बड़े गर्व की बात है उत्तर प्रदेश के लिए कि जिस संवेदना के साथ, जिस गहराई में जाकर उत्तर प्रदेश के भविष्य की चिंता आज का वर्तमान नेतृत्व उत्तर प्रदेश का कर रहा है माननीय महाराज जी, सतीश महाराज जी, हमारे मंत्री और बाकी पूरी जो व्यवस्था उत्तर प्रदेश की बदलाव के साथ अपने आपको जोड़ रही है, एक नए भारत में नया उत्तर प्रदेश बनाने के लिए कार्यरत है| मैं बधाई दूंगा महाराज जी को, सतीश जी को और पूरे उत्तर प्रदेश के मंत्रिमंडल और टीम को| पूरी सरकारी व्यवस्था को और साथ ही साथ प्रदेश के हर नागरिक को जो अपने आपको जोड़ रहा है इस नयी व्यवस्था के साथ, अपने आपको इस नए काम के ढंग के साथ एक नए हर्ष और उल्लास के साथ आगे की नीति बना रहा है, आगे के कामकाज के ढंग को निर्धारित कर रहा है, मैं समझता हूँ हम सबके लिए बहुत ही आनंद का विषय है|
बाकी ईज़ ऑफ़ बिज़नेस की बात करने के पहले मैं एक-दो प्रमुख चीज़ें ज़रा ज़रूर आप सबके सामने रखना चाहूँगा, मुझे पता नहीं कल और आज के बीच में इसकी चर्चा हुई है कि नहीं|
And I will say this in English for those of you who have come from outside the country; Maharaj Yogi Adityanathji brings with him to this state a modern outlook which we have not seen for many-many years. This is one state in which a simple thing, like a Chief Minister visiting a district called Noida, which is adjacent to Delhi, was considered taboo. No Chief Minister of this state, no leader of this state was even willing to visit Noida, which is one of the most important districts of this state.
Noida generates more jobs, Noida generates economic activity, being adjacent to New Delhi, Noida has huge real estate activities going on, a huge population staying there, but for superstitious reasons, no Chief Minister of this state was willing to even travel the short distance up to Noida. They would skirt Noida, they would fly outside Noida, but not be willing to land in Noida.
That mindset in this state has changed, thanks to Yogi Adityanathji. To my mind, and I have been in the private sector for 30 years of my career, before I became a Minister I was … amongst all of you. I have run industry. I have been an investment banker. I have faced all the difficulties that each one of you is always concerned about. The ease of business that you are getting today, I didn’t get it 30 years ago, when I started my small industry in Mumbai.
But I think there can be no better reflection on confidence that industry is looking for, confidence that all that we are seeing here will be implemented, because you finally have a Chief Minister who is willing to bite the bullet, who is willing to fly down to Noida, not once, not twice, but again and again. And show to the world that this is not a state that is going to run by superstition, this is not a leadership that is restricted by age old thinking, this is a modern state, this is a state that works in a modern fashion, this is a state that is integrating not only with India, but with the whole wide world. This is a leadership that thinks global, and this is a leadership which will provide you truly an enabling environment where business can flourish, where law and order is guaranteed, where you don’t have to worry about kidnappings and the land mafia coming and creating problems in your business, you don’t have to worry about corruption anymore in this state.
That is the new Uttar Pradesh that is being offered to investors, both from India and internationally. And I compliment the leadership of Uttar Pradesh for bringing around this paradigm shift in a period which is not even one year, this government has yet to complete one year.
This investor summit in some sense is like a Kumbh Mela. Kumbh is a festival we celebrate in Allahabad, Prayagraj, where nearly 150 million citizens or people from India and internationally, congregate over a period of 45 days – a 150 million people come together at Prayagraj in a short span of time. And that is considered one of the most important congregations of people anywhere in the world.
