Friends from the media, I am extremely grateful to hon’ble Chief Minister of Karnataka for agreeing to meet me literally on a phone call, at short notice. But I would like to share with you the sequence of events so you know that today seems to be an auspicious day for me personally, and I think for all of us in this room and for the citizens of Bengaluru.
I had actually come to Lord Tirupati Balaji for Darashan from Nellore. I did my Darshan in the morning, and in the normal course I would have probably gone to Mumbai, my home city, from Tirupati. But somehow today I felt that while I am here already, I should also review the working of the zone in Karnataka, the SWR zone and I called up the general manager this morning and said that I will come and review the working of the zone, please keep your officials ready. And I had in mind to address you, at 12:30 I had called you, to talk about the achievements of Ministry of Railways.
And I want to spend 2-3 minutes to tell you that because that was the purpose of our meeting today. And why I am saying it is an achievement because Karnataka has seen railway development like never before in the history of Independent India. I say this because the construction of new railway lines in Karnataka has become three times what it was before 2014. It used to be 23 kms per year of new lines between 2004 to 2014, in 10 years, per year 23 kms.
After our government came in, we increased it to almost 67 kms per year, three times. Similarly, doubling work which was about 35 kms a year earlier has increased to 56 kms per year. Electrification is even better story: 8 kms per year which was done before we came in has increased to 177 kms per year, almost 21 times and that is good for environment that is good for faster connectivity. And the same story goes on.
Stations, we have almost doubled the number of stations which are taken up for upgradation. Free Wi-Fi is being introduced in all the stations. We will have every station of Karnataka having free Wi-Fi. Freight loading has increased significantly. Capital investments, capex in Karnataka, has become nearly two and a half times what it was earlier. So I had actually come to review all these works and report back to you, but during the discussion I saw that the Bengaluru Suburban Project had come to a stalemate.
I do not know if you recall the history of this project. While the project has been in discussion for 20 years, more than 20 years. When I became Rail Minister on 3rd of September 2017, I was visiting Bengaluru on 16 September 2017 along with Ananth Kumarji, the late leader, my elder brother and I think one of the most popular faces that Indian parliament had, 6 times Member of Parliament from Bengaluru. His smiling face comes to our eyes even as we speak and literally with tears in his eyes that day on 16 September 2017, he said, ‘Piyush, my dream is to see Bangalore get a good, strong, vibrant suburban railway.’
On 16 September I went straight to DRM’s office and from there the journey of Bangalore suburban railway once again started to the extent that on 16 September I ordered a RITES pre-feasibility study, gave them only 30 days. In 30 days, I got the pre-feasibility examined, submitted it to the state government on 29 December 2017. We included it in the budget of 2018-19. This was included in the budget of 2018-19 by Prime Minister Shri Narendra Modi, of course, subject to approval of state government.
We got the feasibility study sanctioned in March 2018 within a few days of the budget getting approved. As soon as the budget got approved, we immediately ordered a feasibility study by RITES. The feasibility study report was received in 30 November 2018 and on 17th December we put it up for approval by …. This speed of a project, such a large project costing nearly 23,000 crores, I don’t think you would have seen any time and a project which was already 20 years in the making, within a span of 16-17 months we converted a dream into a reality.
And for that we even changed the suburban policy which had envisaged 80% state government share, 20% central government. We even changed that to 50-50, that 50% central government will share and 50% state government. In lieu of that we have asked the state government to allow us some extra floor space index which will not cost the state government anything but will help us raise some more revenues.
Unfortunately, while approving the project on 16 January 2019, the state government in the cabinet had put 19 conditions and when I was reviewing today the projects at the DRM office, it was brought to my notice that these conditions have still not got resolved. I had actually called up hon’ble Chief Minister, I think early February, first or second February sir I had called you, requesting to review these conditions and give us a clean approval so we can take it forward. Then I met hon’ble, former Prime Minister Shri Deva Gowda Ji on 12th of February in parliament and requested him also to get it resolved expeditiously.
But today when I was reviewing and I saw that it is not yet approved. I requested hon’ble Chief Minister if I could call on him and discuss this matter and resolve it with his goodself. I am really grateful that he gave me time. He actually cancelled his other programmes and invited me to his home. Thank you very much sir and I am delighted that within a span of one meeting we have been able to resolve all these 19 conditions. The railways also has agreed to give 6000 crores worth of land free of charge to this project. 6000 crores land will be given with only one rupee lease rent which is outside suburban policy, so I have to go back and further change the suburban policy and this 6000 crore rupee land the railways will give at only one rupee token lease rent, so actually free of charge to Bangalore. Because we believe that Bangalore citizens have waited long enough and we should have a suburban railway serving the people of Bengaluru.
We have resolved all the issues. There was some talk of cutting down the central Bengaluru area, which was one of the conditions so railways will have suburban railways in some portion, then metro railway, then again suburban railway. It will be unviable. Passengers would have to get down at one point, board a metro train, get down from metro, board a suburban. These are not the practical ways to set up infrastructure project. I am happy that hon’ble Chief Minister has agreed to the railway’s proposal that it will be through and through, the 160 kms that we have planned will be continuous. It will have about 70 kms of elevated rail line, because I understand that it is impossible to acquire land in big number in the city of Bengaluru and that could be one of the reasons this project was a non-starter.
So in September 2017, I had actually told them to plan for 100% elevated suburban railway. But the cost was becoming unviable and too much and, therefore, we planned about 90 kms on grade for which the railways was to give their land worth 6000 crores to the SPV. But at the request of state government, the railways has agreed to give that land free of charge. Therefore, the project cost has come down drastically and the people of Bengaluru will be able to get good services at affordable prices.
Suburban railway, as you know, is always much cheaper than metro and other forms of transport. This will help to decongest the road network and it will take Sadanand Gowda and PC Mohan off my back, because every time I would reach my office either PC Mohan was sitting on my head or Sadanand Gowda was fighting with me to speed up this and I could not do it faster than this. This is the fastest project that has ever been approved in Indian railways and today in this meeting we have resolved all the issues.
I am hoping that the cabinet on the 25th will take a considered view and approve it as discussed today so that we can process it in Delhi. I will also have to go to cabinet in Delhi and I am hopeful that we can start work on this project expeditiously. Unfortunately, somebody in the press was trying to link it with the Lok Sabha elections. Sir, on 16th of September 2017, there was no Lok Sabha election, nothing. It was Ananth Kumar’s teary eyes and for me I think that is the greatest gift we can give to Ananth Kumarji who was the leader of Bengaluru, who was my elder brother, who loved me, looked after me like a child from my early days in politics and I think it is the least all of us in the room can do for Ananth Kumarji’s memory and for the people of Bengaluru.

“However, the city now faces numerous challenges in transportation. There has been demands of citizens and citizens’ groups given the transportation problems of Bengaluru for urgent development of suburban railway infrastructure in Bengaluru.” And I am happy, if they can approve it in the 25th meeting that this project should start work fast. We have approved it in the budget in 2018-19 with the blessings of honourable Prime Minister Shri Narendra Modi. And we will hope and pray that together both governments can work to take it forward fast. Before the elections I used to say that when there is a double engine working for development, then development happens at double the speed, like in a train if there is a double engine then train runs fast. Of course, the people of Karnataka gave us 104 seats, about 10 seats less, otherwise the double engine would have worked much faster.
And, by the way, in my plans, I had told them to put air-conditioned rakes also, so we have provided air-conditioned rakes from the beginning itself. Not like Mumbai, which is getting it after so many years, because Congress governments in the past never planned for it. We have planned – I don’t mean to politicize it, I was just mentioning before 2014, I am not referring to the state government here – before 2014, nobody thought of air-conditioned rakes. Now in Mumbai also we are giving air-conditioned rakes, but for the citizens of Bengaluru, particularly, they are IT-enabled and IT-savvy, so they want to have Wi-Fi and everything. So every station will have Wi-Fi, all the stations in Karnataka will have Wi-Fi in the next six months, every suburban station will have Wi-Fi as we set it up. And we will try and expand more and more air-conditioned rakes, so that they can have comfortable journey and go to work fresh.

