आज टीवी चैनल वगैरा में देख के एक नया रहस्य बाहर आया जिससे मालूम पड़ा कि जब नोटबंदी प्रधानमंत्री श्री नरेन्द्र मोदी जी और उनकी सरकार ने की देश में काले धन और भ्रष्ट्राचार को रोकने के लिए, जब पारदर्शिता लाने की कोशिश की चुनावी चंदे के बारे में, जब एक के बाद एक काले धन का इस्तेमाल करने वाले या काले धन के बलबूते पर राजनीति करने वालों के ऊपर प्रहार आ रहा था तो दीदी के दिल में दर्द क्यों हो रहा था |
आज कुछ ख़बरों के अनुसार 2013-14 के बीच जब इश्तेहार दिए जाते थे राजनीतिक तौर पर, राजनीतिक पब्लिसिटी के लिए, प्रसिद्धि के लिए तो उसका खर्चा बजाये कि पार्टी करे, कोई और करता था और पार्टी के अकाउंट में उसको दिखाया नहीं जाता था | इसी प्रकार से 2014 में आई विमान, helicopters, किराए पर लिए गए जिसमें अनुमानित, या जो अख़बारों के माध्यम से हमें जानकारी मिली, 15 करोड़ से भी अधिक रुपये का खर्चा हुआ लेकिन हिसाब-किताब में नहीं दिखाया गया |
इसी प्रकार से लगभग दो करोड़ रुपये से अधिक खर्चा झंडे खरीदने में किया गया और बाकी कुछ और खर्चों को जोड़ के 4 करोड़ 40 लाख के करीब खर्चा तो हुआ लेकिन उसका कोई हिसाब-किताब दिखाया नहीं गया Election Commission को, Income Tax department को | मैं समझता हूँ कि चुनावी खर्चे में पारदर्शिता लाने के लिए जो चुनाव आयोग ने अलग अलग कानून बनाये हैं, अलग अलग जो model code of conduct के माध्यम से सीमाएं रखी हैं वह बहुत अहम् रही हैं जिससे चुनाव में खर्चा भी नियंत्रण में हुआ, चुनाव में गलत प्रकार के खर्चों पर रोक लगा पाई चुनाव आयोग | और साथ ही साथ ईमानदार पैसा चुनाव के खर्चे में लगे उसके लिए चुनाव आयोग ने कई सारे सराहनीय निर्णय लिए हैं | चुनाव आयोग ने यह भी सुझाव दिया कि 20,000 के बदले सिर्फ 2000 रुपये तक का cash में चंदा लेने की अनुमति मिलनी चाहिए, बाकी सब को declare करना compulsory होना चाहिए | उसको भी भारतीय जनता पार्टी की सरकार ने स्वीकार किया |
इसी प्रकार से electoral bonds के माध्यम से सरकार ने यह कोशिश की है कि ईमानदार पैसा, tax-paid पैसा ही सिर्फ चुनाव में खर्च हो सके बजाए कि illegal पैसा या काला धन चुनाव में लगाया जाए | इन सब कोशिशों पर जब प्रतिक्रिया होती है, criticism होती है कुछ चुनावी दलों के द्वारा तो हम सब हैरान होते थे लेकिन आज जब यह खुलासा हुआ कि करोड़ों रुपये इस प्रकार से third party के माध्यम से pay होते थे खर्चों के लिए, पार्टी के खर्चों के लिए तो यह बहुत ही serious issue है | इसपर मैं समझता हूँ बड़ा सवाल खड़ा हुआ है, कुछ राजनीतिक दलों की पारदर्शिता पर भी और उनके विरोध पर भी कि क्या वजह थी कि वह विरोध करते थे नोटबंदी को और इतना तीव्र विरोध | जबकि पूरे देश की जनता ने उसका समर्थन किया क्योंकि यह निर्णय देश के गरीबों के लिए थे, यह निर्णय देश में भ्रष्ट्राचार और काला धन को ख़त्म करने के लिए लिये गए थे | और हम लगातार इस बात को कहते रहे कि कुछ दलों को शायद दुःख हो रहा है, दर्द हो रहा है, कुछ चोट पहुंची है, आज उसका खुलासा सबके सामने देश ने देखा है |
मैं समझता हूँ चुनावी खर्चे या राजनीतिक दलों के जो खर्चे हैं इसके ऊपर सभी राजनीतिक दलों ने भारतीय जनता पार्टी का उदाहरण फॉलो करना चाहिए, भारतीय जनता पार्टी जिस पारदर्शिता से ऑडिट कराती है अपना अकाउंट, जिस हिसाब से सब ऑडिटेड एकाउंट्स सबमिट करती है इलेक्शन कमीशन को और इनकम टैक्स को, हर खर्चा जो हम advertisement पर करते हैं, जो हम साधनों के ऊपर करते हैं उसका ऑडिट होता है, वह सबमिट किया जाता है चुनाव आयोग और इनकम टैक्स को | इसी प्रकार से सभी राजनीतिक दलों ने पारदर्शिता और ईमानदारी से जो खर्चा होता है वह दिखाने की परंपरा शुरू करनी चाहिए | चुनाव आयोग का यह भी निर्णय है कि अगर कोई थर्ड पार्टी आपके खर्चे पे करती है तो वह भी आपको चुनाव के हिसाब में दिखाना पड़ता है |
एक ज़माना होता था पहले जब इतनी कड़क स्थिति नहीं थी, अब कई वर्षों से चुनाव आयोग ने उसको भी डिटेक्ट करके प्लग कर दिया है कि अगर कोई थर्ड पार्टी भी खर्चा करे आपके लिए तो भी आपको दिखाना पड़ेगा, कोई फ्री में भी आपको हेलिकॉप्टर दे वह भी आपको दिखाना पड़ता है कि यह मुझे फलानी पार्टी से फ्री में मिला, तो एक प्रकार से चंदा ही हो गया |
तो मैं आप सबके माध्यम से यह चाहूँगा कि यह राजनीतिक दल खुलासा करे कि यह सब पैसा कौन सा था, कहाँ से आया और किसने यह पैसे का खर्चा किया और किस कारण से यह खर्चा किया, यह देश के समक्ष खुलासा होना चाहिए |