In some sense, this investor summit that we are all a part of – Investor Summit 2018 – is a Kumbh of investors, is a Kumbh of businessmen, is a Kumbh of entrepreneurs. And it’s a Kumbh of prosperity. After all, when we come to a state, when we want to do business, we are looking for an honest administration. We are looking for a proactive and fast decisive administration, which is willing to take bold decisions, quick decisions. A leadership which generates confidence that in the hour of need we will stand by you, we will support you.
And I think Uttar Pradesh has sent out all the right signals over the last two days. The honorable Prime Minister said it all when he actually has now created a challenge between my state of Maharashtra, from where I have come here, and the state of Uttar Pradesh, the challenge about who will reach the $1 trillion economy first. And in some sense, this is the kind of competitive spirit which is going to bring about advantage for all of you, because when all of us in government are working, fighting with each other to give more and more comfort to create a better environment of business for you, I think no better position for all of you investors than this competitive spirit amongst states which will help you invest, which will help you prosper and which will help you make good money, which is the ….. of every business.
And when you prosper, our people will prosper, the people of Uttar Pradesh will prosper, because ultimately jobs are generated, ultimately this economic activity gives opportunities for millions of my fellow Uttar Pradesh citizens to create different business opportunities. We will have people doing independent entrepreneurial ventures, supporting the investment that is going to fructify after this investor summit.
And I am very-very confident, this march that Uttar Pradesh has embarked on towards a new Uttar Pradesh, a new India is a big leap of faith that the government has taken. And I have no doubt in my mind that investors will reciprocate with this spirit, with this confidence that here is a state which provides a huge market, a market which is probably bigger than many of the large countries in the world. And investors, business, entrepreneurs are looking for market first. If there is no market, what are we going to investment for?
So you have a market, you have the enabling framework, you have an honest leadership, you have a bureaucracy which is willing to cut the red tape and give the red carpet to each of the investors. I think it’s truly, Uttar Pradesh is going to emerge as the engine of growth, as the state which will become the most attractive destination for investors from India and internationally.
I wish Uttar Pradesh well in this venture. And I think for all of us, Uttar Pradesh is the answer to our questions, to our investment plans.
उत्तर प्रदेश अब उत्तर दे रहा है निवेशकों के लिए, उद्यमियों के लिए, उद्योग के लिए, अब उत्तर, जब हमारे प्रश्नों का उत्तर हम जब ढूँढने निकलेंगे तो मैं समझता हूँ उत्तर प्रदेश वह उत्तर देगा और उत्तर प्रदेश ही आगे की संभावनाएं खोलेगा नए उद्यमियों के लिए, नए विकास के लिए|
मैं समझता हूँ कई बातें रखी गयी ईज़ ऑफ़ डूइंग बिज़नेस के लिए क्या-क्या किया जा रहा है, स्वाभाविक है कि लोगों को ऋण सस्ते दामों पर आसानी से मिले, लोगों को रजिस्ट्रेशन, प्रॉपर्टी बनानी हो उसकी रजिस्ट्रेशन हो, उसके वर्किंग पर्मिट्स हों, जो-जो अलग-अलग प्रकार के मापदंड हैं जिसपर ईज़ ऑफ़ डूइंग बिज़नेस को तोला जाता है, नापा जाता है उसमें तो स्वाभाविक रूप से सरकार भी काम कर रही है और आपके सुझाव आयेंगे ऐसे समिट के माध्यम से, आगे चलकर भी आप सब हमें लिखकर बता सकते हैं अधिकारियों को, माननीय मुख्यमंत्री जी को सुझाव दे सकते हैं|
इन सब सुझाओं को लेकर हम इन सब मापदंड पर तो सुधार करेंगे ही, लेकिन मैं समझता हूँ सबसे बड़ा जो सुधार इस प्रदेश ने देखा है वह है कानून व्यवस्था का, आज यह प्रदेश कानून व्यवस्था के मामले में जो सुरक्षा महसूस करता है| मुझे याद है चुनाव के पहले मुझे कई बार यहाँ पर आने का मौका मिला, व्यापारी और उद्योग जगत से जुड़े हुए लोगों में जो भय दिखता था, आज वह भय ख़त्म हो गया है| That fear is gone.
