मित्रों, सबसे पहले तो मैं श्रद्धांजलि देना चाहूँगा उन वीरों के लिए जिन्होंने अपने जीवन को दाव पर लगाकर पार्लियामेंट में जो आतंकी हमला हुआ था उसको रोकने में सफलता पाई थी, अपनी जान की बाज़ी देकर, वीरगति प्राप्त करके उन्होंने भारत के संसद के ऊपर आतंकियों की कोशिशों को नासफल बनाया| मैं उनके परिवारों को अपनी संवेदना देता हूँ और भारतीय जनता पार्टी की तरफ से उन सभी वीरों को श्रद्धांजलि देता हूँ|

कई वर्षों से एक दूसरा विषय जो इस देश को बड़ा परेशान कर रहा है, एक तरफ आतंकवाद दूसरी तरफ भ्रष्टाचार| इन दोनों विषयों में भारतीय जनता पार्टी की सरकार प्रधानमंत्री नरेन्द्र मोदी जी के नेतृत्व में जो बदलाव इस देश में लाई है, जिस प्रकार से आतंकवाद के ऊपर प्रहार करके इस सरकार ने सभी को चेतावनी दी है कि आतंकवाद की घटनाओं को यह देश स्वीकार नहीं करता – सर्जिकल स्ट्राइक हो, मुंहतोड़ जवाब देना हो, डोकलाम पर भारत के हितों को सुरक्षित रखने के लिए सेना की कठोर कार्रवाई – अलग-अलग प्रकार से अपने राष्ट्रहित को और देश की सीमाओं को सुरक्षित करने का काम इस सरकार ने किया, दूसरी तरफ भ्रष्टाचार का पर्दाफाश करना और भ्रष्टाचार की लड़ाई में इतने अहम कदम एक के बाद एक जिससे भ्रष्टाचारियों को भी चेतावनी हो और देश एक ईमानदार रास्ते पर चले, देश का व्यापार, देश के कारोबार, देश की सरकार, हर एक चीज़ में एक भ्रष्टाचार-मुक्त भारत की तरफ जो देश तेज़ी से बढ़ रहा है|

इस कड़ी में जिस प्रकार से कांग्रेस के समय के कारनामे एक के बाद एक तो सामने आ ही रहे थे और उसपर कड़ी से कड़ी कार्रवाई इस सरकार ने करवाई, उसमें आज एक बहुत महत्वपूर्ण निर्णय सीबीआई कोर्ट द्वारा लिया गया| कोल ब्लॉक के आवंटन के संबंध में कांग्रेस के समर्थन से चलने वाली झारखंड सरकार के मुख्यमंत्री मधु कोड़ा के ऊपर आज सीबीआई कोर्ट ने आरोप साबित किये, उनपर सज़ा सुनाई| और मैं समझता हूँ जो कोलगेट कांड जिसमें सुप्रीम कोर्ट द्वारा बहुत सारे आरोपों के बारे में सितम्बर 2014 में कोर्ट का निर्णय आया था 204 ब्लॉक आवंटन को कैंसिल किया गया| सीबीआई की जाँच चल रही थी और उसमें प्रमुखतः यह जो केस आज निर्णय लिया गया है यह फिर एक बार सिद्ध करता है कि कांग्रेस की केंद्र सरकार उस समय की और उनके समर्थन वाली सरकारें किस प्रकार से काम कर रही थी|

हम सभी जानते हैं कि मधु कोड़ा कांग्रेस के समर्थन से एक मात्र इंडिपेंडेंट विधायक थे, इंडिपेंडेंट विधायक को प्रॉप-अप किया गया था कांग्रेस के उस समय के नेता अहमद पटेल द्वारा और वह पूरी सरकार कांग्रेस के नेता दिल्ली से चलाते थे, दिल्ली के कांग्रेस के समर्थन से वह सरकार चलती थी| और दिल्ली की सरकार ने 36वीं स्क्रीनिंग कमिटी में यह कोयले के ब्लॉक का आवंटन किया था, आज कांग्रेस की उस समय की झारखंड सरकार, उनके समर्थन से चलने वाली सरकार और कांग्रेस की केंद्र सरकार – यूपीए-1, दोनों कटघरे में खड़े हैं भ्रष्टाचार के घोर आरोपों के ऊपर, आरोप सिद्ध हुए हैं और कोलगेट कांड में जिस प्रकार से उन्होंने देश हित, राष्ट्रहित को कॉम्प्रोमाइज़ किया था, देश को नुकसान पहुँचाया जिसका उस समय के सीएजी का अनुमान था लगभग 1,86,000 करोड़ का नुकसान इस देश के ऊपर कांग्रेस ने थोपा था| मैं समझता हूँ कांग्रेस के कुछ नेता पूछ रहे थे कि भ्रष्टाचार की बात क्यों नहीं हो रही है यह सिद्ध करता है कि भ्रष्टाचार भारतीय जनता पार्टी की सरकारें नहीं करती हैं इसलिए आज के दिन वह बात नहीं है| लेकिन कांग्रेस के कारनामे फिर एक बार बार-बार फिर एक बार लगातार देश के समक्ष आ रहे हैं और इसका जवाब कांग्रेस के नेतृत्व को देना पड़ेगा|

उसी के साथ-साथ आज सुबह हमने एक प्रेस कांफ्रेंस में देखा किस प्रकार से कांग्रेस के एक पूर्व विधायक दिल्ली के राजेश जैन जिनको 28 नवम्बर को पुलिस ने गिरफ्तार किया, नोटबंदी के समय गलत तरीके से पुराने 500 और 1000 के जो Specified Bank Notes (SBNs) थे जिनको बंद किया था हमारी सरकार ने, जिनको सिर्फ अपने खाते में अपने बैंक अकाउंट में डालने की अनुमति थी उसको मनी लॉन्ड्रिंग करने के आरोप में कांग्रेस के पूर्व विधायक, 3 बार विधायक बने 1998 में, 2003 में, 2008 में, कई कांग्रेस के बड़े नेताओं के नजदीक माने जाते थे राजेश जैन|

