which cares for society, cares for the poor, cares for the people of India. Of course, they are a very big beneficiary of the railways also.
टाटा की भी कई कंपनियां, टाटा केमिकल्स, टाटा स्टील, टाटा पावर, हमारे कस्टमर्स भी है। और हम भी उनके कस्टमर्स रहते है कई चीज़ो में। It’s a very large conglomerate. पर फिर भी कभी किसी ने इतने बड़े रूप में सीएसआर करके देश के रेल यात्रियों की सेवा करने का आज तक प्रयास नहीं किया। मैं आपका तहे दिल से धन्यवाद करता हूँ। 4,751 स्टेशन में अब वाईफाई फैसिलिटी उपलब्ध हो जाएगी। This is in addition to the 800 जो हम आलरेडी कर चुके है। Wow!
6,441 stations will now have Wi-Fi facility in the country. जितने स्टेशन भारतीय रेल में हॉल्ट स्टेशन को छोड़कर है, हर स्टेशन पर वाईफाई की सुविधा आज सुनिश्चित कर दी गयी है। उसका प्रोसेस लगेगा रेलटेल इस पूरे प्रोजेक्ट को पायलट करेगी, मॉनिटर करेगी। और 6,441 स्टेशन पर वाईफाई की फैसिलिटी उपलब्ध कराने जा रही है रेलवे। मैं माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी को बधाई दूंगा कि उन्होंने जो पहल की थी यह वाईफाई स्टेशन पर उपलब्ध कराई जाये। मुझे याद है पहले 400 का माननीय प्रधानमंत्री जी ने अन्नौंस की थी। तब हम सबको निर्देश दिया था कि हमको कोशिश करनी चाहिए इसको कैसे बड़े रूप में देश भर में पहुंचाया जाये।
It is truly a memorable day today that 6441 stations will benefit from Wi-Fi. जिसमें से 4,791 स्टेशन्स पर टाटा ट्रस्ट मुफ्त में कैपिटल एक्सपेंडिचर करके वाईफाई की सुविधा उपलब्ध कराने जा रही है। It’s truly a remarkable achievement of the Indian railways. आज तक 832 स्टेशन पर वाईफाई पहुँच चुका है। मार्च 2019 तक एडिशनल 775 स्टेशन तक पहुँच जायेग। यानी 31 मार्च तक 1600 स्टेशन से अधिक वाईफाई से लाभ लेने लगेंगे। और 4,791 टाटा ट्रस्ट जो टेक-अप कर रही है यह अगले 12 महीने के अंदर पहुंच जायेगा यहाँ भी वाईफाई।
और मैं तो समझता हूँ टाटा की जो स्पीड है काम करने की और रेलटेल की जो स्पीड है, तो यह 12 महीने का लक्ष्य क्यों रखा है? 4 महीने। चलो और भी अच्छा है। 120 दिन में, कोई मार्जिन दूँ, कि ज़रूरत नहीं है? What does Tata Trust say? हमारी अभी मोदी जी की सरकार में बेस्ट वगैरा ख़त्म हो गया है। अभी टारगेट लगता है और हम टारगेट मीट करते है।
So next 151 days, शुभ नंबर लेते है चलिए, 151 days from today we will try – we will not try, we will complete 6,441 stations. Is that acceptable? चलिए, now it sets a target for all of us. 151 days from today. और मेरे मानना है लगभग गणेश चतुर्थी तभी पहुँचती होगी। मैंने कैलकुलेट नहीं किया है, कोई जल्दी से गूगल करके बैक वर्किंग करे। I am assuming क्यूंकि गणेश चतुर्थी अगस्त-सितम्बर में आती है। और हमने unmanned level crossing का भी गणेश चतुर्थी का ही टारगेट रखा था मुझे जहाँ तक याद है। मैं नया-नया रेल मंत्री बना था। और फिर थोड़ा आगे पीछे हमने सफलतापूर्वक उसको अचीव किया। तो कोशिश करे गणेश चतुर्थी पर यह तोहफ़ा देश को दिया जाये कि हर रेलवे स्टशन पर वाईफाई की फैसिलिटी उपलब्ध हो। 2 सितम्बर 2019 को शत-प्रतिशत हर रेलवे स्टेशन पर वाईफाई पोहुंचाया जाये। टाटा ट्रस्ट का भी उसमें पूरा सहयोग मिलेगा। पर किधर भी कोई तकलीफ हो तो railways will fill in the gap. 2 सितम्बर, गणेश चतुर्थी पर, इस पूरे देश में 6,441 स्टेशंस पर वाईफाई लोग यूज़ करे, इसका एक बड़ा जश्न मन्ना चाहिए, गणेश चतुर्थी के दिन।
तो मैं इससे अपनी आज की बात समाप्त करता हूँ। वैसे तो बहुत सारी और बातें है बताने के लिए। सीआईएल और उसके सब्सिडरीज़ ने लगभग 1700 टॉयलेट्स अडॉप्ट किये है, एनएलसी ने 280, कॉनकॉर ने अडॉप्ट किये है, पॉवरग्रिड ने किये है। पॉवरग्रिड, ओल्ड पावर कंपनी अभी तक मदद करती रहती है, अलग तरीके से। कॉनकॉर ने लिए है, आईआरएफसी ने लिए है, राइट्स ने लिए है। तो बहुत ख़ुशी की बात है, मैं सबको बधाई दूंगा।
यह आप सब नोट करें कि अच्छा है वूमेन्स डे पर अन्नौंस हो जाये। मेन एंड वूमेन का दोनों का टॉयलेट सब जगह बनेगा। 2400 स्थान पर महिलाओं का अलग, पुरुषों का अलग टॉयलेट बनेगा, और दिव्यांग फ्रेंडली होगा। यह सब 2400 में? Fantastic! मेरी ब्रीफिंग थोड़ी ज़्यादा करा करो प्रेस ब्रीफिंग के पहले। They are beating me at my own game, they are exceeding my expectations. तो बधाई दूंगा आपको और आपकी पूरी टीम को। इन सभी 2400 में दिव्यांगों का भी अलग फैसिलिटी होगी। 100 percent toilets are having men and women’s toilet and also दिव्यांग toilet. स्टेशनस रेलवे की ररेस्पॉन्सिबिल्टी है जो हमने पूरी कर ली है, आलरेडी अवेलेबल है। कही एक आध जगह कोई तकलीफ मिल जाये तो फिर तुरंत हमें सूचना दे देना हम उसको भी दुरुस्त कर देंगे। और अब तो यह स्टेशन के बाहर जो हमारी रेस्पॉन्सिबिल्टी नहीं है, उसमें सर्क्युलेटिंग एरिया में जनता को सुविधा देने के हिसाब से यह किया जा रहा है। तो मुझे लगता है आज के लिए काफी अन्नौंसमेन्ट्स हो गयी। एक दो दिने बाद जो रेलवे की बिग विजन वाली जो कहानी तो है एक-दो दिन बाद करेंगे नहीं तो प्रेस इतना एब्सॉर्ब नहीं कर पाएंगे एक दिन में।
अगर मैं नहीं अन्नौंस कर सकूंगा तो यह कर देंगे। यह तो रेलवे के ऑनगोइंग जो प्लान्स है उसमें सिर्फ माइक चेंज हो जायेगा और कुछ नहीं। अगर आपको चाहिए तीन दिन बाद करेंगे, अगर आपको चाहिए कि मैं नहीं रहूं, नहीं रहूं मतलब मैं स्टेज पर नहीं रहूं, मैं रेल मंत्री तो अभी हूँ। अगले टर्म में अगर प्रधानमंत्री बनाना चाहे तो फिर मुझे रेल मंत्रालय भी दे सकते है कोई ऐसी पाबन्दी नहीं है।

इसका एक पूरा प्रोसेस है आज ही हमने आदेश कर दिए है, OSD की पोस्टिंग कर दी है, ऑफिसर ऑन स्पेशल ड्यूटी, और वो कल से ही वहां पर काम संभाल लेंगे, वो सारा जो भी इसका अरेंजमेंट होता है तो उसका एक पूरा टाइम फ्रेम है और 3 महीने के अंदर-अंदर यह सारा एक खाका बन जायेगा, प्लान बन जायेगा। और उस प्लान के हिसाब से करेंगे और जो हम लोग की प्लानिंग है 11 मंथ के अंदर इसको operationalise करना है। 36 months में पूरा स्ट्रक्चर, पूरा इंफ्रास्ट्रक्चर तैयार हो जायेगा। It’s a very complicated affair. ऐसा नहीं है की सडनली अन्नोउंस कर दिया कल शुरू हो गया। पूरा उसका रेलवे पर प्रभाव पड़ता है। It’s very complicated. मुझे उन्होंने प्रेजेंटेशन दी, पर अनफरटूनटेली आपने सवाल पुचके एक लफड़ा कर दिया, प्रॉब्लम कर दी की आंध्र के पेपर में जितना मैंने बोलै वह तो अभी गया। अब यह हैडलाइन आपके आंध्र के पेपर्स के लिए ले ली। तो आप बाकी अच्छी चीज़ों का भी ज़रा थोड़ा ध्यान रखना।
सर वन्दे भारत का ज़िक्र आपने किया, सर दूसरा कुछ – CRB साब अभी वर्किंग करेंगे। अभी जो सेकंड ट्रेन आया है वह अन्नोउंस कीजिये किधर से किधर जाएगी और हमने कितनी आर्डर करी थी। 30 ? बाकी का बाद में करेंगे पहले आप 30 का तो रुट्स तय करो। और अगर 100 भी कर लेते हो तो और सोने पे सुहागा हो जायेगा। सिर्फ झगड़ा नहीं लगा देना मेरा की इसका पहले हो बाद में हो। वो ऑपेऱशनाली let them decide. कोशिश करो एक की तो इनफार्मेशन कल परसो दो। और 30 की भी प्लानिंग शुरू कर दो फिर उसके हिसाब से हम वह का इंफ्रास्ट्रक्चर उप्ग्रडिंग अभी से शुरू कर देना है।
यार अगर एक ही टर्म में सब कर देंगे तो अगली बार हमे वोट भी नहीं दोगे हमको।
Our honorable member of Parliament, Dr. Sampath, honorable MLA Mr. O. Rajagopal ji, honorable MLA Mr. I.B. Sathish ji, member (Traction) Mr. Ghanshyam Singh, member (Engineering) Mr. Chaube, member (Rolling Stock) Mr. Rajesh Agarwal, officials from Railways, both the Railway Board and in Southern Railway, ladies and gentleman. At the outset, I apologize that we could not start earlier, but we had a cabinet meeting this morning. And I have come straight from the cabinet to this programme. I am grateful for your indulgence. I am extremely delighted to participate in this programme today, which would probably be amongst my last programmes of the Railways before we all get into election mode and start the campaign for the Lok Sabha elections.
And it’s a matter of great happiness for me that this last programme is for a project in a state that I love very dearly. I am delighted that it’s in a state which is God’s own country, and truly a place which has a very high degree of spiritualism. It has been in the forefront of social reform and is probably the most preferred tourist destination that we have in India. Kerala has given us very great sons of the soil. It’s known as the land of peace and culture. Adi Shankaracharya ji started his journey from Kerala. Ayurveda is now going to the whole world with its center from Kerala. And more particularly, when we look at Thiruvananthapuram, it’s quite a lot like my own home city of Mumbai. It has a beautiful coastline. It’s very charming, if I may say so. Of course, much prettier and much less congested than Mumbai and in some sense it’s also the gateway to Kerala and then the gateway to India.
The Bharatiya Janata Party-led NDA government has consistently focused on development for all areas in the country – north, south, east, west, north-east, central India, across the country. We are focused on large scale infrastructure creation, both physical and social. We are focused on reaching the fruits of development to 130 crore citizens of India across the length and breadth of the country. And we believe in “Sabka saath sabka vikas”. Until every section sees progress and prosperity, every area of the country sees progress and prosperity and every person experiences the benefits of this prosperity, this improvement in the country, the work can never be complete. But the rapid pace at which we have expanded infrastructure, particularly in the Railways, across different regions of the country, decongesting existing bottlenecks, has been unprecedented.
In fact, this demand from Thiruvananthapuram has been a long-standing demand. We already have two coaching terminals, central and the Kochuveli terminal. This new coaching terminal at Nemom, in the Thiruvananthapuram division, will really help in decongesting the already overloaded current coaching terminals. And in any case with no land available at the Thiruvananthapuram central yard, we could not possibly have expanded that yard any further. Whereas there is a lot of demand from the honorable MPs, MLAs, public representatives, government, to increase the train services, increase the passenger amenities, particularly to Thiruvananthapuram, both from north India and from the Chennai direction, Coimbatore-Chennai direction.
Unfortunately, for lack of adequate coaching facility, we have not been able to accept some of these demands. With the commencement of work at this new coaching terminal, we can start providing a large number of new trains which will either originate or terminate in Thiruvananthapuram. It will decongest the existing already overloaded coaching terminals and will help us take more and more mail and express trains all the way up to Thiruvananthapuram. With this added connectivity after this yard expansion, I think the quality and speed of maintenance also will become much faster.