और आप व्यापारी को कितना भी कुछ ईज़ ऑफ़ डूइंग बिज़नेस दे दो, मैं समझता हूँ सबसे बड़ा जो उसके लिए चिंता का विषय रहता है, परिवार के लिए, स्वयं के लिए, अपने कर्मचारियों के लिए रहता है, कानून व्यवस्था| आदित्यनाथ जी मैं आपको बधाई दूंगा आपने जो अकल्प्नात्मक परिवर्तन किये मैं नहीं समझता हूँ उत्तर प्रदेश के कोई एक व्यक्ति को भी कोई उम्मीद थी कि 11 महीने के भीतर एक प्रदेश इतना बड़ा परिवर्तन कर सकता है कानून व्यवस्था में, काम करने के ढंग में, यह अपने आपमें एक इतिहास रचा गया है उत्तर प्रदेश में|
आपकी जो पर्यटन के प्रति भी जो संवेदना है मैं समझता हूँ वह भी उत्तर प्रदेश में एक नए नौकरियों का, नए काम करने के लिए नए अवसर आगे प्रदान करेगी| अभी-अभी महाराज जी ने मुझे एक बहुत ही अच्छा विषय बताया जिसपर हमने बैठे हुए जब तक कार्यक्रम चल रहा था निर्णय भी ले लिया है – एक बहराइच से मैलानी के बीच चलती हुई दुधवा नेशनल पार्क, ललितपुर खैरी के भीतर है, उसके नज़दीक है| और कतर्निया घाट पार्क, यह दो बहुत सुन्दर आकर्षण रखने वाले और बहुत बड़े फैलाव वाले, 850 किलोमीटर के फैलाव वाले दो बड़े नेशनल पार्क हैं जो मैं समझता हूँ हीरा है उत्तर प्रदेश के आगे के पर्यटन को बढ़ावा देने के लिए|
उसमें एक मीटर गेज की रेल लाइन चलती है जिसमें कुछ शायद कानूनी अडचनें आई हैं पीआईएल वगैरा उसका मैं आज दिल्ली जाकर उसकी पूरी छानबीन निकालकर उसको सुलझाने का मार्ग निकालकर हम इस मीटर गेज को एक हेरिटेज के रूप में रखते हुए, वैसे तो तैयार हुआ था कि इसको ब्रॉड गेज किया जाये| मैंने अब निर्णय लिया है उसको हम ब्रॉड गेज न करते हुए इसको मीटर गेज एक हेरिटेज के रूप में बनाकर और यहाँ हम सुन्दर, नयी रेल गाड़ियाँ भेजेंगे, जैसे स्विट्ज़रलैंड में या विदेश में हम कई लोग जाकर देखते हैं, पूरे कांच की जो बनती है, जिससे हमारे पर्यटक देश और विदेश से आकर वहां पर और वह बड़ी लम्बी लाइन है इस पार्क के अन्दर|
और साथ ही साथ महाराज जी के मन में है कि वहां पर हम 5-star facilities जो permanent structure न हो, जो damage न करे पार्क को, tented hotels के रूप में| हमारे कुछ मित्र राजस्थान से यहाँ पर हैं, राजस्थान में कई जगह पर यह 5-star tented hotels बसते हैं जो इकोलॉजी को भी प्रोटेक्ट करते हैं, एनवायरनमेंट को भी डैमेज नहीं करते हैं, सात सुथरे रखे जाते हैं, सफाई के लिए भी एकदम मशहूर होते हैं| और पर्यटकों को उसमें बहुत ही एक नया अनोखा अनुभव मिलता है, तो वह हमने एक आज निर्णय लिया|
मुझे आपको बताते हुए और ख़ुशी होती है दो-तीन चीज़ें जो अभी-अभी बैठे महाराज जी और मेरे बीच में हमने तय की हैं| एक तो गोरखपुर में एक काम थोड़ा शुरू हुआ था फिर कुछ अड़चनें आ गयी थी, कुछ permissions नहीं मिली थी Gorakhpur Defence Base होने के कारण| तो वहां का loco-shed, electric locos का shed तैयार नहीं हो पा रहा था, अभी-अभी मुझे सूचना मिली है कि सब permissions Defence की हमें मिल गयी हैं| उसका काम तुरंत शुरू करके एक electric loco की व्यवस्था, train maintenance की, repairs की गोरखपुर में बनाई जाएगी| जो हमारी जो कल्पना है कि पूरे देश का रेल विभाग को शत-प्रतिशत विद्युतीकरण की जाये उसके साथ भी उसका मेल बहुत अच्छा खाता है|