नई दिल्ली (बिजनेस डेस्क)। मुख्य ट्रेन लेट होने के कारण कनेक्टिंग ट्रेन छूट जाने पर अब आपको रिफंड लेने के लिए धक्के नहीं खाने पड़ेंगे। रेलवे ने ऐसे यात्रियों को राहत देने के लिए टिकट एवं रिफंड के नियमों में संशोधन किया है। इसके तहत अब मुख्य (पहली) और कनेक्टिंग (अगली या दूसरी) ट्रेनों के लिए अलग-अलग के बजाय एक ही पीएनआर पर टिकट जारी होगा। साथ ही मुख्य ट्रेन लेट होने के कारण कनेक्टिंग ट्रेन छूट जाने पर कनेक्टिंग ट्रेन की यात्रा के हिस्से का पूरा किराया वापस मिलेगा।यह सुविधा यात्री आरक्षण प्रणाली (पीआरएस) काउंटर और ई-टिकट दोनों पर मिलेगी, लेकिन इसके लिए अलग-अलग तरीके अपनाने होंगे।
पीआरएस काउंटर से खरीदे गए टिकट के मामले में लेट होने वाली मुख्य ट्रेन की यात्रा जिस स्टेशन पर खत्म होगी उसी स्टेशन के काउंटर पर रिफंड का क्लेम तीन घंटे के भीतर पीआरएस काउंटर पर करना होगा। ई-टिकट के मामले में करंट काउंटर पर तीन घंटे के भीतर मुख्य ट्रेन लेट होने का कारण बताते हुए टीडीआर फाइल करनी होगी।
किसी वजह से करंट काउंटर उपलब्ध न हो अथवा बंद हो तो उस स्थिति में तीन दिन के भीतर उसी स्टेशन पर टीडीआर फाइल की जा सकती है। संबंधित जोन का मुख्य वाणिज्यक प्रबंधक (सीसीएम) या रिफंड आफिस जांच के बाद पूरा रिफंड यात्री के खाते में ट्रांसफर करने का आदेश जारी करेगा।
अभी तक एक के बाद दूसरी कनेक्टिंग ट्रेन पकड़ने वाले यात्रियों को दोनों ट्रेनों के लिए अलग-अलग पीएनआर से टिकट जारी होते थे। इससे रिफंड क्लेम करने में यात्रियों को परेशानी होती थी। अब दोनों ट्रेनों के लिए एक ही पीएनआर होने से यह दिक्कत समाप्त हो जाएगी।

For me it is a privilege to come once again to Nellore city which is the birthplace – both of Potti Sreeramulu Garu and Shri Venkaiah Naidu Garu. I am happy to be here for the inauguration of several new initiatives of the Indian Railways, for the foundation stone laying ceremony of several new projects that we are starting in Nellore and for the dedication of development works in Nellore, in Tirupati, in this region – totalling Rs 1,830 crore.
We are all aware that Hon’ble Vice President of India Venkaiah Garu has been a part of the life of Nellore right from his birth. He was born in a humble agricultural family in Nellore district – a dedicated visionary and true son of Nellore, a true son of Mother India. He started his journey as a young party worker and, in fact, even before that, in his student days he worked as a Akhil Bharatiya Vidyarathi Parishad Karyakarta. And right from his student days, his value systems of nationalism, his work dedicated to the nation has been recognized by one and all across the country.
In fact, very often when we read about Venkaiah Garu, we hear that he started his life posting pictures of Shraddya Bharat Ratna Atal Bihari Vajpayee Ji in Nellore seeking support for Vajpayee Ji. And from that humble beginning, we are extremely proud to have him today as our Hon’ble Vice President of the world’s largest democracy – India.
When he was Minister in the central government, Venkaiah Garu pioneered and launched several new urban development missions – the Smart City mission is his brainchild, the Pradhan Mantri Awas Yojana was started by Venkaiah Garu. The Swachh Bharat Mission was initiated with the blessings and vision, and guidance of Prime Minister Shri Narendra Modi by Hon’ble Shri Venkaiah Naidu Ji. The AMRUT Mission for the heritage cities – the HRIDAY Mission – all of these are projects that have been started by Venkaiah Garu. And have been taken forward in great speed by the government of India. Truly, he is an inspiration to all of us.
Today, when I am in Nellore district – this is my second visit to Nellore. I pay homage to Amarajeevi Potti Sreeramulu Garu, whose fast unto death was the supreme sacrifice that led to the creation of Andhra Pradesh. Along with the Venkaiah Garu, I had visited Krishnapatnam town also in Nellore district on 27th February, 2016, nearly three years ago, when we inaugurated the Damodaram power plant. At that time, I used to be the Power Minister.
Since then, the Nellore district has made all of us proud after the launch of 104 satellites in one single rocket from Sriharikota on 15th February, 2017. In fact, today, Nellore is known internationally, and in some sense, all these three events happened in the month of February. The power plant also in February ’16, the launch of rockets in February ’17, and today, in February 2019, we are doing a slew of railway projects that we are going to start today or we are going to launch today.
The South Central Railway as the General Manager Mr. Mallya just mentioned was formed on 2nd October, 1966 on Gandhi Jayanti Day. It is one of the best performing zones on Indian Railways and has the second rank in station cleanliness in the last survey that we did in 2018. I am sure that will be something Venkaiah Garu will be very proud of because Swachhata is very dear to him. Even if you are walking along with him and he sees something, he will bend down and pick it up but he will not leave it over there. And that is the spirit we are trying to inculcate in the entire railways and, today, station cleanliness, train cleanliness, our own offices of the Railways – we are trying to do better and better and South-Central Railway itself which was fourth rank in 2017 is now the 2nd rank and I hope they will all work to become the first rank in the next survey that will come out for 2019.
In fact, we can pay no better tribute to Mahatma Gandhi Ji on whose Jayanti we started this South Central Railway than achieving Swachhata not only in Railways but in the entire country. In fact, we are celebrating 150th birth celebrations of Mahatma Gandhi Ji – Gandhi 150 Samaroh, which we are celebrating this year. We can pay no better tribute to him than making our country a clean country. Towards that end, the Railways also has made some very game-changing initiatives.
We have apart from the cleanliness of all stations, we are also converting all the toilets to bio-toilets, so that the railway tracks are not soiled and we are able to keep the entire railway system clean. Similarly, mechanized cleaning is going to hundred per cent in the Railways. So, all the linen that you use – bed sheets, bed covers, the pillow covers, napkins – all will be cleaned in mechanized laundries.
We are setting up CCTV cameras first in all the railway stations, then in all the trains so that cleanliness can also be monitored while providing safety and security to our passengers, and for all of this, we have a continuous citizen feedback mechanism.
In fact, the guiding principle by which we have worked is ‘Jan Bhaghidari’ – citizens’ participation by which we believe that we can really take the Railways to the next level. I would like to recall what Prime Minister Modi had said on 20th July 2018 in Parliament, and I quote, “I want to assure people of Andhra Pradesh that they will not be left behind and the government will ensure their welfare and development.”
The Railways also is firmly committed to the cause of Andhra Pradesh’s development, growth and prosperity. In fact, the number of projects that we are launching today, as I said, a total of 1,830 crores will be spent ushering in a new era of speed, safety and service for the people of Andhra Pradesh, for the citizens of Nellore. Of course, the commissioning of the new line between Venkatachalam- Pelicula-Obulavaripalli Culo-Cherlapalli at an investment of 1,500 crores is going to be a landmark achievement for this region. There is a separate ceremony after this where we will be announcing the commissioning.
This will help in decongesting the main route of Chennai-Howrah and Chennai-Mumbai and also improve the connectivity of Andhra Pradesh to the economic hubs of India. This will ensure that the people of Andhra Pradesh are able to reach faster to remote markets all over the country.
In fact, Venkaiah Garu, I must share with you that in 2014 when our government came in, we were, I would not say surprised, we were shocked when we tried to connect Mumbai to the southern parts of India, to Hyderabad, to Bangalore, to Nellore, to Chennai, there are portions in these lines, these are critical important lines, which were still single sections. Single line portions were there on these important sections. After the government of Prime Minister Shri Narendra Modi came in, one of the first things we did was take up the doubling of all these small patches which were left single-lined.
I don’t know, 65 years after independence, having single line sections on the golden quadrilateral, was actually shocking for all of us. But in the next few months, the entire golden quadrilateral, particularly, these connections to south India, will have at least a double line section. And now, we are planning the third and fourth line so that we can decongest all these highly crowded routes. Today, we are also going to inaugurate upgraded passenger amenities at the Tirupati railway station at an investment of 11 crores and I have seen the pictures of that, particularly in the night. It’s so beautifully lit up, very clean, that it will be a pleasure to use Tirupati railway station.
The new foot-over bridge of Nellore South Railway Station is also going to be inaugurated today. I am happy to share with all, particularly with all the young passengers of the railways that we are dedicating to the nation free high-speed Wi-Fi facility at Nellore, Gudur and Renigunta railway station today. This will be free Wi-Fi and I must share with you, this is the fastest Wi-Fi available anywhere in the country. No telecom operator, I will not take any names, but no telecom operator can also give you the speed that the Railway – RailTel services gives on the railway station. It is the fastest Wi-Fi. You can download a whole movie, a Telugu film in less than 3 minutes. All film can be downloaded on your phone.
