As you might have read, the government is working on providing a roadmap how we can promote electric vehicles and ramp up the electric vehicles in the country, so that by 2030, not a single vehicle is manufactured in India which is not an electric vehicle. And in this, India will lead the world rather than follow the world.  So, earlier every programme, India used to do ….. what the rest of the world will do, in electric vehicles India will be one of the first to provide it so actively.

And we are fortunate that the first electric vehicle manufacturing facility is in your state of Karnataka, the Reva vehicles, Mahindra and Mahindra. They are wanting to promote it and ramp it up and recently, 4-5 days back, EESL, the same company who launched the LED bulbs has launched a tender for 10,000 electric vehicles, so that we can start by replacing all the government vehicles in Delhi.

By the way, just to finish the thing, the Vidyut Pravah app shows that right now, it is 11.22 am in my watch, right now the power is available for Karnataka to buy at Rs 3.06, only Rs 3.06, and power purchase cost of all of South India has fallen after the Modi government came in. There was a time Karnataka used to buy power at Rs 10 and Rs 11, if any of you has been following the power story earlier. That has come down, this is a peak hour. You will appreciate, morning 9-12 is a peak hour, at Rs 3 you can get power right now. And sufficient power is available on the exchange.

Q&A

Q: Sir, why Karnataka government always puts the blame on vendor?
A: Because they have no other excuse to give for their failures. They are more busy making money, which then gets caught in income tax raids than in serving the people of Karnataka with better quality of continuous power.

Q: Sir you are promoting electric vehicles, what about hybrid… ………………?
A: We want to focus on 100% electric vehicles. I myself own and have purchased a hybrid vehicle. The improvement is very nominal, so instead of X, I may get 1.5X mileage on that car. Why should India go for intermediate technologies. India should go for the best, what is most modern, and therefore, we are going for 100% electric vehicles. That’s the future of the world.

Q: About automobile industry, ………. How has the response been from automobile industry?
A: Except one or two companies, everybody else has unanimously supported and promoted 100% electric vehicles. I don’t know if that one or two companies who are situated in Karnataka and are running that campaign. So, let me specify there was two companies who are trying to particularly promote hybrid and one of which I have a car also, are doing it because they do not have electric cars. So, for their commercial interest they want India to go for a backward technology or for a intermediate technology.

We believe we should give the people of India the best electric vehicles, save 100% petrol and diesel imports. India’s import dependency will come down, our rupee will become stronger. Our current account deficit can disappear; pollution will disappear, all this pollution we have in these cities, because electric cars will not have any pollution. The city pollution will fall drastically. We will use renewable energy to power these cars, so it will be an end-to-end solution to bring down pollution and address the adverse impact of climate change.

(Inaudible)…. Other projects where the Karnataka government often picks up projects, which are initiated and supported by the central government, rebrands them as a state government project and tries to market it that they have given a benefit. They have tried to do the same thing with the Ujala LED programme also where despite the fact that the central government was giving the full supply or support, they tried to brand it as a local scheme, what was the name? They tried to call it a Hosa Belaku scheme and even had one of their congress leaders as a brand ambassador of that.

But I think the people of Karnataka understand that schemes of the central government where the central government is primarily trying to take benefit to the people of Karnataka. And under Ujala, we have sold over 25 crore bulbs in about 2 and a half years, 25 crore bulbs. And the price of the bulb has come down to nearly one-fifth what it was during the congress regime. What the congress government used to buy at Rs 310, plus taxes and other costs, and sell only 6 lakh bulbs up to 2013-14. The Modi government in barely two and a half years instead of 6 lakhs in one year has sold 25 crore bulbs in two and a half years.

Look at the scale of growth! And our procurement price has fallen from Rs 310 plus taxes and other cost interests and all that to only Rs 40. So, reduction of nearly 87%! And against a 7W bulb, now we are giving a 9W bulb, so more lumination. Look at the size and scale of the programme and the speed with which we are turning the entire country into LED bulbs and LED lighting, which will save the consumers of India 40,000 crores of electricity bills and will also reduce the pollution significantly, because nearly 11000 crore units of electricity less will be required in the country, will reduce the electric consumption by 11000 crores, that much less pollution. Particularly, a city like Mysore which is so beautiful, so pristine, so clean; you will appreciate the importance of reducing pollution.

Similarly, when laying optic fibre cable in 2014, the country had laid only 358 kilometres of optic fibre cable. You will be happy to know, in barely 3 years, from 2014 to 2017, we have been able to scale up this programme to lay optic fibre cable, and from 358 kilometres, it is today 2,02,000 kilometres. Nearly 358 kilometres is now 2,02,000 kilometres! That is the growth of nearly 700 times in only 3 years. 700 times!

