मित्रों, आज हम सबको, हर देशवासी को ख़ुशी है कि भारतीय जनता पार्टी और प्रधानमंत्री श्री नरेन्द्र मोदी जी के नेतृत्व में जो गत साढ़े तीन वर्षों में लगातार देश हित और जनहित के काम सरकार ने किये हैं, समाज के सभी वर्गों की सेवा हेतु जिस प्रकार से भ्रष्टाचार के विरुद्ध, काला धन के विरुद्ध, एक अच्छी अर्थव्यवस्था बनाने के लिए और लम्बे अरसे तक भारत की विकास की यात्रा तेज़ गति से बढ़ती रहे उसके प्रति जो बहुत सारे कदम मोदी जी के नेतृत्व में सरकार ने लिए हैं उसकी एक और सर्टिफिकेशन बोलिए, सराहना बोलिए, रिकग्निशन कहिये, आज मूडीज़ द्वारा भारत की रेटिंग को लेकर जो अपग्रेड हुआ है उसके लिए मैं भारतीय जनता पार्टी की तरफ से माननीय प्रधानमंत्री श्री नरेन्द्र मोदी जी, माननीय वित्त मंत्री श्री अरुण जेटली जी, और एक प्रकार से सभी भारतवासियों को बधाई देता हूँ, खासतौर पर जिस प्रकार से दूरदृष्टि रखते हुए इस सरकार ने काम किया, राजनीतिक लाभ से उठकर निर्णय प्रक्रिया को मज़बूत बनाया, कड़े फैसले लिए और 2004 के बाद पहली बार 14 वर्ष के बाद, खासतौर पर क्योंकि लास्ट जो रेटिंग रिव्यू हुई थी वह दिसम्बर 2003 और जनवरी 2004 के बीच की थी – दिसम्बर 2003, जनवरी 2004 – यानी लगभग आजसे 14 वर्ष पहले जब प्रधानमंत्री श्री अटल बिहारी वाजपेयी जी के नेतृत्व की फिर एक बार बीजेपी के नेतृत्व में एनडीए की सरकार के समय लास्ट रेटिंग अपग्रेड भारत का हुआ था|

यह बड़ी ख़ुशी की बात है कि एक बार और सिद्ध होता है कि भारत में देश हित और जनहित के कार्य, समाज सुधार के कार्य और आर्थिक व्यवस्था को मज़बूत बनाने का काम जब-जब भारतीय जनता पार्टी की सरकार आती है, भारतीय जनता पार्टी के नेतृत्व की एनडीए सरकार आती है तब होता है| और जब-जब कांग्रेस की सरकार आती है तो देश की आर्थिक व्यवस्था का क्या हाल होता है वह तो देश ने भलीभांति पिछले 10 वर्ष में ’04 से ’14 के बीच और वैसे देखें तो आज़ादी के बाद लगभग 50 वर्ष कांग्रेस ने राज किया है जिसके कारण आज भी देश में इतनी सारी समस्याएं हैं, आधार भूत सुविधाओं से वंचित हैं, गरीबी है जिसको ख़त्म करने के लिए भारतीय जनता पार्टी की सरकार लगातार तट पर है|

कई निर्णय लिए गए पहले दिन से, 2014 से काले धन और भ्रष्टाचार के विरुद्ध, बैंकिंग सेक्टर को भी ठीक करने के लिए सही मायने में जो NPAs, खासतौर पर जो लेंडिंग यूपीए के समय में हुई थी 2007 से लेकर 2012-13 तक जो अधिकांश रूप में जो NPAs को रिप्रेजेंट करती है उसको क्लीन अप करने के लिए, उसी के साथ-साथ बैंकिंग एंड इन्सोल्वेंसी कोड पास करके और अब बैंक रिकैपिटालैसेशन द्वारा बैंकिंग सिस्टम को और ज्यादा मज़बूत बनाने का जो काम मोदी जी की सरकार ने, भाजपा की सरकार ने जो किया, साथ ही साथ आधार और जैम – जनधन, आधार, मोबाइल – की ट्रिनिटी को यूज़ करके डायरेक्ट बेनिफिट ट्रान्सफर, सीधा लोगों के खाते में सब्सिडी जाये, यह जो एक काम किया जिससे बिचौलियों को ख़त्म किया और असली हकदार के जेब में पैसे देने का काम किया और लीकेज ऑफ़ सुब्सिडीज़ को रोका इसकी भी सराहना मूड़ीज़ की रिपोर्ट में की गयी है|

डिमोनेटैज़ेशन – नोटबंदी, विमुद्रीकरण के बारे में जो अलग-अलग लोग, अलग-अलग सोच, अलग-अलग प्रचार कई नासमझ लोग उसको नाम दिया करते थे जो मेरे खयाल से उन सबकी बोलती बंद करने वाला आज मूडीज़ की रिपोर्ट तक ने उसकी बड़ी खुलकर प्रशंसा की है नोटबंदी की और आलोचकों का मुंह बंद किया है| एक प्रकार से, if I may be permitted, what the ill-informed termed as the Gabbar Singh Tax, the more informed have now recognized it as the landmark of Indian reform. मैं जीएसटी का ज़िक्र कर रहा हूँ, जीएसटी के बारे में कुछ विपक्षी लोगों ने अलग-अलग क्रिटिसिज्म, अलग-अलग आलोचना की और यह कहा, and I am repeating it in English, what the ill-informed regard as the Gabbar Singh Tax, the more informed have now recognized it as the landmark of Indian reform.

