New Delhi: Coal stock in thermal power plants has increased by 25% due to synergy between Railway and Coal ministries. According to information provided by the Coal Ministry, the coal stock in power plants as on 31 December 2018 was 16.6 million tonne (MT), compared to 13.19 MT stock a year ago. This increase of 3.41 MT is about 25% as compared to last year.

Similarly, as on 31 December 2018, only nine power plants out of a total of 124 were in the “critical” or “super-critical” category, whereas this number was 13 a year ago.

Also, the coal stock in power plants on 31 December 2018 was sufficient for 10 days. This number has come down to eight, as per latest update from the Central Electricity Authority (CEA).

Critical stock refers to coal availability at a power station for less than seven days, while super-critical stock refers to availability for less than four days.

Interestingly, the coal stock situation was worst about five years ago. As per the CEA figures, as many as 44 plants (out of 100) were having either critical or super-critical coal stock on 1 January 2014.

Overall, average railway rakes per day to power sectors from April to December 2018 was 251.8.

The figure for the corresponding period of previous year was 219.7.

This has resulted in sufficient supply of coal to the power plants. Interestingly, both the coal and railway ministries are headed by Piyush Goyal.

As per information, the coal supply from Coal India Limited (CIL) to power plants was 357.5 MT as on 30 December 2018, as compared to 332.03 MT a year ago. The increase of the coal supply from CIL to power plants is about 7.7% compared to a year ago.

According to a Railway official, in addition to the monitoring mechanism available at coal companies and CIL, coal supplies to power utility sector is monitored regularly by an inter-ministerial sub-group comprising representatives of ministries of Power, Coal and Railways constituted by Infrastructure review Committee of Cabinet Secretariat.

This sub-group, he said, takes various operational decisions for meeting any contingent situations relating to the power sector, including critical coal stock position for power plants.

Ministry of Railways PSU, Container Corporation of India Ltd (CONCOR’s) maiden voyage vessel- SSL Mumbai is flagged off from Kandla Port to Tuticorin Port by Shri Piyush Goyal, Minister of Railways & Coal & Shri Nitin Gadkari, Minister of Road Transport & Highways, Shipping and Water Resources, River Development & Ganga Rejuvenation in the presence of Shri Vinod Chavda, Member of Parliament (at Kandla Port) on 10^th January, 2019 through Video link from Transport Bhawan, New Delhi.  Shri Girish Pillai, Member (Traffic), Railway Board, Shri Gopal Krishna, Secretary, Ministry of Shipping, Shri V.Kalyana Rama, CMD, CONCOR & senior officers of Ministry of Railways & Shipping were also present on the occasion.

Speaking on the occasion, Shri Piyush Goyal congratulated CONCOR & Ministry of Shipping for this joint venture. He said, “Railways has introduced many new reforms in the last 4.5 years. This is another first in the series of reforms. For instance, we have stopped producing the old model of coaches and started producing only LHB coaches, to eventually replace all old coaches. We have targeted 100 percent electrification over the vast Indian Railways network. The joint efforts of the Ministry of Road and Railways have led to the inauguration of the Bogibeel bridge by the Hon’ble Prime Minister recently. The Rail University, having now been started, is preparing more than the 100 student for the transport sector. The new indigenous built Train 18, under Make in India initiative, will soon be flagged off on New Delhi Varanasi route. This new service started today by CONCOR will also be very profitable for the freight movement to send goods to different locations in a cost effective manner and will also reduce the load on railways and road. When we strive for world-class logistics costs in India, joint efforts by road, rail and sea is required, only then the pace of development will be accelerated.” He added that CONCOR which started its operation with 7 terminals, today CONCOR has 81 terminals, he added that our goal is that CONCOR should operate from more than 100 terminals by next year. The Minister envisaged CONCOR, a Navratna PSU should develop itself as a “Ratna” for New India.

Speaking on the occasion, Shri Nitin Gadkari said, “It’s a red flag day in the history of transportation in India. I’m glad to see this modal shift in the logistics chain.  The combination of Railways and Coastal Shipping is a win-win situation for both modes as this will release capacity for railways to carry others goods and facilitate more commodities like steel, cement, and other general cargo to be transported through coastal trade, thereby enhancing the coastal trade basket.

“I urge all CONCOR and other cargo transporters to utilise waterways and coastal shipping to enhance business coefficient as this is a much cheaper mode of transportation”, the minister added. He also outlined his vision of reviving waterways in the country.