And it’s a very holistic plan of about a 148 crores that has been drawn up for this new coaching terminal. It will have 5 stabling lines. One common loop along these lines, one down main line, one up main line, two platforms, 3 road-over bridges, and one foot-over bridge. All of these things have been planned for this new coaching terminal. I can only at this juncture request the honorable public representatives, MPs, MLAs, whoever gathered here today and the state government and their officials if they can help us by expediting land acquisitions. We gave the request on 26th March 2018 after this project was included in the pink book for 2018-19, that is more than one year ago. This item was included in the Railway budget.
We immediately wrote on 26th March 2018 as soon as the budget got passed last year, requesting the government of Kerala to acquire 7.18 hectares of land so that we can speedily finish the project. I would urge all of you to help us get this land quickly while we are commencing the work within the available land and, therefore, can do only do a small portion of the work right now. I do hope the state government will help us get the entire 7.18 hectares land required for the project so that we can serve the people of Thiruvananthapuram and the people of Kerala better and with faster mobility, much more convenient connections and make the passenger experience truly memorable.
At this stage, I would like to mention a few of the important achievements of the Thiruvananthapuram area that we have over the last few years. After the government of Prime Minister Shri Narendra Modi came in, we have started three new trains – Kochuveli-Indore weekly express, Thiruvananthapuram-Nizamuddin to Delhi weekly express via Kottayam and the Thiruvananthapuram-Nizamuddin weekly express via LMP. Now, these are the three trains started, but after we get this land, and we can speedily do the new coaching terminal, coupled with our thrust for adding electrification on the whole routes coming out of Kerala, coupled with our thrust to double, triple and quadruple the mainlines wherever there is demand in traffic.
I am sure far more services can be taken to Kerala so that the people can be connected with the rest of India in a very seamless fashion. We have done more than 13 crore worth of passenger amenities with FOBs at Kochuveli and Thiruvananthapuram. Six escalators have been set up at Thiruvananthapuram, a new booking facility at the central station has been set up, and circulating areas, waiting halls, all of them have been improved in the last few years. Currently, new platform shelters, retiring room, and improvement in parking area at Thiruvananthapuram central station is going on at a cost of 2.5 crore rupees. I am also happy to share with you that the doubling of the 86 km Thiruvananthapuram-Kanyakumari railway line for which 133 crores has been provided in the 2019-20 interim budget which was announced last month.
When I was seeing the average amount we spent in Kerala for the various projects, I was happy to note that the Indian railways is today spending nearly 3 times the amount that was being spent earlier on the development of infrastructure in Kerala. Of course, if we can get cooperation with faster land acquisition then there are many more projects which we want to pursue and expedite so that the connections to Kerala can be improved. And clearly, if we can get a little more support on land acquisitions, I can assure the people of Kerala that while we have done a two and a half to three times investment in the last 5 years compared to the previous 5 years, we will be able to do far more with the support and cooperation if the local authorities.
We have also introduced 16 new train services in the state of Kerala in the last 5 years and have spent 117 crore on improved facilities for passengers by providing 21 foot-over bridges, 20 escalators, 15 lifts and 180 point of sale machines at different stations in Kerala. You will be happy to know that today there is no unmanned level crossing in the entire state of Kerala on the Broad gauge sector and all the stations have been converted to 100 percent LED lightings, which is far more efficient both in terms of energy consumption and gives you much brighter illumination.
Currently, we have 10 ongoing projects for 738 km of expansion at a cost rupees 7000 crores. I can only add that the railways is committed to faster development of Kerala, committed to making Nemom and the state of Kerala a better tourist destination, which will help to transform the local economy and give a big boost to generation of employment and improve customer amenities and facilities for all the people using the train service in Kerala.
At this juncture, I must also mention that we are very sensitive to the safety and well-being of the people of Kerala. There is a large number of fishermen in Kerala for whom now the government in the last budget has announced a separate department of fisheries. We have also decided to give Kisan credit cards to all the fishermen and to provide interest subvention, to provide loans to our fishermen, and the reduced interest rates, very similar to the farmers. So if they get a 2 percent reduction in interest while taking the loan and for timely repayment another 3 percent reduction. So the effective cost of borrowing of our fishermen of Kerala brothers and sisters will be down to almost 4 percent.
Similarly, the first installment of the Pradhan Mantri Kisan Sanman Nidhi has already been distributed in Kerala also. I am happy that already over 2 crore farmers in the country, several of them from Kerala who are small and marginal farmers have started receiving the first installment of 2000 rupees for this 4 months period December to March 2019. I would urge the state government to send the final list of all the small and marginal farmers eligible under PM Kisan Yojana, so that the first installment can be expeditiously distributed and sent to all our deserving farmers who have made this country proud with their sheer hard work, dedication and commitment to make India a food secure and self-sufficient in food trade country.
I am also delighted that the various programmes for women empowerment that this government has initiated are helping our mothers and sisters, and daughters of Kerala. The Ujwala Yojana, by which the poor people are being given free cooking gas connection. The Mudra Yojna, by which crores of women and self-help groups have got low-interest loan directly from the banks, without having to be dependent on the moneylenders, by which they can stand on their own feet, start their own activity, business. Under Stand Up India, the effort that we have done to promote free healthcare for 50 crore people of the whole country, several of whom come from Kerala so that no poor person is ever deprived of quality healthcare whenever he needs any medical treatment.
Today, I am happy to report you that effective today all the railways’ hospitals, 93 railway hospitals also will be joining the Ayushman Bharat Yojna so that people can get the benefit of the free healthcare programme that Prime Minister Shri Narendra Modi has launched in the country, which will benefit 50 crore Indians. I hope the people of Kerala can also speedily benefit from that and I would urge all the officials and the public representatives in Kerala, to ensure that all the deserving and needy people are able to get the benefit of Ayushman Bharat in Kerala also.
The people of Kerala in a big way are also engaged in unorganized labor activities, particularly, related to tourism, many of them are working in the infrastructure creation, many agricultural laborers are working in the state of Kerala. There are people working as domestic help, there are people working as security guards, carpenters, masons. There are hawkers who are running small businesses. For all such people, two days back the honorable Prime Minister has launched the Pradhan Mantri Sram Yogi Mandhan Yojna by which persons in the age group 18-40 can join this pension scheme, which is administered by Life Insurance Corporation, LIC of India. And after they become 60 years old, they will get a minimum 3000 rupees pension under the scheme. 50 percent of the premium will be paid fully by the central government.
And I hope the people of Kerala will take advantage of this and quickly join or encourage people who are working in your respective constituency, in your areas of work, to quickly take the benefit of this PMSYM Yojna so that more and more people can ensure social security for their post-retirement life. I am also very delighted that today we have launched a 100 percent indigenously developed make in India initiative high-speed WAP-7HS locomotive, which has been developed by our railway engineers completely in house at the Chittaranjan locomotive works.
At the outset, I would like to congratulate all the engineers, all the workers and the entire railway family for one more feather in their cap to promote make in India, to make India the hub of invention, innovation and manufacturing and to make India a manufacturer of indigenously developed modern equipment, which will help not only improve the facilities for Indian railways but will help us export to the rest of the world and earn precious foreign exchange for India while providing thousands and thousands of people with new job opportunities under the Make in India programme.
About 20 years ago, we had imported the designs of these electric locomotives and after that, we have been, by and large, only following the pattern of imported design. I am delighted that the most powerful passenger locomotive over the Indian Railways, which will be capable of hauling 24 coaches instead of 140 km/hr now at 160 km/hr has been designed and manufactured at CLW by our own engineers and our own workers, making the entire nation proud of the Indian engineering talent and the Indian skilled manpower talent. This new engine will help us serve larger distances much faster, will reduce pollution levels, and will improve the operation initially of premium trains will Rajdhani and Shatabdi and Duronto, which can then go up to their full potential of 160 km/hr. Going forward, I think the fact that we have reduced the weight of this locomotive and kept it cost neutral is a very-very important development, because it demonstrates the capability of our Indian engineers. And it will ensure that our rail track also has less damage, with lesser weight, and a faster engine.
The Make in India has been an initiative of the Indian Railways and we have continuously improved our designs, developed new and new products, which will truly take us to the level of international railways and this whole project was done in probably the fastest period that you would have been ever experienced. I doubt even the private sector can do something as fast as this. This project was cleared only in September ’18. And in under six months, we have been able to manufacture this new WAP-7HS engine, manufacturing started in November’18. The modified car body has been produced in Jan’19 and it has been turned out from CLW on 27th February 2019.
I thought it’s a great opportunity to unveil this new locomotive for the world to see. Of course, it will go through the necessary trials, approvals by the commissioner of rail safety and other processes, but it’s important for the world to see and recognize the capabilities of India engineers, capabilities of our people to do better than what other countries in the world are doing. In fact, this engine is fitted with Head-on Generation, HOG system to power the coaches, the locomotives have gap air conditioning so our loco pilots and drivers will also have a comfortable journey. There is crew voice and video recording system, like a black box in the aircraft. It has a signal exchange system. And it’s quite pretty, if I may say so, quite well-designed and looks quite attractive.
The efforts of Indian railways to reduce pollution, particularly, by electrification of 100 percent of the routes will give maximum benefit to a state like Kerala, which is focused on tourism, large part of your employment, a large part of your revenues comes out of tourism. And with the electrification of the entire routes under Indian railways, you will find less pollution and train journeys becoming far more exciting and attractive. I must compliment the teams which have rapidly taken up electrification on the ground level. 5 years ago, Indian Railways used to electrify about 600-650 km per year of railway track.
Last year, we electrified over 4000 km and I am happy to share with you that for the current year ending March 2019, we are confident of completing electrification of 6000 km of railway track, probably, a feat which is unparalleled in the history of the world. No other country in the world, I would suspect, may have done such rapid, electrification of their network. I am given to understand even the United States of America even today less than two percent of their tracks are electrified. India is rapidly moving toward a 100 percent electrification and we have become the world’s largest fully electrified train system over the next 3 or 4 years.
My compliments to the entire railways family for these path-breaking initiatives and historic achievements over the last 5 years. And I am sure as I have been repeatedly saying that despite being a government department, a government organization, this kind of extraordinary result is possible because of the vision that you have and the leadership that all of you are demonstrating to make Indian Railways the best railway in the world.
I would like to thank Prime Minister Shri Narendra Modi for giving us direction and guidance from time to time and helping us create a long term vision for the railways giving us leadership and empowering our entire railway team with more and more opportunities to do outstanding work providing us with adequate funding so that budgetary constraints never come in the way of development. And thanks to this collective effort of the 1.3 million, 13 lakh rail parivar, rail family as we call them, the Indian railway is poised to truly make this the preferred choice both for passengers and freight movement.
My best wishes to all my friends in the programme at Nemom. Congratulations to all of you. I hope this new coaching terminus comes up quickly with your support on land acquisition. Congratulation to the entire team at the Chittaranjan locomotion works and to all of the colleagues and friends in the railways.
We have an international Women’s Day being celebrated tomorrow. May I take this opportunity to wish all the women of India and the world, a great future and an empowered future, something for which Prime Minister Modi’s government has been relentlessly working for the last 5 years. We in the railways have been working from the last 5 years. And tomorrow across the Indian Railways at every station we will be carrying out some programme on women empowerment and acquainting our people with the various initiatives that railways has done to empower women, both as employees, as entrepreneurs and the women passengers of the country.
Last year, we had carried out a campaign which was to protect and save women and children from human trafficking. I compliment all the RPF jawans, officials, the station masters, station officials for the wonderful work that they did, for the transformational change that has happened in the mindset of the railways when it comes to protecting children, particularly girl child, women from human trafficking. And I assure the people of India that we will relentlessly pursue this mission so that nobody can be ever having to suffer such an unfortunate thing and the railways will ensure that as far as possible, we will not allow railways to be used for these gruesome criminal activities that are carried out by some people in some parts of India. So my salute to the RPF officials, particularly the RPF lady officials and constables and my salute to all the railway employees who participated in this noble mission.
Tomorrow, we will all be taking up the international Women’s Day across Indian Railways. And the programmes may be finalized by all the divisions and shared extensively with the people at large so that we can convey our humble contribution to the empowerment of women and to a better and safer future for our passengers and our employees at their endeavors.