विश्व में भारत जितना बड़ा कोई भी एक भी देश नहीं है जिसने जीएसटी जैसा ट्रांसफॉर्मेशनल, बड़े बदलाव करने की आज तक साहस की हो| भारत पहला देश है विश्व में इतना बड़ा देश, 125 करोड़ लोगों का इतना बड़ा देश, 29 राज्य, यूनियन टेरिटरीज अलग, सबकी सर्वसम्मति से संघीय ढ़ांचे के अंतर्गत पार्लियामेंट में सर्वसम्मति से पारित करके जीएसटी को भारत में लागू करके का साहस किसी भी देश ने विश्व में आज तक इतने बड़े देश ने नहीं किया, छोटे देश करते हैं, यूके, फ्रांस, कनाडा, इतने बड़े देश ने आज तक ऐसा साहस नहीं किया| इसके लाभ अनगिनत हैं, सभी समझते हैं, सब अर्थव्यवस्था के लोग, अर्थशास्त्री समझते हैं| लेकिन जिन लोगों को कम समझ है, और खासतौर पर अर्थव्यवस्था की तो जिसने बहुत बुरी हाल कर दी 10 साले के अपने शासन में| और हम सब जानते हैं कि प्रधानमंत्री भी थे लेकिन असली बागड़ोर किसके हाथ में थी 2004 से 2014 के बीच| उस परिवार की जितनी समझ है उसके हिसाब से तो उनको यह गब्बर सिंह टैक्स ही दिखेगा| लेकिन जो विश्वस्तरीय एक प्रकार से से बेंचमार्क है और रेटिंग एजेंसीज को बेंचमार्क के रूप में लगभग सभी निवेशक देश और विदेश में देखते हैं, उन्होंने इसको एक लैंडमार्क रिफार्म की तरह रेकोगनाइज़ किया है|

साथ ही साथ जैसे टैक्स बेस बड़ा होगा, इनफॉर्मल सेक्टर फॉर्मल सेक्टर में आएगा, उससे टैक्स रेट्स कम होते जायेंगे, ईमानदार व्यवस्था बढ़ेगी तो भ्रष्टाचार और काला धन ख़त्म होगा| इंफ्रास्ट्रक्चर आधारभूत सुविधाओं के बारे में जो ऐतिहासिक कदम इस सरकार ने उठाये हैं फिर चाहे वह सागर माला-भारतमाला जैसी बड़ी योजनाएं हों परिवहन के क्षेत्र में, चाहे रेलवेज में लगभग 8.5-9 लाख करोड़ रुपये निवेश करके रेलवे को सुरक्षित बनाना, सुविधाएं बढ़ाना, नयी टेक्नोलॉजी लाना और एक अंतर्राष्ट्रीय स्तर का रेलवे क्रिएट करने की कोशिश, एविएशन के क्षेत्र में बहुत बड़ा बदलाव लाना, उड़ान लाया गया नए-नए एयरपोर्ट देश भर में खुल रहे हैं| बिजली के क्षेत्र में इस देश में अगले वर्ष के अंत तक हर घर तक बिजली पहुंचाने का बड़ा काम जो इस सरकार ने बीड़ा उठाई है|

इन सब और ऐसे अनगिनत और कदम जिसको मैं कई बार कहता हूँ एक माला के अन्दर जैसे beads होते हैं, beads in a necklace, ऐसे अलग-अलग beads को देश हित और जनहित में कार्यान्वित करके प्रधानमंत्री मोदी जी ने जो आज इस देश का गौरव बढ़ाया है पूरे विश्व में, भारत की जनता ने तो इसकी सराहना, समर्थन और आशीर्वाद दिया ही है जिसके कारण आज भाजपा और भाजपा के साथ देने वाले पक्षों की कहाँ 6 सरकारें थी 2014 में, आज 18 हैं, और अगले महीने तक 19 हो जाएँगी| और मुझे लगता है अगले वर्ष तक तो शायद जैसे-जैसे भारत भ्रष्टाचार-मुक्त होते जा रहा है वैसे-वैसे कांग्रेस-मुक्त भी साथ में होते जा रहा है|

ऐसी परिस्थिति में भारत के अन्दर जनता का स्नेह, प्यार, समर्थन और आशीर्वाद और साथ ही साथ अंतर्राष्ट्रीय स्तर पर फिर वह वर्ल्ड बैंक की Ease of doing business की ऐतिहासिक छलांग 130 अंश से सीधा 100 रैंक पर आना, फिर चाहे PEW report, PEW की सर्वे रिपोर्ट जो अपने आप में एक बड़ी निष्पक्ष, non-partisan रिपोर्ट मानी जाती है और विश्व भर में जिसकी बहुत इंतिज़ार रहता है, लोग देखते रहते हैं उसमें क्या निकलता है जिसमें दिखाया गया है कि शायद ही कभी ऐसा इतिहास में हुआ होगा कि एक राजनेता सरकार कमान संभाले और साढ़े तीन साल तक लगातार उनकी विश्वसनीयता जनता के बीच बढ़ती रहे, वह और लोकप्रिय होते रहे और 10 में से 9 लोग साधारणतः प्रधानमंत्री मोदी जी की प्रशंसा करें, उनके काम पर संतुष्टि ज़ाहिर करें, अर्थव्यवस्था को देखते हुए अपनी ख़ुशी ज़ाहिर करें| और आपने PEW report में अगर गहराई से देखा तो 2013 अंत में, दिसम्बर 2013-जनवरी-फेब्रुअरी 2014 में जब एक PEW report निकली थी तब बताया गया था कि देश में सिर्फ और सिर्फ 29% लोग विश्वास करते हैं कि उनकी सरकार अच्छी चल रही है और देश अच्छे हाथों में है, सही हाथों में है और देश की अर्थव्यवस्था, देश में सब कामकाज ठीक चल रहा है – मात्र 29%, जो सिर्फ 3-3.5 साल में बढ़कर The Trust Index विश्वसनीयता अपनी सरकार के ऊपर, अपनी व्यवस्थाओं के ऊपर 29% से बढ़कर ढाई गुना हो गयी, लगभग 70% हो गयी|

