The general budget of union government for 2018-19 has made provisions to improve, enhance and modify passenger amenity facilities in Southern Railway in general and Palakkad division in particular. Projects have been sanctioned as umbrella works combining similar works at different locations. Southern Railway has been provided an umbrella sanction of Rs 450 crore, for provision of foot over bridges, extension and raising and improvement of platforms.

Accordingly, Rs 66.71 lakh has been allotted for development of new passenger reservation building and allied facilities at Mangaluru Central station which is an old sanctioned work for which tender has been opened recently. An amount of Rs 40 lakh each has been allotted for additional platform work at Kannur and Mangaluru Central and Rs 75 crore allotted for the ongoing doubling-work between Mangaluru Junction and Panambur.

Likewise, an amount of Rs 21 crore has been allotted for the Nethravathi- Mangaluru Central (1.5 km) doubling work. Out of the umbrella sanction of above-mentioned Rs 450 crore, Rs 68.28 crore has been allotted this year. In addition, an umbrella sanction of Rs 300 crore has been allotted for soft upgrades and improvements at stations for Southern Railway such as charging of points, seats/benches/facade, circulating area improvement, landscaping and drinking water.

The division-wise distribution of both above umbrella funds will be decided at zonal headquarters. Giving umbrella sanction thus gives flexibility to zonal railways to prioritise works and has been adopted in Railway budget for the first time. A sanction of 2859 escalators at an estimated cost of Rs 2859 crore for escalators and 1000 lifts at 500 stations at an estimated cost of Rs 404 crore for entire Indian Railways has also been conveyed under two separate umbrella works.

As regards track works, the budget allotment for 2017-18 was Rs 175 crore. Due to the shortage of supply of rails from Bhilai, the fund booking will be less, divisional authorities stated. This will be made good next year as the tentative targets for 2018-19 are 120 km of sleeper renewals and 160 km of rail renewals apart from 170 sets of points and crossing renewal. The requirement of funds in 2018-19 will be more than 2017-18 on this account, the authorities added.

Venad Express, which underwent the  much-needed ‘make over’, started service on Wednesday. The train which runs between Shoranur Jn and Thiruvananthapuram Central, is  perhaps the most popular train among the office-goers and students in central Kerala.  The train was accorded a reception by the Kerala Railway Users’ Association  when it reached  Ernakulam.

The passenger amenities in the train with spanking new coaches, include vinyl flooring, cushion seats,  LED display, modular toilets and food trays. The LED display  shows the train number and the station names. Displays are also fitted to indicate if the toilet is empty or occupied. The coaches are fitted with bio-toilets as well as GPS facility which will provide information about current  and upcoming locations.

The air conditioned chair car has comforts comparable to those of passenger aircraft cabins. The A/C coach offers wider leg room for a comfortable journey and it has foldable  curtains on the window.  The train  has a rake which utilises centre buffer coupling (CBC) technology as  a  better safety  measure s in case of  an accident.

Shri ND Guptaji, honourable Member of Parliament, newly elected and also now adding to the list of chartered accountants in the Rajya Sabha, we have Sureshji, we have Mr Rehman Khan; ND Guptaji has come in. And I do hope some more of you will start looking at politics also. Other distinguished colleagues from the central council, regional councils, students who have received their awards today, congratulations to all of you.

I still remember this is a much better hall to get an award. I got my certificates at the Ashoka Hotel. I wish I could get a picture out of your records of that day; there must be some photographs probably. I do remember coming down from Mumbai, it was when? 1988 maybe, or maybe some time in 1988. It used to be a very-very lovely function and I am looking back into memory. I was, of course, about 20 kilos less than what I am now – thin, lanky fellow.

I just had a fight with KG Sumaniji who was then the president of the institute in that year; after the result came out I had come and had a fight with him. I still remember and I will share with you just on a lighter note, आप लोग मत कुछ कर देना. Not that the rank mattered, it’s not that we all study for the rank, but I was 4 marks behind the topper. And in law, I had received 55 marks. That day comes before my eyes very clearly, because that was my first visit to the institute and to the president’s chamber. I had received 55 marks and just 4 or 5 months before the November 1987 exam, I had done law from Bombay University, with the grace of God I had got a very good result there also.