सबसे पहले तो मैं माफ़ी चाहता हूँ विलंब हो गया मैं कोयम्बटूर में था और वहीँ से अभी बस आ रहा हूँ| तो दोनों तरफ वहां पर वीआईपी मूवमेंट था कोयम्बटूर में और मुंबई में एयरपोर्ट बंद होता है 11 से 5 रिपेयर्स के लिए मंगलवार को, तो यहाँ भी बहुत सारे प्लेन्स लाइन में थे लैंड करने के लिए| मैं आप सबसे माफ़ी चाहता हूँ कि मुझे विलंब हो गया यहाँ आने में| पर वास्तव में हम सबके लिए बहुत ख़ुशी की बात है| स्वयं मेरे लिए तो बहुत ही आनंद की बात है क्योंकि यह वास्तव में एक नामुमक़िन को मुमक़िन करने का एक और उदाहरण आज देश के समक्ष माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी ने रखा है|
हम सब जानते हैं कि सरकारी योजनाएं बनती थी, नाम तय करने में महीनों लग जाते थे| उसके कायदे कानून बनाने के लिए और बहुत सारे महीने लग जाते थे| कार्यान्वित करते-करते तो पता नहीं कितना समय लग जाता था एक-एक योजना को| कई बार यह मज़ाक होता था कि योजना एक चुनाव में घोषित करकर लोगों को बताया जाता था लेकिन वर्षों-वर्षों, और दो चुनाव तक तो योजना कार्यान्वित भी नहीं होती थी|
लेकिन इस सरकार ने जो योजना पिछले पाँच वर्षों में एक के बाद एक लागू की उन सबको सफलतापूर्वक कम समय की अवधि में लागू करकर देश की जनता तक पहुंचाने का काम किया और लोगों को सुरक्षित बनाना, लोगों के वृद्ध जीवन को सुरक्षित बनाने का जो काम है यह वास्तव में एक ऐसा काम था जो वर्षों से नेग्लेक्टेड था, वर्षों तक इसपर किसी ने चिंता नहीं की थी| माननीय प्रधानमंत्री जी ने जब जन-धन योजना के तहत नये बैंक के खाते खोलने का काम शुरू किया| तभी से लगातार सुरक्षा भीमा के ऊपर उनका ध्यान आकर्षित रहा है| आपको याद होगा प्रधानमंत्री सुरक्षा बीमा योजना जो मात्र एक रुपये महीने में दी जाती थी, उससे लगभग अभी 14.5 करोड़ लाभार्थी इस देश में उसमें जुड़े हैं, उस स्कीम में जुड़े हैं| उसके बाद प्रधानमंत्री जीवन ज्योति योजना लाई गयी, उसमें भी 5 करोड़ 67 लाख लोग (5.67 crore) लाभार्थी उस योजना के साथ जुड़े|
इसी प्रकार से आयुष्मान भारत जिसमें 50 करोड़ लोगों को मुफ्त में स्वास्थ्य की सेवाएँ उपलब्ध कराने का काम यह सरकार कर रही है| और यह योजना तो हाल में पहली फरवरी को अन्नौंस की गयी, इंटरिम बजट में पहली फरवरी को| और कहा था हमने कि हम 15 फरवरी से इसको लागू करेंगे और मुझे आप सबको रिपोर्ट करते हए आनंद होता है कि जैसा कहा, वैसा किया| और 15 तारीख से ही इसका काम शुरू हो गया| सभी इस योजना के मापदंड, इसकी स्कीम की पैरामीटर्स वगैरा उपलब्ध हो गए| 15 तारीख से राज्यों में स्पर्धा हुई कि कौन ज़्यादा आगे बढ़ेगा|
अभी-अभी मुझे पता चला शायद महाराष्ट्र दूसरे अंक पर था चार दिन पहले| लेकिन दूसरा अंक महाराष्ट्र को स्वीकारित नहीं है और महाराष्ट्र ने और जोर दिया और आज हम सब गर्व कर सकते हैं माननीय देवेंद्र फडणवीस जी के नेतृत्व पर, हमारे बहुत ही लोकप्रिय मुख्यमंत्री, हमारे युवा मंत्री – इन सबने जो ज़ोर लगाया, आज देश में नंबर 1 पर है महाराष्ट्र, इस योजना में जुड़ने के लिए|
और अभी तो बस शुरू ही हुई है| मात्र 25 दिन भी नहीं हुए हैं – 20 दिन हुए हैं इस योजना को| फरवरी में तो 28 दिन ही होते हैं| तो 18 दिन के अंदर महाराष्ट्र नंबर 1 पर है| अब नंबर 1 का पोजीशन छोड़ना नहीं है, उसको कायम रखना है आगे| और इतने कम समय में इतनी बड़ी संख्या में देश भर में लोगों को जोड़ने के लिए मैं सभी हमारे अधिकारियों को तहे दिल से धन्यवाद देता हूँ, बधाई देता हूँ और सभी देश की जनता को अपील करता हूँ और महाराष्ट्र के मुंबई के हमारे सभी असंगठित क्षेत्र के नौजवान युवा-युवती जो भी 18 से 40 वर्ष की आयु में आज काम कर रहे हैं असंगठित क्षेत्र में, और वह अलग-अलग हैं – रिक्शा चालक हो सकते हैं, टैक्सी चालक हो सकते हैं, ठेला लगाते हों, घरेलू कामगार हों, खेतीहार कामगार हों, एक प्रकार से बोझ उठाने का काम करते हों – किसी भी वर्ग से अपना जीवन, स्वावलंबी जीवन खुद जो अपना काम करते हैं उन सभी को इसमें जोड़ने का मौका है। 18 वर्ष की आयु के लोग अगर जुड़ते हैं तो मात्र 55 रुपये प्रति महीना उनको देना है, केंद्र सरकार मैचिंग कंट्रीब्यूशन देगी 55 रुपये की, कुछ कमी पड़ेगी आगे तो वह भी केंद्र सरकार पूरा करेगी।
लेकिन जब 60 वर्ष की आयु पर व्यक्ति रिटायर होना चाहे, निवृत्त होना चाहे तो 3000 रुपये गारंटीड पेंशन उन्हें मिलना यह सरकार ने वादा किया था वह मिलेगा, एलआईसी के माध्यम से इस स्कीम को कार्यान्वित किया जा रहा है। और मुझे सबसे ज़्यादा जो आनंद आता है ‘स्पीड ऑफ़ एक्शन’, यह स्पीड ऑफ़ एक्शन लोग याद करें। यहाँ पर कई लोग हैं जिन्होंने पुरानी सरकारें भी देखी हैं, शायद युवा-युवतियों को अनुभव नहीं होगा पहले कैसे काम चलता था। लेकिन यह स्पीड ऑफ़ एक्शन शायद ही कभी किसी ने देखी होगी, हमने दो विषय अन्नौंस किये थे, एक हमारे किसानों के लिए, लघु और सीमान्त किसानों के लिए (small and marginal farmers) को 6000 रुपये प्रति वर्ष तीन किस्तें में दो-दो हज़ार के हम देंगे उसको माननीय प्रधानमंत्री जी के कर कमलों द्वारा 24 तारीख को लॉन्च किया गया था। उसमें भी करोड़ों की संख्या में लोगों के बैंक खाते में सीधा बिना कोई बिचौलिए के लाभ पहुँच रहा है, पहली किस्त 2000 रुपये की पहुँच गयी है।
हम सभी राज्यों से विनती कर रहे हैं, अनुरोध कर रहे हैं जल्द से जल्द लिस्टें भेजें जिसमें बैंक अकाउंट नंबर और उनकी जानकारियां वैलिडेट करके भेजी जाएं उसमें भी महाराष्ट्र ने अच्छी संख्या में डेटा भेजा है दिल्ली में और बड़ी संख्या में रोज़ किसानों को उसका लाभ मिल रहा है। और हमारा अनुमान है कि लगभग 12 करोड़ किसान परिवारों को हर वर्ष 6000 करोड़ रुपये मिलेंगे और वर्षों-वर्षों तक मिलते रहेंगे। इसी प्रकार से असंगठित क्षेत्र में लगभग 42 करोड़ लोग काम करते हैं, पुरुष और महिला दोनों, अब 42 करोड़ लोग जिस क्षेत्र को कन्धा देते हैं, मज़बूती से काम करते हैं अपने श्रम से इस देश की अर्थव्यवस्था को आगे बढ़ाते हैं, और एक अनुमान तो यह है लगभग आधी जीडीपी, भारत की आधी जीडीपी असंगठित क्षेत्र के कामगारों के बलबूते पर चलती है।
और मैं समझता हूँ बहुत ही दुर्भाग्य है कि पहली बार किसी सरकार ने इस क्षेत्र की चिंता की, आज़ादी के बाद इतने वर्ष निकल गए, कभी किसी ने इस क्षेत्र के कामगारों की चिंता नहीं की उनके प्रति विचार नहीं किया, उनके लिए कोई ठोस योजना नहीं लाई। और मैं समझता हूँ यह सब ज़रूरतमंद और कमजोरवर्ग के हमारे भाई बहनों को एक सुरक्षित माहौल मिलेगा, सुरक्षित महसूस होगा कि अब उनके लिए भी कोई चिंता करता है। और भाइयों बहनों यह तो पहली स्कीम निकली है, अब और हमें काम बहुत करना बाकी है इस क्षेत्र के लिए भी।
आपको याद होगा संगठित क्षेत्र के लिए हमने मिनिमम वेजेस भी निर्धारित कर रखी हैं, और अच्छी संख्या में 42% हमने मिनिमम वेजेस बढ़ाये थे न्यूनतम तनख्वाह लगभग तीन साल पहले। इसी प्रकार से असंगठित क्षेत्र के लिए भी कुछ मापदंड बने, उनके लिए भी आगे चलकर कैसे उनका जीवन और सुधरे, उनको अपने काम की सही, मेहनत की सही कमाई मिले इसके लिए भी सरकार और विचार कर रही है। आप सबसे भी अनुरोध करूँगा कुछ अच्छे आइडियाज हों तो ज़रूर हमारे साथ शेयर करें। We are completely open to ideas. आज कल भारत के मन की बात के माध्यम से देश भर में हम लोगों से सुझाव मांग रहे हैं कि क्या और ऐसी चीज़ें करें, कौनसे और कार्यक्रम को हम लें जिससे हम और अधिक तेज़ गति से खासतौर पर गरीब, मध्यमवर्ग, जो शोषित और वंचित रहे वर्षों से, जो किसान इस देश को फ़ूड सिक्योरिटी देते हैं, जो मज़दूर इस देश को प्रगति के मार्ग पर लेकर जाते हैं। इन सब क्षेत्रों के लिए महिलाओं के लिए, युवाओं के लिए, असंकल्प जो क्षेत्र हैं उनके लिए, सभी क्षेत्रों के लिए हम चाहते हैं कि नई-नई योजनाएं, नए-नए तरीके से उनके जीवन में विकास हो और यह भारत के मन की बात पर आप सब अपने सुझाव हमें अगर पहुंचाएं तो हम उससे आगे आने वाले अगले पांच वर्ष का भी कार्यक्रम निर्धारित करना चाहते हैं।
लेकिन मैं इतना विश्वास दिलाता हूँ कि यह सरकार जब 2014 में आई थी तब माननीय प्रधानमंत्री नरेंद्र मोदी जी ने एक संकल्प लिया था कि यह सरकार गरीबों को संकल्पित रहेगी, यह सरकार किसानों के लिए संकल्पित होगी, यह सरकार मज़दूरों के लिए संकल्पित होगी, यह सरकार काम करेगी उन वर्गों के लिए जो वर्षों से शोषित रहे, वंचित रहे। The marginalized sections of society will have the first right on the nation’s resources.