इतना बड़ा बदलाव हुआ है इस देश में, और प्रधानमंत्री जी की खुद की लोकप्रियता तो हर साल बढ़ते ही जा रही है उसमें आजके दिन लगभग 28% पर खड़ी है| और अब आज सुबह जो मूडीज़ ने BAA3 से सुधार करके BAA2 की नयी रेटिंग और साथ में Outlook को Stable बनाया है, Positive outlook से Stable जो investment grade से भी एक अंश ऊपर है यह एक प्रकार से यह दर्शाता है कि आज देश ही नहीं पूरी दुनिया ने भारतीय जनता पार्टी प्रधानमंत्री मोदी जी के नेतृत्व में जो एनडीए सरकार सुशासन और अन्य-अन्य योजनाओं के साथ देश की जनता के जीवन में बदलाव ला रही है, देश के हर वर्ग के जीवन में परिवर्तन के पीछे प्रतिबद्ध है फिर वह गरीब हो, किसान हो, मध्यम वर्गीय परिवार हो, महिला हो, युवा-युवती हो, समाज में शोषित, वंचित, पीड़ित समाज हो, दिव्यांग हो, वृद्ध, सीनियर सिटीजन हो, हर वर्ग के लिए सबका साथ लेते हुए, सबके उज्ज्वल भविष्य के लिए काम करने वाली यह सरकार मैं समझता हूँ आज फिर एक बार इसका endorsement, इसकी सराहना हुई है, मैं पुनः एक बार भारतीय जनता पार्टी की तरफ से प्रधानमंत्री मोदी जी को तहे दिल से बधाई देता हूँ, धन्यवाद देता हूँ इस शानदार काम के लिए| और मुझे पूरा विश्वास है कि इसी प्रकार से निरंतर यह सरकार जनहित और देश हित के काम करती रहेगी|

एक छोटा विषय जो लालू प्रसाद यादव जी ने कुछ ट्वीट किया है या कहा है, बुलेट ट्रेन के बारे में कि MoU के बगैर यह बुलेट ट्रेन का काम शुरू हो रहा है, अब क्योंकि मेरे विभाग से संबंधित है और अनिल जी ने मुझे मौका दिया आप सबसे मिलने का तो मुझे लगा वह भी मैं साथ में आप सबको अवगत करा दूं| मुझे बड़ी हैरानी होती है कि एक व्यक्ति जो पहले रेल मंत्री रह चुके हैं कई वर्षों तक वह इतने नासमझ हो सकते हैं और उनका समझने का दायरा इतना कमज़ोर है कि उनको यह भी नहीं मालूम कि सरकारी तंत्र कैसे चलता है|

13 दिसम्बर, 2015 को यह पीआईबी की प्रेस रिलीज़ है जो फिर एक बार मैं आप सबको दूंगा| His Excellency, Shinzo Abe san, जो प्रधानमंत्री हैं जापान के वह जब दिसम्बर 11 से 13, 2015 को भारत आये थे उस दौरान एक MoU साइन हुआ था 12 दिसम्बर, 2015 को on cooperation and assistance in the Mumbai-Ahmedabad high-speed rail project, जिसको कई लोग बुलेट ट्रेन कहते हैं और दो और Comprehensive technological cooperation agreement 11 December, 2015 को Modernisation and Upgradation of Indian Railways के लिए उनके विजिट के दौरान साइन हुए थे, उसकी पूरी डिटेल्स प्रेस को बताई गयीं – MoU की डिटेल्स और MoC की डिटेल्स|

अब किसी ने शायद कुछ RTI किया होगा रेलवे में जिसमें एक डेट दी कि इस तारीख को क्या MoU साइन हुआ, इस तारीख को क्या MoU साइन हुआ है हाई-स्पीड ट्रेन का तो सरकार को तो जवाब, जो प्रश्न है उसी का जवाब देना होता है तो रेलवेज ने जवाब दिया कि नहीं, इस तारीख को MoC साइन हुआ भारत और जापान के बीच में| तो वह तारीख अगर RTI में जो तारीख पूछी गयी उस तारीख के हिसाब से जवाब दिया गया 11 दिसम्बर के दिन MoC साइन हुआ था लेकिन उस व्यक्ति या लालू प्रसाद जी ने इतनी भी चेष्टा नहीं की कि असलियत पूरी तरीके से समझ लें कि उसके अगले दिन 12 दिसम्बर को MoU साइन हुआ बुलेट ट्रेन के विषय में जो जानकारी पूरी देश और दुनिया के समक्ष है| उसके बावजूद इतनी नासमझी दिखाना इतने सीनियर लीडर जो पहले रेल मंत्री भी रह चुके हैं, मैं समझता हूँ इस देश का दुर्भाग्य की बात है और दर्शाता है कि कितना बौखला गया है विपक्ष|