Of course, you shouldn’t do that, you should do some research. I want the youngsters to do some research about what is happening in the world and become scientists, who will make our nation proud tomorrow. Similarly, we are dedicating to the nation, new booking office at Akkampeta railway station. The foot-over bridge and new booking office at Thiruvottiyur station and a subway constructed in place of level crossing number 34 at Gummidipoondi. We are also going to lay the foundation stone for passenger amenities at all railway stations from Krishnapatnam to Rapur. And thereafter, we want to start the passenger service on this section also, so that people from here and all the way, can get connected from Krishnapatnam port, can go there for their business and then, Krishnapatnam port will get connected also with passenger line to the main line.
So, it’s a holistic vision that Hon’ble Vice President has worked for several years which will be seeing the light of the day in the coming few months. We will also be laying the foundation stone for a beautiful redevelopment programme at Nellore station at an investment of Rs. 100 crore for Nellore railway station. It will be a world-class smart station with modern amenities, energy-efficient and an eco-friendly station.
We shall also be flagging off the Nellore-Chennai Central MEMU passenger train – India’s fast electric train, which will enhance connectivity between Andhra Pradesh and Tamil Nadu and provide safe and economic mode of transport to commuters all the way up to Chennai. This will help business and education. We are also going to start by 25th December 2019, which is the birthday of Shradhyeh Bharat Ratna Shri Atal Bihari Vajpayee, who has been the leader of Shri Venkaiah Garu, has been my mentor. We shall be starting passenger train operations from Venkatachalam to Rapuru stations from 25th December, 2019.
I am also pleased to announce Hon’ble Vice President Sir, a few things which were not planned in this programme and I hope will make the people of Nellore happy. A few announcements of certain extension of trains, certain stoppages, and the increase in frequency of one train. We shall now have the train No. 17215 and 17216, which comes from Vijayawada to Dharmavaram, its Vijayawada-Dharmavaram Express. This train will be increased from three days a week to a daily service from 22nd February, 2019 i.e. from tomorrow itself, this train will be a daily service from Vijayawada to Dharmavaram.
We will also be having new stoppages – Train No. 11020 and 11019 which is the Bhubaneswar-Mumbai CSMP Konark Express will now, from today itself stop at Pithapuram. We will also make a stop at Pithapuram from today itself. Also, there will be a stoppage for Train No. 11017-11018, which is the Lokmanya Tilak Terminus from my city of Mumbai. Lokmanya Tilak Terminus to Karaikal Weekly Express will now start stoppage at Rajampet from 24th February, 2019.
I thought I will take this auspicious occasion to give this gift also to the people of Andhra Pradesh. These two stoppages will certainly help the people wait at Pithapuram and Rajampet. There are four more good news that I would like to share with you. And I think the Railway is also acknowledging these announcements with the hooting of our horns. Train No. 20889-20890 which is a train which goes from Howrah to Vijayawada. It’s a Humsafar Train, a weekly train. This Humsafar weekly from Howrah to Vijayawada will be extended from 24th February, 2019 to Tirupati, so that people from Howrah can come straight for darshan of Tirupati Balaji, and it goes via Nellore and it will go up to Tirupati.
Similarly, we are extending Train No. 68433-68434, which comes from Cuttack to Brahmapur. It’s a MEMU service. This will now be extended from 3rd March, 2019 to Ichchapuram. It will be extended to Ichchapuram from 3rd March, 2019. Further, we will be extending Train No. 58526-58525, which goes from Vishakhapatnam to Palasa. It’s a passenger train from Vishakhapatnam to Palasa. This will be extended also to Brahmapur and from 3rd March, 2019.
And lastly, we have a Train No. 77673-77674. It comes from Miryalaguda to Kacheguda. It’s a DEMU service which will now be extended from 23rd February, day after tomorrow, to Nadikude. From 23rd February, this will be extended to Nadikude also.
So, these seven new announcements, I hope will make the people of Tamil Nadu also happy. Of course, for Andhra Pradesh’s development in the last five years, we have been increasing the annual budget by almost three times. Earlier, only Rs 886 crore was spent annually average, between 2009 to 2014. We have increased it to 2,830 crore – nearly three times between 2014-2019 and nearly 20 new projects have been sanctioned in the last five years, worth about Rs. 28,000 crore. Twenty projects worth 28,000 crore have been sanctioned by Prime Minister Modi’s government in the last five years.
This includes four new line projects including the Vijayawada-Guntur via Amaravati project. Twin doubling of third line projects of 2,339 kilometres. This will decongest routes, improve punctuality and six electrification projects of 766 kilometres, which will make travel in Andhra Pradesh environment friendly, seamless connectivity and also get faster trains.
I am happy to share with you that all unmanned level crossings on the broad gauge network – all, 100 per cent unmanned level crossings have been eliminated in Andhra Pradesh and in the entire country. Now-a-days, not a single unmanned level crossing in the entire country, in the entire Andhra Pradesh.
In the period of five years, 8 kilometres new lines were setup between 2009 to 2014, but between 2014 -2019, 290 kilometres of new lines have been commissioned in this five year period. Similarly, electrification has gone up from 290 kilometres between 2009 to 2014 to 1045 kilometres in the last five years. Apart from that, 34 pairs of new trains and 12 pairs of trains have been extended during this period. In this year’s budget also, Rs 1,500 crore has been allotted for several projects which will add new capacity, which will add doubling on electrification and station development.
In conclusion, there has been a request that has been made by honourable Vice-President only yesterday. Yesterday, when the General Manager called on the honourable Vice-President, he had desired that we should introduce a new inter-city superfast express service between Gudur and Vijayawada. Just yesterday, you made that request, Sir. I am happy to share with all of you that Hon’ble Vice President’s words are like ‘Mantra’ for all of us. It’s an order, it’s not a desire.
And therefore, on completion of this Venkatachalam –Obulavari palli new line. As soon as there is new line that’s completed, the tunnel work gets completed and the passenger facilities are completed, we will start service, which will go from Gudur at 6.10 am in the morning and arrive at Vijayawada at 10.25 (am) so that people can go to their work – business, any family work any other religious work – can complete all that and in the evening, they will start from Vijayawada through this new train at 5.25 pm and come back home to Gudur at 9.40 pm.
This new service we will start, Hon’ble Vice-President Sir, as soon as this new line work is completed. I think it’s a great day for Nellore, it’s a great day for Andhra Pradesh. I am delighted to be here. The Cabinet Committee on Economic Affairs, chaired by Hon’ble Prime Minister Shri Narendra Modi has approved the methodology for allowing the allocatee of coal mines for specified end use or own consumption to sell 25% of actual production on ROM basis in open market with payment of additional premium on such sale under the Coal Mines (Special Provisions) Act, 2015 and the Mines and Minerals (Development and Regulation) Act, 1957.
This new methodology provides that, in case of coal mines earmarked for specified end uses or own consumption, the allocatees are mandated to utilize a minimum of 75% of its actual production (ROM basis) in specified end use plants and are allowed to sell upto 25% in open market. In case of auctions, the successful bidder shall be required to pay an additional premium of 15% of its final bid price on per tonne basis, for the actual quantity of coal sold in open market. The additional premium will be over and above the final bid price. In case of allotments, the successful allotee shall be required to pay an additional reserve price of 15% of the Reserve Price, for the actual quantity of coal sold in open market. The additional reserve price will be over and above the Reserve Price.
This methodology attempts to address the issue of lack of response from the bidders during the earlier tranches of auction/allotment under the Coal Mines (Special Provisions) Act, 2015.
The methodology will give certain flexibility to allocattee in cases of change in economic situation, business cycle, End Use Plant requirement etc.
It is expected to make the on-going and future tranches of auction and allotment attractive and commercially viable and may increase the competition in the auction process.
It is also expected to increase competitiveness and tine higher investment should create direct and indirect employment in coal bearing areas especially in mining sector and will have an impact on economic development of these regions.
Background:
Presently, the allocatee of coal mines for specified end use or own consumption are not permitted to sell coal in open market. As per existing conditions, any coal which is extracted in excess of the requirement of the Bidder in terms of conditions of Tender Document is required to be supplied to CIL at the CIL Notified Price less 15 percent of such CIL Notified Price (to take care of CIL handling expenses with respect to such coal). Also such sale should not exceed 50% of the annual coal production from the mine.

Ms Renu from HDFC, and all the distinguished delegates, the future of India who is assembled here today. And I say the future of India with great responsibility, because truly, I have found a sea change in the way this country thinks, in the way the youth of India behave, the way the youth looks at the future of this country. And over the last three or four years, you have seen a significant change in the mindset of this country.