यह माननीय पंडित दीनदयाल उपाध्याय जो एक प्रकार से प्रेरणा देते हैं हम सबको हमारे काम में जिन्होंने अंत्योदय की कल्पना की थी। उन्होंने कहा था देश का जो रिसोर्सेज हैं, देश की जो संपत्ति है उसका पहला अधिकार जो गरीब से गरीब व्यक्ति है, अंतिम छोर पर जो व्यक्ति खड़ा है समाज में उसका लेना चाहिए हमने उस काम को पूरा किया, हमने उस दिशा को ध्यान में रखते हुए सभी कार्यक्रम इस सरकार के तय किये और मुझे आनंद है कि यह भी स्कीम इतनी कम अवधि में अनाउंसमेंट पहली फरवरी को, 15 फरवरी से लागू करना और आज 5 मार्च 2019 को इसका शुभारंभ माननीय प्रधानमंत्री जी के हाथों से कुछ ही क्षणों में होने जा रहा है। मेरे लिए एक प्रकार से बहुत ख़ुशी की बात है और मुझे बहुत संतोष होता है कि यह स्कीम जो शायद विश्व में सबसे बड़ी पेंशन योजना के रूप में उभरी है उभरेगी आगे चलकर इसका काम महाराष्ट्र और मुंबई में तेज़ गति से हुआ है।
इसका एनरोलमेंट बड़ा सिंपल रखा गया है। आप जो नज़दीक से नज़दीक कॉमन सर्विस सेंटर है वहां जाकर सेल्फ सर्टिफिकेशन पर, कोई बहुत सारे प्रमाण पत्र और यह-वह नहीं लाना है, कोई सर्टिफिकेशन दुनिया भर का नहीं कलेक्ट करना है। आप स्वयं लिखेंगे आप क्या काम करते हैं, आपकी मासिक आय क्या है और आपके बैंक के खाते का डिटेल, शायद आधार नंबर जुड़ा होगा इसके साथ वह आपने ज़रूर सबको सूचना दी होगी। बड़े साधारण, सरल तरीके से एक सरल फॉर्म भरके आप इस योजना के साथ जुड़ सकते हैं। अगर 10 साल के अंदर आप इसमें से निकलना चाहें तो भी आपको आपका पैसा ब्याज के साथ जो बैंक का रेट है ब्याज का उसके साथ आपको मिल जायेगा। ऐसा भी कोई कंपल्शन नहीं है कि आप बस जुड़ गए तो आप आगे किसी वजह से किसी कारण से और नहीं जुड़ना चाहें इस स्कीम में तो आप फस नहीं जाते हो, फिर भी उसकी भी एग्जिट ऑप्शन भी रखी है।
तो हर प्रकार से एक सुविधाजनक स्कीम – और मैं आवाहन करूँगा कि हमारे सब लोग जिस-जिसके संपर्क में आता है, आखिर हम सब शायद किसी से जाकर भाजी खरीदते होंगे, सब्ज़ी खरीदते होंगे, शायद हमारे घरों में कोई हमारी मदद करता होगा, कोई काम करता होगा जो घऱेलू कामगार है। हमारे ड्राइवर जो वाहन चालक हैं वह हमारे साथ जुड़ते होंगे, हम शायद कभी ऑटो रिक्शा या टैक्सी में सफर करते हैं तो उस समय उससे बात करते-करते, मौसम की बात कर ली, इस बार बहुत गर्मी हो गई है, बारिश नहीं आ रही है, ठंड ख़त्म हो गयी, अब होली आने वाली है, यह सब चर्चा के बाद शायद इस स्कीम की जानकारी दे सकते हैं। उसको बता सकते हैं भाई इससे जुड़ जाओ आपके लिए आगे सुरक्षा हो जाएगी।
तो अगर हम सब भी इसमें जुड़ें और हर एक नागरिक यह सोचे कि मुझे दो और लोगों को इस स्कीम के साथ जोड़ना है तो यह एक वाइल्ड फायर की तरह यह फ़ैल सकती है। और मैं समझता हूँ मुंबई महाराष्ट्र में तो हम सब जागरूक नागरिक हैं और हम सब चाहते हैं कि हमारे भाई बहनों का भविष्य और सुरक्षित हो और अच्छा हो। तो मैं आप सबसे आवाहन करता हूँ कि यह अच्छी स्कीम है आप भी सब इसमें योगदान दें, हो सकता है कुछ आपमें से लोग सोचें कि भाई हमारे घरेलू कामगार की जो कंट्रीब्यूशन है हम अलग से दे देंगे तो उनके ऊपर भी बोझ नहीं हो। ऐसे अलग-अलग प्रकार से हम सब जुड़ सकते हैं और मैं स्वयं शेयर करना चाहूंगा कि जितने लोग मेरे घर पर काम करते हैं, मेरे संपर्क में नज़दीक के आते हैं उन सबको मैं स्वयं अगले एक हफ्ते के अंदर जॉइन कराऊंगा और उसकी फीस मैं भरूंगा, उसकी जो कंट्रीब्यूशन है।
और मेरा आप सबसे अनुरोध है कि अगर हम सब इस सोच के साथ जुड़ते हैं, इसके साथ लगते हैं तो यह वास्तव में जो 42 करोड़ अनुमानित इस देश में इस स्कीम के लाभार्थी हो सकते हैं उन सब तक पहुंचे और उन सबको इसका लाभ मिल सके। यह एक जनभागीदारी से इस स्कीम को और तेज़ गति से गांव-गांव, घर-घर तक पहुंचाने की ज़िम्मेदारी अगर हम सब ले लेते हैं तो वास्तव में जो माननीय प्रधानमंत्री जी का संकल्प है, जो प्रतिबद्धता है उनकी कि नामुमकिन को मुमकिन करना है, असंभव को संभव करना है, जो काम कल्पना में नहीं था वह करके दिखाना है और देश के 130 करोड़ नागरिकों तक सरकार की अलग-अलग योजनाएं पहुंचें, उनको उसका लाभ मिले, एक अच्छा भविष्य भारत के हर नागरिक को मिले और सबका साथ लेते हुए सबका विकास करने का जो हमारा एक निश्चय है, काम का ढंग है उसमें भारत और महाराष्ट्र की सभी जनता जुड़े।
इस आवाहन के साथ, इस अपील के साथ मैं बहुत-बहुत आज के सभी लाभार्थियों को शुभकामनाएं देता हूँ, बधाई देता हूँ कि आप इस स्कीम के साथ जुड़े। आपको कभी कोई तकलीफ हो, कोई डिफीकल्टी हो तो हम में से शिवजी राव हैं, मैं हूँ, हम में से किसी को भी आप संपर्क कर सकते हैं। हमारे सब अधिकारी वास्तव में दिल से चाहते हैं कि यह स्कीम सक्सेसफुल हो और आपको कभी भी किसी प्रकार की इसमें कठिनाई हो कुछ जानकारी चाहिए और आप भी लोगों तक बात पहुंचाएं और हमारे एम्बेसडर बनें जिससे और लोग इसका लाभ ले सके। कोई टैक्सी चलता है तो जब खड़ा है कोई स्टैंड पर और लोगों को जोड़े उधर, कोई घर पर काम करता है तो बिल्डिंग में और जितने घरेलू कामगार हैं उनको जोड़ने का काम करें, कोई सब्ज़ी बेचता है पूरी मार्किट है, कोई फूलवाला है, मेरे माटुंगा की फूल गली में से, तो एक व्यक्ति भी अगर ले ले तो बाकी सबको प्रेरित करेगा जॉइन करने के लिए।
मेरे मीडिया के बंधुओं से अनुरोध है और आप तो सबसे अहम भूमिका कर सकते हैं, आपने स्वच्छ भारत में भी हमारी मदद की थी, बड़े रूप में स्वच्छ भारत को देश भर तक पहुंचाने में आपका बहुत अहम सहयोग रहा था, आप इस स्कीम के बारे में जानकारियां शोस करके न्यूज़ साइकिल में अगर लोगों तक पहुंचाएं तो जल्द से जल्द हर एक लाभकारी को इसकी जानकारियां मिल सकती है। और मुझे लगता है कि 10-12 करोड़ भी अगर हम लोगों तक पहुँच जाते हैं इसके माध्यम से जल्द से जल्द तो एक बहुत बड़ी उपलब्धि होगी, विश्व की सबसे बड़ी पेंशन स्कीम भारत से शुरू होगी, भारत में इम्प्लीमेंट होगी। और मुझे लगता है महाराष्ट्र नंबर 1 रहेगा, आपको बधाई हो और आगे भी नंबर 1 रहेगा यह मेरा पक्का विश्वास है।

I am extremely grateful to Dr Ramadoss for the very warm welcome that I received in Dharmagiri. Today, I feel blessed to be in Dharmapuri, which is the city of Dharma and, particularly on the auspicious day of Mahashivratri. I pray to Lord Shiva to bless all the family members of all our distinguished friends who have gathered here. I pray for your happiness for peace and prosperity. I was not able to visit the famous Sri Kottai Kovil temple today, but Dr. Ramadoss brought the temple to greet me, the priest to greet me, I am really grateful to you for that.
Today, I pay homage to the two jawans of Tamil Nadu, Subramanian G from district Tutukudi and Sivachandran C from district Ariyalur who have both given up their lives, the supreme sacrifice, so that all of us can live in peace, so that all of us can feel secure. To their family members, Veera Vanakkam.
We are also very proud of wing commander Abhinandan Vardhaman bravery and for making all of India proud and, particularly, to make Tamil Nadu proud. He has given a befitting reply to the terrorists and to those who sponsor terrorism. The nation is proud of its soldiers, the nation is proud of Abhinandan from Tamil Nadu, who showed bravery in the face of an attack from the Pakistani Air Force, but with his bravery he shot down a plane and was able to show to Pakistan that they cannot come to India, they cannot touch even one inch of Indian territory. And I assure each and every one of you, your lives are safe, your lives are secure, Prime Minister Shri Narendra Modi will not allow anybody to look at India with an evil eye and anybody who attacks India, we will give them 10 times more damage than what they can try to do to India.
Just now my friend, Ammumani was mentioning that some parties, of course, those parties other than corruption I don’t think they know anything else. But they are suspecting whether this railway line will come up or will not come up. I would like to tell those people from that party that you do corruption, we will do development. Of course, those parties can never believe when any good is happening just like they are questioning our armed forces, just like they are asking questions about the air strike, just like they are talking in the same language as Pakistan. I think we should not bother about such people, let them say anything, we will focus to protect our country and for progress and development of our country.
I feel ashamed at those political leaders who are today questioning the Indian Air Force and their act of bravery. I am also ashamed that they are questioning the engineers of Indian Railways. You must have heard the engineers of Integral Coach Factory in Chennai have developed a modern train, Made in India, designed in India, but the Congress leaders even ask questions about the capability of our engineers from Integral Coach Factory in Chennai and started questioning that train. I want to tell such leaders of DMK and Congress that India is now a proud country, we can make our own trains, we can make our own it equipment, powerhouses. They want to import everything from Italy. We will not allow that to happen. Our engineers will make it in India.
And now the trains that we make in Tamil Nadu, we will export to Italy also. It brings to my mind what the famous Tamil philosopher Thiruvalluvar had said “when the rare chance comes, seize it to do the rare deed.” I was shocked when my friend Ammumani ji said this train line which was started in 1906 during the time of the Famine has been stopped since 1941, 78 years ago.
The Congress party has been in power for most of the time after Independence, why did they not make this line for so many years? I want to ask their friends in the DMK, why did they not put pressure on their Congress party when they were in power, jointly sharing power in UPA, why did they not make this line in all those years? But today, I am announcing from this stage Mr Sudhakar Rao will be the officer in charge of this project.
Everybody please see and may the cameras also record Sudhakarrao. Because this line was an old line, we already have 30 km land also available, only 5 km, about 44 hectare land more land is required. I appeal to you whoever owns that 44 hectares, please give us that land quickly so that work can be completed fast. I am not talking of starting. Starting will happen immediately. I am talking of completing the line.
I am also happy to make one more announcement, Anbumani ji you have come so many times to meet us, today I have come to Dharmagiri without your asking I want to make a big announcement. We already have Hosur to Bangalore doubling and electrification work, which has been sanctioned. But today, I am announcing we will immediately start the survey work for doubling and electrification from Hosur to Salem going via Dharmagiri.
I have one more good news for the people of Dharmagiri district, honorable Minister Mr Anbalagan, Minister for Higher Education has just now given a letter to me. This is dated 4th March. Just now he has given me the letter on the stage, asking get that the Chennai to Palakkad Superfast Express, train number 22651-22652 should stop at Morapur railway station. And the Modi government speed is that we have accepted this request.
So the country is safe with Mr Modi, the country is progressing, progressing and progressing with Mr Modi. And we have assured that there will be a New India, a New India which will be the best country in the world. Every person will have a home. Every home will have a toilet. Every home will have 24 hour electricity, good healthcare facility under Ayushman Bharat. We will have good education for our children of tomorrow. We will connect all parts of India by train, by airports, by seaports, digital connectivity. We want to make India a proud nation, a nation that the world should be jealous of.
We have just now launched the PM Kisan scheme under which every farmer, who is a small or marginal farmer, will get 6000 rupees every year for years and years in the future. Tomorrow, Prime Minister will launch the Pradhan Mantri Shram Yogi Mandhan Yojana by which unorganised labour can also contribute a small amount and get pension of 3000 rupees after retirement. We are committed to the development of each and every state, each and every district, and each and every person who lives in India.
And therefore, we are confident that you will give us your blessings. We have made a strong alliance between Anna-DMK, PMK, BJP and other parties. We want to serve you. Therefore, I am going to leave Dharmapuri with a commitment from all of you ‘naar padam numba de’. So let us all stand up and make a commitment that in Dharmagiri dharma will prevail and we will all work for ‘naar padam numba de’. Bharat Mata Ki Jai. Thank you. Vannakam!

It is indeed, for me a great moment to visit the NTPL plant in Thoothukudi. I am extremely happy to be with all of you today. I would first of all like to pay homage to the two jawans of CRPF from Tamil Nadu, Subramaniam G. from district Thootukudi and Sivachandran C. from district Ariyalur who gave up their life, who did the supreme sacrifice so that we can all live in peace. To both those families of the jawans, I give my heartfelt condolences and respects, veeravanakkam to both the jawans. But their sacrifice will not be wasted.
Prime minister Shri Narendra Modi gave full freedom to the armed forces to give a reply to the terrorists in the same way so that they can never again raise their voice. All the terrorists, and all those who support terrorists, beware, because India will not leave them. Our country is safe and secure and we have a leadership, we have Prime minister Modi who will not spare anybody who casts an evil eye on India. And the whole country today is proud of our son of Tamil Nadu, Abhinandan Vardhaman. He comes from a family from Thirupanamoor, a village near Kanchipuram in Tamil Nadu and today the whole world is seeing the proud parents, Air Marshal and doctor who gave birth to this illustrious son of the soil. Let us all stand and give our thunderous applause to Abhinandan, so that the voice goes all the way to Delhi. Just like Abhinandan shot down the Pakistan air force plane, this applause that you have done just now will scare Pakistan so that nobody can ever look at India and ever try and sponsor terrorism against India. And in this fight against terrorism, the whole country is one, the whole country stands united.