मैं आपको इतना आवश्य बता सकता हूँ कि भारतीय जनता पार्टी के जो लगातार विजय की प्रक्रिया चल रही है उसमें हिमाचल प्रदेश और गुजरात में ऐतिहासिक विजय भारतीय जनता पार्टी हासिल करने जा रही है और भारतीय जनता पार्टी, प्रधानमंत्री मोदी जी और हम सब पूरे एक जैसा मैंने अभी बताया एक bouquet of projects, bouquet of programmes को लेकर देश और जनता का आशीर्वाद लेते हैं, देश और जनता की सेवा करते हैं, जीएसटी भी उसमें सम्मिलित है, और बहुत सारे कदम उठाये गए हैं भ्रष्टाचार और काले धन के विरोध में, भारत की अर्थव्यवस्था को सुधारने में| एक प्रकार से हमारे सभी कामों की सराहना जनता ने लगातार एक के बाद एक सिर्फ यूपी चुनाव नहीं, मैंने अभी बताया 6 से 18 सरकारें हमारी हो चुकी हैं, अगले महीने 19 हो जाएँगी और उसके बाद 2018 में वह बढ़कर आगे बढ़ते रहेंगे|

उत्तर: नहीं, आपकी जानकारी शायद थोड़ी सुधार कर लें, उसके पहले मूड़ीज़ की रेटिंग बदलती रही है, मूड़ीज़ की रेटिंग 2004 के पहले 2003 में अलग थी, उसके पहले 1999 में अलग थी| तो मैं समझता हूँ ज़रा आप अपनी जानकारी को भी सुधार कर लीजिये|

और आप अगर अर्थव्यवस्था समझते हैं तो आप यह भी जानते होंगे कि 400 बिलियन डॉलर से अधिक आज हमारी विदेशी मुद्रा का भंडार है भारत में जो हमारे एक साल के लगभग इम्पोर्ट्स को meet कर सकता है| और 1990 में जो विदेशी मुद्रा थी भारत के पास वह दो हफ्ते के इम्पोर्ट के लायक ही रह गयी थी, वह शायद जानकारी को आप नज़रंदाज़ कर रहे हैं|

I think this is the state of desperation in the congress party and its leadership. They have lost all sense of proportion and are, in fact, damaging the credibility of institutions, which is not in national interest. Ultimately, India is a part of the global community. Today, in this globalised world, India is also engaged with all countries in the world, with investment coming in, with imports, exports, and such comments only go to undermine India’s strength and India’s image and credibility in the world.

I would urge the honourable leaders of the opposition parties not to stoop so low as to take politics to a level where India’s national interests are hurt.

Well, another statement which reflects the desperation of the Congress party, my colleague, मेरी सहयोगी श्रीमती निर्मला सीतारमण जी ने आज इसका स्पष्टीकरण दिन में पहले ही कर दिया है, बहुत स्पष्ट स्पष्टीकरण किया है| भारत और फ्रांस के बीच में यह एक government to government negotiation के माध्यम से Rafale की डील हुई जिसके तहत जो भारतीय वायुसेना के लिए बहुत urgent requirement थी, जो एक प्रकार से हमारी strike capability को compromise करती थी ऐसे 36 प्लेन को लेने का निर्णय लिया गया और उस निर्णय के तहत वह प्लेन भारत में आयेंगे| यह एक अलग transaction है, जो government to government हुई है, इसके इलावा भारतीय डिफेंस फोर्सेज भारत में सक्षम बनें मैन्युफैक्चरिंग के लिए मेक इन इंडिया के तहत, strategic defence cooperation से भारत में चीज़ें बनें उसके लिए हम लगातार प्रयत्न कर रहे हैं| उसके तहत कोई भी कंपनी किसी के भी साथ कोई भी एग्रीमेंट करे उसमें सरकार का कोई रोल नहीं है|

आप भी जाकर कोई विदेश में किसी भी कंपनी के साथ एफडीआई पालिसी के तहत कोई एग्रीमेंट करें उससे सरकार का कोई लेना देना नहीं है और सरकार की उससे खरीदने के लिए कोई प्रतिबद्धता नहीं है|

उत्तर: Well, I don’t think here we have any situation where we need to run away from facing parliament. First of all, I just want to add to what he just said, there is a lot of political capital and appreciation for Prime Minister Modi, not only because he is Prime Minister Modi, that is obviously an element. But because he is Prime Minister of a strong, powerful nation of 125 crore Indians and it is a mark of great respect for all of us, the 125 crore citizens of this country. And that is the strength with which Prime Minister goes, represents a people, 125 crore people of India.

And it is a great recognition and political capital of all of us, 125 crore citizens that is reflected not only in the leadership that India is providing now in every international forum but also in the continuous recognition and reports and surveys that come out in favour of the government and Prime Minister Modi in India.