ऐसे कांग्रेस के नेता को पुलिस ने गिरफ्तार किया है, वह कोआपरेट नहीं कर रहे थे ऐसा बताया गया है इन्वेस्टीगेशन में और नोटबंदी के समय उन्होंने शैल कम्पनीज के द्वारा जिस प्रकार से अपने फंड्स को कन्वर्ट करने की कोशिश की, हवाला के माध्यम से ब्लैक मनी को ठीक करने की कोशिश की| इस प्रकार से जो माननीय प्रधानमंत्री जी ने भी बताया कि डेटा माइनिंग और एनालिटिक्स के द्वारा सरकारी एजेंसियां जो नोटबंदी में पैसा बैंकों में आया उसके ऊपर पूरी छानबीन करके कार्रवाई कर रही है यह सिद्ध करता है कि कांग्रेस जो घोर विरोध करती थी नोटबंदी का अब एक-एक करके सामने आ रहा है कि क्यों कांग्रेस नोटबंदी का विरोध करती थी, कांग्रेस जवाब दे कि उनके नेता क्यों मनी लॉन्ड्रिंग में लगे हुए थे, क्यों पैसे को कन्वर्ट करने में लगे हुए थे, काले धन को कन्वर्ट करने में लगे हुए थे और देश के सामने जवाब दे कि भ्रष्टाचार का सिलसिला जब एक ईमानदार सरकार देश को मुक्त करना चाह रही है भ्रष्टाचार से क्या कांग्रेस उसमें सरकार का समर्थन करेगी या विरोध करेगी|

और वास्तव में इसी टाइप के cases से समझ में आता है कि कांग्रेस क्यों विरोध करती है भारतीय जनता पार्टी और एनडीए की सरकार के अलग-अलग क़दमों का जिससे हम भ्रष्टाचार-मुक्त भारत और काले धन पर वार करके इस देश को एक ईमानदार देश की तरह कारोबार, व्यापार, सरकार हर एक काम में ईमानदार रास्ते पर जब हम ले के जाना चाहते हैं तो कांग्रेस के विरोध का पर्दाफाश अब इस देश के सामने आ रहा है| मैं समझता हूँ कांग्रेस के नेताओं को इसका जवाब देना होगा, देश की जनता जानना चाहती है कि कब कांग्रेस भ्रष्टाचार, भ्रष्टाचारी पैसा और काले धन से अपने आपको मुक्त करेगी|

उत्तर: हमने कभी ऐसे इंटरव्यूज दिए नहीं हैं, इलेक्शन कमीशन के जो नियम अनुसार जो परमिटेड है भारतीय जनता पार्टी उससे कभी बाहर नहीं गयी है| और गुजरात के चैनल्स पर इंटरव्यू देना, गुजरात में इंटरव्यू देना मेरे खयाल से जितनी हमें समझ है मॉडल कोड ऑफ़ कंडक्ट की उसमें आखिरी के 48 घंटे में परमिटेड नहीं है| और जितना हमने इलेक्शन कमीशन से भी पता लगाया, हमें भी यही जानकारी मिली कि इंटरव्यू देना allowed नहीं है 48 hours before the close of election, मतलब कल शाम से इंटरव्यू देना allowed नहीं था| और चुनाव तो इस देश में सालों से चल रहे हैं, मैं समझता हूँ राष्ट्रीय पार्टी होते हुए कांग्रेस इसको भलीभांति समझती होगी लेकिन अगर वह इतने डरे हुए हैं, इतना बौखलाए हुए हैं कि उनको लग रहा है कि यह तो मामला बिगड़ रहा है, शायद बीजेपी 150 से भी आगे सीट जीत जाएगी और उस डर के कारण उनको यह ज़रूरत पड़ रही है कि आचार संहिता को भी भंग करें, आचार संहिता को भी उल्लंघन करें तो इसका जवाब तो शायद राहुल गाँधी जी ही दे पाएंगे उसमें हमारे को और टिप्पणी नहीं करनी|

A: Well, I hope the congress party stops doing actions which open themselves to attack. After all, if they have done coal gate in which the nation lost 1,86,000 crores, and today the CBI court has prosecuted the Chief Minister who was then supported by the congress at the state level, and the congress government in the centre was giving these coal block allocations free of charge to companies which were not eligible for these coal blocks. After all, I think it is the duty of all of us to ask questions of the congress to answer for their sins.

After all, if Rajesh Jain is found indulging in converting through Hawala mediums black money to white, and using shell companies for the same, and if he is a 3-term congress MLA, very close to the congress leaders, I think it is a duty of us, of our leadership which is representing the people of India to ask questions of the congress.

I hope the congress party instead of worrying about our credibility would look within and find out whether the people trust the congress party anymore, because a series of electoral defeats have shown once again that the congress party is losing the trust of the people of India. From 6 states that the BJP and its allies were running in 2014, today we are running 18 state governments. Election after election are being lost by the congress, you just saw the results in the local bodies in Maharashtra, you saw the results in the local body in Uttar Pradesh. Many people tried to say that Uttar Pradesh, we won only because of notebandi, and now we will lose. But you saw once again 14 out of 16 corporations won by the BJP.

Some comments were sought to be made that people are unhappy with GST – all of these 14 corporations have a large presence of businessmen, traders, who are very happy about GST, who are very happy with the honest way of working. We saw elections happening in different parts of the country where people have universally supported the BJP.

So, I think the congress is showing its desperation as is evident from what your colleague just asked that they are even willing to break the model code of conduct, but are desperate to probably save face so that they may not be reduced to a situation where they may not even find a leader of opposition like it happened in 2014.

उत्तर: मुझे लगता है कायदे से इलेक्शन कमीशन ने इस पर कार्रवाई करनी चाहिए, पर हमें पूरा विश्वास है इलेक्शन कमीशन इसका संज्ञान लेकर जो भी उचित कार्रवाई है इस पर करेगी|

A: On the first question, I think, very clearly, the congress and the unholy alliances that it has entered into have been rejected by the people of Gujarat. And, therefore, I think they are in a way acknowledging that such meetings took place, and in a way also by trying to deflect from these questions only showing that they really have no answers.

In fact, I was watching one press interview yesterday where a question was asked about how the reservations are going to be ensured for particular community, to which their leadership had no answer and he was looking left and right for somebody else to give a half-baked answer. I don’t think the BJP leadership ever shies away from facing a question and giving an answer.

On your second question of Ram Setu, the BJP has had a very consistent stand that the Ram Setu has to be respected. We believe in the existence of Lord Ram. For us, he was Maryada Purushottam. He was an ideal human being. We look upon Lord Ram as very sacred, and for us, we are not apologetic about our love and affection for Lord Ram.

A secular democratic framework allows each individual to have respect for his or her religion, and we are very proud of our religion and we are very proud of every religion in India and for the good work that every religion and their people are doing in this country, be they Hindus, be they Muslims, be they Christians, be they Jews. We respect and trust that each one has to co-exist, and has a right to practice his religion.

It is unfortunate that the congress has always been very apologetic when it came to respect for the Hindu religion. And it is very unfortunate, that just on the eve of elections sometimes even religion is sought to be politicized and at other times a very apologetic stand is taken by the leadership of certain parties. I wish once and for all this debate is settled. We should respect the Ram Setu and no damage should be done to the Ram Setu. A billion people in this country have faith in the Ram Setu, and the BJP will never be apologetic about it like the congress was.