That is the way projects are executed, that is why I say when we take a Sankalp, when we take a pledge to do a programme, to serve the people; we do it with speed, we do it at scale, we do it skilfully and that is siddhi that is accomplishment. ……

बताएगा बिजली की असल कीमत:

1. क्या राज्य उपभोक्ताओं से उचित मूल्य चार्ज कर रहे हैं कि नहीं इस बात का भी पता लगा सकते हैं।
2. मेरिट एप यूजर्स को जानकारी देता है कि क्या राज्य वास्तव में पावर के सस्ते स्रोतों को वरियता दे रहे हैं। अक्सर देखा गया है कि वे ऐसा नहीं करते हैं।
3. उपभोक्ता उन कीमतों की तुलना कर सकते हैं जो राज्य बिजली और स्पलाइ खरीदते हैं।
4. विद्युत प्रवाह एप पर प्रत्येक राज्य के लिए स्पॉट मार्किट में बिजली की कीमतें रियल टाइम के आधार पर अपडेट की जाती हैं।

बिजली जाने की जानकारी:

1. पावर मंत्रालय के एप के माध्यम से उपभोक्ताओं बिजली जाने की जानकारी को प्राप्त कर सकते हैं।
2. ऊर्जा मित्र आपको बिजली जाने के बारे में रियल टाइम जानकारी प्रदान करता है।
3. इसके अलावा ऊर्जा मित्र श्यूडल और चल रहे बिजली की कटौती के बारे में जानकारी भी देता है।
4. उपभोक्ता श्यूडल कटौती के कारणों पर अलर्ट प्राप्त कर सकते हैं।
5. उर्जा मित्र के लॉन्च के बाद से पावर कटौती से जुड़े 110 मिलियन से अधिक मैसेज उपभोक्ता को भेजे गए हैं।

बिजली की वास्तविक उपलब्धता:

1. उपभोक्ता राज्यों में बिजली की कमी, बिजली की ज्यादा कीमतों की शिकायत कर सकते हैं।
2. अगर अतिरिक्त बिजली उपलब्ध होने पर भी उपभोक्ता विद्युत आउटेज का सामना करते हैं तो विद्युत प्रवाह उपभोक्ताओं के सवालों को राज्यों तक पहुंचाता है।
3. उपभोक्ता गर्व के माध्यम से अपने क्षेत्र में बिजली की आपूर्ति को भी देख सकते हैं।
4. मेरिट रोज अलग-अलग राज्यों के पोर्टफोलियो पर डाटा मुहैया कराता है।

शिकायतें भी कर सकते हैं दर्ज:

1. गर्व के माध्यम से उपभोक्ता बिजली वितरण कंपनियों की शिकायत को दर्ज कर सकते हैं, जिसका उद्देश्य ग्रामीण और घरेलू विद्युतीकरण पर नजर रखना है।
2. ऊर्जा मित्र आपको पावर कटौती, समय पर कनेक्शन जारी करने और शिकायतों को दर्ज करने के बारे में जानकारी मुहैया कराता है।
3. इस साल जून तक 1.4 करोड़ उपभोक्ताओं में से 10.1 प्रतिशत उपभोक्ताओं के आवेदन को हल नहीं किया गया।

सनशाइन:

1. पावर मंत्रालय सूर्य मित्रा के माध्यम से सौर ऊर्जा के अंत तक पहुंचता है।
2. विभाग उपभोक्ताओं को सौर उत्पादों की स्थापना, मरम्मत और प्रबंधन सेवाएं प्रदान करने के लिए कर्मियों को प्रशिक्षित करता है।

केंद्रीय बिजली एवं कोयला मंत्री पीयूष गोयल ने गुरूवार को कहा कि प्रांतीय बिजली बोर्डों एवं डिस्कॉम तथा उपभोक्ताओं की सहूलियत के लिए कम मूल्य के स्मार्ट मीटर उपलब्ध कराए जाने की कोशिश की जा रही हैं और जल्द ही 1000 रुपए से कम में स्मार्ट मीटर मिल सकेगा.  गोयल ने गुरूवार को प्रश्नकाल के दौरान सदस्यों के पूरक प्रश्नों के उत्तर में कहा, ‘‘स्मार्ट मीटर अभी 10,000 रुपए से लेकर 15,000 रुपए तक की कीमत में हैं. ऐसे में हम समझ सकते हैं कि राज्यों के लिए इसकी लागत वसूलना मुश्किल होगा.