As regards parliament is concerned, there are elections which were there in Himachal and now in Gujarat, a lot of people had been requesting and had been busy with election duties. And a lot of people requested that we should be allowed to focus on that, but I am sure government will be taking a decision soon on the parliament dates and when the parliament will be convened.

उत्तर: आज भारतीय मजदूर संघ ने एक बहुत ही बड़ा दिल्ली में कार्यक्रम किया, देश भर से भारतीय मजदूर संघ के मेम्बर्स आज दिल्ली आये, और वास्तव में एक प्रकार से यह दर्शाता है कि आज ट्रेड यूनियन मूवमेंट में भारतीय मजदूर संघ का बहुत ही महत्वपूर्ण स्थान बन गया है| उनका एक प्रतिनिधि मंडल अलग-अलग क्षेत्र में काम करने वाला माननीय वित्त मंत्री जी के पास मिलने आया था अपने विचार रखने आया था, कुछ मांगें रखने आया था| बहुत अच्छी बातचीत हुई है हमारी उस प्रतिनिधि मंडल के साथ, भारतीय मजदूर संघ के नेताओं के साथ|

उन्होंने रिकॉर्ड पर वित्त मंत्री के माध्यम से माननीय प्रधानमंत्री श्री मोदी जी को भी धन्यवाद दिया है उनके प्रगतिशील कदमों के लिए, उलटे मीटिंग भी शुरू हुई तो मूड़ीज़ के रेफेरेंस से शुरू हुई| उन्होंने प्रधानमंत्री जी और वित्त मंत्री जी को बधाई दी कि आज देश ही नहीं पूरा विश्व प्रधानमंत्री जी और भारतीय जनता पार्टी की सरकार के कामों को कार्यक्रमों की तारीफ कर रहा है, वहां से शुरू हुई| फिर उन्होंने बताया कि जो-जो कामगारों के हित में कार्य किये हैं भाजपा की सरकार ने, मोदी जी ने, पहले से मिनिमम पेंशन हज़ार रुपये करना बहुत बड़ा महत्वपूर्ण निर्णय था| मिनिमम वेजेस 22% से बढ़ाना और हर सेक्टर के लिए, पहले तो कभी एग्रीकल्चर के लिए हो रहा है, कभी कंस्ट्रक्शन के लिए हो रहा है, कभी स्टील, यह पहली बार भारत के इतिहास में एक साथ पूरे कामगार क्षेत्र के लिए 42% मिनिमम वेजेस को बढ़ाया गया, बोनस को बढ़ाया गया| बोनस में जो लिमिट पहले शायद 7,200 या 7,600 रुपये थी उसको बढ़कर 10,000 रुपये किया गया| बोनस की जो लिमिट थी उसको बढ़ाकर शायद 21,000…अन्य-अन्य चीज़ें उन्होंने गिनाईं जिससे वह बहुत संतुष्ट थे|

उन्होंने यह भी वित्त मंत्री जी से आग्रह की और मांग की कि जो सिक्यूरिटी कोड और वेजेस कोड सरकार ने इनिशिएट किये हैं वह बहुत अच्छे कोड्स हैं उसके ऊपर जल्द से जल्द कार्रवाई की जाये और उसको पार्लियामेंट से पास किया जाये| और साथ ही साथ उन्होंने कुछ विषयों पर सरकार का ध्यान आकर्षित किया जिसपर सरकार पूरी तरीके से विचार-विमर्श करके उचित निर्णय लेगी|

उत्तर: Well, this government has continuously stayed the course of reform, perform and transform, and as one of my senior leaders used to say, also inform. We have continuously kept up the momentum to make infrastructure the bulwark of our investments, to focus on creating a framework in which the nation can see decades of prosperity. When you make such transformational change, the transitional period also has its own challenges which we have faced with confidence, and as they say in English, we were willing to bite the bullet where most political parties would have fallen shy or would have been not confident enough to face the consequences. This is one government which has taken bold decisions, and thanks to those bold decisions the nation is moving towards a more formal economy, a  more digital economy and a more honest economy which is being recognized the world over.

As things proceed and progress, we wish to continue on the path of fiscal consolidation so that the macro-economic position of this country continues to be strong. We will continue to improve on all the parameters, be it reducing deficits, improving our growth prospects, reducing and keeping inflation under control which for the last three and a half years you have seen inflation has been totally under control at never before low levels.

We will continue to persevere to bring down interest rates. We will continue to bring more of the economy in the formal economy, so that on a wider tax base we can reduce the tax rates. Along with that our thrust through Bharatmala to create a whole web of road network, through Sagar Mala to expand our port infrastructure, through investments in the railways to make it a more safer, secure, more comfortable journey for the people of India, expand our freight carrying capacity, ensure that we bring in the latest and most modern technology, be it in signaling systems,  be it in security apparatus, be it through the bullet train project.

Our effort will be to ensure that every part of the country gets connected through optic fiber. You are all aware that in the last 3 years, we have expanded from 358 kms of optic fiber to 2 lakh 20 or 30 thousand kilometers of optic fiber being laid in the country. We have nearly completed village electrification, I think barely 2000 villages are left, which will be completed well before 1^st May, the 1000-day target that PM had set.