And I couldn’t for the life of me believe I got 55 marks in law. So, I went to Sumaniji who was then the president, and I demanded that I want my papers to be re-examined, I am filing my application. And I was fighting with him ki your institute is not doing a good job, all the marking system is wrong. I had stood 2^nd in Bombay University in law, उधर भी 4 marks पीछा था, पता नहीं, पर उधर मुझे बड़ा आनंद था, because the guy who topped was a very dear friend Rohan Shah, you know Rohan – economic laws practice.

So, I said after that I couldn’t have got only 55 here, and I am filing a case against the institute. सुमानी जी ने मुझे सुबह से शाम तक wear out कर दिया बिठाके, प्यार से समझाते रहे, बोला तेरे को नौकरी तो करनी नहीं है, रैंक फर्स्ट आये, सेकंड आये या रैंक नहीं भी आये क्या फर्क पड़ता है| तेरे को देश में काम करना है, अपना व्यापार करना है, बाद में उनको भी पता था कि मेरी इच्छा अलग प्रकार की है आगे चलकर, सामाजिक दृष्टिकोण है| तो he persuaded me by wearing me out, सुबह से शाम तक बातचीत करके बिठाया, खाना-वाना भी खिलाया था वैसे, निलेश भाई ने तो खिलाया नहीं है खाना-वाना| पर शाम तक ठंडा हो गया उसके बाद प्यार से चला गया और फिर अशोका होटल में आया था सर्टिफिकेट लेने|

But I can visualize the pleasure that each one of my young colleagues is going through today, and I compliment each one of you, your families, पूरे परिवार का भी योगदान रहता है, रैंक ऐसे ही नहीं मिलता है| I am sure everybody in your families must have also contributed. मुझे याद है मैंने तो रूम बंद कर दिया था जब पढ़ाई करता था और locked room था, even my mother was not allowed to come in, fixed time पर खाना खाने के हिसाब से बाहर आता था| उन दिनों serials, कौनसे? दूरदर्शन के ही चलते थे, I don’t know whether रामायण आ रहा था या महाभारत आता था, exact half an hour में टीवी देखता था, lunch, dinner या breakfast करता था and the rest of the time I was cooped up in my room, preparing for the exam.

So, I think the families also go through a lot of tension and pressures and lot of involvement, so I must convey to all your families also my compliments and congratulations for your achievements. आगे चलकर देश के लिए कुछ करना है इस भावना से काम करिए, मैं तो थक गया हूँ यह सब, अब बुढाऊ नहीं बोलूँगा| मेरे भी बाल सफ़ेद हो गए हैं, यह तो किसका, लोरिअल का कमाल है थोड़ा|

आप लोग जो युवा पीढ़ी है, अगर आप लोग यह निश्चय कर लेते हो कि हमको एक अलग दृष्टिकोण से प्रोफेशन को आगे बढ़ाना है| मेरा actually नाराज़गी है आपके सबके senior leaders के साथ, और नवीन अगर आप कुछ कर सकते हो इसमें तो आप सोचना और एनडी गुप्ता जी इसमें आपको पूरा आशीर्वाद देंगे कि वास्तव में अगर हम सब चार्टर्ड एकाउंटेंट्स, और यह आपकी युवा पीढ़ी से शुरू होगा तो और ज्यादा आनंद आएगा, हम सब तय कर लें कि हम इस देश को बदलने में हम सब पहल करेंगे|

We will decide that, we will change the way business is done, the way accounting profession is done, the way we audit the accounts. I think इस देश को स्वच्छ बनानी की जो इच्छा है, and I don’t mean सिर्फ स्वच्छता, स्वच्छता तो करनी है हमको सड़क पर, दफ्तरों में, घर पर, रेलवे लाइन्स पर भी, लेकिन अगर हमको इस देश की अर्थव्यवस्था को भी स्वच्छ बनाना है तो मुझे लगता है कि हम सब चार्टर्ड एकाउंटेंट्स अगर मिलकर यह निर्णय ले लें कि हम कोई गलत काम, गलत सर्टिफिकेट नहीं देंगे, गलत ऑडिट रिपोर्ट नहीं देंगे, कोई हवाला कंपनी के ऑडिट को certify नहीं करेंगे या sign नहीं करेंगे, इनकम टैक्स के चाहे 10 notices आ जायें एक के बाद एक हम answer करते रहेंगे, पर extraneous consideration पर निर्णय नहीं लेंगे या लेने नहीं देंगे अधिकारियों को, कोई ज्यादा तंग करता है तो whistleblower बनकर complain करेंगे|