We all know how our industry used to work before, and it’s not specific to the real estate sector. The overall thinking in the nation was सब कुछ चलता है’, और हम सबने भी, over a period of time, we all got used to the fact that we are going to be required to – in the government parlance, and I am very tired of hearing it, fortunately, people have stopped saying that anymore – ‘we need your blessings.’ You must have heard this sentence, you must have said it many times also. सब आपके blessings लेने आये हैं, रजनीश जी आपके पास भी blessings लेने बहुत आते होंगे।
We have to put an end to that. We need a nation where everybody has an equal opportunity. We need a nation where you don’t have to run to Delhi for environmental clearances, no taxes on environment clearance. We need a nation where a simple thing like slum redevelopment in Mumbai takes 25-30 years to even take off in Dharavi. We need a nation where approvals are in a transparent manner. We certainly can’t have what we have experienced in Mumbai. Since I come from Mumbai, my experience is limited to what I saw, heard, and if I may also say, suffered, in Mumbai.
Probably, the person because of whom I suffered is not in this audience, so I don’t have to worry. But truly, over a period of time, you suffered and we suffered, the nation suffered. Consumers were unhappy, this sector, probably, a few people got great deal of goodies, but as a whole, this sector got a bad name. And I think that had to change. If we have to really have a robust sector, a sector where Reserve Bank of India does not put a condition, warning our bankers that beware of lending to the real estate sector – a sector where we can as consumers trust the persons from whom we are buying property, and a sector where you can trust the government that there is no hidden taxes when you are dealing with government at all levels, right from the top to local bodies.
And I think that’s the mindset change that this government has focused on. I am sure the Prime Minister must have also talked about it yesterday, because truly, from the day he took office, his effort has been that this government will set the foundation for a New India, an India where everybody has a shelter in his head, an India where every home has a toilet, 24/7 electricity, good quality of life, ease of living. And towards that end, it’s not going to be a one-way traffic. It has to be a two-way traffic. We have to deliver on what is our duty, so that you can do your work better, so that you can really help us fulfil these dreams.
And I think these four years may have had some pain points. Any change is difficult in the beginning, it’s not easy to reorient the way business has run maybe for 40 or 50 years. But I am delighted that all of you have participated in that change with enthusiasm, with vigour, at times with a little bit of pain also. But the industry has stood up to the challenge. And I compliment all of you, each and every-one of you and those who are not present here today also for your participation in this effort, for your active involvement, for your blessings to us to make this happen.
In fact, I have had three occasions, the real estate is actually the third, where I have had to engage with different sections of industry to explain the change and explain why the change. The first some of you may recall, because many real estate people are also in the gem and jewellery business, or it’s the other way round, they start with gem and jewellery and then come into real estate. At least in Mumbai that’s what happens.
When we introduced the excise duty on gem and jewellery or the business of gold and all of that, I remember there was a lot of consternation in this sector. You had people going on strike and you had all sorts of difficulties, the sector was feeling as if we have done some great deal of harm to this sector. Our effort was only to bring them into the formal economy and prepare them for an impending Goods and Services Tax, towards which Prime Minister Modi and Finance Minister Shri Arun Jaitleyji were working.
And at that point of time, I distinctly remember one interaction in Jaipur, where I had gone to actually give the awards for those in the gem and jewellery export business. So it was the Gem and Jewellery Export Promotion Council award function in Jaipur. Before we go to any programme, we get a whole sheet of papers, the ‘dos and don’ts’, the ‘what to say, what not to say.’ And my office kept hammering to me that sir, you stick only to the awards, don’t even talk about the excise duty or the problems of the industry. It will open up a big, बवाल मच जायेगा, that’s what I was told.
I speak very long. मैं hesitate कर रहा था because एक बार भाषण देता हूँ तो लम्बा हो जाता है, वहां भी बड़ा लम्बा भाषण हुआ, सिर्फ एक ही विषय पर, एक्साइज ड्यूटी के ऊपर। Awardees को तो congratulate कर दिया पर उसके बाद the only issue I talked about was the impending excise duty, and why we have introduced it and what the thinking in the government is.
I promise you, ladies and gentlemen that throughout that programme – and I was talking about all the difficulties that businesses have had in the past. I was trying to explain to them how an honest future awaits them, awaits good business, will help them promote more business, will improve their rankings internationally, encourage exports. I saw throughout that programme these older people, like Rajni Bhai, were finding it… no offence to you Rajni Bhai, since I know you, मैं recognize कर रहा हूँ आपका presence… the older people in the audience were not smiling. कभी ताली नहीं मारी पूरे मेरे भाषण में, एक बार भी नहीं। पर जितने युवा-युवती थे, all the youth in the audience in Jaipur that day. This is about 3-4 years ago. Everybody was hands-on, full-on excited about it. I could see the smile on their face, the thrill on their face. They wanted to be a part of this effort to clean up the whole systems.
दो-दो बहीखाते, राजस्थान से भी कुछ लोग आये हैं कि नहीं? दो-दो बहीखाते कोई रखना नहीं चाहता, कम से कम हम लोग तो नहीं रखना चाहते हैं, am I right? कि यह कच्ची किताब है, यह पक्की किताब है, अगले दिन पता नहीं कौन सुबह आएगा तो फिर ढूंढना पड़ेगा कि ड्राइवर के घर पर जाकर रखकर आये हैं। Of course, और innovative भी चीज़ें हमने सुनी हैं कि गाड़ी में डालकर गाडी दिन भर चलाते रहो शहर के अंदर।
Older people take a little longer to understand and appreciate, please no offence meant to anybody here, but the youth there was able to understand that what Prime Minister Modi is trying to do is good for India, it’s good for their business and it is good for, I think the consumers that they have and I think it’s good for the poor of India also. Because I did mention, just like I did in the budget speech that what you are doing is helping us serve the poor of India.
The second time I experienced the same reaction. This time the Prime Minister was addressing a huge programme on 1st July, 2017, when we introduced GST, at one of the stadiums in Delhi. He was addressing all the chartered accountants. So, just like this stadium, and it’s right there before my eyes, we had all the senior chartered accountants seated on the floor area, and all the students who are future chartered accountants sitting all round on the stadium. They were not less than 20-25,000 persons in that room that day. Many of you may have seen that programme. In fact, as many people as were inside were outside the stadium, and my job was to try and fold hands and request them to be calm and peaceful, because we just couldn’t accommodate any more people in the hall.
That day the Prime Minister requested the chartered accountants, and I am a part of that fraternity, to now change the way of working and look at a new India in a different form. It was the same story. Every time the Prime Minister spoke about the future as he sees it of an honest India, all the children around the stands were excited, were cheering, were hooting for him, were really going all out with all just as it happened in the budget.
मोदी-मोदी-मोदी, वह सब हो रहा था वहां पर। नीचे बैठे हुए सब चार्टर्ड एकाउंटेंट्स थोड़ा सा परेशान लग रहे थे। In fact, जो उस समय के अध्यक्ष और ज़्यादा प्रमुख नेता थे वह उठकर पीछे आये, backstage, मैं ज़रा पीछे था। They all came and said, यह प्रधानमंत्री जी क्या बोल रहे हैं?
अब समय लगता है पर मुझे लगता है पूरे देश ने यह स्वीकार किया है कि अब समय बदला है, देश बदल रहा है, और मेरा मानना है कि अब जिस प्रकार से देश की सोच बदली है उसमें ईमानदार आदमी को वास्तव में ईमानदारी का उसको लाभ मिलेगा, छटाई हो जाएगी जो लोग गलत काम करना चाहते हैं वह सिस्टम से बाहर निकलेंगे और आप जैसे लोग जो अगली पीढ़ी में एक अच्छे भारत को देखना चाहते हैं, आपका सुनहरा समय अब शुरू हुआ है।
मैंने तो कई interactions में मेरा मोबाइल नंबर भी शेयर किया है और जो मेरे मित्र यहाँ बैठे हैं वह जानते हैं कि चाहे देर सवेर, कई बार बिजी होने के कारण मैं हर एक फ़ोन immediately नहीं रेस्पॉन्ड कर पाता हूँ पर मेरे पास एक भी कॉल ऐसा नहीं होगा जिसको या तो मैंने या अगर unknown number है तो कोई मेरे ऑफिस से फ़ोन करके रेस्पॉन्ड करे।
I think Getamber, Jagse, everybody can possibly vouch for that that there will not be a chance that you will not get a call back. कई बार लोग कहते हैं कि साहब बहुत रेड राज हो रहा है, बहुत तकलीफ हो रही है, notices बहुत आ रही हैं। मैंने कई occasions पर कहा है भाई मुझे पांच तो भेजो? Just send me five notices so I can start taking action on officers, if they are sending it incorrectly or illegally or just to harass anybody.