Now we are embarking on Soubhagya, for the first time a government has taken it upon itself to provide free electricity connection to every household in this country, those who are outside the SECC will pay a nominal amount of Rs 500, Rs 100 per month for 5 months. Other than that everybody getting free electricity connection first time in the history of India. So a variety of initiatives to expand the welfare of the poorest of the poor, to ensure a better quality of life for the middle class in this country and to provide dignity of labour to every worker in this country will be our effort in the days to come.

Q: I must ask you this question that if the timing a positive surprise, given the fact that our peers Brazil, China, all these peers have been downgraded, and we are the first sovereign to be upgraded ever since the financial crisis.  Does this make it even sweeter?

A: Well, I think Prime Minister Shri Narendra Modi and Finance Minister Shri Arun Jaitley have stayed the course consistently. We were sworn-in in 2014 relentlessly they have pursued the agenda of fiscal consolidation. They have ensured that the government focuses both on the macro and in outcomes, delivery to the last man at the bottom of the pyramid. And, end of the day, this consistent fight against black money, against corruption, reform to bring about a dramatic change in the way people behave about paying taxes, the GST, the improvements in income tax collection, a wider tax base. I think consistency has been recognised by the rating agencies.

One after the other you had the PEW report come in just day before yesterday, before that you had the ease of doing business report. Consistently, you are seeing the world recognise what the people of India recognised first that this is the government that is performing, here is a leadership led by Prime Minister Modi which means business when it comes to serving the people of India.

Q: While Mr Goyal the reports sort of points out a slew of reforms undertaken by the government from GST, demonetization, the monetary policy framework, etc. etc. But one would argue that probably the immediate trigger was the move to recapitalize banks, the massive thrust on recapitalizing bonds via recap bonds as well. Would you agree that that’s the immediate trigger because it shows the government’s intent to fix the NPA crisis?

A: Well, our intent to fix the NPA crisis was recognised almost 2 years ago, the fact that this has been consistent in our approach, fiscal responsibility has been consistently maintained by this government, banking and insolvency code coupled with bank recapitalization, it’s I think both put together that demonstrate this government is very keen to clean up the banking system. The direct benefit transfer linked with Aadhar, the Jan Dhan account, Aadhar Mobile, the JAM trinity, coupled with direct benefit transfer finally showing a ray of hope that leakages and subsidies will be over in this country. Improvements in tax collection, a wider tax base, lowering of rates both on the direct and the indirect tax side.

GST – something which governments for years could not do, in fact, I think there is no parallel in the world of a country of the size of India implementing GST. And consistently doing all this in the midst of elections, so without fear that this move will cause this election, this move will have an impact on this election. I think the people of India first gave us the thumbs up on that and now the world is also recognizing that this kind of focus on a strong, structural framework for the future, this kind of focus in an honest and clean administration probably has never been seen in the country before.

It was the last time Moody’s upgraded India was when Mr Vajpayee was Prime Minister again leading a BJP-led NDA government. It clearly demonstrates to the people of India that it is only the Bhartiya Janta Party and its leadership, led now by Prime Minister Shri Narendra Modi, Finance Minister Shri Jaitley, which is truly focused in making India once again that great country that we always were.

Q: Alright, you made your political pitch now, you will have to answer the question about the economy back once again. A lot of people believe, and laud the fact that yes, we have got a ratings upgrade up to 14 years, it’s momentous. But a lot of people believe this will obviously lower our cost of debt, this is going to help us raise cheaper capital. What will all of that mean for the capital expenditure cycle? What will all of that mean for investments because the cost of capital is going to be a lot lower now?

A: Well, of course, it will not only be the cost of debt, but it will also be the equity return expectation of investors, both domestically and internationally which hopefully will right size now, something which we all believe should have happened given the reforms that we had been doing, given the performance of this government much earlier. Hopefully, now the monetary policy authorities will also recognise that consistently low inflation that the Modi government has been associated with will now be recognized by the regulators also. The last figure also is much below the estimates of the regulator, all of this will mean that we will have ability to raise more funds and more capital to reinvigorate the economy, give a spur to growth, to help capex both on the public side and on the private side. It will help us take our welfare programmes for the people on a much fast track basis.

Take the affordable housing programme, only yesterday in the cabinet, we allowed even larger houses which the middle class aspires to have to be benefited by the Pradhan Mantri Awas Yojana. Now all of those people will see lowering of interest rates, better affordability and we can hopefully look at further accelerating the pace towards that New India – 2022, where everybody owns their own house. Already on electricity, you are seeing significant upswing in the demand for electricity, more and more homes are getting connected. In the next 12 to 15 months, you will probably see every home in this country, every willing consumer being connected with electricity. Our Ujjwala Yojana where we are giving LPG to all our poor families who could not afford LPG connections, by the end of next year I think most of those families will be covered.

Look at the dramatic change that is happening in the thinking in the country. I had the Chief Minister of Rajasthan with me few minutes back, and we had brought in UDAY, the Ujjwal DISCOM Assurance Yojana, the power sector reform. Rajasthan has been able to bring down their losses in the DISCOMs to one-third of what there were – from 15,000 crores to 4,800 crores last year, in the current year they expect to halve that to approximately 2,500 crores and turn a profit next year, 2 years ahead of schedule.

That is the dramatic turnaround that we are seeing in this country. To my mind, it’s only a positive going forward. Even Moody’s has estimated that given that this transient impact of GST and all the other improvements that we have done is now behind us. They expect the economy to be growing 7.5%.