I am actually also very happy that I am in Thootukudi today which gave birth to Subramanya Bharthi, one of the greatest son of the soil and a nationalist. His contribution to India’s freedom struggle is legendary. He had a dream of an India, which is free from hunger, which is free from discrimination, which is free from untouchability and which has a clean environment. Subramanya Bharathi ji wanted India and Tamil Nadu to lead the world. He had written “ellarum ellinelai edumanal arriai”. Have you understood? – “India will show the world how to become free from every bond.” I have to come to Tamil Nadu now more often so I have to learn Tamil little-little. Please forgive me my wrong pronunciation. My friends from AIADMK and Pon and Tamilisai will teach me Tamil language slowly-slowly.
Today is an auspicious day, Maha Shivratri. Though it is the darkest night of the year, on this night we celebrate Lord Shiva. Tamil Nadu is the one state which has maintained the worship of Lord Shiva in the most ancient form even today. I am told in Thoothukudi there is a 700-year-old temple, Arulmigu Sankara Rameswarar temple. Thoothukudi is also one of the gateways of the country, one of the most important ports and that is why it is called the pearl city. Today, we are adding one more pearl to Thoothukudi. We had originally planned a 150 MW solar power will be ready by today and commissioned but I am happy to know that the engineers of NTPL have worked day and night and instead of 150, they have completed 200 MW of solar power. The power plant, coal-based power plant of 1000 MW is also being dedicated to the nation today.
Some people were asking my managing director, but this plant started some time ago why are we doing a function today? But today we are dedicating the plant to the nation. I had challenged my officers that I don’t want this plant to be dependent on imported coal. It should be having coal coming from India, from the coal block which I had given them in Talabira. I am happy to report to all of you that only recently now the coal mine in Talabira has got mining permission and now we are going to start mining coal from there. And 100 percent coal will be Indian coal, coming in this Indian plant made by BHEL and giving electricity to my Indian brothers and sisters. And therefore, I compliment each and every employee, management, union leaders, contractors, everybody who has worked to make this a reality and to give this pearl to Thoothukudi.
Some time ago the engineers also from Tamil Nadu from the integral coach factory in Chennai were given the task of making India’s own train set. About 2 and a half years ago Prime minister Modi gave this challenge to my railway engineers in Chennai and they created and developed India’s first locally designed, Indian designed, Indian manufactured train set which is running from Delhi to Varanasi called Vande Bharat express. But some people tried to make fun of the engineers of Chennai, of engineers of the Integral Coach Factory and tried to show that our engineers had failed. I think they do not respect India, they do not respect Indian talent, they cannot appreciate anything Indian. They want us to continue to import everything from Italy. I want to tell all those people we are proud of our engineers, we are proud of our workers and we will make India the greatest country in the world. Our trains made by Indian engineers we will export to Italy but not import anything from them.
On honorable Amma’s birthday, I had come to Chennai when Prime minister Shri Narendra Modi was launching the Pradhan Mantri Kisan Sanman Nidhi. I had participated with honorable Chief Minister, Deputy Chief Minister and other leaders in a programme by which we are giving Rs 6000 to every small and marginal farmer, 12 crore farming families all over the country will get Rs 6000 every year under PM-Kisan Yojna. Amma also cared for the farmers, she was a farmer leader. Prime minister Modi also cares for our Indian farmers. He has seen poverty, he has seen difficult times. His whole childhood he has suffered because his family was poor, they lived in a small house, it had no electricity. They did not have proper healthcare. Their mother had no cooking gas LPG connection. Most families didn’t have toilets.
Prime Minister Modi’s heart beats for the poor and the middles class. In the interim budget, he gave the new scheme which will help the small and marginal farmers to supplement their income. These 12 crore small and marginal farmer families are serving the nation. They have made India food secure. We have sufficient food grain in India so that we don’t have to import any food grains from anywhere in the world. This scheme is not a favor that India is doing to its farmers. It is a mark of respect we respect, “sanman”, we respect the farmers and, therefore, this is to support them in the time of need and every year they will continue to get Rs 6000 for years and years to come.
In the same way, our kaamgar, our workers are working day and night but many people who are in the unorganized sector, who are running their own small work, carpenters, masons, some are working in people’s homes. The unorganized workers do not have social security. So we have the new scheme which will be launched tomorrow by which unorganized workers will get Rs 3000 pension when they retire after 60 years age.
Similarly, our middle class is serving the nation. They may be having income up to 50,000, 40,000, 60,000, 70,000 every month. But they also require support. They also deserve support and, therefore, taxable income up to Rs 5,00,000 has been given exemption, so that anybody has a taxable income up to Rs 5,00,000 now does not have to pay any income tax. There are many other deductions and exemptions available when you pay interests on housing loans, if you are in a service you get standard deduction of Rs 50,000. If you invest in certain savings up to Rs 1,50,000, you get that deduction. Many people take education loans, that interest is also exempt. Some people contribute to national pension scheme, Rs 50,000 of that is also exempt. If you take health insurance, mediclaim, there also you get exemption. Today, even with income up to 8 lakh, 8.5 lakh, 9 lakh, with all these exemptions you can save money and not have to pay tax. 3 crore families will benefit because of this. I am sure a lot of the people on video conference and who are here will also now be exempt from tax fully. Even the standard deduction for all these employees has been increased. All of this is not a favor.
NLC has become one of the best company in the country. It has almost doubled its power generation capacity. Its turnover has also doubled. More important, the tariff of power that they produce has come down by nearly 20 percent. More than 50 percent of the power that they generate is used by the people of Tamil Nadu.
I have certain targets for NLC, so I am not making any announcements today for NLC employees. But I do hope that the plant that they have to complete, the new thermal plant, will be completed quickly, so that after the elections I can come there and also congratulate you personally. But today since I am in NTPL for the hard work and the successes that my brothers and sisters in NTPL have achieved, I am pleased to announce a gift of Rs 8000 to each and every employee of NTPL.
We also have a lot of contract workers, CISF workers, CISF employees, jawans who are serving NTPL. For them also, a special gift of Rs 3000. Now my brothers and sisters in NLC, my brothers and sisters of NLC have to complete the target I have given them for the plant very quickly so that I can come there and make some good announcements over there also. While I was sitting on the stage, honorable Minister Pon Radhakrishnan ji mentioned a small request. He gave me this letter just now. He said that people of Kanyakumari are coming from Chennai or going to Chennai and there is one train every day but it is always heavily booked. So he was requesting there is one other train Chennai to Tambaram, Chennai-Tambaram to Nagercoil which is coming once a week. He has requested me to increase the frequency. I am happy to announce that that will now run 3 days in a week. Chennai to Nagercoil, 3 days in a week.
Honorable Minister Raju has also given me a request. Now, this is not one request. There are four requests in this. But I didn’t have enough time between this, giving me the letter and by the time I was called to speak. So far I could only examine only one request because I have to ask from the Railway board, get the clearance that the path is available but at least today I am announcing that there will be a stoppage for Antodaya express at Kovilpatti. So I direct the TRM to ensure Antodaya starts stopping at Kovilpatti at the earliest and please examine the other three requests and see what more we can do. My officers keep warning me don’t do like this. Otherwise, next time you go to a programme, there will be 100 people waiting with requests. But after all, these are people’s genuine demands. And these leaders are working day and night to serve you.