Briefly, the arrangement envisages deployment of two dedicated vessels, each capable of carrying minimum of 700 loaded). CONCOR, in addition to first mile and last mile connectivity, will arrange port handling and coastal transportation of loaded/empty containers and bulk/break-bulk cargo between Kandla port to Tuticorin port via Mangalore port & Cochin port.  This will provide seamless solution to customers from Origin to Destination. There will be weekly services from Kandla port to Tuticorin port via Mangalore port & Cochin port. As a part of overall strategy of expansion and entry into new areas of business that would complement CONCOR’s position as a Multimodal Logistics service provider, CONCOR has commenced coastal operations from 10^th January 2019 onwards.

वास्तव में भारतीय रेल ने गत चार-साढ़े चार वर्षों में बहुत सारी नयी-नयी चीज़ें की हैं। और यह भी एक नया कीर्तिमान स्थापित हो रहा है जिसमें कंटेनर का मूवमेंट संयुक्त रूप से कुछ हिस्सा रेलवे से होगा, कुछ सड़क के माध्यम से होगा, कुछ शिप रूट, सी रूट से होगा। एक multi-modal movement से सामान सही जगह पर पहुंचे, समय पर पहुंचे, सस्ते खर्चे पर पहुंचे इसका एक नया कीर्तिमान आज स्थापित करने जा रहे हैं।

इसी प्रकार से कई नयी चीज़ें रेलवे में देखने को मिलती हैं, आज कल उदाहरण के लिए हमने जो पुराने कोचेस बनते थे वह सब बंद करके अब सिर्फ एलएचपी कोच बनाना शुरू कर दिया है। विद्युतीकरण में शत प्रतिशत भारतीय रेल विश्व की पहली बड़ी रेल होगी, इतनी बड़ी रेल, जो शत प्रतिशत बिजली पर चलेगी और उतना पर्यावरण पर भी उसका प्रभाव अच्छा पड़ेगा।

इसी प्रकार से आपने हाल में ही संयुक्त प्रयासों से, रोड मंत्रालय और रेल मंत्रालय के संयुक्त प्रयासों से बोगीबील ब्रिज जो भारत का सबसे लम्बा पहला रोड-कम-रेल ब्रिज उसका उद्घाटन माननीय नरेंद्र मोदी जी के कर कमलों द्वारा हाल ही में हुआ। रेल यूनिवर्सिटी अपने आप में कई वर्षों से इसकी कल्पना देश के समक्ष थी, रेल यूनिवर्सिटी को अब शुरू कर दिया गया है। और उसमें भी मैं हाल में होकर आया, बहुत ही उत्साहित 100 से अधिक बच्चे वहां पर तैयार हो रहे हैं और इस यूनिवर्सिटी की कल्पना सिर्फ रेलवे के लिए तैयार करना नहीं है, लॉजिस्टिक्स के लिए। तो एक ट्रांसपोर्टेशन सेक्टर की बड़ी यूनिवर्सिटी बने इस कल्पना से रेल यूनिवर्सिटी का काम चल रहा है।

थोड़े ही दिनों में माननीय प्रधानमंत्री द्वारा दिल्ली से बनारस के लिए सबसे तेज़ गति से चलने वाली भारत की खुदके डिज़ाइन वाली और खुद भारत की फैक्ट्री में बनी हुई मेक इन इंडिया के इनिशिएटिव की ट्रेन-18 अब थोड़े ही दिनों में शुरू होने वाली है, दिल्ली से बनारस जाएगी। और जो लगभग 8 घंटे में वह जर्नी करेगी जो आज जो फास्टेस्ट ट्रेन उस रूट पर है वह लगभग डेढ़ गुना समय लेती है, उतना लाभ सभी यात्रियों को मिलेगा। और एक प्रकार से आगे आने वाली बुलेट ट्रेन के लिए यह एक first baby step in that direction के रूप में हम उसको देख सकते हैं।

तो कई सारे firsts रेलवेज में भी हो रहे हैं, रोड्स के तो किस्से ही अद्भुत हैं जिस प्रकार से पूरे देश में नेटवर्क ऑफ़ हाइवेज, सागर माला के माध्यम से सी रूट्स, अब बनारस से भी कंटेनर जाना शुरू हो गए हैं, बनारस से भी सी रूट खुल गए हैं बंगलदेश तक। The number of firsts that we have seen have been phenomenal. और मुझे ख़ुशी है कि नया वर्ष 2019 भी कई सारे नए कीर्तिमानों के साथ शुरू हो रहा है।