I have often appealed कि भाई आप जब तक हमारा सहयोग नहीं करेंगे हम व्यवस्था कैसे सुधार सकते हैं। और वास्तव में मैं देख रहा हूँ कि आज के दिन तो शायद कई जगह रिवर्स प्रॉब्लम हो रही है, आप गलत प्रकार का काम नहीं भी करना चाहें तो अब वह ready reckoner rates इतने ज़्यादा हो गए हैं कि आपके लिए मुसीबत हो गयी यही, माल नहीं बिकता है ready reckoner rates के ऊपर।
तो कभी-कभी व्यवस्था ठीक करने जाओ तो उलटी भी पड़ जाती है। तो I have been requesting states, I think थोड़ा देवेंद्र फडणवीस ने भी मुंबई में थोड़ा बहुत right size करने की कोशिश की थी पीछे। और जहाँ-जहाँ ऐसी समस्या है, CREDAI, आप सब हमें बताएं, आप सब हमारे साथ शेयर करें, अब आखिर जो जीएसटी का सवाल है, मैंने तो आपके कई प्रतिनिधि मंडलों से बात भी की है, माननीय प्रधानमंत्री जी ने आपके प्रतिनिधियों से, with your representatives he has had extensive discussions. The honourable Prime Minister personally has tried to understand and in the interim budget, while we did not change too much, it’s probably the minutest changes that we have brought in. Our real proposals will come in in July, after we receive your blessings.
But the only area that we focused on was the housing sector, the affordable housing sector, in which we made a few modifications. I hope they will help your business. They will help you in encouraging growth in the sector. And most importantly, the Prime Minister, in fact, guided us that we must relook at the GST structure. We have been having extensive discussions. In fact, probably the last time around we would have been able to finalise it, but for some different viewpoints that came out from different sectors.
और स्वाभाविक है, मुंबई में जो बेचता है माल उसकी लैंड कॉस्ट अलग है, जो जयपुर में बेचता है अलग है, कोई चंडीगढ़ में बेचता है अलग है। तो हर एक की अलग-अलग requirements है but somewhere you have to come at a consensus. पर मुझे लगता है जो final consensus, GST Council ने जो कमिटी बनाई थी उसने से तय किया है मुझे उम्मीद है आप सबको पसंद आएगा। अब जल्द ही मीटिंग, GST Council की मीटिंग भी बुलाई गयी है और मुझे उम्मीद है कि जल्द से जल्द उसका भी सलूशन तय हो जायेगा और आप सबको उसका भी लाभ मिलेगा।
हो सकता है आपमें से कुछ व्यक्तियों को, individual cases को एकाद परसेंट कम ज़्यादा लगे उसमें, मेरा आपसे रिक्वेस्ट है कि आप अब एक बार यह तय हो जाये इसको स्वीकार करें और यह आपके हित में इसलिए भी है – और वास्तव में मंत्री के नाते मुझे बोलना नहीं चाहिए – लेकिन आप लोगों के हित में इसलिए भी है कि आपको समस्या से आपको हल हो जायेगा कि लोग आपको परेशान नहीं करेंगे बाद में, for small-small issues – कोई आकर आपकी किताबें ढूंढकर आपने ITC pass on किया नहीं किया, anti-profiteering में तकलीफ देना, यह सब समस्याओं से आपको हल मिल जायेगा। I think वह सबसे बड़ा लाभ होगा इस नई व्यवस्था का।
तो जितना हम सब इस नए रूप से, नए तरीके से काम करेंगे मैं मानता हूँ यह देशहित में भी है, जनहित में भी है और आपके व्यापार के हित में भी है। तो आप सब प्रधानमंत्री मोदी जी की नियत को और उनके कठोर परिश्रम को appreciate करते हैं उसके लिए मैं पुनः एक बार आप सबका धन्यवाद करना चाहता हूँ और स्वागत करता हूँ आप सबका इस नयी व्यवस्था में, इस नए युग में जिसका सबसे बड़ा लाभ भारत की जनता को होगा और जब जनता को लाभ होगा तो स्वाभाविक है आप सबको होगा।

Good morning everyone. Firstly, thank you sir for your nice address and I think we also would like to thank you for covering real estate extensively in your budget. I don’t think there’s been any budget where we have got so many sops. Since VP sir is coming, and we don’t have that much of time so we will just do a quick Q&A. The first question that I would like to throw open to all three of you, including sir is that India is looking at growing to become the third largest economy in 2030. And the most important ingredient for any growth is finance and its availability. With capital and with banks always being under-capitalized, how do you see that growth being catalysed by finance in the years to come?
So let’s not beat around the bush, good projects, this that, everybody had started with a good project. Over a period of time, some of them got into difficulty. I think your delegation should also interact with Reserve Bank, should also interact with all the bankers. आप IBA की कोई मीटिंग में इनकी एक प्रेजेंटेशन करवाइये।
They are associations, they are senior people, please ask them to come to an IBA meeting. Let all the bankers hear them. There is a real problem, and we will have to find innovative ways for – again, as she rightly said or you rightly said, good projects. We will have to differentiate the wheat from chaff, the grain from the chaff, but what we have to do is seriously have some kind of a drive, have some kind of a period where all across the country you assess these projects on a fast track basis. You can’t have six months, eight months taken to assess each project. Half the projects will become sick because of that. If there are genuine reasons that have happened then possibly you will have to look at some innovative ways to address that. And if you find somebody has layered too many projects, doesn’t have enough equity then you take him to the cleaners also, I don’t think anybody here will mind. If somebody has misused the system, has layered or if you get an ILFS-type story where the equity is hardly there and only dead, or diversion funds is, let’s say beyond reasonable. I don’t mean diversion in the sense that taken our money, I mean, suppose एक ज़माने में पहले कोई लोन लेता था, कुछ पार्ट से दूसरा लैंड का पीस ले लिया. You mortgage that land, you take that land, you find ways or asking him to sell that other piece of land and bring back the money into the project.
But somehow, I think in the next fifteen days, you must have a dialogue with them. If possible in the next seven days. आप लोग भी, प्राइवेट सेक्टर भी उसमें इन्वॉल्व हो because you all have more flexibility than us, the PSU banks. तो मिलकर let us find a solution so we can kick-start affordable housing, we can kick-start businesses which are genuine and whoever you find has cheated the system, just separate that, उसकी वजह से सबको बदनाम मत करिये.
Sir, prior to Lehman, when we had written to RBI as CREDAI, we were told that prior to 2008 RBI could allow banks to fund land, but once Lehman happened, they said no for that.
So, I think you will have to have a balanced approach. But, again as they both rightly said, आपको दामन साफ़ रखोगे तो बैंक को तकलीफ नहीं होगी, जब आप over-leverage करते हो, एक प्रोजेक्ट से पैसा निकालकर दूसरा लैंड, तीसरा लैंड, बैलेंस शीट बनाना, स्टॉक मार्किट में प्राइस बढ़ाने के चक्कर में रहते हो तो तकलीफ आती है। पर फिर भी चाहिए तो CREDAI के अंदर एक छोटा ग्रुप बनाइये, चार-पांच ex-bankers, या कोई सीवीसी वगैरा के लोगों को बिठाइये उसमें जो अगर किसी के साथ ऐसी महसूस होती है किसी को कि बैंक हमारी सुनवाई नहीं कर रहा है या बैंक हमारे का ठीक से ट्रीट नहीं कर रहा है या हमारा जेन्युइन केस में हमें फंडिंग नहीं मिल रही है, उस ग्रुप के सामने रखें, that group can meet once in a week or twice in a week in different cities. Local real estate people who have a problem can present before that group, and if that group feels that yes it looks to be a genuine case, after studying their project and the background of the promoter, then maybe they can put it up to the lead bank of that state or of that district and our bankers may be asked to look at it afresh.