So once again, I want to express my thanks to all of you who have assembled here, who have joined me today in this lovely programme, in this very important programme. Thoothukudi has added a new era of development and going forward, I am sure we will see lots and lots and lots of more developments in Thoothukudi, in Tamil Nadu and in India under the strong and able leadership of Prime minister Shri Narendra Modi.
There is more thing I announced in the budget. I don’t know if my fishermen brothers and sisters have noted it. First, there will be a separate department of fisheries in the government of India which will focus, which will look at all the difficulties and problems of fishermen and work for a better tomorrow and better future for them. Second, they will all be given Kisan credit cards. And third, the loan that the fisherman takes that also he will get 2 percent reduction when he takes the loan and when he repays the loan on time, an additional 3 percent interest reduction. So now farmers and fishermen interest rate will be the same for the loan that they take – 4 percent.

वास्तव में हम सबके लिए खुशी की बात है कि यह दूसरी बार गत दो महीनों में हम यहाँ पर एकत्रित हुए हैं और पिछली बार भी शायद 19 जनवरी को जब मैं आया था तो ढ़ेर सारे कार्यक्रम हमने यहाँ पर शिलान्यास किये थे या शुभारंभ किये थे, कई चीज़ों का देश को समर्पित करने का कार्यक्रम भी था और एक प्रकार से जिस तेज गति से वैसे मैंने कई बार कहा है डबल इंजन के रूप में राज्य सरकार और केंद्र सरकार अब महाराष्ट्र के अलग-अलग रेल की परियोजनाओं पर काम कर रही है वह अपने आप में ऐतिहासिक है |
मैं नहीं समझता और हम सब मुंबईवासी साक्षी हैं इस बात के कि गत पाँच वर्षों में किस गति से यहाँ पर अलग-अलग कार्यक्रम हुए हैं, यह शायद हमने 50-60 वर्षों में पहले नहीं देखे होंगे, चाहे वह नई ट्रेन की लाइनें हो, चाहे ट्रेन की लाइनें के ऊपर विद्युतीकरण का काम हो, नई ट्रेन शुरू करने का काम हो अथवा ट्रेन की सर्विसेस का विस्तार करने का काम हो, सौंदर्यीकरण करने का काम हो स्टेशनों का, सुंदरता भी स्वच्छता भी, साथ-साथ में वाई-फाई लगाना, LED से युक्त करना, शौचालयों को सुधारना, सर्कुलेटिंग एरिया और दुरुस्त हो, कई प्रमुख स्टेशनों पर तो 100 फुट ऊँचा भारत का जो आज झंडा लहरा रहा है हम सबको देश भक्ति की भावना से ओत प्रोत करता है, और वास्तव में एक प्रकार से जो जवान इस देश के लिए मर मिटने के लिए तैयार है, इस देश के लिए अपना जीवन न्योछावर करते है उन सबके प्रति एक प्रकार से श्रद्धांजलि देने के लिए भी हम सबको प्रेरित करता है |
महाराष्ट्र से भी हमारे दो जवान, श्री राठौर नितिन शिवाजी, और श्री संजय राजपूत दोनों ही बुलढाणा से थे विदर्भ एरिया से, दोनों ने वीरगति प्राप्त की, सुप्रीम सैक्रिफाइस दिया देश के लिए, लेकिन आज देश का नेतृत्व इतना मजबूत है, उसका संकल्प इतना दृढ़ है और उसके निर्णय लेने की क्षमता इतनी ताकतवर है कि आज कोई भी इस देश के ऊपर आँख उठाये तो हम मुँहतोड़ जवाब देने के लिए सब सक्षम है, मुँहतोड़ जवाब देने के लिए तैयार हैं यह माननीय प्रधानमंत्री मोदी जी ने सिद्ध करके दिखाया |
अब सुनते हैं की आज पाकिस्तान में भी आतंकवादी संस्थाओं के ऊपर हमला हो रहा है, आज पाकिस्तान में भी लोगों को ध्यान में आ रहा है कि अगर उन्होंने नियंत्रण नहीं किया आतंकवाद को तो भारत छोड़ेगा नहीं, भारत के नेता, भारत की आज जनता जागरूक है, भारत की जनता एक-एक 130 करोड़ लोग आज पूरी तरीके से तैनात है कैसे आतंकवाद को रोकना, कैसे आतंकवाद को मुँहतोड़ जवाब देना ।
और मैं माननीय प्रधानमंत्री जी के निर्णायक नेतृत्व को दाद दूंगा और हम सब की तरफ से मैं समझता हूँ हम प्रधानमंत्री जी को यह संदेशा दे कि पूरा महाराष्ट्र पूरा मुंबई उनके पीछे खड़ा है उनकी ताकत बनकर हम सब खड़े हैं । और जैसा मोदी जी ने कहा मैं देश नहीं झुकने दूंगा मैं देश नहीं रुकने दूंगा उसी स्वर में हम सब देश में कभी किसी प्रकार की आंच को नहीं आने देंगे और देश की विकास यात्रा को कभी रुकने नहीं देंगे कभी थमने नहीं देंगे और उसमें रेलवे का भी योगदान पूरी तरीके से देशवासियों के साथ जम कर खड़ा है, हमारे हर कर्मी चाहे वह रेलवे प्रोटेक्शन फार्स या जीआरपी के कर्मी हो चाहे रेलवे के अलग-अलग प्रकार से काम करने वाले लोग हो पूरा रेल परिवार आज देश की सेनाओं के साथ पूरी तरीके से एक से एक कन्धा मिलाकर खड़ा है, तत्पर है और जो सेवाएं देनी पड़ेगी रेलवे के हर एक कर्मचारी उसके लिए तैयार है चौबीसों घंटे तैयार है|
मुंबई का रहने वाला हूँ, मुंबई में पूरा जीवन बिताया है और मुंबई की समस्याओं से भी भली-भांति वाकिफ हूँ, आज तो मुझे सौभाग्य मिला बाइक रैली भारतीय जनता पार्टी की देश भर में कल और आज दो दिन रही, मुंबई में आज होने के कारण सीधा मुंबई आने के बाद पहले मैं बाइक रैली के लिए गया था और बाइक रैली पूरे मेरे बचपन के इलाके से गुजरी, सायन , माटुंगा, कोलीवाड़ा, गुरु तेग बहादुर नगर, एंटोप हिल, बरकत अली नाका, उस पूरे इलाके में आज मैंने सुबह के समय जो बाइक रैली में हिस्सा लिया वास्तव में बचपन के दिन याद आ गए| स्कूल से भी गुजरा डॉन बोस्को हाई स्कूल के पास से भी हमारी बाइक रैली गुजरी और वो देखते-देखते शिवका स्टेशन से गुजरा सायन स्टेशन, गुरु तेग बहदुर नगर स्टेशन से गुजरा और वडाला स्टेशन से गुजरा और यह तीनों स्टेशन से मैंने बचपन में बहुत सफर किया है , सफर किया मतलब यात्रा किया है, suffer उस प्रकार की suffering तो उस ज़माने में होती थी अब हम उसको सुधारने के काम में लगे हुए हैं |
और मुझे याद है हम सेंट्रल रेलवे से चढ़ते थे सायन से दादर में वेस्टर्न रेलवे में जाते थे, कई बार वेस्टर्न रेलवे में दादर में चेंज करने में तकलीफ होती थी तो परेल तक आते थे और परेल से ट्रांसफर होते थे वेस्टर्न रेलवे थोड़ा लम्बा फुटओवर ब्रिज के थ्रू जाना पड़ता था लेकिन आज उसको भी बदलने की चेष्टा रेलवे के अधिकारियों ने, रेलवे के कर्मचारियों ने की है और अब परेल भी एक टर्मिनस के रूप में आज से शुरू होगा उसका शुभारंभ आज माननीय मुख्यमंत्री जी करेंगे |
वास्तव में यह मांग वर्षों-वर्षों पुरानी है मुंबई की वर्षों पुरानी, मुझे पता चला है कि शायद 20-22 साल बाद कोई नया टर्मिनस शुरू हुआ है मुंबई में, अपने आप में यह बड़ी हैरानी की बात है, रेलवे के सवा दो करोड़ दिन के यात्रियों में से एक तिहाई यात्री मुंबई सबअर्बन रेलवे में सफर करते है, और गत 50-60 वर्षों में इस रेलवे के साथ अन्याय हुआ है, सबअर्बन रेलवे के साथ अन्याय हुआ है, बार-बार हमें सुनने को मिलता है कि सबअर्बन रेलवे में नुकसान होता है इसलिए यहाँ पर निवेश नहीं होगा ।
जब प्रधानमंत्री मोदी जी की सरकार आयी तब मोदी जी ने भली-भांति इस बात को समझा कि जबतक सुविधाएं नहीं सुधरेगी, जबतक रेल का सफर और सुगम नहीं होगा तब तक कैसे हम मुंबई के यात्रियों को संतुष्ट कर सकेंगे, मुंबई के यात्री एक बहुत अहम् भूमिका देश की आर्थिक विकास आर्थिक प्रगति में निभाते हैं । और इस देश की रेलवे का यह कर्तव्य बनता है कि मुंबई की भी रेल यात्रा मुंबई सबअर्बन पूरे infrastructure को अपग्रेड किया जाए और मुझे ख़ुशी है कि आज के दिन लगभग 20 हजार करोड़ रुपये के काम तो चल रहे है और लगभग 55 हजार करोड़ रुपये के काम MUTP3A के द्वारा राज्य सरकार और रेलवे ने मंजूरी दे दी है । अब जल्द ही उसका काम शुरू करने के लिए हम प्रयत्न कर रहे हैं ।
और इस पूरे काम को जब हमने प्लानिंग की उसमें बहुत ज़्यादा जमीन न ज़रूरत पड़े तो इसके हिसाब से कई रूट्स को एलिवेटेड कॉरिडोर के रूप में प्लान किया गया है जिससे जमीन की वजह से रेल व्यवस्थाओं में विलंब न हो, रेल व्यवस्था बढ़ाने में तकलीफ न आए और मैं समझता हूँ जिस प्रकार से रेलवे देश की आर्थिक विकास को बल देता है वैसे ही मुंबई भी जो देश की आर्थिक राजधानी है इसके विकास में भी रेलवे की अहम् भूमिका है और जैसा कि माननीय मुख्यमंत्री जी ने कल्पना की है और मैं समझता हूँ मुंबई के लिए इससे बेहतर मुख्यमंत्री मैंने आज तक नहीं देखा जिसने मुंबई की इतनी चिंता की हो|
हर क्षेत्र में चाहे वह रेलवे हो चाहे वह मेट्रो हो चाहे वह मोनो रेल हो जो अब हम शुभारंभ करने जा रहे हैं इसके बाद, चाहे वह कोस्टल रोड हो चाहे ट्रांस हार्बर लिंक हो चाहे मुंबई की सड़कों का सुधार करने की बात हो चाहे मुंबई की वर्ली बांद्रा सी लिंक को बढ़ाने की बात हो, हर प्रकार से मुंबई का 360 degree holistic comprehensive planning कर के मान्य मुख्यमंत्री देवेंद्र फडणवीस जी ने मुंबई के निवासियों के लिए, मुंबई के शहर के रहने वालों की जो चिंता दिखाई है, नागपुर से होने के बावजूद जो चिंता आज देवेंद्र फडणवीस जी ने मुंबई के लिए दी है मैं सोचता हूँ अपने आप में एक standing ovation deserve करते हैं मुख्यमंत्री जी और मैं आप सभी से अनुरोध करूँगा कि हम सभी खड़े होकर मंत्री जी का धन्यवाद करें|
आज कई सारे कार्यक्रम शुरू होने ही वाले हैं लेकिन एक दो कार्यक्रम जो आज शुरू नहीं हो रहे लेकिन जिसका काम बहुत तेजी से आगे बढ़ गया है उसकी भी थोड़ी जानकारी देना चाहूंगा, हम सब मुंबई में रहते हैं मैंने तो जैसे बताया अपना पूरा बचपन धारावी के सट के बाजू में सायन में बिताया है, मेरी पैदाइश भी वही पर हुई है और वही बाजू में पूरा इतना बड़ा इलाका धारावी का वर्षों-वर्षों से इन्तज़ार में है कि कब उनका पुनर्वास होगा, rehabilitation होगा, और माननीय मुख्यमंत्री जी की दूरदृष्टा थी, उनका विज़न था कि पूरे स्लम रिहैबिलिटेशन प्रोग्राम को कैसे केंद्र सरकार और राज्य सरकार मिलकर आगे गति दे कैसे दोनों सरकारें डबल इंजन के रूप में विकास की दर बढ़ाएं मुंबई की और धारावी की rehabilitation की भी दर बढ़ाएं, उस दिशा में एक महत्वपूर्ण मीटिंग लगभग दस एक दिन पहले राज्य सरकार और रेलवे के बीच हुई है जिसमे दोनों ने मिलके रेलवे के 45 एकड़ जमीन के साथ धारावी को जोड़कर एक पूरा rehabilitation का विश्वस्तरीय एक मॉडल बनाया है जिसमें रेलवे को भी लाभ होगा धारावी के हर नागरिक को मुंबई के, धारावी एक अहम् एरिया है उस पूरे क्षेत्र का विकास होगा, हमारे रेल के कर्मचारी जो आज 50-60-70 साल पुराने घरों में रहते हैं उसके बदले उनको नए अच्छे घर मिलेंगे और वो पूरा इलाका एक अच्छा डेवलप्ड एरिया के रूप में उभरेगा, मैं समझता हूँ एक बहुत अहम् फैसला महाराष्ट्र सरकार और रेलवे ने लिया है धारावी के आगे के विकास के लिए जिसमें हम उम्मीद करेंगे कि तेज गति से आगे प्रगति हो और उसका काम तेज गति से बढ़े|