A: This is only a confirmation that Prime Minister Modi and his government have consistently focused on good governance, have focused to deliver to the people of India a better quality of life, have continued to stay on the path of good fiscal consolidation, creating a macro-economic situation which will strengthen India for growth for decades in the future. And, very clearly, our fight against corruption, our fight against black money, our effort to clean up the banking system through honest recognition of NPAs, the banking insolvency code, the effort to recapitalize the banks – all of these various steps – GST introduced in a country of the size of India first time ever in the world, demonetisation giving a clear message that India will not tolerate corruption and black money, all of these put together, these bouquet of steps towards good governance, good government and welfare of the people of India, all sections of the people of India are now being recognised consistently by international agencies. You are very well aware that the people of India have voted for Prime Minister Modi’s good governance again and again in election after election.

BJP had 6 state governments till 2014, we have 18 state governments now, by next month we will hopefully have 19 state governments. Going forward, international agencies also now are recognising the good work that this government is doing. You had the Ease of doing Business report by the World Bank very recently giving us 30-point improvement, which has never happened before. You had the PEW survey, it’s a very non-partisan survey that comes out every year which showed that year on year, the people’s trust in Prime Minister Modi, the people’s satisfaction with the economic growth and economic progress and people’s confidence that we are in the right hands, is improving every year and almost 9 out of 10 Indians are happy with this government.

To my mind, all of these cumulatively demonstrate that Prime Minister Modi and Finance Minister Jaitley’s efforts to serve the people of India, to serve every section of the people of India are now being recognized worldwide.

Q: Sir, what is the message of Moody rating to…??

A: It gives a lot of confidence to investors that India is a good country to do business in. It is safe to invest in India. Your money will be safe. You will get reasonable returns, and you have a big market of a billion-plus people, 1.2 billion people aspiring for a better quality of life. Today, there is no comparable opportunity in the world better than India to invest in, and I think it’s a big message for the entire investor community. We will see more money flowing into the country. You will see a stronger rupee, which is a sign of a strong economy. You will see, I am sure in the years to come, more investment coming in, both on the debt side and the equity markets. To my mind, we are entering into a golden era of growth and prosperity for this country.

प्रश्न: क्या मोदी सरकार का जो बेहतर कामकाज है इसका एक नतीजा माना जाये यह रेटिंग?

उत्तर: स्वाभाविक है कि इस सरकार ने जिस प्रकार से निरंतर साढ़े तीन वर्ष तक सामान्य आदमी के जीवन में बदलाव की कोशिश की है, सुधार की कोशिश की है, जिस प्रकार से इस सरकार ने लगातार पहले दिन से काले धन पर वार किया, भ्रष्टाचार पर वार किया, जिस प्रकार से इस सरकार ने आधारभूत परिवर्तन के माध्यम से भारत की अर्थव्यवस्था को और मज़बूत बनाया, सक्षम बनाया, इन सब चीज़ों को भारत की जनता ने तो सराहना की| आपने देखा एक के बाद एक चुनाव हो या कोई भी सर्वे हो भारत की जनता ने प्रधानमंत्री मोदी जी को पसंद किया है, भारतीय जनता पार्टी और उसके मित्र दलों की मात्र 6 सरकारें थी 2014 में, आज 18 सरकारें हैं, अगले महीने तक 19 हो जाएँगी| अगले वर्ष तक तो मुझे लगता है भ्रष्टाचार-मुक्त और कांग्रेस-मुक्त भारत की तरफ और तेज़ गति से अग्रसर होगा भारत|

इन सबका परिणाम और इस अच्छी कुशल राजनीतिक सूझबूझ, आर्थिक व्यवस्था के ऊपर जो कदम उठाये गए, इस सबका परिणाम है कि आज भारत ही नहीं, पूरा विश्व भारत की सराहना कर रहा है| आपने देखा Ease of doing Business में 130 से सीधा छलांग लगाकर 100 रेटिंग पर आ गयी है जो शायद ही कभी इतिहास में पहले हुआ है| आपने देखा PEW Survey, जो एकदम ही निष्पक्ष सर्वे होता है, विश्व भर में होता है, उसमें जिस प्रकार के विश्वास लोगों ने दिखाया भारतीय जनता पार्टी की सरकार और प्रधानमंत्री मोदी जी के नेतृत्व पर, 9 में से 10 लोग भारत में और हर जगह – उत्तर भारत, पश्चिम भारत, दक्षिण भारत हो या पूर्वी भारत हो, कोई भी उम्र के लोग हों – 18 से 30, 30 से 50, या 50 से ऊपर, या सीनियर सिटीजन 60 के ऊपर हों, महिला हो, पुरुष हो, गरीब हो, मध्यम वर्गीय हो, अमीर हो, हर वर्ग ने भारत में प्रधानमंत्री मोदी जी के साथ अपना विश्वास और अपना साथ कायम है यह एक स्पष्ट मेसेज दिया है| मैं समझता हूँ मूडीज़ की रेटिंग एक स्वाभाविक आउटकम है इस सब 3-3.5 वर्षों के अच्छी सरकार, जनहित और देश हित में चलने वाली सरकार की|

प्रश्न: इन्वेस्टर के लिए क्या है ….?