कामगार, प्रतिनिधि कामगार बंधु, सभी विजेता जिनको आज सम्मानित किया गया उनकी निष्ठा के लिए, उनके अच्छे काम के लिए, पत्रकार बंधु भाइयों और बहनों। वैसे आज मेरा एक बहुत बड़ा भ्रम टूट गया है, अभी तक मैं सोचता था और रेलवे मंत्रालय पिछले डेढ़ वर्ष से देख रहा हूँ मुझे लगता था शायद सबसे पुरानी संस्था रेलवे होगी, 160 साल पुरानी। आज आपने वह भ्रम ही तोड़ दिया, आपने बताया कि मुंबई का मिंट तो 190 साल पुराना है। पर ख़ुशी की बात यह है कि दोनों शुरू मुंबई से हुए, मेरे शहर से।
ट्रेन भी मुंबई से ठाणे गयी थी और मिंट भी मिंट स्ट्रीट पर, वैसे बचपन से हम मिंट स्ट्रीट-मिंट स्ट्रीट देखते थे, I must have been there a few thousand times probably. पर कभी यह नहीं कनेक्ट किया कि Mint Street is because the coins are being minted there. हम तो सोचते थे रिज़र्व बैंक हेडक्वार्टर है तो इसलिए मिंट स्ट्रीट है।
तो बहुत अच्छा लगा आप सबसे मिलकर, अभी-अभी वैसे मुंबई से ही आ रहा हूँ सुबह। और वास्तव में एक वित्त मंत्री टेम्पररी चार्ज होने के कारण ही मुझे यह मौका मिला, मैंने तो कल शाम को माननीय अरुण जेटली जी वापस आ गए हैं हम सबके लिए बहुत ख़ुशी की बात है, स्वस्थ होकर वापस आये हैं। कल मैं उनसे बात कर रहा था मैं कह रहा था फिर मैं आज का कार्यक्रम छोड़ सकता हूँ क्या मैं एक और दिन मुंबई रह जाऊंगा, तो उन्होंने कहा नहीं, तुमने एग्री किया है तो तुमको जाना पड़ेगा।
पर अच्छा लगा आप सबसे मिलने का भी मौका मिल गया और आपके पास तो अनलिमिटेड करेंसी, अनलिमिटेड नोट्स रहते हैं, अगर बजट बनाने के पहले आपने बुला लिया होता शायद बजट बनाने में भी सुविधा हो जाती। वित्त मंत्री के लिए तो जिधर-जिधर से पैसे आ सकते हैं हमने ले लेने चाहिए, बटोर लेने चाहिए। पर यह हम सबके लिए गौरव की बात है कि शायद 16-17 साल पहले वाजपेयी जी की सरकार में यह fiscal responsibility, FRBM Act कब बना? 2003 में, जब वाजपेयी जी की सरकार थी, श्रद्धेय वाजपेयी जी ने देश की अर्थव्यवस्था अच्छी तरीके से चले उसके लिए FRBM Act वगैरा बनाया।
वैसे तो अमेरिका में आज भी मुझे लगता है deficit financing is by printing of currency? Is that right or wrong Subhashji? We keep hearing these stories that they just keep printing more currency.
But जिस प्रकार से आपने कंपनी को ग्रो किया है, जिस प्रकार से कंपनी की आधुनिकीकरण की है, modernize किया है और अब बताया कि debt-free भी हो गयी है मैं समझता हूँ आप सबके लिए बहुत ख़ुशी की बात है, बहुत गर्व की बात है। और साधारणतः यह सक्सेस में सभी की भागीदारी होती है, ऐसा कुछ नहीं होता है कि कोई एक यूनिट या दूसरा यूनिट या कुछ ही लोग इसके भागीदारी होते हैं। स्वाभाविक रूप से संस्था के सभी कर्मचारियों ने मेहनत की है, निष्ठावान काम किया है। लेकिन अवॉर्ड्स तो देने के लिए कुछ ही लोग चुने जाते हैं जो exceptional perform करते हैं। और सभी आज के अवार्डीस को मैं बहुत-बहुत तहे दिल से मुबारकबाद देना चाहूंगा।
और मैं समझता हूँ अवॉर्ड फंक्शन इसलिए भी महत्वपूर्ण होता है कि हम recognize कर रहे हैं उनके अच्छे काम को, साथ ही साथ दूसरों को भी प्रेरणा दे रहे हैं कि वह अगले साल के अवार्डीस बनें और उसी तरीके से साल भर मेहनत करें, साल भर अपने काम से अगले साल के विजेता बनें यह मैसेज ज़रूर आपके सभी कर्मचारियों तक पहुंचना चाहिए। और विशेषकर नासिक की करेंसी नोट प्रेस उसके महानिदेशक एसपी वर्मा जी को अभी-अभी हमने सम्मानित किया है और उनके साथ ही सभी महाप्रबंधक – महाप्रबंधक वर्मा जी को और उनकी पूरी टीम को मैं तहे दिल से मुबारकबाद देता हूँ और आप सब लोग इसी प्रकार से और मेहनत से काम करते रहें यह मुझे पूरा विश्वास है।
वास्तव में हम सबका पोटेंशियल बहुत है, वह पोटेंशियल हम सब अगर यूज़ करने लग जाएं तो एकाद कंट्री नहीं मुझे अभी तृप्ति जी बता रही थी हमने बातचीत शुरू की है कि मिंट करके कॉइन्स हम एक्सपोर्ट करना शुरू करें पर एकाद कंट्री क्यों आप तो पूरे अफ्रीका के 55 कन्ट्रीज में एक्सपोर्ट करने की कल्पना से आगे बढ़िए। यूरोप में आज कॉइन्स मिंट करना मैं समझता हूँ हमारे से दस गुना ज़्यादा महंगा होता होगा, वहां पर बातचीत शुरू करें।

और शायद दो-तीन दिन पहले उनके भाषण अगर हम सुनें जो गुरुवार को उन्होंने लोक सभा में दिया, हर क्षेत्र में चाहे वह शौचालय बनाने का काम हो, चाहे वह बिजली पहुंचाने का काम हो, कुकिंग गैस देने का काम हो, जन धन खाते खोलने का काम हो, एलईडी बल्ब लोगों तक पहुंचाने का काम हो जिससे आज 50,000 करोड़ रुपये की बचत हम सबके बिजली के बिलों में होती है। आप ने सब एलईडी कर दिया है कि नहीं अपनी फैक्ट्रीज को 100%? Very good!
ऐसे ही मैं समझता हूँ यह जो modernisation का प्लान है अभी मैं आपसे चर्चा कर रहा था इसको कोई फेसेस वगैरा में करने की क्या आवश्यकता है, मुझे नहीं लगता कोई हमारे पास 1000-1500-2000 करोड़ रुपये की तंगी होगी अगर हम करना चाहें तो। तो सोच को समुचित मत रखिये, छोटा मत रखिये और ज़रा भी कॉम्प्रोमाइज मत करिये जो दुनिया में सबसे अत्याधुनिक है वही होना चाहिए भारत में, nothing but the best.
और by chance अगर कोई approvals की आवश्यकता है तो अगले एक-दो महीने में जो approvals चाहिए आप सुभाष जी से ले लीजिये और सुभाष जी ज़रा भी विलंभ मत करना, इतना देख लेना कि second best कुछ नहीं होना चाहिए, it should be the best in the world. और कोई फेसेस करनी की ज़रूरत नहीं है, सीधा एक साथ सभी अपने मिन्ट्स प्रेसेस को modernize करिये, टीम्स बनाइये, लोगों को हायर करिये अगर आपके पास टीम्स नहीं हैं जो दुनिया में फैलें सब जगह जाएं, एक्सपोर्ट के हर पोटेंशियल, हर संभव पोटेंशियल को और जब आपके पास most modern presses होंगे और 190 वर्ष का इतिहास होगा तो मैं समझता हूँ कोई हिचकिचाएगा नहीं आपके साथ व्यापार करने के लिए, आपके साथ काम करने के लिए।
यह जो 600-700 करोड़ का कुछ प्रॉफिट मैं देख रहा था, 630 करोड़, अब आपको प्लान करना चाहिए 6000 करोड़ का प्रॉफिट कैसे बनाएं। And I mean it, I am very serious about it Triptiji, don’t take it lightly. मैंने जिस भी विभाग में काम किया है इसी प्रकार से कल्पना की है, LED प्रोग्राम देख लो कभी कल्पना नहीं थी किसी को कि पूरा देश विश्व का लीडर बनेगा LED में।
रेलवेज में यह unmanned level crossings में बड़े एक्सीडेंट्स होते थे मेरे सँभालने के मैंने तीसरे चौथे दिन जब सेफ्टी रिव्यू किया उसी दिन निर्देश दिया कि रेलवे में एक भी unmanned level crossing नहीं रहना चाहिए, not one! और मेरा तो झगड़ा हो गया जब मुझे दो महीने पहले बताया गया साहब एक बाकी रह गया है, I said you have failed in your duty. वह बुलंदशहर में कोई लॉ एंड ऑर्डर प्रॉब्लम के कारण हम एक नहीं कर पाए थे, 31 जनवरी को वह भी ख़त्म हो गया।
तो आपने देखा होगा राष्ट्रपति जी के अभिभाषण में कहा गया कि लगभग सब समाप्त हो गया है, मैंने एक तारीख को अपने भाषण में कहा अब कोई भी नहीं है पूरे देश में unmanned level crossing. तो इसी प्रकार से मुझे पूरा विश्वास है यह जो टीम आपकी बैठी है मेरे सामने इसमें पूरी क्षमता है most modern technology absorb करने की और विश्वभर में मेक इन इंडिया के तहत मेड इन इंडिया कॉइन्स जाएं, मेक इन इंडिया करेंसी जाये, स्टैम्प पेपर जाए, पोस्टल स्टैम्प्स जाएं उससे ज़्यादा हम सबके लिए ख़ुशी की क्या बात हो सकती है।
और भारत मूल के जितने निवासी विश्वभर में रहते हैं जब वह अपने व्यापार करें कॉइन से या नोट से और उनको पता हो कि यह भारत में बना हुआ कॉइन है, भारत में बना हुआ नोट है तो सोचिये कैसे उनकी भी छाती फूलेगी गर्व से आपके काम से।
Demonetization, नोटबंदी के समय जो काम किया उसकी सुभाष जी ने भी उल्लेख की, मैं आपका तहे दिल से माननीय प्रधानमंत्री जी के बिहाल्फ पर, हम सब मंत्रियों के बिहाल्फ पर, सब अधिकारियों के बिहाल्फ पर और देश की जनता के बिहाल्फ पर आप सबका धन्यवाद करना चाहता हूँ। और आपको मुबारकबाद भी देना चाहता हूँ जिस गति से और जिस लगन से जिस प्रतिबद्धता से आपने उन दिनों में वह जो 60-90 दिन एक प्रकार से चुनौती थी देश के सामने उसमें जो आपने काम किया वह लाजवाब था और वास्तव में बधाई के पात्र था, आप सबको बहुत-बहुत बधाई।
और एक प्रकार से उस एक कार्यकाल ने जो नोटबंदी का कार्यकाल रहा और उसके बाद जो देश की सोच बदली है और देश ने तय किया कि अब सीधे रास्ते चलना ही ठीक है, अब ईमानदार व्यवस्था ही देश को आगे बढ़ाएगी उसमें आप सब भी एक संतुष्टि कर सकते हैं कि आपका योगदान इतिहास में याद रहेगा कि आपने किस प्रकार से नोटबंदी को सफल बनाया !