A: Well, we do not stoop to such low politics madam. It’s very-very unfortunate that maybe in the last act of desperation, they are belittling the high traditions and values of India and our family system. And I don’t see how there can be any connection between a political leader meeting another political leader and a person meeting his mother. It’s a very-very low level comment to make, and I would urge everybody who is supporting the principal opposition party to refrain from stooping from low-level politics.

उत्तर: पहली बात तो जिस नेता का नाम इतने प्रमुख पत्रकारों को भी अभी तक मालूम नहीं है तो वह बड़े नेता तो हो ही नहीं सकते हैं| और दूसरी बात यह उनकी माइंडसेट दर्शाता है जो अभी-अभी पिछले प्रश्न में भी आया, यह दोनों दर्शाता है कि किस माइंडसेट से चुनाव लड़ा जा रहा है इस पार्टी द्वारा, उनके समर्थकों द्वारा और मैं समझता हूँ गुजरात की जनता इसका मुंहतोड़ जवाब अपने आप देगी|

A: First of all, as regards the coal blocks that were auctioned, I would like to place on record that all the blocks that were auctioned to the non-power sector are performing extremely well, and that is where the largest part of revenues were to come in. Amongst the blocks that were given to the states, many blocks could not be started because of legal cases in which courts have to yet take a final decision, particularly, the 6 blocks that we gave to Karnataka from the centre where we are quite confused what is happening, what is the real story between the private entrepreneur who was illegally running those blocks earlier and the state government, and why the state government has made the payment on behalf of a private party of the additional levy that the court had imposed on them. And there are two or three private companies in the power sector whose projects have not started or who have not been able to start the project as yet where the coal block hasn’t started producing.

So, if you look at the big picture, all the blocks on the non-power side are producing. In the power side, wherever there were court cases, it is beyond our control. And in the non-court case matters, there are two or three where the companies themselves are probably stressed and have not started. Otherwise, all the other blocks are working well.

As regards a particular bureaucrat that you mentioned, we had introduced in the parliament a legislation to differentiate in the Prevention of Corruption Act between bona fide acts and mala fide acts, and that is pending in the parliament. I think a Select Committee in the Rajya Sabha was looking at it. I am not fully familiar what the final fate of that is as yet. But the big picture is, if you look at the Screening Committee, which used to do the allotment of these coal blocks, and you see the minutes of those Screening Committee which are in public domain. It’s nothing that I am talking of any confidential documents.

It opens itself to a lot of questions. It opens itself to questions of propriety. It opens itself to question of due diligence, whether proper due care was taken while assessing the various applications, while ranking the various applications, while ensuring that the administrative ministry had recommended or not recommended, while ensuring that the data given by the companies in support of their application was complete and factually correct. And in all of these, due diligence, care expected of high officials was found wanting and, therefore, the court now has taken a decision based on the facts on the record.

A: We have finalized the framework under which we will be doing commercial mining and we shall shortly be going to the cabinet with that.

A: Usually, in November, and I will draw your attention to news reports about 4 or 5, or 6 days ago also talking about this that usually in this period November-December, because of monsoon conditions which we saw in the last few days, there has been a little dampening of the production of vegetables. And this time the monsoon has been quite erratic in different states, has extended even beyond the normal period which has damaged the vegetable crop in several areas.

The government is seized of it and I think this is not an all-time high, by the way, there used to be double-digit inflation during the congress government. Right now, we have seen inflation at 4.88% which came out yesterday, vegetables is at about 7% as against, at times 20%, in vegetables in earlier times. But we are very seized of it and we will ensure that faster distribution will ease the prices, just like we did in things like pulses. You might have also read that in pulses, prices have come down by 22%. So, the government takes proactive measures and ensures that these things remain under control.

उत्तर: हम 150 से ज्यादा ही लेकर आयेंगे और वह undercurrent कांग्रेस को तब पता चलेगा कि वह undercurrent वास्तव में उनके खिलाफ जा रहा था और मैं समझता हूँ हमने चुनाव के बाद चुनाव, हर चुनाव में देखा है उत्तर प्रदेश में तो लोगों ने हमें literally write-off कर दिया था और कुछ मीडिया के भी मित्रों को लगने लगा था जैसे कोई जनता को वह साथ पसंद आएगा| लेकिन जैसे उस साथ का पर्दाफाश हुआ और जनता ने 80% से भी ज्यादा सीटें भारतीय जनता पार्टी को दी 325, 403 में से| और जहाँ तक मुझे याद है कांग्रेस की शायद 20 भी नहीं हो पाई थी, 19 सीटें| 7 ही आई थी? शायद मैं भी over-estimate करता हूँ कांग्रेस को|

यह देखिए कितना भ्रमित रहता है देश, उनके नेता तो भ्रम में रहते ही हैं हमको भी ध्यान नहीं रहता है कि वह इतना कम आ गया| तो कहीं कांग्रेस की ऐसी परफॉरमेंस उत्तर प्रदेश में न रिपीट हो जाये, यह undercurrent कहीं बहुत बड़ा शॉक न दे दे इसकी चिन्ता करनी चाहिए| और शायद यही कारण है कि मॉडल कोड ऑफ़ कंडक्ट तक को उल्लंघन करने के लिए उनके प्रेसिडेंट-इलेक्ट को मजबूर होना पड़ा|

उत्तर: आप लोग कई वर्षों से कांग्रेस की सरकारों को देखते आये हैं इसलिए शायद यह anti-incumbency का natural comment और natural सोच हम सबके ज़हन में आ गयी है| लेकिन, क्योंकि भारतीय जनता पार्टी और हमारे नेताओं ने गुजरात में एक अच्छा शासन दिया इसलिए मैं समझता हूँ गुजरात में pro-incumbency का एक बहुत बड़ा वर्ग है, बहुत बड़ा समर्थक वर्ग है जो शासन के अच्छे कार्यों के लिए pro-incumbency, in support of the existing government चुनाव में उतर के, वोट दे के भारतीय जनता पार्टी को बहुत भारी बहुमत से जीता  के फिर एक बार देश के सामने एक रिकॉर्ड रिजल्ट देने जा रही है|