वास्तव में यह आसन निर्णय नहीं है पर अगर प्रधानमंत्री मोदी जी ने एक कोशिश की है कि देश को अलग रास्ते पर लेकर जाना है| After all, जीएसटी वगैरा भी क्या है? एक प्रकार से यहाँ जितने qualified CAs बैठे हैं पुराने यह सब जानते हैं कि इस VAT, excise सबकी चोरी कैसे होती थी| कल मैं मंडी गोबिंदगढ़ एक शादी में गया हुआ था तो मुझे बता रहे थे कि फर्क इतना पड़ गया कि अभी जीएसटी आने के बाद अभी 4 लेवल के बाद क्रेडिट लेते हैं लोग| तो एक फर्जी कंपनी बनाते हैं और उसको 3 लेवल सेल बिल को ट्रान्सफर काटके चौथे लेवल पर एक्चुअल यूजर को क्रेडिट देते हैं| और जब तक आप पकड़ोगे तब तक वह कंपनी बंद करके फरार हो जायेगा| अब यह सब चीज़ें हम लोगों की सहमति के बगैर नहीं हो सकता है|

After all, we certify accounts, we even guide our people, our assesses or our clients how to do business. तो मुझे लगता है कि यह जो सब कोशिश चल रही है कि एक बार देश को सुधारा जाये, जो बात कई बार निकलती है कि after all जब हम टैक्स पे करते हैं, एक प्रकार से अपनी ज़िम्मेदारी का भी अहसास होता है टैक्स पे करने में| यह टैक्स का पैसा किसी न किसी गरीब के घर में बिजली के रूप में जाता है, यह टैक्स के पैसे से शायद मैं कश्मीर में कोई रेलवे लाइन लगा पाउँ जिससे हमारे soldiers warfront पर समय पर पहुँच सकें या terrorists को रोक सकें, यही टैक्स के पैसे से अच्छा पेयजल मिलेगा कोई गाँव में, जिस गाँव के आस पास कोयले की खदान से बिजली आती है जिससे हमारा घर, ऑफिस, विज्ञान भवन सब शिशोभित होता है|

तो यह टैक्स का पैसा किधर न किधर देश की व्यवस्थाएं बनाने में, अच्छी करने में लगता है, डिफेन्स की salaries पर होती है हमारे जवानों की जो हमको सुरक्षित रखते हैं बॉर्डर पर| तो एक प्रकार से टैक्स की चोरी करना मतलब किसी जवान को One-Rank, One-Pension न मिल पाए उसमें हमारा योगदान है, टैक्स की चोरी करना मतलब कोई गरीब को हमने गरीब रखना है सालों साल तक, या कोई दलित के घर में दो वक्त की रोटी नहीं पहुँचती है उसमें हमारी सहभाग्यता हो जाती है जब हम टैक्स की चोरी करते हैं|

तो मुझे लगता है अगर हम सब युवा पीढ़ी यह निर्णय लेकर और बहुत लालच आएगा, बहुत easy money दिखेगा और बहुत तकलीफ दिखेगी ईमानदार रास्ते पर चलने में, आसन रास्ता नहीं होता है, बहुत तकलीफों को सहन करना पड़ता है| पर जब सामूहिक रूप से हमारे दो-ढाई लाख चार्टर्ड अकाउंटेंट इस रास्ते पर जाने को तय कर लें और zero tolerance towards our colleagues also, जो इस रास्ते को encourage करते हैं|

आप को लगेगा कि मैं वही बात दोहरा रहा हूँ जो शायद प्रधानमंत्री जी ने पहले भी कही और हमारे कई मेम्बर्स बड़े नाराज़ हुए प्रधानमंत्री ने ऐसा क्यों कहा, लेकिन आप सोचिये पीड़ा उस व्यक्ति की जो demonetization तो किया, विमुद्रीकरण किया लेकिन किसी न किसी ने चाहे वह बैंक मेनेजर हो, कोई ऑडिटर हो, कोई चार्टर्ड अकाउंटेंट हो, सबने मिल-मिलाकर उस पूरी चीज़ में लोगों को रास्ते बता दिए कि इस तरीके से आप काले धन को छुपा दो| चाहे जीएसटी आई लेकिन हम फिर भी रास्ते ढूँढने में, खोजने में लगे हुए हैं|