कठिनाइयां हुई, आपको भी हुई जनता को भी हुई लेकिन जनता ने उस कठिनाई को सहन किया, उसको स्वीकार किया क्योंकि सबको विश्वास था कि यह जो कदम हैं यह आगे चलकर देश को एक नए मार्ग पर लेकर जायेगा, एक ईमानदार मार्ग दिखायेगा और यही ईमानदार मार्ग से देश तेज़ गति से प्रगति कर सकता है। जब देश ईमानदार होगा तभी आगे चलकर हमारी अगली पीढ़ियां विश्व में जाकर एक ईमानदार व्यवस्था में जुड़ेंगी और भारत जब एक ईमानदार व्यवस्था के रूप में उभरेगा पूरे विश्व में तभी जाकर पूरा विश्व भी भारत की इज़्ज़त करेगा, भारत के हर निवासी की इज़्ज़त करेगा।
अगर अनुमति हो तो एक-दो सुझाव दे दूँ? यूनियन का मुझे उसमें समर्थन लगेगा हम सबको लेकिन वास्तव में मैं समझता हूँ आप सबके लिए हर प्रकार से अच्छा होगा। मैं तृप्ति जी से अभी जब मुझे मालूम पड़ा मुझे तो ख्याल ही नहीं था कि मिंट स्ट्रीट पर आपके पास मिंट है, मैंने कहा कितनी ज़मीन है? तो बोली दो-ढाई एकड़ हैं शायद। और मेरे ज़हन के बाहर है कि आज के ज़माने में, 190 वर्ष के बाद आपको साउथ मुंबई, दक्षिण मुंबई में क्यों कॉइन्स की मींटिंग करने की आवश्यकता है मेरे ज़हन के बाहर है। हाँ, हमारे कर्मचारी कुछ होंगे जो उसमें काम करते हैं लेकिन वही कर्मचारी परेल से या जहाँ भी आपकी कॉलोनीज हैं वहां से दक्षिण मुंबई ट्रेनों में जकड़कर आते होंगे या इतने ट्रैफिक में आते होंगे उसके बदले उनको नार्थवर्ड्स जाना पड़े तो शायद सुविधाजनक भी जायेंगे, उस ढाई एकड़ को आप मोनेटाइज करेंगे तो यह जितनी modernisation आपको करनी है …. प्रेस का वह पूरा खर्चा बिना कर्ज़ा लिए उस ढाई एकड़ से आप कलेक्ट कर सकते हैं।
और मैं यूनियन के अपने भाई बहनों को कहना चाहूंगा कि हमको सोच बदलने की आवश्यकता है, हम पकड़कर रहें पुरानी बातों को तो देश में प्रगति और विकास नहीं हो सकता है। वास्तव में आप सोचिये इतना ट्रैफिक जैम रहता है मिंट स्ट्रीट पर जो भी अगर कोई वहां से आया हुआ हो यहाँ पर या जिसने भी वह देखी हो, ट्रैफिक जैम रहता है। आप जो सामान बनाते हो वह उस ट्रैफिक जैम को और बढ़ाता है, उसको वहां से निकालना तो पड़ता ही हैना? छोटी सी उन गलियों में, रात को करते होंगे, ट्रकों को तो रात को ही लाते होंगे। सिक्योरिटी की भी एक प्रकार से मैं समझता हूँ एक हेडएक होगी उस जगह पर उतने क्राउडेड जगह में कैसे सिक्योर रखना।
अच्छा हमारे कर्मचारी फिर अपने घर मकान के मालिक बन सकते हैं अगर उनको समझो इस प्रेस को हम नवी मुंबई या उधर कहीं ले जाते हैं। हम मदद करके सभी कर्मचारियों को वहां पर अपने मकान का मालिक बना देंगे, क्यों हमारे मोहताज रहे क्यों सरकार के घर के मोहताज रहे। उनको हमारी प्रधानमंत्री आवास योजना में भी सुविधा दे सकते हैं, वैसे तो सरकारी स्कीम्स भी हैं लोन्स वगैरा देने की।
तो क्यों रुकना पड़े हमारे कर्मचारियों को रिटायरमेंट के बाद ध्यान आये कि अरे हमने अपना घर नहीं बनाया, अपना मकान नहीं बनाया। और मकान नज़दीक होगा, अच्छा बढ़िया मकान होगा, यह तो आपके मकान भी रेलवे की तरह ही होंगे, बुरे हाल में होंगे I am sure. I don’t know. क्या है भाई आपके मकानों की हालत? पुराने होंगे, रेलवे के भी मैं मकानों को अब सब इस प्रकार से modernize करने जा रहा हूँ कि ज़मीन को हम मोनेटाइज करेंगे और जहाँ-जहाँ पर मोनेटाइज करेंगे उसमें जो कॉलोनीज एनबीसीसी या जो भी बनाये उसमें हमारे रेलवे के सब अधिकारियों को मौका देंगे, मतलब सब कर्मचारियों को मौका देंगे कि वह अपने घर के मकान मालिक बनें, क्यों उनको रिटायरमेंट के बाद फिर ढूंढना पड़े घर और फिर मुश्किल हो।
और यह सब संभव है, यूनियन्ज़ के साथ मैंने बातचीत भी की उन्होंने पूरे ओपन उससे स्वागत किया रेलवे के सभी यूनियन्ज़ ने, दो-तीन प्रमुख यूनियन्ज़ ने, बीएमएस के मैं देख रहा था यहाँ काफी यूनियन अधिकारी आये ऊपर, बीएमएस के भी यूनियन ने स्वागत किया इस कल्पना को कि रेलवे में करीब-करीब 12-13 लाख लोग काम करते हैं। मेरी तो तीव्र इच्छा है कि अगले दो-तीन वर्षों में सबके सब अपने मकान के मालिक बन जाएं।
फिर आप जॉइंट वेंचर कर सकते हो रेलवे के साथ कि अगर समझो कोई व्यक्ति आपके यहाँ नाम ले लो कोई राजेश व्यक्ति है, रहने वाला झाँसी का हो समझो, और आपकी मिंट तो झाँसी में है नहीं, आपकी कॉलोनी है नहीं। हमारे यहाँ तो सब जगह कॉलोनीज हैं रेलवेज की देश भर में, पर जब झाँसी की कॉलोनी बनेगी उसमें राजेश अपना मकान – अगर अपने घर पर जाकर आगे चलकर पोस्ट रिटायरमेंट रहना चाहे तो झाँसी में अपना घर वहां पर रेलवे की कॉलोनी में वह खरीद ले, किराये पर चढ़ा दे कोई रेलवे का अधिकारी किराये पर ले लेगा जब तक उसको खाली नहीं करना है। और गवर्नमेंट टु गवर्नमेंट अधिकारी होंगे तो खाली करने की भी मुश्किल नहीं होगी।
I am just throwing an idea कैसे हमने पूरे हमारे सरकारी व्यवस्था को एक ऑर्गेनिक एंटिटी, एक समूह की तरह देखना चाहिए। हम सब दुर्भाग्य से अलग-अलग बटे हुए सोच में पड़े रहते हैं, यह मेरी कंपनी है तो मैं बस उतना ही सोचूंगा, रेलवे अपने साम्राज्य को चलाएगा अपने आप ही उसकी ही सोचेगा। पर अगर हम पूरी सरकारी व्यवस्था और साथ में राज्य सरकारों को भी जोड़ दें तो केंद्र और राज्य की सरकारें और हमारे सब PSUs अगर एक साथ मिलकर सोचें और कल्पना करें तो आप सोचिये कितना बड़ा परिवर्तन हो सकता है, कितना बड़ा विकास के लिए एक माध्यम बन सकता है।