उत्तर: ऐसे कई प्रश्न हैं जिसका जवाब कभी हमने कांग्रेस से सुना नहीं है और जैसा मैंने पहले भी कहा कि जब कोई सवाल पूछा जाता है कांग्रेस के नेताओं को तो कई बार वह डिफ्लेक्ट कर देते हैं क्योंकि जवाब ही नहीं होता है| मैं समझता हूँ इन बेचारे किसानों का भी शायद यही दुर्भाग्यपूर्ण स्थिति है कि शायद कुछ अच्छे उद्देश्य को सोचकर उनकी ज़मीन उन्होंने दी होगी, लेकिन वह उद्देश्य ज़मीन पर तो दिखते नहीं हैं| और जनता ने इसका सही मायने में कांग्रेस को 403 में से 7 सीटें जीता के – 7 out of 403! 2% भी नहीं होता है| एक प्रकार से मुंहतोड़ जवाब दिया है और भारतीय जनता पार्टी की सरकारें केंद्र में और राज्यों में किसान-हित काम करती हैं, किसानों के समर्थन में खड़ी रहती हैं, किसानों के दुख-सुख में साथ रहती हैं, किसानों की आमदनी बढ़ने के लिए अलग-अलग प्रकार से पर्याप्त मात्रा में खाद मिले, पानी पहुंचे खेतों तक, उनको सस्ती बिजली पूरे समय मिले जितना समय उनको बिजली की आवश्यकता हो, अच्छे बीज मिले, समय पर पैसा मिले, पैसा कम ब्याज पर हो, पर्याप्त मात्रा में ऋण उपलब्ध हो – अलग-अलग तरीकों से किसान – और मल्टी-क्रॉपिंग जिसके लिए सॉइल हेल्थ कार्ड देना, एजुकेट करना उनका कौशल बढ़ाना कैसे मल्टी-क्रॉपिंग से आमदनी बढ़ाई जा सकती है, जहाँ ज़रूरत पड़े उसकी एमएसपी को बढ़ाना|

एक holistic comprehensive पुर्णतः किसान-हित कैसे हो सकता है और कभी समस्या आये तो उसका शत-प्रतिशत मुआवजा मिले उसको सुनिश्चित करके मैं समझता हूँ प्रधानमंत्री नरेन्द्र मोदी जी और हमारी राज्य सरकारों ने किसानों का दिल जीता है और किसानों की सरकार, गरीबों की सरकार, मजदूरों की सरकार, सामान्य आदमी की सरकार जो सबका साथ और सबका विकास करने वाली सरकार इस देश में आई है, उसी का परिणाम है कि देश में लोगों का समर्थन बार-बार भारतीय जनता पार्टी को मिलते जा रहा है|

मित्रों, आज एक गाँधी परिवार के नजदीकी व्यक्ति ने कु छ ईमेल्स हमारे साथ शेयर किये जो कांग्रेस के होने वाले अध्यक्ष और उस समय की कांग्रेस की सरकार के पर्यावरण मंत्री श्रीमती जयंती नटराजन के बीच आपको एक बहुत ही चिन्ताजनक नेक्सस या चिन्ताजनक काम करने का ढंग दर्शायेंगी, जो ईमेल्स बतायेंगी कैसे सरकार का कारोबार, सरकार का कामकाज नॉन-स्टेट प्लेयर्स, जिनका सरकार में न कोई कॉन्स्टीट्यूशनल, संवैधानिक पद है, न जिसने गोपनीयता की शपथ ली है ऐसे व्यक्ति सरकार के बाहर बैठकर कैसे सरकार का कार्यकाल चलाते थे, कामकाज चलाते थे और कैसे पर्यावरण मंत्रालय को इस्तेमाल किया जाता था एक प्रकार से प्रोजेक्ट्स को रोकने के लिए, प्रोजेक्ट्स को सपोर्ट करने के लिए अलग-अलग तरीके से किस प्रकार से निर्णय की प्रक्रिया सरकार के बाहर थी| और ऐसे में सिर्फ नेता नहीं, नेता के सचिव भी कितना पॉवर होल्ड करते थे, उनके पास कितनी अथॉरिटी थी वह इन ईमेल्स में दिखती है|

हम तो हैरान हो गए देखकर पर हमें लगा कि देश की जनता के सामने भी यह रखना आवश्यक है और देश की जनता समझे और जाने कि किस प्रकार से कांग्रेस सरकार ने इस देश को चलाया है और उससे यह भी अहसास होगा कि किस तरीके से जो बदली हुई परिस्थिति में भाजपा की सरकार ने पारदर्शिता और ईमानदारी देश के समक्ष रखी है, विकास के कामों को गति दी है, इन दोनों के बीच का अंतर्विरोध बहुत स्पष्ट आपके समक्ष दिखेगा|

हमारे पास एक ईमेल मिला जो एक निजी सचिव के रूप में कांग्रेस प्रेसिडेंट-इलेक्ट के निजी सचिव के रूप में काम करते थे और वह एक मिनिस्टर को लिखते हैं कि “I have been trying to reach you, but could not get through. Could we speak for a moment.” यहाँ तक तो कोई दिक्कत नहीं है|

पर उसके जवाब में मंत्री यह लिखते हैं कि मेरी कैबिनेट मीटिंग है, उसके बाद मेरा एक इवेंट है उसके बाद हम मिल सकते हैं| “But I think it is better we meet at home, don’t you? Rather than the office.” और फिर यह हैरानी की बात है, “If you agree, I will come back home to meet you and then return to the office.”

मतलब एक मंत्री एक पार्टी के पदाधिकारी के निजी सचिव को मिलने के लिए कार्यालय छोड़कर, कामकाज, सरकारी कामकाज छोड़कर घर जाकर एक निजी सचिव को मिलकर फिर कार्यालय आने के लिए तैयार है| और हम तो बड़े हैरान हो गए देखकर कि पार्टी के आला कमान या पार्टी के बड़े नेता के लिए भी एक बार मंत्री जाता है तो समझ में आता है, लेकिन मंत्री के निजी सचिव को मिलने के लिए भी अगर घर जाना पड़े मंत्री को तो यह वास्तव में चिन्ता की बात है|

और उसी को अगर आगे लेकर जायें तो एक ईमेल जाता है होने वाले पार्टी अध्यक्ष के पास से मंत्री को जिसमें वह एन्क्लोस करते हैं एक न्यूज़पेपर कटिंग जिस न्यूज़पेपर कटिंग में गुजरात की कंपनी की एनवायरनमेंट क्लीयरेंस के बारे में कुछ न्यूज़पेपर कटिंग आती है| वैसे तो यह कंपनी एक पटेल की कंपनी है, इसके मालिक का नाम पटेल है| उनकी कंपनी को एनवायरनमेंट क्लीयरेंस का कुछ सिलसिला चल रहा होगा तो लिखा जाता है – “Jayanthiji, Nirma is high priority specially for Gujarat. No dilution must be allowed. I have recently seen article attached that dilution is taking place, please ensure we do not allow this.”