पीछे मैंने शेयर किया था unmanned level crossings main lines पर, broad gauge पर ना के बराबर है, आज शायद पूरे देश में एक unmanned level crossing रह गयी है, एक, जो एक प्रकार से बड़ा एक घातक, जिसमें कई लोगों की जान जाती थी, कई एक्सीडेंट होते थे, पिछले 5 वर्षों के लगातार प्रयासों के कारण अब भारतीय रेल उससे मुक्त हो गया है  पूरी तरीके से।

Of course, मीडिया की हेडलाइन जैसे हम अभी आपके कमरे में बात कर रहे थे, हेडलाइन तो शायद यही बनेगी कि ‘Railways fails in its target’ क्योंकि अभी तक एक बाकी है सर, पूरा एलिमिनेट नहीं हुआ है।

लेकिन अब यह जो नयी सर्विस शुरू हो रही है मुझे पूरा विश्वास है यह भी फ्रेट मूवमेंट के लिए भी बहुत लाभदायक रहेगी, इससे सस्ते खर्चे पर सामान दूर-दूर तक जा पायेगा और रेलवे और रोडवे पर जो बहुत हेवी कंजेस्शन रहता है उससे भी थोड़ा निजात, उससे भी थोड़ी राहत मिलेगी सभी को।

तो पूरा विश्वास है कि यह जो नवरत्न था, कॉनकोर, 2014 में इसको नवरत्न घोषित किया गया था और आज 2019 में मैं इसको नए भारत के रत्न के रूप में देख रहा हूँ। और इसी तेज़ गति से प्रगति करे ऐसी मेरी पूरी इच्छा है, पिछले वर्ष आपने 6,500 करोड़ का टर्नओवर किया था, आपने लक्ष्य रखा है कि 25,000  करोड़ तक अगले 5 वर्ष में आप कॉनकोर को बढ़ाएंगे इस लक्ष्य के लिए आपको मेरी बहुत-बहुत शुभकामनाएं हैं। आपने पहले शुरू किया था 7 टर्मिनल से, आज कॉनकोर के 81 टर्मिनल हो गए हैं और हमारा लक्ष्य है कि अगले वर्ष तक यह 100 का आंकड़ा पार करेगा।

वैसे गडकरी जी को क्रिकेट का बहुत शौक है तो मैं समझता हूँ इनकी प्रेरणा से, इनके सहयोग से और इनके आशीर्वाद से कॉनकोर और तेज़ गति से बढ़े और सेंचुरी के बाद फिर डबल सेंचुरी के प्लान्स भी अभी से शुरू करें। तो जो एक कल्पना है कि भारत में लॉजिस्टिक्स कॉस्ट विश्वस्तरीय हो जाये। कई बार चर्चा होती है भारत में 12-13-14% लॉजिस्टिक्स कॉस्ट है, अन्य देशों में वह 8% के आस पास है, तो जो लक्ष्य एक रखा गया है कि भारत ने भी 8% पर लॉजिस्टिक्स कॉस्ट लानी चाहिए उसके लिए आपका योगदान बहुत महत्वपूर्ण रहेगा।

और रोड, रेल और सी यह तीनों का जब मिलन होगा, जब तीनों की संयुक्त भागीदारी से, तीनों के संयुक्त प्रयासों से इस काम को हम गति देंगे तो मुझे पूरा विश्वास है कि यह लक्ष्य भी अचीव कर पाएंगे, जल्द ही कर पाएंगे और इससे पूरे देश में एक नए रूप से आगे का विकास तय होगा, आगे की आर्थिक व्यवस्थाएं तय होंगी और इस देश का जो लक्ष्य है कि हम डबल डिजिट ग्रोथ जिसके लिए इस सरकार ने जो पूरी भूमिका बनाई है जो पूरा फ्रेमवर्क क्रिएट किया है गत पांच वर्षों में इंफ्रास्ट्रक्चर इन्वेस्टमेंट करके, एक ईमानदार व्यवस्था पूरे देश में स्थापित करके, अलग-अलग प्रकार से जो व्यापार करने की सुविधाएं हैं वह देकर।