एक चिकोली सबअर्बन स्टेशन आज उसकी भी भूमि पूजा का कार्यक्रम है, मैं समझता हूँ वर्षों-वर्षों बाद मुंबई सबअर्बन में एक नया स्टेशन खुलने जा रहा है, वर्षों बाद और यह दोनों स्टेशन के बीच बहुत लम्बे फासले को कम करेगा, लोग जो मजबूर होते थे कि ट्रैक के ऊपर चलना पड़े उनको ट्रैक पर नहीं चलना पड़ेगा वो अब सीधा चिकोली स्टेशन पर आ सकेंगे, और एक अफोर्डेबल हाउसिंग जो आहिस्ते-आहिस्ते मुंबई से थोड़ा बाहर जा रहा है उस अफोर्डेबल हाउसिंग को भी और गति मिलेगी कि उस पूरे इलाके में और ज़्यादा बड़े रूप में घर बने और मुंबई के लोग उन घरों में रहकर मुंबई आकर अपना काम भी कर सके|
इसी प्रकार से एक और काम जो चंद ही दिनों में शुरू होगा वह है अलीबाग से पेन के बीच जो आज गुड्स कैरी करने वाली लाइन है उसमें हम स्टेशन बनाकर आगे वहां भी पैसंजर ट्रेन चले, मुंबई के कई लोग अलीबाग से आते हैं काम करने इन सबको भी सुविधा हो कि अलीबाग से पेन आके मेन लाइन से मुंबई आ सके, इस प्रकार की सुविधा देने का काम भी हमने शुरू कर दिया है, आरसीएफ के साथ चर्चा चल रही है और मुझे उम्मीद है कि जल्द ही हम उस चर्चा को पूरा करके वहां पर स्टेशन डेवलपमेंट का काम करें और वहां से रेलवे से यात्री सीधा ट्रेन और फिर आगे मुंबई तक आ सकेंगे |
कई सारे और काम रेल कोचेस को उत्कृष्ट बनाना, विद्युतीकरण करना रेल लाइनों की और 15 कार की सर्विसेज बढ़ाने का काम शुरू किया जा रहा है, नई ट्रेन सर्विसेज 15 कोचेस की आज शुरू की जाएगी, 32 सर्विस अभी शिफ्ट की जायेगी दादर और परेल के इस नए टर्मिनस से, साथ ही साथ जितने हमारे इस क्षेत्र में रेलवे स्टेशन हैं इसमें सभी में कुछ न कुछ विकास का काम चल रहा है, किधर नए एस्केलेटर लग रहे हैं, किधर फुट ओवर ब्रिज लग रहे हैं मुझे लगता है वेस्टर्न सेंट्रल रेलवे सबअर्बन अकेले में कुछ 180 नए एस्केलेटर मैंने दो दिन पहले अप्रूव किये हैं, 180 new escalators only in the stations in Mumbai Suburban section. जिससे यात्रियों को सुविधा भी होगी ख़ासतौर पर बुजुर्ग यात्री, ख़ासतौर पर दिव्यांग यात्रियों को यह सुविधा मिले और उनकी यात्रा और आसान हो जाये उसके लिए वैसे तो जितने एस्केलेटर आलरेडी लगाए हैं गत 5 वर्षों में वो भी बड़ा ऐतिहासिक फिगर है |
जितने एस्केलेटर 2014 के पहले लगे थे शायद उससे अधिक एस्केलेटर 2014 के बाद लगे हैं बहुत ज़्यादा, अभी यह मत बोलिये मुझे वोट तो पूरे इंडिया से चाहिए, यह वोट की बात नहीं है मुझे लगता है यात्रियों की सुविधा पूरे देश भर में लगे यह हम सबकी जिम्मेदारी है लेकिन जब मुंबई से एक तिहाई यात्री रेल सफर करते हैं तो स्वाभाविक है सुविधाएं भी ज़्यादा रेलवे की मुंबई में आनी चाहिए, और यह मोदी जी पहली सरकार है, मोदी जी ऐसे पहले नेता है जिन्होंने प्रॉफिट और लॉस नहीं देखा लेकिन यात्रियों की सुविधा और यात्रियों की अच्छी सुगम यात्रा की चिंता की |
मुझे याद है एक बार कुछ और विषय में, कोयले के विषय में चर्चा हो रही थी, कोयले की एक कंपनी को थोड़ा नुकसान हुआ था पर उससे बिजली घरों को फायदा हुआ था, महाराष्ट्र के बिजली घरों को फायदा हुआ था और महाराष्ट्र के डिस्कॉम को, लेकिन कोल् इंडिया क्योंकि मेरे नीचे आती थी तो पत्रकारों ने लिखने लग गए कि मैंने लॉस कर दिया, प्रधानमंत्री जी चिंतित हुए मीटिंग बुलाई मुझे पूछा कि क्या किया तुमने तो कोल इंडिया में मुनाफा काम हुआ, मैंने कहा जो निर्धारित दाम है उसमें मैंने अधिक कोयला कोल कंपनियों को दे दिया, जनरेटिंग कंपनी, Mahajainco को दिया, उत्तर प्रदेश की जनरेटिंग कंपनी को दिया , ओडिशा की जनरेटिंग कंपनी को दिया बजाय कि उसको नीलामी करके महंगे दरों पर निजी क्षेत्र को दे जिससे निजी क्षेत्र को फायदा हो लेकिन भारत की जनता को नुकसान हो उसके बदले मैंने सरकारी कम्पनियों को ज्यादा कोयला दिया तो वास्तव में प्रधानमंत्री जी हैरान हुए और उन्होंने मेरी तरफ मुड़कर कहा, पियूष कब तक इस देश में हम एक कंपनी की प्रॉफिट और लॉस देखते रहेंगे|
कभी किसी ने देश के प्रॉफिट और लॉस को देखा है क्या? और मैं समझता हूँ जब मुंबई सबअर्बन की बात आती है तब ठीक इसी तरीके से प्रधानमंत्री मोदी जी ने मुंबई के सबअर्बन में सुविधाएं बढ़े सुविधाएं उपलब्ध हो, यात्रियों के लिए और अच्छी सफर हो इसकी चिंता की, बजाय प्रॉफिट-लॉस को देखे, मुंबई में कैसे और यात्रा अच्छी हो यह हेतु के साथ यह लक्ष्य के साथ इतने सारे कार्यक्रम मुंबई में मुंबई से बाहर भी निकले तो आसपास के इलाके में इतने सारे नए-नए कदम उठाए गए हैं।
साथ ही साथ आज पुणे-नागपुर की भी नई ट्रेन शुरू होने वाली है, लोनावला इगतपुरी के स्टेशन भी जो रिडेवेलोप हुए हैं उसका भी आज हम शुरुआत करने जा रहे हैं, एफओबी बने हैं कुर्ला में, सायन में, दिवा में, गुरु तेगबहादुर नगर में, महालक्ष्मी में, पालघर में कई सारे काम जो हुए है और कई सारे काम जो अब होने के रास्ते में है, आगे चलके लगातार होते रहेंगे इन सबके लिए मैं रेलवे के सभी कर्मचारियों को बहुत-बहुत बधाई देता हूँ और आप सबको आश्वस्त करता हूँ कि इसी प्रकार से तेज गति से विकास करते रहेंगे, आपका आशीर्वाद मिले, आपका समर्थन मिले, आप भी इस काम में पूरी तरीके से हमारे साथ जुटे और हमारा सहयोग करते रहे, कभी-कभी मेगा ब्लॉक लेना पड़े इस विकास के कार्य के लिए तो थोड़ी तकलीफ भी आप सहते हैं उससे भी मैं भली-भांति वाकिफ हूँ लेकिन वो थोड़ी तकलीफ यात्रा को भी सुरक्षित बनाता है और यात्रा को भी और आगे चलकर सुगम बनाने में मदद करता है इसको ध्यान में रखते हुए आपका समर्थन आपका सहयोग निरंतर मिलता रहेगा इस आशा के साथ मैं मेरी बात को विराम देता हूँ , बहुत-बहुत धन्यवाद, भारत माता की जय, जय हिंद, अपने जवानों को एक अच्छा मैसेज तो भेजे जय हिंद, जय हिंद |

अभी-अभी माननीय चिराग जी को मैं सुन रहा था। वास्तव में दिल्ली से इतनी दूर मैं उनकी शिकायत करने आपके पास आया हूँ। वास्तव में मैंने तो उनको पहले बहुत … की कोशिश की कि आप ही कर दो उद्घाटन वगैरा लेकिन उन्होंने इतना मुझे तंग किया है लगातार यह स्टॉपेज चाहिए, मेरे स्टेशन को ठीक करके दो, नए दूसरे स्टेशन को और अच्छा बनाओ यहाँ पर नयी रेल लाइन लगाओ, अब चिराग जी आज के बाद इतना तंग करना तो बंद करना मुझे।
लेकिन वास्तव में बहुत आनंद आता है जब ऐसे उत्साही, ऐसे जोश के साथ हमारे युवा सांसद आपके प्रतिनिधित्व भी करते हैं, कम उम्र में सांसद बने मैं समझता हूँ सिर्फ 31-32 वर्ष की आयु में यह आपके लोकप्रिय सांसद बनकर दिल्ली में आपका प्रतिनिधित्व करते हैं। शायद सभी सांसदों में सबसे कम उम्र वाले हैं लेकिन इनकी इच्छाशक्ति बहुत दृढ़ है, बहुत पक्के इरादे के साथ आपका प्रतिनिधित्व कर रहे हैं, और दूरदर्शी सोच है उनकी। अभी भी मेरे साथ जब आ रहे थे पटना से तब कैसे इस क्षेत्र का विकास और तेज़ गति से हो और इस नयी रेल परियोजना से कैसे विकास में आगे और बड़ी छलांग लगाने के लिए सोनो के सभी लोगों को, सभी विद्यार्थियों को, सभी यहाँ के व्यवसायों को, सभी यहाँ के किसानों को कैसे सुविधाएं मिलेगी, कैसे जमुई का सामूहिक विकास होगा इसके बारे में मेरे साथ चर्चा कर रहे थे।
और मैं समझता हूँ विकास इस सरकार का मूल मंत्र रहा है और सबका विकास हो सबके जीवन में उमंग हो, सबका भविष्य उज्जवल हो यही माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी का सपना है, यही उनकी इच्छा है, यही उनका संकल्प है। और इसी दृष्टि से लगातार पांच वर्ष मोदी जी की सरकार ने आप सबकी सेवा में दिन और रात एक करके एक ईमानदार विकास से प्रेरित सरकार आपके समक्ष दी है, आपकी सेवा में रखी है।
मुझे जब यहाँ आने का मौका मिला तो मुझे लगा एक और बात आपके साथ ज़रूर शेयर करना चाहूंगा। जमुई वास्तव में सभी जैन भाई बहनों के लिए बहुत ही महत्वपूर्ण धार्मिक स्थल भी है। एक प्रकार से चौबीसवें जो तीर्थंकर थे, भगवान महावीर, उन्होंने दिव्य ज्ञान की प्राप्ति भी यहीं पर की थी और आप सबको जानकर शायद आश्चर्य भी होगा कि मेरी माँ भी जैन हैं और जैन धर्म से मेरा बड़ा लगाव है, बड़ा जुड़ाव है। शायद पिछले 30-35 वर्षों में एक भी वर्ष ऐसा नहीं होगा जब मैं श्री महावीर जी में भगवान महावीर के दर्शन करने और उनकी आराधना करने नहीं गया हूँगा, राजस्थान में स्थित हैं महावीर जी, लेकिन हर वर्ष मैं वहां पर जाता हूँ।
छोटी आयु में एक बार मुझे पार्श्वनाथ आने का भी मौका मिला, पार्श्वनाथ जी के भी दर्शन करने का मौका मिला। लेकिन वास्तव में आज इस पावन धरती पर चिराग जी ने मुझे बुलाकर मुझे भी धन्य कर दिया, मेरे भी जीवन को धन्य कर दिया और मैं आपका तहे दिल से धन्यवाद करता हूँ चिराग जी। मुझे लगता है लछवार में जो मंदिर है उसको इस विजिट पर तो मैं नहीं आ पाउँगा लेकिन आपके सभी लोग अगर हमें ज़मीन दिलाने में मदद करते हैं और जल्द से जल्द ज़मीन दिलवा देते हैं तो त्रिवेदी साहब यह जो आज लाइन का हम उद्घाटन करने जा रहे हैं यह लाइन को आप तेज़ गति से बनाएं ऐसी भगवान महावीर की आप पर आशीर्वाद हो। और आप सबके आशीर्वाद से चिराग जी फिर एक बार चुनकर यहाँ से आये, प्रधानमंत्री नरेंद्र मोदी जी की सरकार बिहार की एक-एक सीट जीतकर, बिहार का हर सांसद मोदी जी को फिर एक बार प्रधानमंत्री बनाये और हम तेज़ गति से विकास जमुई में ला पाएं जिससे यह लाइन सिर्फ सोनो तक नहीं लेकिन गिरिडीह तक जल्दी से जल्दी बने और मुझे फिर यहाँ पर आने का मौका मिले इस लाइन का उद्घाटन करने और आगे की लाइन का शिलान्यास करने उस वक़्त मैं ज़रूर इस मंदिर में भी जाकर भगवान महावीर जी का धन्यवाद करूँगा और आप सबका धन्यवाद करने आऊंगा।
वास्तव में अभी-अभी मैं बात कर रहा था तब जनरल मैनेजर जी बता रहे थे कि जो ईस्ट कोस्ट रेलवे है इसने विद्युतीकरण में भी बहुत तेज़ गति से काम किया है, इस वर्ष देश में सबसे ज़्यादा विद्युतीकरण अगर किसी जोन में होगा तो ईस्ट कोस्ट रेलवे में 700 किलोमीटर से ज़्यादा विद्युतीकरण होने जा रहा है। लगभग इस वर्ष के अंत तक, दिसंबर के पहले ईस्ट कोस्ट रेलवे शत-प्रतिशत विद्युतीकरण से लाभान्वित हो जायेगा, शत-प्रतिशत, पूरा जोन। और इसका लाभ आपको सीधा कैसे मिलेगा? प्रदूषण कम होगा, जो आज धुआँ फेंकती है गाड़ी वह कम हो जाएगी, इलेक्ट्रिक ट्रेन चलेंगी।
मुझे बताया गया दानापुर डिवीजन में सभी जो पैसेंजर ट्रेन चलती है उन सबको बदलाव करके इलेक्ट्रिक ट्रेन में बदल दिया गया है, डेमू मेमू चलाई गयी है और सभी ट्रेन्स दानापुर डिवीजन में आज इलेक्ट्रिसिटी से, बिजली से चलती है उससे तेज़ गति भी आती है, सुरक्षा भी बढ़ती है। और मैं समझता हूँ इस प्रकार का विकास शायद ही, शायद ही कभी बिहार में इस क्षेत्र में देखा गया होगा क्योंकि प्रधानमंत्री मोदी जी ने हम सबको लक्ष्य दिया था कि जो उत्तर और खासतौर पर पूर्वी इलाका है, उत्तर पूर्वी और पूर्वी भारत है वह वर्षों-वर्षों से विकास से वंचित रहा है। और हम सबकी जवाबदारी है, हम सबकी ज़िम्मेदारी है कि बिहार, ओडिशा, पश्चिम बंगाल, असम, सभी पूर्वी उत्तर के सभी राज्य, उत्तर-पूर्व के सभी प्रदेश, झारखंड, इन सब क्षेत्रों में तेज़ गति से विकास हो और इसी के कारण आप सबको जानकर ख़ुशी होगी कि आज जो बिहार में निवेश होता है कि नई लाइनों पर विद्युतीकरण पर, अभी-अभी माननीय सांसद जी ने बताया कि ऐसे रेलवे स्टेशन, झाझा के रेलवे स्टेशन को सुधार किया गया, अभी तक 20 करोड़ का खर्चा कर चुके हैं आगे चलकर 30 करोड़ और खर्चा होने वाला है झाझा के रेलवे स्टेशन के। आगे चलकर किनौर स्टेशन पर भी और सुधार की परियोजनाएं हैं।