यह सवाल देश की जनता पूछना चाहती है कि क्या गुजरात बाकी राज्यों से अलग था? क्या बाकी राज्यों में dilution is allowed? कांग्रेस पार्टी चाहती है कि बाकी राज्यों में तो आप कुछ भी करो और कई सारी हेरा-फेरी के विषय तो बाहर आ ही रहे हैं, लेकिन ‘Nirma is high priority specially in Gujarat.’ और यह मेल है 14 सितम्बर, 2011 का, “no dilution must be allowed” – यानी गुजरात क्योंकि भारतीय जनता पार्टी की सरकार थी तभी, एक व्यक्ति अपनी वहां पर फैक्ट्री लगाना चाह रहे थे, सीमेंट प्लांट, बाकी देश में वह सीमेंट प्लांट लोग लगा सकते हैं लेकिन गुजरात में नौकरी नहीं बननी चाहिए, गुजरात के लोगों को नौकरी की संभावना नहीं मिलनी चाहिए, गुजरात में विकास नहीं होना चाहिए| क्या इस हेतु यह निर्देश दिया गया कि किसी भी हालत में गुजरात में यह फैक्ट्री न लगे यह तुम्हारी ज़िम्मेदारी है मंत्री के नाते| और वह पेपर क्लिपिंग दी गयी साथ में, टाइम्स ऑफ़ इंडिया की है|

और उसका जवाब अगर आप पढ़ें तो और भी ज्यादा हैरान करने वाला जवाब आपको दिखेगा| जवाब में मंत्री जी लिखती हैं – “Dear Rahulji, I want to add that I am very grateful to you for immediately seeking clarification from me, because it has given me a chance to present the correct picture.” मतलब अगर वह clarification नहीं आता तो मंत्री मतलब अपना ठीक काम नहीं करती, “I would be very grateful if you continue to alert me or seek clarifications if anything at all comes to your notice in future, which may seem out of line.”

गुजरात में विकास हो वह कांग्रेस सरकार के लिए “out of line” होता था| “This is very important to me as I want to work tirelessly to justify the confidence which CP,” CP तो आप समझ ही गए होंगे, “Congress President and you have placed in me.” यह मंत्री का जवाब है इस विषय में|

अब और हैरानी की बात, मैंने इसलिए पहले एक निजी सचिव से शुरू किया था फिर तो डायरेक्ट कांग्रेस प्रेसिडेंट-इलेक्ट का ईमेल, उसका जवाब, और फिर वह निजी सचिव जिसको मिलने के लिए मंत्री खास दफ्तर छोड़कर घर जाते हैं वह 4 दिसम्बर, 2011 को निजी सचिव लिखते हैं  – “Dear Madam, this is just a brief reminder that the Nirma Mahuva matter is coming up in the supreme court on December 9^th, grateful if MOEF can move towards closure report.” निर्देश आ रहा है कि आप इस मामले को सुप्रीम कोर्ट में आ रहा है उसके पहले ख़त्म कर दो, गुजरात में फैक्ट्री न लगे, गुजरात में नौकरियां न मिले लोगों को| और यह आदेश एक निजी सचिव दे रहा है|

और उसका जवाब चंद ही घंटों बाद, few hours after that 4 दिसम्बर, 2011 को मंत्री निजी सचिव को जवाब दे रहा है – “I had already sent an email to Rahulji, informing him that I have already,” और अभी already को capitals में, “I have already sent an email to Rahulji, informing him that I have ALREADY (in capitals), pass the final order rejecting environment clearance for Nirma. This was done last Thursday. I will forward that message to you just now. That matter is disposed off against Nirma. We will also file an affidavit to this effect in the supreme court.”

यह है गुजरात की विकास की सही कहानी कि कैसे कांग्रेस नहीं कभी चाहती थी कि गुजरात में विकास हो, कैसे उन्होंने रोड़े डाले, अड़चने डालीं और हर मोड़ पर सीधा पार्टी के निर्देश पर फैक्ट्री न लगे, रोज़गार के अवसर न बनें, गुजरात में विकास न हो यह माइंडसेट, यह मन की भावना स्पष्ट करती है यह कॉरेस्पोंडेंस|

इसी प्रकार से एक और मैटर के बारे में इसी जानकारी की कड़ी में जो मिली, आपको जानकर हैरानी होगी| कोई और एक फैक्ट्री महाराष्ट्र में लगनी थी, महाराष्ट्र की फैक्ट्री का जो कॉरेस्पोंडेंस है उसमें पहले 2 सितम्बर 2011 को प्रेसिडेंट-इलेक्ट को पत्र लिखती हैं तब की पर्यावरण मंत्री – “This is with regard to our conversation last week and my request for guidance on a particular issue,” हमें समझ नहीं आ रहा है इशू क्या है पर वह पूरी कड़ी को देखें तो कोई प्रोजेक्ट महाराष्ट्र का लगता है, “I had requested you to kindly check with the congress president and let me know.” मुझे निर्देश दीजिये मुझे क्या करना है|

प्रधानमंत्री का कोई रोल नहीं है, सरकार प्रधानमंत्री चलाते हैं या जिन लोगों ने गोपनीयता की शपथ नहीं ली, कॉन्स्टीट्यूशनल कोई पद नहीं है, कौन चलाता था कांग्रेस की सरकार?

“I hesitate once again to trouble both of you, but that matter has reached a kind of peak in the courts and the time has come when I will not be able to delay much longer, but will have to take a decision.”

यानी पहले आदेश आया होगा कि इसको डिले करो, मुझे इसके मेरिट्स नहीं मालूम है कि वह प्रोजेक्ट लगना चाहिए था नहीं लगना चाहिए था, क्या केस था| लेकिन प्रोजेक्ट डिले करने का निर्णय मंत्री, अधिकारियों की एडवाइस पर फाइल पर लेगा या पार्टी के निर्देश पर डिसिजन होगा कि प्रोजेक्ट कब डिले करना और कब परवानगी, अप्रूवल देना|

“Without going into too much in detail in this email, I only want to request that you may kindly speak with me on the phone if possible. But, better still, give me some time to see you on Monday, so that I may explain more clearly. Perhaps, we could get some clarity from madam by that time.”

यह था काम करने का ढंग और उसका तुरंत अगले दिन 3 सितम्बर को जवाब|

“Jayanthi spoke to CP, she said that you should follow guidelines. She has mentioned to you.”