स्मार्ट मीटर में किए गए हैं कुछ बदलाव

उन्होंने कहा, ‘ऐसे में स्मार्ट मीटर में कुछ बदलाव किए गए हैं और इसे सरल बनाया गया है. इसमें बहुत सारी चीजें ऐसी थीं जिनकी भारतीय परिप्रेक्ष्य में जरूरत नहीं थी. ऐसे में इसमें सुधार किया गया है और अब कई जगहों पर यह 1500 से 2000 रूपये की कीमत पर उपलब्ध हो रहा है.’’ मंत्री ने कहा कि कहा कि सरकार का प्रयास है कि आने वाले समय में 1000 रूपये से कम कीमत पर स्मार्ट मीटर उपलब्ध कराया जाए.’ गोयल ने कहा कि उत्तर प्रदेश की योगी सरकार ने 40 लाख और हरियाणा सरकार ने 10 लाख स्मार्ट मीटर के लिए निविदा निकाली है.

Otherwise, इतना पक्का है कि राजनीतिक अनुभव में भी और seniority में धर्मेन्द्र जी मेरे से senior हैं तो सबसे पहले तो सबको स्पष्ट कर दूं, और उनके पास सिर्फ बड़ी companies भी नहीं हैं, उनके पास जो विभाग है उसका बहुत महत्वपूर्ण भारत की पूरी अर्थव्यवस्था में योगदान है| मैं इमेजिन नहीं कर सकता हूँ कि किसी एक दिन भी अगर पेट्रोलियम प्रोडक्ट्स की यहाँ पर कमी हो तो पूरे देश भर में क्या हाहाकार मच जायेगा| ऐसे मेरे मित्र, भाई और जिनके कन्धों पर एक बहुत महत्वपूर्ण मान्य प्रधानमंत्री जी ने ज़िम्मेदारी दी है कि भारत को आत्मनिर्भर बनाना और भारत की import dependency कम करना ऐसे सक्षम मंत्री, श्री धर्मेन्द्र प्रधान जी, Secretary Ministry of Petroleum and Natural Gas, Shri KD Tripathiji, वैसे त्रिपाठी जी बड़े sober हैं, बहुत quiet रहते हैं, शुरू शुरू में मुझे लगता था कि इतना complicated विभाग यह simple आदमी कैसे संभालेंगे|

वास्तव में आज का कार्यक्रम, MoUs हुए, आगे चलकर 55,000 नए outlets Energy Efficiency Services Limited को मिलेंगे, यह तो जानकारियां हैं यह वास्तविकता है| लेकिन जो एक बात कई बार मान्य प्रधानमंत्री जी भी कहते हैं, उन्होंने लाल किले के प्राचीर प्रांगण से भी कहा, कई बार धर्मेन्द्र जी कहते हैं, कई बार मैंने कहा कि इस सरकार की अगर सबसे बड़ी एक विशेष उपलब्धि रही है 3 वर्ष के कार्यकाल में और एक जो विशेषता है जो हमें distinguish करती है बाकी सभी सरकारों से वह है कि हमने सरकार में departmental silos को, अलग-अलग विभाग के कामों को जो पहले फाइलों से ही एक-दूसरे से बात करते थे और सब अपनी-अपनी turf wars में लगे रहते थे उन सब दीवारों को तोडकर एक सरकार जो एक साथ काम करती है, एक साथ मिलजुलकर कार्यक्रमों को समर्थन देती है, आगे बढ़ाती है| यह जो चित्र दर्शाया है मैं समझता हूँ जिस प्रकार से जीएसटी उसका एक बहुत बड़ा उदाहरण था cooperative and collaborative federalism का, उसका एक छोटा उदाहरण आज आपके समक्ष, यह partnership, इन तीनों giants की partnership, with a small company like EESL.