यह सबको अगर बिहार में जो निवेश हुआ है उसको देखें तो जो कांग्रेस की सरकार, जिसमें कांग्रेस, लालू यादव जी, यह सब पार्टियां मिलकर चलाती थी उस सरकार में जो निवेश बिहार में होता था उससे तीन गुना निवेश, तीन गुना निवेश मोदी जी ने बिहार में किया है। और मैं तो अभी-अभी देख रहा था वास्तव में बिहार का विकास होना तो हमारी प्राथमिक ज़िम्मेदारी होनी चाहिए। जब मैं आज जो कॉफ़ी टेबल बुक अभी-अभी चिराग जी और मुझे दी गयी इसको पढ़ रहा था तो इसमें मैंने देखा कि माननीय लाल बहादुर शास्त्री के बाद जो दूसरे रेल मंत्री बने हम सबके परम आदरणीय श्रद्धेय जगजीवन राम जी भी बिहार से थे, यहीं सासाराम से जो आप ही के क्षेत्र के अंतर्गत आता है। उसके बाद डॉक्टर राम सुभाग सिंह जी रेल मंत्री बने वह भी बिहार से थे उनका जन्म बक्सर बिहार में हुआ। उसके बाद ललित नारायण मिश्रा जी रेल मंत्री बने वह भी … से ही उनकी भी पैदाइश थी।
उनके बाद केदार पांडे जी रेल मंत्री बने वह भी मुख्यमंत्री भी रह चुके हैं बिहार में। और यह सिलसिला वास्तव में बिहार में भारतीय रेल को बहुत सारे रत्न दिए हैं, बहुत सारे बड़े-बड़े महानुभाव दिए हैं। एकाद गलती भी की है उस गलती का ज़िक्र मैं यहाँ नहीं कर रहा हूँ लेकिन आगे चलकर माननीय मुख्यमंत्री नितीश कुमार जी, माननीय हमारे केंद्र में वरिष्ठ नेता, वरिष्ठ मंत्री मेरे बड़े भाई और एक प्रकार से मेरे मार्गदर्शक माननीय पासवान जी। आपने बहुत सारे रत्न भारतीय रेल को दिए हैं, भारतीय रेल का नेतृत्व करने के लिए दिए हैं और मैं समझता हूँ बिहार का तेज़ गति से विकास हो। जो सपना माननीय राम विलास पासवान जी का है, जो नितीश कुमार जी का है उस सपने को प्रधानमंत्री मोदी जी के आशीर्वाद से हम और तेज़ गति से पूरा कर सकें। अभी-अभी चिराग जी ठीक बता रहे थे कि शुरू में दो-ढाई वर्ष तक हमारी इच्छा होने के बावजूद काफी सारे काम झरझर व्यवस्था में रह गए, हम निवेश करना भी चाहते थे, हम लाइनें बनाना भी चाहते थे तो कभी ज़मीन मिलने में तकलीफ होती थी, कभी परमिशन मिलने में तकलीफ होती थी। लेकिन आज डबल इंजन की तरह जब राज्य सरकार माननीय नितीश कुमार जी के नेतृत्व में और केंद्र सरकार माननीय नरेंद्र मोदी जी के नेतृत्व में एक साथ मिलकर काम कर रही है तो देखिये कैसे तेज़ गति से आपके क्षेत्र में भी अलग-अलग योजनाओं के साथ विकास हुआ है। रेलवे में तो विकास हुआ ही है लेकिन साथ ही साथ मुझे ख़ुशी हुई जब चिराग जी ने बताया सौभाग्य योजना और वह योजना भी आपके बिहार के माननीय आरके सिंह जी जो आज देश के ऊर्जा मंत्री हैं उनके नेतृत्व में आज आपका पूरा इलाका शत-प्रतिशत विद्युतीकरण से लाभान्वित हुआ है। लगभग हर एक व्यक्ति के घर में आज बिजली पहुंची है, अगर किसी के घर में नहीं पहुंची तो तुरंत अप्लाई करें सात दिन के अंदर आपको बिजली मिल जाये ऐसी व्यवस्था प्रधानमंत्री मोदी जी ने सुनिश्चित की है।
इसी प्रकार से आयुष्मान भारत के तहत सभी गरीब परिवारों को मुफ्त में पांच लाख रुपये तक का स्वास्थ्य सेवा मुफ्त में मिले, आयुष्मान भारत जिसको प्रधानमंत्री जन आरोग्य योजना (पीएमजेएवाई) के नाम से सब जानते हैं। पीएमजेएवाई के अंतर्गत सभी गरीबों को पांच लाख रुपये तक हर परिवार को मुफ्त में इलाज मिले यह भी माननीय प्रधानमंत्री जी ने सुनिश्चित किया है। महिलाओं को शौचालय की व्यवस्था मिले, मुफ्त में कुकिंग गैस की कनेक्शन मिले, कैसे हर किसान को प्रधानमंत्री फसल बीमा योजना से लाभ मिले और हर एक जो उत्पादन है, 22 की 22 फसलों के ऊपर एमएसपी डेढ़ गुना लागत से डेढ़ गुना करके मैं समझता हूँ किसानों के जीवन में भी एक लम्बे अरसे के लिए कैसे उनकी आय बढे उसका प्रधानमंत्री मोदी जी ने एक पूरी योजना तहत अलग-अलग कदम उठाये हैं।
हाल ही में दिसंबर से शुरू हुआ प्रधानमंत्री किसान सम्मान निधि (पीएम-किसान) के माध्यम से हर छोटे और सीमान्त किसान परिवार को 6000 रुपये हर वर्ष एक सम्मान के रूप में आपकी आय को बढ़ाने के लिए प्रधानमंत्री जी ने जो सौगात दी है मैं समझता हूँ 12 करोड़ किसान देश भर में और बिहार के तो लगभग सभी किसान क्योंकि यहाँ की जो सबकी ज़मींदारी है ज़मीन का एरिया है वह पांच एकड़ से कम है हर परिवार का। तो लगभग सभी को हर चार महीने में 2000 रुपये यानी सालाना 6000 रुपये एक सम्मान के रूप में एक कृतज्ञ देश हमारे किसानों को देने जा रहा है और उसकी पहली किश्त देने का काम 24 तारीख से शुरू भी हो गया है।
और यह कोई दया नहीं है किसानों के ऊपर, यह एक सम्मान है हमारे भारत के किसानों के लिए, यह सम्मान है बिहार के किसानों के लिए जिन्होंने देश को आत्मनिर्भर बनाया और सुनिश्चित किया कि कोई भी व्यक्ति को भूखा पेट नहीं सोना पड़ेगा, यह हमारे किसानों के परिश्रम और लगन के कारण आज देश आत्मनिर्भर बना है। और उस सम्मान के हेतु आज किसानों को मोदी जी ने 6000 हर वर्ष देने का फैसला किया है।
इसी प्रकार से हमारी महिलाओं के सम्मान के लिए हर एक घर में शौचालय बने यह इतने वर्षों तक अलग-अलग सरकारें आयी किसी ने इसको प्राथमिकता नहीं दी, किसी ने यह चिंता नहीं की कि हमारी माता बहनों को, बहुओं को सूर्योदय से सूर्य अस्त होने तक क्या शौच तक जाने की सुविधा नहीं मिलेगी। और आज तेज़ गति से देश में 10 करोड़ से अधिक शौचालय बनाने का जो काम तेज़ गति से हुआ है, जो हर विद्यार्थी हर घर तक बिजली पहुंचाने का काम हुआ है। जिस प्रकार से महिलाओं को चूल्हा, कुकिंग गैस से बनाने को मिले उसमें मुफ्त में कुकिंग गैस कनेक्शन, एलपीजी कनेक्शन देने का काम हुआ है, मैं समझता हूँ देश का हर गरीब परिवार, हर मध्यमवर्गीय परिवार आज भलीभांति समझता है कि ईमानदार सरकार होने का लाभ कैसे देशवासियों को मिलता है।
मैं एक बात और आप सबके समक्ष रखना चाहता हूँ जब हमारे पडोसी देश ने देश के ऊपर आतंकवादी गतिविधियां बढ़ाई, आतंकवादी हमले में पुलवामा में जो हमारे वीर सिपाही, वीर सीआरपीएफ के जवानों की वीरगति हुई, उन्होंने देश के लिए अपने जीवन को दाव पर लगा दिया तब हमारे देश के सेनानियों ने, एयर फ़ोर्स ने मुंहतोड़ जवाब दिया। और मैं माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी को बधाई दूंगा कि उन्होंने हमारे सेना बलों को पूरी छूट दी कि यह आतंकवादियों का पूरा मुकाबला करें।
आखिर पहले भी हमला हुआ, मैं मुंबई से आता हूँ, मुंबई में आपको याद होगा 2008 में कितना घिनौना हमला हुआ था आतंकवादियों द्वारा 150 से अधिक लोगों का जीवन इन आतंकवादियों ने लिया था। उस समय भी सेना की ताकत थी, उस समय भी सेना बल उत्तेजना में थे, गुस्से में थे और बदला लेना चाहते थे लेकिन उस समय की कांग्रेस की सरकार ने उन्हें ताकत नहीं दी, उन्हें परमिशन नहीं दी कि वह बदला ले सकें। मोदी जी ने तनिक भी विलंभ नहीं किया उसी दिन सेनाओं को कह दिया कि पूरा मुंहतोड़ जवाब दिया जाये और आज हमारे पूरे देश को गर्व है एक निर्णायक एक मज़बूत नेतृत्व पर गर्व है हमारे सेना बलों पर, हमारे आर्मी के लोगों पर, हमारे एयर फ़ोर्स के लोगों पर, हमारे नेवी के जवानों पर, हमारे सभी जो पैरामिलिटरी फोर्सेज हैं पुलिसकर्मी हैं उन सब पर इस देश को नाज़ है, इस देश को गर्व है कि उनकी वजह से आज हम सब सुरक्षित सोते हैं आज हम सब सुरक्षित महसूस करते हैं।
अभी-अभी माननीय चिराग पासवान जी ने एक अंग्रेजी में शब्द है – इमोशनल ब्लैकमेल – यह मन का प्रेशर जो होता है, चिराग जी अभी तक तो मेरे को दफ्तर में ही तंग करते थे, दो-चार बार मेरे घर पर पहुँच गए लेकिन मुझे यह नहीं मालूम था कि यहाँ आकर भी मुझे छोड़ेंगे नहीं। तो मैंने अभी-अभी जीएम साहब को कहा कि भाई जमुई से मुझे वापस भी जाना है अगर हम कुछ अनाउंसमेंट अभी नहीं करते हैं तो कहीं चिराग जी और उनके भाई बहन और मेरे जमुई के प्यारे नागरिक कहीं मुझे पकड़कर यही न रख ले मुझे जाने ही न दें, मैंने कहा भाई कुछ तो करके जाना ही पड़ेगा यहाँ से।
तो तीन-चार अच्छी बातें आपके साथ शेयर करके मैं अपनी बात को विराम दूंगा, माननीय आमदार जी आई हैं मैं उनका भी स्वागत करता हूँ। एक तो खुशखबरी मुझे आपको बताते हुए ख़ुशी होती है कि कल ही मैंने भागलपुर से रांची एक नई ट्रेन की शुरुआत की थी वह ट्रेन भी आपके इलाके से होकर जाएगी, झरझा में रुककर रांची से भागलपुर की ट्रेन जाएगी और आज ही इसका शुभारंभ आज ही हो जायेगा, आज ही पहली ट्रेन आने वाली है।
इसके अलावा यह नई लाइन का शुभारंभ आज करेंगे ही उसका आधारशिला आज रखेंगे, लेकिन पटना से पनेस्वारी जानी वाली हमसफ़र यहाँ से नहीं होकर जाती है लेकिन बिहार के लोगों को सीधा बेंगलुरु तक लेकर जाने वाली एक पूरी एयर-कंडीशन वातानुकूल ट्रेन पटना से बनासवादी यानी बेंगलुरु तक हमसफ़र एक्सप्रेस यहाँ से शुरू होने जा रही है जिसकी शुरुआत भी यहीं से हम करेंगे। लेकिन अब उस ट्रेन को पकड़ने के लिए आपको यहाँ से पटना तक तो जाना पड़ेगा तो मुझे सुनिश्चित करना पड़ेगा कि आप यहाँ से पटना कैसे सुविधाजनक पहुँच सकते हो, और वहां से फिर हमसफ़र लेकर पूरे बेंगलुरु तक जा सको। और इसको जा रूट है इसमें काफी, मध्य प्रदेश, उत्तर प्रदेश, जुड़ते-जुड़ते आप बेंगलुरु तक जाओगे। तो फिर आज निर्णय लिया है कि तीन और गाड़ियों का स्टॉप यहाँ से दिया जायेगा।
आज से ही, नोट करिएगा भाइयों बहनों, आज से ही जो आपके यहाँ से हावड़ा रक्सौल मिथिला एक्सप्रेस जाती है, हावड़ा रक्सौल मिथिला एक्सप्रेस, ट्रेन नंबर 13021 और 13022, वह आज से ही जमुई में भी रुकेगी, कल से जो रक्सौल हैदराबाद एक स्पेशल ट्रेन जाती है – 7005-7006 रक्सौल हैदराबाद स्पेशल ट्रेन यह शेखपुरा में रुकेगी कल से।
और तीसरी ट्रेन धनबाद-पटना इंटरसिटी एक्सप्रेस – 13331-13332 – धनबाद-पटना इंटरसिटी एक्सप्रेस अब सिमुलतला में रुकेगी परसों से। तो आज से दो ट्रेनें, कल से एक ट्रेन, परसों से एक ट्रेन, चार बार ट्रेन जमुई में रुकने की आज आपके आने पर चिराग जी घोषणा करता हूँ और आप सबसे इतने उत्साह के साथ, इतनी बड़ी संख्या में आज आने के लिए तहे दिल से धन्यवाद देता हूँ, चिराग जी का धन्यवाद देता हूँ कि मुझे आप सबसे मिलने का उन्होंने आज सुनहरा मौका दिया है। सभी माननीय विधायक, एमएलए, एमएलसी, हमारे भाजपा, जेडीयू, एलजेपी के नेताओं का धन्यवाद करता हूँ कि उन्होंने आज यहाँ पर मुझे इतना भव्य स्वागत दिया। और आप सब तहे दिल से कृतज्ञतापूर्वक मैं आप सबको बधाई देता हूँ, धन्यवाद करता हूँ जिस प्रकार से रेल व्यवस्था तेज़ गति से आपके क्षेत्र में आ रही है, बढ़ रही है वह आपका अधिकार आपको मिल रहा है। आपके बिहार ने जो सेवा देश के लिए की है वह सेवा के पुण्याय आज आपको मिल रही है। और मैं समझता हूँ ईश्वर और भगवान महावीर का आशीर्वाद हम सबके साथ है, आप सबके साथ है। भगवान शिव का आशीर्वाद आप सबके पास रहे, आप सब बड़े तेज़ उमंग और उत्साह के साथ शिवरात्रि मनाएं ऐसी भगवान से प्रार्थना करता हूँ।