मतलब सरकार कैसे चलेगी यह गाइडलाइन्स कैबिनेट नहीं तय करता था, प्रधानमंत्री जी कांग्रेस के नहीं तय करते थे| Guidelines extra-constitutional authorities तय करके मंत्रियों को दिया करते थे| और उसका तुरंत कुछ ही घंटों बाद जवाब जाता है, – “Thank you so much for having taken the trouble, will do accordingly. Just wanted to reiterate that the matter has been taken to court by those people and they have taken a very aggressive stand. However, I will do the needful to ensure that my view is strongly represented.”

और उसका तुरंत जवाब आता है अगले दिन, – “Please keep me informed and I will keep CP updated.” फिर आपको हैरानी होगी कि पूरा उसके कुछ दिन बाद 16 सितम्बर 2011 को एक मेल जाता है, – “(16^th September, 2011). I need urgent guidance regarding Lavasa. Last night, PM telephoned me again to say the same things which I mentioned to you in our last conversation. The Bombay High Court has also posted the Lavasa case for hearing on the 23^rd September, particularly, Lavasa’s plea that EC (Environment Clearance) should be granted. I have asked our lawyer to come and take instructions.”

फिर पूरा वह समझा रही हैं कि क्या है केस, – “We have been directed by the court to pass an order.” मतलब कोर्ट ने निर्देश दिया ऑर्डर पास करो, या रिजेक्ट करो या एनवायरनमेंट क्लीयरेंस दो, सितम्बर 23 तक| एनवायरनमेंट ने यह निर्णय लिया कि जब तक सब कंडीशन्ज़ पूरी नहीं होती हैं जो पूर्व के पर्यावरण मंत्री ने रखे थे तब तक हम ऑर्डर नहीं इशू कर सकते|

अब देखिए और दिलचस्प बात, – “Lavasa has actually fulfilled all the conditions, except condition number 1,  which is that the Maharashtra government should prosecute Lavasa for violations committed by them.”

अब कौन थी महाराष्ट्र गवर्नमेंट? कांग्रेस! केंद्र सरकार और राज्य की कांग्रेस सरकार के बीच का मतभेद देखिए| “Lavasa has fulfilled all conditions, except condition 1,  which is that Maharashtra government should prosecute Lavasa for violations committed by them.” Then she writes, “For obvious reasons, Maharashtra CM has not filed prosecution proceedings in court and has instead taken refuge under some ambiguity, and has filed an affidavit where he seeks the court’s intervention to explain one para of its order and says action can only be taken after that.”

यानी राज्य सरकार कुछ obvious reasons हैं जो हमें तो नहीं मालूम लेकिन शायद उस समय की पर्यावरण मंत्री और उस समय के शायद जनरल सेक्रेटरी थे और आज के प्रेसिडेंट-इलेक्ट वह दोनों समझते थे वह obvious reasons क्या हैं महाराष्ट्र सरकार के जिसकी वजह से condition number 1 के हिसाब से prosecute नहीं कर रहा था|

फिर लिखती है, – “We have three options. I can pass an order on file saying that environment clearance cannot be given unless Lavasa agrees or the Maharashtra government proceeds to fulfill condition 1, which is actually prosecution for violation.” Number 2 – 3 options पूरे directions के लिए दिए जा रहे हैं, जैसे हम सरकार में file पर options आते हैं हम निर्णय लेते हैं, – “I can ask the court to interpret para 12 of its earlier order as the Maharashtra government has done, so that the matter is bounced back to the court.”

यह था काम करने का तरीका कि निर्णय न लो, policy paralysis जो हमने कई बार कहा और bounce back करदो कोर्ट में|

“However, our lawyer does not agree with this option and I will have to convince him to do this. Option 3, I can reject the environment clearance citing non-compliance with condition 1. Other factors, including PILs filed by several people who challenged the EC being given, saying violation cannot be regularized retrospectively. There is also the political fallout…”

अब शायद वह ‘obvious reasons’ भी आपको समझ में आयेंगे| कल एक बड़े सीनियर नेता ने नागपुर में बड़े अनाप शनाप आरोप लगाये थे, अब वह ‘obvious reasons’ देखिए|

“There is also the political fallout, since I am being constantly badgered by Mr Pawar and on another level PM has spoken to me 3 times on this, the last time being last night.”

PM का निर्देश जो भी रहा होगा, 3 बार देने के बावजूद निर्णय नहीं हो पाया लेकिन email exchange होता रहा कि भाई निर्णय आप करके मुझे बताइये तब मैं निर्णय लूंगी, PM के कहने से क्या होता है|

“I need immediate guidance and request you may kindly brief CP and guide me on how to proceed further.” कि मैं माननीय प्रधानमंत्री की बात मानूं या नहीं मानूं|

पूर्व प्रधानमंत्री आज बड़ी-बड़ी statements कर रहे हैं, I sympathize with him. मुझे बहुत ही संवेदना है कि सरकार तो उनके हाथ में कभी रही नहीं, सरकार के कोई निर्णय तो उनके पालन हुए नहीं| आज उनको ढाल बानाया जा रहा है| और माननीय प्रधानमंत्री जिनके वर्चस्व में, जिनके नेतृत्व में एक निर्णायक सरकार देश में विकास की लहर लायी है उनके ऊपर अनाप शनाप आरोप लगाने के लिए पूर्व प्रधानमंत्री जिनका असली चेहरा तो यहाँ पता चल रहा है, उनको खड़ा किया जा रहा है|

“Developments have suddenly peaked, and hence the urgency. I would be grateful if you could revert to me as soon as possible.”

और वास्तव में अगर उनके lawyer का आप letter पढ़ें वह तो और भी दुखद है, कि lawyer कह रहा है कि भाई यह contempt of court हो जायेगा|

“After initially stating..” I can read out the whole thing, it’s very-very disturbing. “At one stage, the division bench seriously considered the plea of the petitioners to issue a suo moto notice for contempt against the MoEF and its officers.”

मतलब कोर्ट कह रहा है हम contempt करेंगे आपके ऊपर लेकिन फिर भी निर्णय लेने की हिम्मत, साहस मंत्री नहीं कर पा रहा है, प्रधानमंत्री के निर्णय को भी ignore किया जा रहा है क्योंकि final decision तो कहीं और से आना था|

एक तीसरा विषय भी बड़ा interesting है, since एक देश की चित्र, विकास की चित्र आपके सामने रख रहा हूँ मैं| यूपीए का विकास, कांग्रेस के विकास का माइंडसेट और जिस तेज़ गति से भारतीय जनता पार्टी प्रधानमंत्री मोदी जी के नेतृत्व में विकास कर रही है उसका अन्तर्विरोध आपको दिखेगा|

एक पहली मई 2012 को एक ईमेल जाता है पर्यावरण मंत्री को सांसद महोदय से, – “Jayanthi ji, I want Amethi/Rae Bareli highways cleared from your Ministry. They have been pending for years now. By when will it be done? Rahul.” मंत्री को normally थोड़ी तो courtesy भी होती है लिखते वक्त कोई regards ही लिख देता है पर चलो छोड़ो|

“Jayanthiji, I want Amethi/Rae Bareli highways cleared from your Ministry. They have been pending for years now. By when will it be done? Rahul.”