साथ ही साथ एक निर्णय जो उत्तर प्रदेश में शायद कभी न कभी इतिहास में जायेगा वह है रायबरेली की कोच फैक्ट्री, मुझे पता नहीं वह कोच फैक्ट्री कितने सालों पहले, अब तो फाइल पर वह ढूंढना भी बड़ा मुश्किल हो गया है कितने सालों पहले वह कोच फैक्ट्री एन्नौंस हुई, कितनी बार पता नहीं सरकारें शिलान्यास करते थे, एक ऐतिहासिक फैक्ट्री है वह| प्रधानमंत्री मोदी जी की सरकार जब आई तो उसको तेज़ गति देकर एक मॉडर्न कोच फैक्ट्री रायबरेली में स्थापित हुई है गत 3 वर्षों में, पूरा जोर लगाकर रेल मंत्रालय ने उस फैक्ट्री को चालू किया और आज वह 600 से 700 कोचेस और मॉडर्न एलएचपी कोचेस रायबरेली की कोच फैक्ट्री बनाती है|
जब मैं मंत्री बना मैंने कहा यह 600-700 कोच क्यों बना रही है, इसको बढ़ाना चाहिए| आखिर उत्तर प्रदेश के साइज़ के हिसाब से 600-700 कोच तो शायद आपके एक इलाके में पूरे खपत हो जायेंगे, पता भी नहीं चलेगा| तो हमने अभी कल्पना की है कि अगले वर्ष इसमें 1000 कोच बनाये जाएँ, उसके अगले वर्ष उसमें 2000 कोच बनाये जायें और उसके अगले वर्ष 3000 कोच बनाएं जायें| तो यह 600 कोच की फैक्ट्री 5 गुना प्रोडक्शन करे अगले 3 वर्ष में इसकी योजना तैयार हो रही है मेरे कार्यालय में| पहले करीब 480 करोड़ रुपये की लागत से इसको 2000 तक जाने की क्षमता अगले 6-8 महीनों में हम तैयार कर लेंगे और आगे के लिए मैंने कुछ ज़मीन रिक्वेस्ट की है जो राज्य सरकार ने मंज़ूर की है जिससे हम इसको 3000 कोच तक ले जायें और एक शायद विश्वस्तरीय फैक्ट्री, मुझे ध्यान में नहीं है पूरे विश्व में कोई फैक्ट्री 3000 कोच आजके दिन बनाती है, पूरी दुनिया में|
There is no coach factory in the whole wide world which is making 3000 coaches today. I have also requested the state government to give me some more land in a nearby place called Fatehpur. Fatehpur is a very-very backward area, and it’s one of those aspirational districts that Prime Minister Modi has identified to focus on, where the state and central government will focus to upgrade the standard of living of the people of Fatehpur and introduce new factories, introduce new employment opportunities, bring development to these aspirational districts in the country.
Maharaj Yogi Adityanathji has always been concerned about these backward regions and I have two major announcements to make today regarding these backward areas. For Fatehpur, we are looking at creating a rail ancillary park, so the RaeBareli coach factory will be upgraded to 3000 coaches a year and all the ancillaries which provide equipment to that factory, we will try and create an ancillary park in Fatehpur district which will help that district which is aspiring for a better future for its citizens to rise out of the depths of backwardness.