और बिना लोन के आप जब modernize करोगे तो प्रॉफिट भी आपका बढ़ जायेगा, प्रॉफिट बढ़ेगा तो अगली बार वेज नेगोशिएशन में यूनियन वाले ज़रा और कड़क नेगोशिएट भी कर पाएंगे आपसे। ठंडी है यहाँ की यूनियन। मैं वेज नेगोशिएशन में आपको और बल दे रहा हूँ और आप उसमें भी खुश नहीं हो।
एक छोटा उदाहरण देकर इस बात की सराहना करना चाहूंगा और फिर अपनी बात को भी विराम दूंगा। एक विद्वान व्यक्ति ने अपने बच्चे को कहा एक छोटा सा पौदा किधर था शायद कुछ फूल-वूल हों उसपर, कि इस पौदे को निकालकर लाओ। वह गया उसने खींचा निकालकर ले आया, उस विद्वान व्यक्ति ने कहा कि थोड़ा और दूर जाओ वह जो पेड़ है उसको निकालकर लाओ, छोटा पेड़ था, बड़ा नहीं था, थोड़ा गया मेहनत करके खींच-खांचकर निकालकर ले आया। फिर विद्वान व्यक्ति ने एक बहुत बड़ा ऊँचा पेड़ था, बरगद का पेड़ था, शायद 190 साल पुराना हो मुझे पता नहीं कितना पुराना था, बरगद का पेड़ था। उसको कहा जाकर उसको खींचकर निकालकर लेकर आओ।
बच्चा बोला मैं वह कैसे निकाल सकता हूँ वह तो इतना बड़ा है, इतना मुश्किल है। लेकिन विद्वान ने कहा कि कभी भी कोई चीज़ मुश्किल नहीं होती है। अगर हम अपनी 190 वर्ष की लिगेसी को मुश्किल बना देते हैं और मुश्किल सोचते हैं तो कभी सक्सेसफुल नहीं हो पाएंगे लाइफ में, पुरानी सोच, पुरानी व्यवस्थाओं को बदलने की आवश्यकता है।
वह लड़का वहां गया, देखा, जाइज़ा किया कैसे क्या करना चाहिए, फिर ख्याल आया कि इसको अगर मैं गड्ढा खोदूं चारों तरफ और इसके रूट्स तक जाऊं तो मैं रूट पर जाकर इसको नीचे से जब देखूंगा तो इसकी जो भी गलत चीज़ें हैं जो भी तकलीफ है उसको निकाल सकता हूँ, और ज़रूरत पड़े तो वह पेड़ भी उखाड़ सकता हूँ। लेकिन विद्वान की इच्छा पेड़ उखाड़ने की नहीं थी, विद्वान के ध्यान में था कि यह 190 वर्ष पुराना पेड़ हो गया है, नीचे इसके शायद वीड्स वगैरा आ जाती हैं तो कमज़ोर होते जा रहा है। ज़रूरत है कि इसमें नीचे तक जाकर खाद देना पड़ सकता है शायद, पानी पहुँच रहा है कि नहीं वह देखना पड़ सकता है शायद, नुट्रिएंट्स डालने की आवश्यकता पड़ सकती है।
और इसलिए चाहता था कि वह बच्चा जाये, खोदे, देखे नीचे क्या समस्याएं हैं उस पेड़ को आगे और 190 वर्ष तक रहने के लिए क्योंकि अगर 190 वर्ष का इतना बड़ा पेड़ गिर जाये और वह भी बरगद का पेड़ गिरे तो कितना बड़ा नुकसान तो होगा ही लेकिन एक प्रकार से सेंटिमेंटल वैल्यू होती है बरगद के पेड़ की।
और मैं समझता हूँ आपकी कंपनी तो वास्तव में देश के लिए एक बरगद का पेड़ है, उस समान है। आपकी वजह से देश की अर्थव्यवस्था स्मूथ भी चलती है, आप समय-समय पर जहाँ ज़रूरत पड़े कॉइन्स पहुंचाते हैं, सिक्योरिटी पेपर पहुंचाते हैं, पोस्टल स्टैम्प पहुंचाते हैं उसके बगैर पूरी व्यवस्था पोस्टल डिपार्टमेंट बंद हो जाये, नोट्स नहीं होने के कारण समस्या तो एकदम पूरी व्यवस्था की ख़त्म हो जाएगी, कारोबार ख़त्म हो जायेगा।
तो आपकी बहुत अहमियत है और उस अहमियत को हमें बरकरार रखना है जिसके लिए जो भी व्यवस्थाएं चल रही है इतने सालों से, और मैं वास्तव में रेलवे में वही अनुभव कर रहा हूँ, एकदम I can see a great parallel. पर अब सोच बदलने की कोशिश कर रहे हैं वहां और मुझे पूरा विश्वास है आप भी मैनेजमेंट हो, हमारे कर्मचारी भाई बहन हो, यूनियन हो, या डिपार्टमेंट हो सब मिलकर इसी प्रकार से अपनी सोच को भी modernize करेंगे, आधुनिकीकरण करेंगे उसका।
Best of technology, modern management practices, innovative thinking कैसे हम, जैसे अभी सुभाष जी कह रहे थे कि भाई अभी भी क्यों इम्पोर्ट करना पड़ रहा है रिज़र्व बैंक को पेपर, हमने कहा अच्छी मॉडर्न प्रेस लाकर अपनी कैपेसिटी बढ़ाएं, मॉडर्न प्रेस लाएंगे, कैपेसिटी बढ़ाएंगे, सरप्लस होगी तो एक्सपोर्ट करने में भी सुविधा हो जाएगी। मुझे नहीं लगता शायद इम्पोर्टेड पेपर बाहर से आएगा उसपर प्रिंट करके शायद आपको एक्सपोर्ट में भी तकलीफ हो सकती है। They may want to have the assurance कि बहुत secure environment में पेपर बन रहा है, क्योंकि इम्पोर्ट करने में कहीं गड़बड़ हो जाये कहीं गलत पेपर आये कुछ आये।
इंक का आपने शायद बताया अभी आप खुद की इंक बनाते हैं, but I had thought अभी भी UK वगैरा से इंक इम्पोर्ट होती है कुछ। हाँ तो उसका भी कुछ सोचिये कि can we get technology transfer, उसमें भी कई सारे कई बार हम सुनते हैं कि कुछ न कुछ प्रश्न चिन्ह उठाये जाते हैं उसके बारे में भी। तो हमको कोशिश करनी चाहिए वह भी अपने कंट्रोल में आये most modern technology अपने प्रेसेस की हों।
I think we have to really look holistically कि अगले 190 वर्ष का जो यात्रा हम सबको आप सबको और हम सबको मिलकर करनी है उसके लिए कैसे आज हम तैयार हों, कैसे हम पूरे आर्गेनाइजेशन में एक ऐसी नीव स्थापना करें, ऐसी फाउंडेशन बनाएं कि कोई कभी समस्या आये, कोई कभी आगे तकलीफें आएं उसमें हमारी संस्था और खासतौर पर आपका तो सिक्योरिटी, प्रिंटिंग और मिन्टिंग, दोनों का काम इतना क्रिटिकल और इतना हाइली सिक्योर एनवायरनमेंट में होने की आवश्यकता है। Counterfeiting न हो उसके लिए क्या-क्या नए-नए प्रयोग किये जा सकते हैं, कैसे पता नहीं अमेरिकन डॉलर्स के ऊपर वह एक पेन लगाते हैं और पता चल जाता है उनको यह counterfeit है नहीं है।
इस टाइप की मोस्ट दुनिया में अगर चार कदम गए तो हमको पांच कदम आगे जाना है, इस प्रकार की सोच से यह संस्था आगे चले। आप सबको बहुत-बहुत शुभकामनाएं, पुनः एक बार सभी अवार्डीस को मुबारकबाद, अगले साल के अवार्डीस को शुभकामनाएं। और अगले साल के अवार्डीस बनने के लिए तो सभी को काम करना पड़ेगा और अच्छे से, उसमें तो संभावनाएं ओपन हैं सबके लिए।