पर उसमें दोनों विभागों ने जिस प्रकार से सपोर्ट किया एक-दूसरे को, ज़रा भी कभी ऐसा अहसास नहीं हुआ कि यह अलग मिनिस्ट्री है, यह अलग मिनिस्ट्री है, यह कंपनियां एक-एक लाख-लाख करोड़ की कंपनियां हैं, वह छोटी सी हज़ार करोड़ की कंपनी हैं| Literally, we are looking at a David Goliath situation. परन्तु, विषय इतना ज़रूरी था देश में सभी को फायदा हो, सस्ते बल्ब मिलें, energy efficient bulb मिलें, tube light मिलें, fans मिलें, हर घर तक, हर गाँव तक पहुंचाने का साधन बने, तो मान्य धर्मेन्द्र जी ने स्वयं से सजेस्ट किया कि क्यों ना हम यह 55,000 outlets को भी यूज़ करके मान्य प्रधानमंत्री जी के सपने को घर-घर तक पहुंचाएं और उजाला योजना के तहत जैसे वह उज्ज्वला के तहत महिलाओं के जीवन को परिवर्तित कर रहे हैं, महिलाओं के जीवन में एक नया सवेरा, नयी उमंग, नया भविष्य दे रहे हैं, वैसे ही उन्ही महिलाओं के electricity bills कैसे कम हों, उन महिलाओं के, उन छोटी बच्चों के, युवा-युवतियों को पढने का साधन कैसे मिले, LED bulb से अच्छी रोशनी कैसे घर-घर तक पहुँच सके उसके लिए क्यों न हम मिलजुलकर इस कार्यक्रम को भी देश भर तक पहुंचाएं|

मैं विशेषकर के धर्मेन्द्र जी का धन्यवाद करना चाहूँगा, तहे दिल से धन्यवाद करना चाहूँगा, उनकी एक और पहल के लिए| उनको तो कई चीज़ों में पहल करने की आदत है| Give It Up से उन्होंने शुरू किया था, पूरे देश में इतना अच्छा समर्थन मिला, उन्होंने उज्ज्वला के माध्यम से पहल की कि हर एक के घर में कैसे एलपीजी सिलिंडर पहुंचा सके, यह दीवार टूटे गरीब-अमीर के बीच, हर गरीब महिला को भी एलपीजी का लाभ मिले, उन्होंने पहल की कि देश भर में पाइपलाइन का जाल कैसे फैलाया जाए जिसमें आगे चलकर इंडस्ट्री को भी पाइप गैस मिले, शहरों में पाइप गैस पहुंचे, शहरों से जो सिलिंडर रिलीज़ होंगे, छूटेंगे, बचेंगे वह गाँव में जाकर गरीबों की सेवा कर सके, पहल की कि 5 किलोग्राम का सिलिंडर जो गरीब भी अफ्फोर्ड कर सके, आखिर एक गरीब के घर में बड़ा सिलिंडर बहुत लम्बे अरसे तक चले उसके बदले छोटा सिलिंडर हो, कम पैसे में मिल जाये|

अलग-अलग उनकी जो योजनाओं से वह गरीबों को, महिलाओं को लाभ पहुँचाने की कोशिश कर रहे हैं उसमें एक और अहम् पहल आज उजाला को भी उज्ज्वला के साथ जोडकर देश भर में कैसे यह सस्ते उपक्रम, बल्ब हों, फैन हों, ट्यूबे लाइट हो, यह जनता तक पहुंच पाए| और मैं समझता हूँ इतना बड़ा मार्केटिंग नेटवर्क शायद ही और किसी के पास इस देश में होगा जितना बड़ा इन तीन कम्पनीज़ के पास और पेट्रोलियम मिनिस्ट्री के पास है|

तो मैं आप सभी का बहुत-बहुत धन्यवाद करना चाहूँगा, आपने जो कॉन्फिडेंस दिखाया इस प्रोडक्ट पर, इस छोटी सी कंपनी पर और आपने जो खुले दिल से, अभी-अभी EESL के अधिकारी कह रहे थे कि शायद दो-ढाई हज़ार पेट्रोल पंप तक यह योजना पहुँच पायेगी अगले कुछ महीनों में| धर्मेन्द्र जी ने तुरंत कहा, नहीं-नहीं, हमारी कोई योजना धीमी गति से नहीं चलती है, हमारी योजना तो तेज़ गति लेगी और पूरे देश भर में फैलेगी| जितना जल्द से जल्द हो सके सभी पेट्रोल पंप पर यह सुविधा उपलब्ध कराई जाएगी|

तो यह दर्शाता है इस नयी सरकार का नया काम करने का ढंग जो मान्य प्रधानमंत्री मोदी जी ने देश भर में हर कार्यक्रम को जो स्पीड दी है, जो स्केल दिया है और जिस स्किल्फुल तरीके से कार्यक्रमों को जनता तक पहुँचाने का उनका जो कंटीन्यूअस प्रयास रहता है, लगातार सोचते रहते हैं कैसे कार्यक्रम जनता के साथ जुड़े, जनता तक पहुंचे, उसका शायद एक और उदाहरण आज यह partnership है|