Similarly, Bundelkhand has been an area which we are all familiar with. बुंदेलखंड शायद आज देश का, माओवादी इलाकों को अगर हम छोड़ दें तो सबसे पिछड़ा इलाका है| आज महाराज जी के आग्रह पर मुझे आप सबको बताते हुए ख़ुशी होती है, अब फाइल पर निर्णय तो दिल्ली जाकर लेना पड़ेगा पर मेरा निर्णय हो गया है यहाँ पर कि हम वहां पर हमारे पास 300 एकड़ ज़मीन रेलवे के पास पहले से है झाँसी के निकट, हम वहां पर कोच रिफर्बिश्मेंट की फैक्ट्री तुरंत लगायेंगे| और यह रिफर्बिश्मेंट की फैक्ट्री के पीछे हेतु मैं ज़रूर आपको बताना चाहूँगा क्योंकि यह हेतु रेल यात्रा के साथ जुड़ा हुआ है|
आजसे तीन दिन पहले मैं कर्नाटक में एक कावेरी एक्सप्रेस में जा रहा था और मैं सभी ट्रेन की निरीक्षण कर रहा था, स्टेशन की निरीक्षण कर रहा था – चिंता मत करिए वह सलून में नहीं जा रहा था – एक सामान्य नागरिक की तरह यात्रियों के साथ ही सफ़र कर रहा था और उसमें मैंने जनरल कम्पार्टमेंट जाकर देखा जहाँ unreserved लोगों को खिंच-पिंच होकर यात्रा करना पड़ता है जो गरीब से गरीब व्यक्ति जिसमें यात्रा करता है| और मैं समझता हूँ महाराज जी जो प्रधानमंत्री मोदी जी की, जो आपकी संवेदना है वह संवेदना भारतीय रेल में लानी पड़ेगी|
तो हमने निर्णय यह लिया है और आज इस बड़ी पावन धरती पर और इतने अच्छे मौके पर मुझे आप सबको शेयर करते हुए ख़ुशी होती है रेलवे ने यह निर्णय लिया है कि अब राजधानी, दुरंतो और शताब्दी की सिर्फ रिफर्बिश्मेंट और उसको सुन्दर बनाने के काम को प्राथमिकता नहीं मिलेगी| जो सबसे गरीब से गरीब व्यक्ति जिस कोच में ट्रेवल करता है, जो unreserved coach होता है, जो सेकंड क्लास स्लीपर कोच होता है जिसमें महात्मा गाँधी जाते थे, राष्ट्रपिता महात्मा गाँधी जिन कोचों में ट्रेवल करते थे उन कोचों को पहले ठीक किया जायेगा| और जब-जब हर 18 महीने में एक कोच आती है Periodic Overhal (POH) के लिए, जब-जब यह कोचेस POH में आयेंगे इसको पूरा पेंट किया जायेगा, इसके अन्दर बजाये कि छुट-कुट, छुट-कुट रिपेयर करने के इसके इंटीरियर को ठीक से किया जायेगा और आगे आने वाले दो-ढाई वर्षों में देश के पूरे 58,000 जो कोचेस हैं जो हर श्रेणी के हैं उन सभी को पूरी तरीके से सुन्दर बनाना जिससे रेल यात्रियों की जो कठिनाइयाँ हैं उसमें हम विशेष सुधार कर सकें और रेल यात्रा में फिर एक बार वह जो चार्म था, वह जो मज़ा था, वह जो ख़ुशी थी रेल यात्रा करने की जो ख़ुशी शायद हम में से कई लोगों ने बचपन में जिसका स्वाद, जिसका आनंद लिया होगा, जिस रेल यात्रा की ख़ुशी हम सैंकड़ों फिल्मों में देखते हैं वह ख़ुशी सिर्फ हीरो-हीरोइन की ख़ुशी न रहते हुए मेरे उत्तर प्रदेश के हर नागरिक की ख़ुशी बन सके, इस संकल्प के साथ मैं आज लखनऊ से जा रहा हूँ|