उत्तर: मैं समझता हूँ इसका मेसेज भारत में भी है और विश्व में भी है| निवेशक चाहे भारत के हों, चाहे विश्व के हों वह चाहते हैं कि एक अच्छी सरकार हो, ईमानदार सरकार हो, व्यवस्थाएं सुधरें, आधारभूत सुधार हो चाहे वह इंफ्रास्ट्रक्चर में हो चाहे वह फिस्कल स्टेबिलिटी में हो या अर्थव्यवस्था में हो| अर्थव्यवस्था अगर मज़बूत होगी तो उनका पैसा भी सुरक्षित रहेगा और आगे चलकर वह पैसे पर एक अच्छा रीज़नेबल कमाई भी हो पाएगी|

और मैं समझता हूँ आगे आने वाले दिनों में भारत में ब्याज के दर भी कम होंगे, भारत में जो एक्स्पेक्टेशन होती है, एक उम्मीद होती है लोगों को जब निवेश करते हैं उसमें भी लोग एक मॉडरेट, मॉडरेशन आएगी कम रिटर्न्स में भी भारत में और ज्यादा निवेश आएगा जिससे सामान्य मानव के जीवन में अच्छा इंफ्रास्ट्रक्चर, आधारभूत सुविधाएं भी दे पाएंगे, लोगों को अच्छे घर बनाने के लिए सस्ते दरों पर सस्ते ब्याज में पैसा मिल पाएगा, लोगों के घर में जो खर्चा होता है वह भी नियंत्रण में रखा जायेगा, महंगाई नहीं बढ़ेगी|

आगे आने वाले दिनों का संकेत मैं समझता हूँ बहुत अच्छा दिख रहा है मुझे| भारत की अर्थव्यवस्था भी मज़बूत रहेगी, भारत की करेंसी, अपने रुपये की कीमत भी मज़बूत रहेगी, महंगाई भी कम रहेगी और साधारणतः आगे आने वाले दिनों में देश और एक सुनहरे फ्यूचर की तरफ, सुनहरे भविष्य की तरफ जा रहा है यह लगभग सभी को सामने दिखता है|

प्रश्न: आखिरी सवाल, राजनीतिक सवाल है, शरद पवार का एक बयान आया है कि ….??

उत्तर: मुझे लगता है विपक्ष अब बौखला गया है, गुजरात की जनता भलीभांति जानती है कि विकास, प्रगति और जनहित और देश हित की अगर कोई सरकार है तो वह भारतीय जनता पार्टी की सरकार है| गुजरात के तो आज माननीय प्रधानमंत्री, हमारे भारतीय जनता पार्टी के राष्ट्रीय अध्यक्ष दोनों गुजरात की अस्मिता से जुड़े हुए हैं, दोनों ने गुजरात में तो विकास और प्रगति और (inaudible) की आज पूरे देश को उसका लाभ मिल रहा है, गुजरात के अलग-अलग कार्यक्रमों को हम देश भर में जब लेकर जाते हैं तो पूरे देश में उसका लाभ मिलता है|

मैं समझता हूँ कि गुजरात की जनता बहुत समझदार है, भलीभांति जानती है कि प्रधानमंत्री मोदी जी, अमित शाह जी, राज्य के मुख्यमंत्री विजय रुपानी जी, नितिनभाई पटेल जी, यही वास्तव में गुजरात का भी हित, गुजरात की जनता का हित और गुजरात में कैसे आगे चलकर एक ईमानदार व्यवस्था रहे, ईमानदार सरकार रहे, ईमानदार व्यापार रहे उसके लिए अगर कोई सरकार काम अच्छा कर सकती है तो वह सिर्फ भाजपा है| मुझे लगता है गुजरात में 150 से अधिक सीटें जीतकर एक नया रिकॉर्ड गुजरात में कायम होने जा रहा है|

14 नवंबर भाषा रेल मंत्री पीयूष गोयल ने आज कहा कि उन्होंने अधिकारियों से कहा है कि जब पटरियों की मरम्मत का काम चल रहा हो तब वह किसी के भी अनुरोध पर उस ट्रैक से ट्रेनों को जाने ना दें क्योंकि पटरी की मरम्मत का काम सुरक्षा के लिए जरूरी है।

गोयल ने यहां संवाददाताओं से कहा कि जरूरत वाली जगहों पर पुरानी पटरियों की जगह नयी पटरियां डालने का काम रेलवे की सुरक्षा के लिए जरूरी है और अब तक हासिल की गयी सभी नयी पटरियों का इस काम में इस्तेमाल किया जा रहा है।

उन्होंने कहा, मैंने अपने अधिकारियों से कहा कि नयी पटरियां डालने के कारण रेल यातायात के अवरूद्ध होने

पर अगर मैं भी ट्रेन को गुजरने देने के लिए उन्हें फोन करूं तो भी उसे गुजरने नहीं दिया जाए।

रेल मंत्री ने कहा कि मंत्रालय का 2017-18 तक पुरानी पटरियों की जगह 4,000-4,500 लंबी नयी पटरियां डालने का लक्ष्य है।

गोयल ने कहा, नयी पटरियां डालना हमारी सर्वोच्च प्राथमिकता है और बजट में इसके लिए कोई रोक नहीं है। मैं उम्मीद करता हूं कि 2017-18 रेल इतिहास में ऐसा पहली बार वह समय होगा जब मंत्रालय नयी पटरियां डालने का अपना लक्ष्य पूरा कर लेगा।