जवाब जाता है 22 मिनट बाद, – “ I am sitting in my office, and will send for the file right now. If there are no issues, it will be done today. If not, by the end of the week. We will keep you posted and see this through as seen so possible.”

देश में हजारों पर्यावरण की applications सालों साल लटकी रहती थी जिसकी जानकारी मैं समझता हूँ देशवासियों को है, सालों साल, और खुद वह कह रहे हैं, “They have been pending for years now.” और या तो आज क्लियर हो जाएगी, “If not by the end of this week.”

मतलब सबको उधर जाना चाहिए था अपनी applications एक-एक दिन में क्लियर हो सकती थी, इस रफ़्तार से काम हो सकता था| Of course, reply बड़ा अच्छा है – “Thank you.”

उसके बाद, डेढ़ घंटे बाद, या सवा घंटे बाद का ईमेल बड़ा दिलचस्प है, विकास की कहानी आपको दर्शाता है| पहली मई को ही 7:03 पर, पहली मई छुट्टी के दिन इतनी तेज़ गति से काम करने की क्षमता रखने वाले मंत्री पता नहीं सालों साल फिर फाइल रोकते ही क्यों थे?

7:03 पर शाम को बड़ा interesting reply है, – “Dear Rahulji, I have had the matter checked up. The facts are as follows.” और मित्रों ज़रा इस पर गौर करिएगा, – “The facts are as follows.” एक घंटे में facts भी आ जाते थे, फैलें सालों साल चाहे पेंडिंग रहे|

Number 1, “There is NO (capital letters में NO) file pending in the Ministry of Environment in relation to any proposal for an Amethi/Rae Bareli highway.” माननीय सांसद को यह भी नहीं मालूम कि कोई application ही नहीं है अमेठी/रायबरेली हाईवे के लिए जिसको आरोप लगा रहे हैं वह कि सालों से पेंडिंग है क्यों नहीं क्लियर हो रहा है|

Fact No. 1, “There is NO file pending in the Ministry of Environment in relation to any proposal for an Amethi/Rae Bareli highway. This is Ministry of Environment and Forests, Delhi, which has to give clearance for large projects.”

Point No. 2, “We checked with our regional office at Lucknow. There is no proposal for Amethi/Rae Bareli highway pending there either.”

तो दिल्ली में भी नहीं है, हमारे रीजनल ऑफिस लखनऊ में भी कुछ पेंडिंग नहीं है| कोई सोचे कि आधे रास्ते में अटक गया होगा| Interesting!

Point No. 3, “I had my officers check with the state government of UP forest department, the district forest officer apparently claims (पक्का नहीं है) that the UP forest department did indeed receive a proposal for an Amethi/Rae Bareli highway, but since the application proposal was incomplete, it was returned to what we call the User Agency.”

क्योंकि वह application कभी एक आई थी ऐसा कुछ ध्यान है मतलब पता नहीं कब आई होगी| सांसद जी को तो पहली मई को ध्यान में आया, कभी न कभी कोई application बनी होगी, वह लोकल फ़ॉरेस्ट लेवल से ही रिजेक्ट होकर चली गयी कि incomplete है, application बनाना भी नहीं आता| जब मैं पढ़ रहा था मुझे लगा शायद उस समय की साथ-साथ वाली सरकार जो थी उनकी जिस साथ को वह बड़ा पसंद कर रहे थे जिसका ज़िक्र मैंने पहले किया| शायद समाजवादी-अखिलेश जी की सरकार का कोई proposal incomplete गया होगा, वह तो स्वाभाविक कभी complete proposal बनाना बड़ा मुश्किल था उनके लिए| पर बड़ी interesting है, User Agency state government नहीं थी|

“It was returned to what we call the User Agency (The applicant in this case, Union Ministry of Road Transport, National Highway Authority of India, and the State Highway Authority).”

मतलब केंद्र सरकार का एक डिपार्टमेंट एक complete application बनाके नहीं दे पाती थी local state के forest department को जो उस समय के सबसे बड़े नेता थे, सब निर्णय वह करते थे जो हमने अभी देखा, उन्ही की constituency के लिए| और इसलिए स्मृति जी जब बताती हैं अमेठी/रायबरेली का क्या हाल है, अब समझ में आता है हाल ऐसा क्यों था|

“It needs to be corrected and presented again. The completed application has still not been received. I assume – this is only my assumption that the then state government either under Ms Mayawati or the earlier government simply decided not to pursue this project for political reasons.” Oh, sorry, उस समय मायावती जी थी| मतलब 2011 में भी सरकार पर कोई वर्चस्व ही नहीं|

“As you are aware, it will not be possible for Ministry of Environment to take this further as no papers are there before us.” यह विकास की कहानी है, अब interesting चौथा point. वैसे it gets more and more interesting.

“I can assure you that the moment the application is presented, complete in all respects, we will move immediately to get the matter cleared.”

वाह भाई वाह! देश के लोग त्रस्त रहें, परेशान रहें, विकास नहीं हो, फैक्ट्रियां नहीं लग सकें, नौकरियों के अवसर ख़राब कर दिए जायें, लोगों को रोज़गार नहीं मिले, लेकिन आप एक बार एप्लीकेशन किसी तरीके से करा दो, आपकी constituency है इसलिए वह पास कर दूंगी| यह अलग बात है कि आपको तो मालूम ही नहीं है कि कई सालों से जो एप्लीकेशन पेंडिंग है वह कभी एप्लीकेशन हुई नहीं| बाकी वगैरा-वगैरा लिखा है|

फिर लिखा है, – “I also need to figure out how far the government of UP is involved in this, and the political ramifications thereof. But this too I can only do when the application is submitted to any of the offices of MoEF.”