अगर हम सब यह सामूहिक रूप से चार्टर्ड एकाउंटेंट्स तय कर लें कि हम ईमानदार रास्ते पर हमारे क्लाइंट्स को भी फ़ोर्स करेंगे और whistleblower बनके इन चीज़ों को उजागर करेंगे क्या गलत चीज़ें हो रही हैं, तो I tell you, we can transform the future of India. After all, हमारे देश में कोई व्यापार कम नहीं है, हमारे देश में विकास की संभावनाएं कम नहीं है पर किसी ने leadership लेनी पड़ेगी और वह leadership लेने के लिए I don’t think there can be any better profession than chartered accountants.

And let’s all collectively decide, but ultimately यह आवाज़ दिल से आनी पड़ेगी किसी के बार-बार बोलने से भी नहीं होगा| यह हम सबको युवा-युवतियों को दिल से सोचना पड़ेगा कि हम लोग तो कहाँ पहुँच गए, आखिर हम भी जो रैंक होल्डर्स हैं हम सबको साधारणतः सुविधाएं अच्छी मिली होंगी, किताबें अच्छी मिली होंगी, ट्रेनिंग अच्छी मिली होगी, घर बार होगा, बाथरूम होगा, पानी होगा घर पर पीने का, इलेक्ट्रिसिटी होगी|

वह जो आज लाखों लोग गरीबी रेखा के नीचे हैं जिनके साथ शोषण हुआ है, जिनको कभी मौका नहीं मिला, to use a colloquial  term, to board the train of development, board the train of progress. Ultimately, उनके प्रति भी अपना कुछ न कुछ दायित्व है, कुछ न कुछ संवेदना, some compassion towards the lesser privileged, towards the marginalized sections of society, that’s all that I am appealing to all of you for. And if our institute takes the lead, after all, why did we not take action these thousands of our colleagues who must be certifying all these companies which are now coming out to be shell companies, or who have not been reporting their accounts regularly. Some of us are only, after all, handling all of these accounts.

So, I think it may be a great initiative if all the senior leaders sitting here in the auditorium in the Vigyan Bhavan, all the senior leadership of the institute seriously reflects on what is the role of the institute and what all of us are going to do, and what is the role model we are going to set for these young boys and girls, all these award winners who have now joined the profession, but will be looking for some guidance, some leadership in their careers.

So, I can only appeal to all of you. Let’s make a beginning. Let’s try and work in this new way so that we can become the architects of new India, we can become the people who will really pave the way for fresh thinking in the way tax administration is done in the country. And I promise you if we can all of us create an atmosphere where people are paying their taxes honestly that’s the best and surest way to bring down tax rates, that’s the best and surest way of simplification, that’s the only way we can ensure that these raids and this and that can be put an end to. After all, that starts only when you find something irregular.

So, let’s seriously think about it. My congratulations to Nilesh bhai for a very-very good year under him. My best wishes to Naveen bhai for the year ahead, for a very glorious year ahead for him. Congratulations to the best branch, the regional awards, the foreign chapter’s awards which have been also given today. Congratulations to all these young boys and girls who have been given their awards today, and my best wishes to our profession. I am very much a part of all of you.

I am happy that that NFRA has been deferred, I hope indefinitely. But that is only basis the commitment that all of you have given that our profession and our institute will ensure compliance with the law of the land, will ensure that action is taken, so that nobody can say that a case takes 6 years, a case takes 8 years to solve.

I have been asking you tell us if you need any more empowerment, we are happy to do it. Now we have one more honorable MP chartered accountant who can collectively with us help us to get that empowerment. But our institute will really have to live up to the expectations of this country of our beloved nation in terms of bringing in that purity which is reflected in our symbol. And if that symbol, the purity of that symbol has to be maintained, if we really want to soar as eagles, then we will all have to collectively participate in this changing world in the new India. That is the dream of 125 crore Indians.