It’s a partnership between smart companies, it’s a partnership for the smart people who want to save electricity, who want to enjoy the benefits of energy efficiency. It’s a partnership between smart companies who will all benefit from this. It’s a partnership which will lead to taking up smart grids in the country on the energy side. It’s a partnership that will result in smart cities going forward, which is the dream of this government. It’s a partnership which will help make India a smart country leading up to the vision of the honorable Prime Minister that by 2022, a new India which is on the horizon, a new India where sustainability is important, a new India where nobody is deprived of the basic amenities like electricity, a toilet, good schools and colleges in nearby areas, good health facilities, a road leading up to everybody’s village and then to his home, a shelter on every citizen’s head, a smart India which does not follow what happens in the world, but ultimately leads the world to a better and brighter future.

And I think Ujjwala and Ujala are two flagship schemes of Prime Minister Narendra Modi’s government, which are at the forefront of this revolution towards a new India. And I am sure both these schemes will show the way, will light up the way to a better future for every smart woman of this country, rich or poor, everybody benefits from the scheme, everybody who pays an electricity bill will benefit from the using of more energy efficient appliances.

And I am delighted that with this partnership, we are further strengthening the bonds between the two Ministries. After all, energy sector is half held by Dharmendraji, half held in this Power Ministry/Power, Renewable Energy Ministry. So, it is very natural that we are working together as partners, partners for the betterment of the people of India, partners for a brighter and better future for the people of India. And I have no doubt in my mind, as Lady Bird Johnson had said, ‘the environment is where we all meet; where all have a mutual interest; it is the one thing all of us share.’

And this is one effort between the Ministry of Power and the Ministry of Petroleum and Natural Gas to contribute towards a better environment, contribute to reducing pollution, contribute to making a better life for the people of India. I am sure the efforts that we are all working in for reaching out this facility to the nook and corner of the country will help us make India the first large country in the world, actually, I don’t think even any small country has embarked on a mission like this; but India would probably be the first country in the world, which will be 100% using LEDs for its lighting needs by 2019. And, it will be a big message to the world that India acts rather than only promises; India delivers on what they promise. And India is sensitive to this global effort to fight the adverse impacts of climate change.

Energy efficiency as we all know is probably the 5^th mode of providing energy, while oil and gas provide energy, electricity provides energy; we have different forms of energy. But energy efficiency has an added advantage, because it provides indirectly a saving, direct saving and an indirect generation of energy. So, I think it’s a great step forward where we are all going to work together. I compliment all the four companies who have decided to come together, work towards a long-term, sustainable future for this nation.

And as we transition towards a sustainable growth, as we transition towards a more efficient way of doing business in India, I am sure the mission and the targets that each of these companies have set up will be achieved, will be achieved expeditiously, will lead to the 3 ‘Ss’ that we have been working towards – sustainability, security and safety. And, together, we will make this programme a huge success. I wish this partnership going forward a lot of success in meeting the ambitions, meeting the demands of the people. I am sure this will take the Ujala programme to the length and breadth of the country.

Going forward, we will see how we can work together. The more I see Dharmendraji working I am finding a business leader emerging, from a person who comes from a political background, who comes from a background of public service; I find he comes out with some of the most innovative business models in everything that he does.

And today is the day of celebration, I think he should have mentioned it. But on his behalf, because probably, he refrained from mentioning it because it is an achievement of his Ministry. But I would like to share with you, today the first vessel bringing oil from the United States of America has been dispatched, which will be coming to India, finally opening up a new source of oil and gas for India, which has already seen its ripples in the petroleum product pricing and will save India thousands of crores going forward in our oil imports.

He has already had huge success in his negotiations with Qatar about which I have spoken on many different forums. He has been able to bring down the imported price of petroleum products through deft negotiation in the past and through this new interaction and engagement with the United States, going forward, India will have huge benefit of opening up new sources of petroleum products.

My compliments to you Dharmendraji, I think the acumen that you have shown in running this entire space, which is a difficult space. It’s been a space, which has had so many controversies in the past, but an unblemished track record of 3 years of improvement, sustainable improvement that we have seen in the petroleum sector will help India emerge in the years ahead as probably another success story to make India self-reliant, to make India a leader in the petroleum sector.

And I compliment all the 3 companies working under Dharmendraji and his team to make India a petroleum capital of the world, huge amount of refinery capacity is being added under his leadership, as I said, huge pipelines being added across the country.  All of this leading towards India’s long-term energy security.

My compliments to all those who are behind this effort and I wish this new venture between EESL and the 3 companies great success in the months and years to come.