Ans. Over the last three years, the government of Bhartiya Janta Party-led NDA, under the able leadership of Prime Minister Shri Narendra Modi has been consistently through various steps curbing the menace of black money, curbing corruption in this country, and introducing measures to bring transparency and honesty in election spending. Over the last few years, as we took up different steps culminating in the demonetization exercise in November, 2016, we were quite surprised to find some political parties and some political leaders opposing a public welfare programme, a programme by which we can curb black money and corruption like demonetization, was also being opposed by certain political parties. We were always quite surprised at that. At times, I have also said it on public platforms that it seems like some political parties have suffered some losses or have had some difficulty because of which they have opposed demonetization. Whereas, the whole country has been in support of demonetization, which is evident from the results in election after election post November 8, 2016, which is evident in every survey that news channels and media houses have conducted in the last 8 months.
Today, it has become evident from some reports we have seen on television channels why certain parties were opposed to demonetization, why certain parties are opposed to transparency in political party funding, why certain parties have taken such a anti-government stand when we are trying to curb corruption and black money, something which this nation has welcome. The poor of this nation, the people of this nation have welcome.
We are very surprised that crores of rupees were spent on hiring aircrafts or helicopters, crores of rupees were spent in publicity and public relations campaigns, crores of rupees were spent in purchasing flags and other equipment by political parties but they have not been accounted in the accounts of the party. In fact, we would urge all political parties to follow the example set by Bhartiya Janta Party that all the money is accounted in the bank accounts of the party, they are audited, audit reports are submitted to the Election Commission, accounts with audited reports are submitted to the Income Tax department and they are available for the public on the websites of the Election Commission.
We have believed in the highest standards of probity and accountability while running our party, and we would expect and urge all political parties to follow such standards. Instead of opposing the public welfare measures, particularly, the measures to curb black money and corruption and use of illegal sources of funds in political party activities and election funding, I would urge all political parties to build a consensus, to support the efforts of this government, which has reduced the maximum amount somebody can collect by cash from Rs 20,000 to Rs 2000 as suggested by the Election Commission, which is introducing electoral bonds which were announced in the budget which will only permit honest tax-paid money to come into the party funding and be used for election and other party expenses.
We would also expect these political parties to support the various initiatives of the central government to put an end to corruption, to put an end to black money, and put an end to political parties using illegal money. Finally, I would urge these parties not to politicize every investigation in the garb of secularism or freedom of press and other arguments that are often given. Investigative agencies do their job independently. They should be allowed to function independently and illegal practices cannot be covered under the garb of press freedom, under the garb of secularism, but should be answered properly and allowed to go to its logical end.

Ans. Well, it’s like a coalition of the corrupt against a government, which is trying to end corruption. The people of India are supporting Prime Minister Modi in his steps to end corruption, but on the other hand the opposition parties are supporting corrupt practices, illegal practices. I would like to compliment the media for being conscious and every being vigilant about the wrong practices of certain political leaders and parties and bringing it out in public domain. I am sure that the people of India will also like to see the same level of probity and integrity in political party funding and accounting, and auditing that has been required by the law, that is required by income tax, that is required by Election Commission and which parties like the Bhartiya Janta Party are scrupulously following.

Ans. By the way, I don’t even know about it. I came to know from the papers. This is all the papers that I have, which is from the website of Times Now. As of now, as government we will have no information about what the investigative agencies or authorities are doing. For us, our job is to run the government, which we are doing with the highest degree of integrity and transparency. The investigative agencies based on whatever leads they get are expected to do their job. Neither does the party, nor does the government interfere in any actions or activities of any investigative agency.

Ans. Madam, you have to see it in the context of the data that is on record. There were cases where even the courts have thrown out the allegations at one point of time when there was interference in their process of investigation and the Bhartiya Janta Party used to fight against that. But, right now, we are going by data, which is available through the news media. We had no information. As Bhartiya Janta Party, we had no information of all this. Even right now my only source is the papers that are out through the media, I have no information about it.

Ans. Well, we are very sympathetic to the farmers and it is very unfortunate that our brothers have lost their life. I convey my condolences to the families of the farmers who lost their lives. The state government is handling the situation and I am sure an amicable resolution will be found in this matter.

Ans. Not at all, each state has its own situation and based on the situation in the state, decisions have to be taken by the respective state governments. So, I don’t think there was any….. because the UP farmers had gone through a certain distress for many years. And, at that point of time we believe that that was necessary to help them stand back in life. In many other states, the situation in different areas will differ from state to state and the states are free to take their own decision.