और फिर आगे चलकर पूछ रही है, “वैसे एक प्रपोजल है, लखनऊ से सुल्तानपुर का जो बाराबंकी और अमेठी होकर जाता है, यह पांचवां पॉइंट है|” कि एक प्रपोजल हमें मिला है जो लखनऊ से सुल्तानपुर होकर जाता है बाराबंकी और अमेठी होते हुए, National Highway-56, “उसमें 127 hectare forest land divert करने का proposal regional office में मिला हुआ है| उसमें statutory formalities complete करनी बाकी हैं, जिसको स्वाभाविक था थोड़ा समय लगेगा| मैंने regional office को बोल दिया कि तुरंत, if possible in the next two days, दो दिन में जाकर inspect कर लो|”

वैसे सालों साल पड़े रहते थे applications, पर शायद यह हो सकता है, यह पक्का भी नहीं है, यह पक्का भी नहीं है, शायद हो सकता है सोचकर मैंने बोल दिया है दो दिन में इसको inspect करो|

“On receipt of inspection report, it will be placed before forest advisory committee. Another mandatory step at its next meeting on 15^th May, and upon receipt of their recommendation..” मतलब यह भी तय है कि recommend होगा, वह निर्णय हो गया, एप्लीकेशन फाइनल नहीं हुई है, पर क्योंकि वहां का है तो समझ लो recommendation ही आएगी|

“I will see that the file is cleared before the end of the month.”

वाह! यह होती है स्पीड काम करने की| याद है हम जयंती टैक्स बोला करते थे? हमें नहीं मालूम था वह actually राहुल टैक्स था|

“Was wondering if you had any questions regarding this road as well, or was your question confined only to the Amethi/Rae Bareli Road.” यह बड़ा interesting end है इसका ज़रा आप गौर करिएगा, इस email का end बोलता है, – “Please do let me know if there is anything more that needs to be done with regard to these two roads.” Please note ladies and gentlemen. “Or, of course, anything else?” What is this ‘anything else’?

“Please do let me know if there is anything more that needs to be done with regard to these two roads. Or, of course, anything else?”

देश की जनता जानना चाहेगी कि यह “anything else” क्या होता है| एक आखिरी ईमेल का ज़िक्र इसलिए कर रहा हूँ क्योंकि पूर्व प्रधानमंत्री जी आज काफी उत्तेजित थे, मुझे लगा कि उनको शायद असलियत अभी तक समझ नहीं आई होगी तो आपके माध्यम से देश की जनता उस समय की सरकार की असलियत भी जानले समझले|

यह मेल है 7 नवंबर 2012 का, और इस डेट को आप इसलिए गौर करिए कि यह पिछले गुजरात के चुनाव के समय का मेल है – 7 नवंबर 2012!

“Dear Rahulji, this is a quick note to apprise you of an important development with regard to GM crops (Genetically Modified crops).” वह एक काफी बड़ा dispute उस समय चल रहा था| फिर कुछ background दिया है उन्होंने और कहा है कि, “Meantime, Supreme Court is hearing a case in this regard. The Parliament Standing Committee on Agriculture has strongly condemned any attempt to introduce GM crops and also recommended a moratorium on the same. Supreme Court has appointed a technical expert committee to go into this issue and TCA suggested a 10-year ban on GM crops.”

अब यह देखिए ज़रा बहुत गौर से सुनिए और यह देश की जनता तक आप मेहरबानी करके पहुंचाइए कि यह थी कांग्रेस की सरकार की असलियत|

“In this background, Ministry of Environment and Forests has been directed by PMO to join other Ministries in differing from the technical and expert committee and the Parliament Standing Committee views and take a stand to at least allow field trials of GM crops.”

तो यानी माननीय प्रधानमंत्री के कार्याला PMO ने direction दिया है पर्यावरण मंत्रालय को कि आप Standing Committee of Parliament या जो technical expert committee है इसके views से सहमति मत दो, और बाकी मंत्रालय भी आपके साथ जुड़ेंगे इसमें| सब मंत्रालय मिलकर आप यह निर्णय करो कि कम से कम field trails GM crops के allow होने चाहिए| मैं उसके merit-demerit में नहीं जा रहा हूँ कि होने चाहिए थे या नहीं होने चाहिए थे, मैं सरकार के काम करने के ढंग के बारे में बता रहा हूँ|

पर्यावरण मंत्री कहती हैं, “I rejected this on file saying that we cannot go along with the view of the Ministry of Agriculture as there was a conflict of interest and MoEF should go along with TEC and Standing Committee in opposing GM crops, including field trails.” तो MoEF का एक considered view था we should oppose it in any case. लेकिन उसके बाद की लाइन बहुत हैरान कर देगी आपको|

“However, I have just received a call from the Prime Minister where although I tried to convince him, he has specifically overruled me and has said that I could note on file that I have been overruled by him. This means that the view of the Agriculture Ministry will prevail and MoEF objections to GM crops will stand diluted.”

और मैं मानता हूँ यह प्रथा ठीक है, माननीय प्रधानमंत्री देश के नेता होते हैं| देश के नेता का सर्वोच्च अधिकार होता है, वह Cabinet meeting को chair करते हैं, और अंतिम निर्णय, the buck stops at the Prime Minister’s office. तो अगर उन्होंने अंतिम निर्णय ले लिया और उन्होंने डायरेक्ट किया और यह भी overrule किया MoEF को और कहा फाइल में नोट कर लो कि PM ने overrule किया MoEF को और allow करो field trails तो मैं समझता हूँ कोई भी मंत्री को अपने प्रधानमंत्री के निर्णय को सपोर्ट करना उनकी ज़िम्मेदारी है| यह होती है सामूहिक ज़िम्मेदारी कैबिनेट की और देश के लोकतंत्र की प्रथा ऐसे सुशासन के माध्यम से चलती है|

तो प्रधानमंत्री का निर्णय overrule करने का मंत्री ने फॉलो करना चाहिए, लेकिन उन्होंने पहले para में ही लिख दिया था, “MoEF has stuck consistently to this stand, and I have not deviated from our opposition to the introduction of GM crops without the establishment of rigorous protocols.” क्योंकि यह निर्णय कांग्रेस अध्यक्ष का था और last para में लिखती हैं – “I spoke to Attorney General, but he informed me that he had received similar instructions. The case comes up for hearing in the Supreme Court on Friday, 9^th November, 2012 (दो दिन बाद), I thought I should keep you informed regarding this important development. I have sent a similar note to Congress President by hand.”

तो यानी Prime Minister का decision overrule करने का अधिकार कहीं और था! और यह प्रश्न मैं समझता हूँ देश की जनता इसका जवाब चाहती है| हो सकता है उस समय के प्रधानमंत्री खुद भी शायद इसका जवाब चाहते होंगे कि क्या वह वास्तव में प्रधानमंत्री थे देश के या निर्णय की प्रक्रिया इसलिए ठप थी देश में क्योंकि भ्रष्टाचार और extra-constitutional authorities इस देश को चला रहे थे बजाये कि दिल और दिमाग में विकास का तड़प, देश भक्ति की तड़प और राष्ट्रहित की तड़प|