अभी-अभी जीएसटी की भी मीटिंग चल रही है दूसरे स्थान पर उसकी भी खुशखबरियाँ और आएँगी जिससे मुझे उम्मीद है कि सब राज्य सरकारें संयुक्त रूप से सहयोग करके कुछ अच्छी खबर वहां से भी आज देंगे। यह सब चीज़ें जो फ्रेमवर्क क्रिएट कर रही हैं, जो नीव रख रही हैं, फाउंडेशन रख रही हैं नए भारत की उस नए भारत में मुझे पूरा विश्वास है कि भारत की आने वाली पीढ़ियां अवश्य याद रखेंगी कि यह भारत के सुनहरे कल की शुरुआत इस 2014 से 2019 के समय सीमा में हुआ। यह शुरुआत बहुत ही शानदार रहा, यह शुरुआत देश के कोने-कोने तक पहुंचा, इस शुरुआत ने पूरे भारत के सभी लोगों को साथ में लिया, जो हमारी कल्पना है सबका साथ, सबका विकास करने की उस कल्पना के हिसाब से यह काम किया गया।

और ऐसे ही हम सबके साथ से भारत की अर्थव्यवस्था को और तेज़ गति मिले यह हम सबका प्रयत्न लगातार आगे भी बना रहेगा यह मैं आप अबको विश्वास दिलाना चाहता हूँ। पुनः एक बार आप सबका बहुत-बहुत धन्यवाद, कॉनकोर और शिपिंग मिनिस्ट्री को बधाई और माननीय नितिन गडकरी जी का बहुत-बहुत धन्यवाद जो उन्होंने अपना अमूल्य समय इस कार्यक्रम के लिए हमें दिया।

Piyush Goyal-led Railway Ministry recently held a high-level review meet to chalk out the road map for projects in the January to March 2019 quarter. Railway Minister Piyush Goyal interacted with general managers of zonal railways and divisional railway managers, outlining the key areas of focus over the next few months for Indian Railways. From better catering, to upgraded trains, public reservation charts and WiFi on railway stations, we take a look at 8 key benefits that passengers can look forward to by March 2019:

1. Airline-like model for reservations: Following the airline model, Piyush Goyal has directed railway officials to make public details of seat/berth reservation. While booking air tickets, passengers are able to view the seating plan on the airplane and choose seats. Indian Railways is looking to experiment a similar system. According to the Railway Ministry release, Goyal said that the reservation chart should be made available in public domain. Goyal also added that officials should explore the option of allowing booking of train tickets for subsequent stops even after the departure of train.

2. Free high-speed WiFi: With over 700 railway stations already covered under Indian Railways ambitious WiFi project, Piyush Goyal wants over 2,000 railway stations to come under the initiative soon. The final plan is to provide the facility of free high-speed WiFi at all railway stations across the Indian Railways network. For this RailTel has tied up with Google and DoT and the project is being implemented successfully. The facility of free WiFi allows users to use public services like internet banking etc, a move that will particularly benefit people staying near remote railway stations.

3. Faster Rajdhani Express trains: Piyush Goyal has asked railway officials to expedite the ongoing trials of Rajdhani Express trains with two engines (one at the front and the other at the rear). The new push-pull mechanism is likely to reduce the overall journey time for passengers and once successfully tested is likely to be used for key Rajdhani Express trains.

4. Single helpline number for all complaints: Indian Railways will come up with a new single helpline number where all non-security related complaints of passengers can be registered. This is likely to be ready by the end of January 2019.

5. No more overcharging for food: To prevent the menace of vendors charging passengers in an ad hoc way, railway officials have been directed that the food menu should be printed on tin plates with rates inclusive of GST. Additionally, in case the vendor fails to give a bill for sale of food items, passengers have been asked not to pay for the meal. To spread awareness on the same, the tin plate printed menu will carry the message, “No tips please, if no bill, your meal is free”. All TTEs and catering staff will also be provided with PoS (Point-of-Sale) machines, to allow for proper bills to be generated.

6. Swanky stations: Piyush Goyal has directed officials that the redevelopment of 68 railway stations should be complete by February 2019. To keep track of the ongoing work, an integrated dashboard has to maintained where officials can upload current photographs of the projects. Indian Railways is looking to equip its stations with modular facilities with better passenger comforts. LED lighting, CCTVs in kitchens, retiring rooms etc will be provided for this purpose.

7. Train upgradation projects: The first phase of two big train upgradation projects – Operation Swarn and Project Utkrisht – will be completed on a priority basis. While Operation Swarn is aimed at upgrading Rajdhani and Shatabdi Express trains, Utkrisht involves revamping Mail/Express trains with ICF design coaches.

8. Cleanliness of toilets: Indian Railways aims to fit trains with aircraft-like bio-vacuum toilets that will help in efficient flushing and reduce the problem of stink. Goyal has said that images of all completed toilets should be uploaded from 4th January, 2019 onwards. Not only that, under the upgradation of toilets on trains and stations, it has been directed that all washrooms should be brightly lit with adequate supply of water and devoid of any broken pots or urinals.
